"Our decision to even consider fare and service changes has not been made without first taking a close look at ourselves and taking some painful actions including staff lay- offs and other internal tost reduction measures," said Franklin White, MTA's chief executive officer. "We wanted the public to be fully informed about our current finan- cial situation and what some of our options are for solving it." Those who attended the hearing learned that the MTA has taken major steps toward trimming its budget. Among them: In January, 1994, a hiring freeze was ordered. By the end of FY 1994, a total of 515 positions — about 20 percent of the agency's administra- tive, planning and construction staff— will have been eliminated, without affecting the ranks of bus and train operators. These actions are expected to save $55.5 million. MTA eliminated a number of out- side contractors used for services by its predecessor agencies. When FY 1994 ends on June 30, the MTA is expected to have cut in half the number of outside services con- tracts awarded when compared with two years ago, saving millions of dollars. MTA-Funded Debit CardProject Debuts on LocalTransit Lines

Fpatrons who ride Foothill Transit,Culver City, and MontebelloMunicipal Bus Lines are now ableto pay for their trips across townwith an electronic fare debit card,

known as Metrocard, which makes ridingthe bus faster and more convenient.

The system was first demonstrated at apress conference held April 7 at UnionStation. "For the first time, passengersdon't have to dig into their pockets to comeup with the correct change for the bus,"said MTA Chief Executive OfficerFranklin White. He added that bus opera-tors like Metrocard because of the timesaved waiting for passengers to insert dol-lar bills into the farebox. "With Metrocard,bus agencies can calculate revenue perride, which enables them to generate atremendous amount of ridership data at asavings to taxpayers," White said.

Patrons of the three bus agencies can pur-chase a card in any dollar amount of theirchoosing and insert it into a validatormounted alongside the bus farebox. Thecard is returned to the passenger minusthe appropriate fare and a display indi-cates to the passenger how muck valueremains on the card. When the valuebecomes less than $10, the remainingamount will be printed on the back of thecard. The passenger can either add to thevalue of the card, or purchase a new one.

The system will help patrons who don'thave the money to buy a monthly pass.Metrocard can be purchased in any

Metrocard is designed to help bus pas-sengers avoid having to dig into theirpockets for change. The pre-purchasedcard electronically records the amount ofthe fare.

denomination, so it will give the less afflu-ent an opportunity to purchase thenumber of rides they can afford.

Metrocard also will deter counterfeiters byencoding information on the card's mag-netic stripe. If a passenger reports his/hercard stolen, the system inputs the numberinto the bus validator. The central comput-er will be able to spot a serial numberbeing used by multiple cards. Each busvalidator will then be programmed not toaccept that number again.

Foothill, Montebello, and Culver City buspatrons using the Metrocard can purchasea transfer whether they pay their farewith the card or with cash. They will beissued either a standard interagencytransfer if they wish to transfer to an MTA

bus, or an electronically- encoded paperinteragency transfer if they want to trans-fer to another Metrocard-equipped bus.

This is the final phase of the MTA-funded$4.6 million demonstration project. Anevaluation report will be prepared, and, ifthe results are successful, the electronicfare system could be expanded to othertransit systems in Los Angeles.

A similar system has been used fordecades by rail transit systems, includingBART in San Francisco and Washington,D.C. Metro. Within the year, New YorkCity Transit Authority buses will also befully-equipped with a debit card system.

The farebox used in the demonstrationproject is manufactured by GFI Genfare ofChicago.

MTA Bus Fleet 65 Percent Clean of Graffiti

The fight against graffiti on MTA'sbus fleet came to the Brass rootslevel on April 16 in South CentralLos Angeles, which is exactly wheretransportation officials have long

believed it would be most effective.

Dozens of MTA employees and their fami-lies invited the community surroundingthe MTA's Division 5 to join them in clean-ing graffiti off MTA buses and buildings inthe area to help underscore the impor-tance of the MTA's intensive five-monthZero Tolerance Program against graffitiand vandalism.

Franklin White, MTA's chief executive offi-cer, declared all Division 5 busesgraffiti-free, adding that "MTA employees

and elected officials want to reach out tothe local community to reaffirm that agraffiti-free neighborhood is possible if wecontinue building upon the MTA's success.

"Buses operating out of Division 5 had themost serious graffiti problem in the sys-tem," White noted. "We attribute oursuccess to the dedication and enthusiasmof MTA employees and managers whodecided to set higher standards and werecommitted to succeed."

There are now 1,467 MTA buses operatingclean of graffiti from Divisions 1, 2, 5, 6, 8,9, 10, 12 and 16. Graffiti-free buses com-prise 65 percent of the MTA fleet. By nextfiscal year the entire MTA bus fleet isexpected to be graffiti-free.

Graffiti removal is achieved through aZero Tolerance Program that encouragesimmediate and consistent graffiti removal.MTA service attendants removed graffitifrom buses every night until graffiti wasprogressively eradicated. Cleaned buseshave remained graffiti-free for longer peri-ods of time as the program advances.

Other graffiti prevention programs imple-mented by the MTA include elementaryschool education programs to teach thenegative effects of tagging; school andcommunity lectures to mobilize citizensinto action against vandalism; supervisionof MTA buses during peak vandalismhours; and art competitions and exhibits

MTA Expects Blockbuster Vendor Fair June 14

The MTA's second annual VendorFair will be held at the Los AngelesConvention Center on June 14. Lastyear's Vendor Fair exceeded allexhibitor and vendor attendance

projections, drawing 3,000 attendees,including a sold-out luncheon reception for700 people, and 175 exhibit booths. Thisyear's event promises to be even biggerand betten

Exhibition space will be enlarged toaccommodate a projected 225 exhibitbooths. Floor exhibits will include a RedLine subway car, an actual transit busdemonstrating clean air fuels, the MTATransit Police displaying their securitysystems, the Cal State solar-powered carwhich MTA co-sponsored, and a specialMetrolink booth.

The MTA booth, located in the center ofthe exhibit floor, will feature representa-tives from all departments at MTA,including programming and planning,construction, and bus and rail operations.Contracting officers will be available for

one-on-one discussion about MTA con-tracting and purchasing opportunities,and assistance will be provided toDBE/WBE/MBE firms that would like tobecome MTA certified.

MTA's Purchasing Department will beseeking new business sources for themany parts and systems ordered eachyear, including bus parts, light rail parts,heavy rail parts, tire leases, bus facilityconstruction, and general procurementaccounts for tens of millions of dollars inorders each year.

The 1994 Vendor Fair also will featuremany workshops, a special luncheon pro-gram and a VIP sponsor and exhibitorreception. In response to the positive feed-back received from last year's event, neweducational workshops have been added.Workshops to be offered this year includethe STEPS (Success Through Excellencein Professional Services) workshop on"Marketing and Project Management",presented by the staff of the EngineeringManagement Consultant (EMC);

"Bonding for Construction Contracts", pre-sented by the Transit Bond GuaranteeProgram (TGBP); "DBE/MBE/WBE GoalSetting & Certification", presented by theMTA's Equal Opportunity department;"Accessing Capital", to be moderated bythe Vendor Relations department; and"How to Develop a Winning Proposal",presented by the MTA's contracts depart-ment.

Other programs have been scheduled inthe Convention Center Theater. At 8:30a.m., the Transportation BusinessAdvisory Committee (TBAC) will hold apublic meeting. At 10:30, a special LosAngeles City-Harbor-Airport BusinessOpportunities workshop will be conduct-ed. to operate in both directinns. This processwill eliminate the need for any supportwork beneath the bridge. The scrap metalof the old beidge has a market value of$90,000, and was factored into the con-tract price of $12.6 million.

Usually referred to as the Pasadena BlueLine, the new 13.6-mile, 14-station seg-ment will link Pasadena with downtownLos Angeles and beyond, via UnionStation where it will connect with theMetro Red Line. Linking the communitiesof Pasadena, South Pasadena, HighlandPark and Chinatown with Los Angeles, itwill be the third light rail system in theMetro network.

Officials prepare to signal a construction worker in the crane on the bridge to begin workon the Pasadena Blue Line.

Scheduled to open in 1998, the PasadenaBlue Line will carry a projected 55,000passengers per day by the year 2000.From Sierra Madre Villa in EastPasadena, the alignment runs down thecenter of the Foothill Freeway to the westfor three stations, then turns south andfollows the Santa Fe Railroad right of wayfor 11 stations, terminating at UnionStation. There, via the Metro Red Line, itwill connect with the existing Metro BlueLine and downtown Long Beach.

"For the first time since the heyday of theRed Cars, people will be able to ride therails from Long Beach to Pasadena," saidMTA Chief Executive Officer FranklinWhite.

The track will run at street level except foran elevated segment and station inChinatown, and a below grade configura-

tion in Old Pasadena. The train cars willbe powered by overhead wires and will usethe same light rail technology as theMetro Blue Line, which opened in 1990,and the Metro Green Line, which is sched-uled to open in mid 1995.

The next Pasadena line contract to beawarded will be in July, which involvesreconstruction of the Arroyo Seco Bridge.That historic bridge will not be demol-ished, but dismantled and reworked toaccommodate light rail traffic while

retaining its original architectural style.

The third Pasadena line construction pro-ject is the Chinatown aerial, which isscheduled to be awarded in August. At2,800 feet, it will be the longest elevatedsegment in the three MTA light rail sys-tems. Its seismic design will includelessons learned from the Northridgeearthquake.

ith the opening of the newMetrolink Orange County lineon March 28, Orange Countyresidents now have a new way toavoid the notoriously congested

Santa Ana Freeway on their commutes toLos Angeles.

Three round trips a day are now availablefor those traveling from Oceanside todowntown Los Angeles and points inbetween. Metrolink's double-decked trainsnow stop at San Juan Capistrano, Irvine,Santa Ana, Orange, Anaheim andFullerton, and one train also stops at theCity of Commerce.

Mickey Mouse, one of Orange County'smost prominent citizens, joined Metrolinkofficials, the Orange CountyTransportation Authority (OCTA) and theSouthern California Regional RailAuthority to welcome the new service.

Orange County Metrolink service was freeduring the last four days of March to givepotential train commuters a chance to tryout Metrolink.

"There is no better way of starting a newservice than by offering free rides," said

Metrolink Vice Chairman Irv Pickler,an OCTA director. "While some peoplewill only show up for the free ride, manyothers will see how convenient and reli-able the trains are and become regularriders."

Passengers also are able to take advan-tage of OCTA's shuttle buses that linkevery Orange County train station tomajor employment areas. Shuttle serviceis free to those holding Metrolink ticketsor passes.

More than 4,000 passengers took advan-tage of the free rides. About half thatnumber continued riding the line afterthat, said Metrolink spokesman PeterHidalgo.

Round-trip fares on the new Metrolinkline vary from $6 to S18, depending on thedistance traveled. Sample round-trip faresare as follows: Los Angeles to Santa Ana,$10; Los Angeles to San Juan Capistrano,$14; Los Angeles to Oceanside, $18.Monthly passes or 10- trip tickets canlower the fares, and senior citizens 65 andover and disabled persons can ride for halfprice.

Cal State-L.A. Students Get NewKind of Training This Fall

fficials of the MTA, California StateUniversity-Los Angeles, and sur-rounding cities gathered March 30for the ceremonial groundbreakingof a Metrolink station, which will

serve Cal State students, faculty andemployees this fall.

Construction crews are working at recordspeeds to get the station ready. When it'scompleted, Cal State-L.A. will be the firstmajor educational institution with aMetrolink stop on campus.

"The University looks forward to the newMetrolink station, which will oller signifi-cant commuter service for Cal State-L.A.students, faculty, staff and employees ofneighboring facilities," said Cal State-L.A.President James M. Rosser at the ceremo-ny. "We are delighted to be part of one ofthe newest and most exciting rail projectsin the nation that will provide anothergateway for the community to participatein the life of our university."

With a campus population of more than22,000, the station is expected to add hun-dreds of daily riders to Metrolink's SanBernardino Line. Through an agreementbetween Metrolink and the university,students using Metrolink's monthly passwill benefit from a special discount fare,which is 25% less than the regular month-ly pass.

The $1.5-million station is a coordinatedeffort of the MTA and a five-agency region-al consortium created to fund and operatethe station. The consortium is comprisedof the County of Los Angeles, the City ofLos Angeles, the City of Alhambra, theCity of Monterey Park and Cal State-L.A.

Funding came from a $750,000 grant fromAQMD's Mobile Source ReviewCommittee; $380,000 from the MTA;$200,000 from the County of Los Angeles;$100,000 from the City of Los Angeles;$50,000 from the City of Alhambra;

$30,000 from Cal State- L.A., and $20,000from the City of Monterey Park. Cal StateUniversity also participated with in-kindcontributions for Bike lockers and for thecreation of a mural adjacent to the plat-form.

Shuttles to and from the station willtransport passengers to employment cen-ters in the cities of Alhambra, MontereyPark and Los Angeles City and Countyareas near Cal State-L.A.

The station site is adjacent to the MTA'sbusway station on the San BernardinoFreeway, near the 710 Freeway inter-change.

Construction plans include a train plat-form that can accommodate threeMetrolink cars, an elevator, lighting andsecurity systems, benches, canopies, land-scaping and a mural.

The mural is part of the MTA Art Programand will be created by an artist working as

the leader of a team of students. Themural will depict the students' ideas aboutfreedom of expression.

The Cal State-L.A. station will be one of15 stations of the San Bernardino Linethat travels between the City of SanBernardino and Burbank. Other stops areRialto, Fontana, Rancho Cucamonga (notopen yet), Upland, Montclair, Claremont,Pomona, Covina, Baldwin Park, El Monte,Los Angeles Union Station and Glendale.

The Southern California Regional RailAuthority (SCRRA), the agency that over-sees Metrolink, is responsible for thedesign and construction of the station. Thefive-agency Cal State-L.A. StationConsortium will reimburse the SCRRA forall costs associated with the design, con-struction and construction management ofthe project. First Rail Car Test RunSuccessful on Green Line

0 n Wednesday, April 6, the Blue Linecar rolled down the tracks, hum-ming along without incident as itdoes every day of service. But thiswas no ordinary run. What made

this trip special was that the Blue Line carwas running along Green Line tracks —the first rail car to do so since the GreenLine project began. The test run took placebetween the Lakewood Boulevard stationand the Long Beach Boulevard stationalong the eastern end of the Green Line.The train reached a top speed of 55 mph.

Preparations for a mid-1995 opening ofthe Green Line continue to go smoothly.

Among some recent accomplishments:

n Escalators have been installed at four ofthe five stations that will have escalators.

n The steel frames of all station canopieshave been erected at every station.

n The Green Line Automatic TrainControl, which electronically regulatesthe speed and spacing of Green Linetrains out on the line, is 36% complete.

n The Wayside Intrusion DetectionSystem, which signals Green Line opera-tions control when there is a person orobject on the train tracks, is 80% com-plete.

n The Green Line maintenance shop is inthe final stages of construction.

n Work is being finished on the rail carwasher, fire safety equipment, telephonesand landscaping and Irrigation. 0

"There was no easy way to present this sit-uation to the people of Los AngelesCounty," White acknowledged. "But it isour duty to hold this hearing so thateveryone who may be affected can learnwhat our options are, and teil us whatthey think is the fairest way to go."

A combination of factors led to the $126-million budget deficit projected for FiscalYear 1995, White said. For most of thedecade of the 1980s, fare levels were dic-tated by the amount of governmentsubsidies available in any given year.

White also noted that Proposition A, a halfcent Los Angeles County sales tax ear-marked specifically for transportation,was approved by voters in Nov. of 1980.Following is a recent history of fare levels:

July, 1981: Base fare established at 85cents.

July, 1982: Following a protracted courtchallenge that Proposition A survives,base fare is lowered to 50 cents, where itstays for three years.

July, 1985: Citing rising costs, the formerRTD Board of Directors raises base fareback to 85 cents.

July, 1988: The base fare is raised to$1.10, where it has remained for sixyears.

"Traditionally, fares pay for about 40% ormore of a large transit system's operatingcosts, with subsidies covering the rest,"White saicl. "For example, in 1989, farespaid for 43.3% of our operating costs. Fouryears later in 1993, fares paid for only 30%of our operating costs, which continued torise each year."

MTA's costs also have significantly

increased in order to meet local, state and

federal clean air regulations. Add to this

the fact that government subsidies havebeen drastically cut in recent years, and amajor reason for the deficit becomes clear,White said.

White also noted that if MTA's fares hadkept pace with rising inflation, operatingcosts and lowered subsidies over the sixyears, the base fare would be $1.40 today."The same fare that bought $1.10 worth ofgoods and services in 1988 now buys only86 cents worth," he said.

Among fare options being considered arecharging higher fares during peak travelhours; increasing fares across the board;providing reduced-cost tokens and passesfor the economically disadvantaged; a 25-cent co-payment for senior and disabledpass holders during peak travel periods,and making student passes valid onlybetween the hours of 6 a.m. and 6 p.m.The following service change options willbe separately considered:

1.Cancellation of Saturday and/orSunday and/or special event bus service.

2. Cancellation of all late-night servicebetween 1 a.m. and 5 a.m., or late-nightservice just on the following 13 MTA buslines: 10, 18, 28/83/84, 38, 76, 92, 105,111, 180, 424 and 446.

3. Reduction or cancellation of service on

lines 114 and 130.

4. Cancellation of lines 56, 410, 457 and497, which largely parallel Metro BlueLine and Metrolink rail service.

5.Cancellation of holiday service.

6. Cancellation, modification or transferof portions of 60 lines to municipal tran-sit operators.

7. Cancellation of all school-related ser-vice, affecting 55 lines.

8. Cancellation, or reassignment toanother operator, of 18 peak-hour onlyexpress bus lines: 402, 406, 407, 410,412, 418, 426, 427, 429, 426, 442, 443,445, 457, 466, 489, 497, 576.

9.Also being considered is the cancella-tion, or reassignment to anotheroperator, of the following lightly-usedlines: Daily service on lines 56, 119, 127,208, 250/253; weekend service on lines56, 168, 202, 250; Saturday service onlines 209, 225/226, 254; Sunday serviceon lines 107, 124, 161, 167, 236, 245.

10.Re-routing of 24 downtown LosAngeles lines and restructuring of ser-vice on the El Monte Busway and thefuture Harbor Freeway Transitway.

11. Reduction of service frequency onselected bus lines by 25%, and reduc-tions in train service frequency.

The MTA also held 16 community Meet-ings in the weeks prior to April 23throughout Los Angeles County to helpprepare the public for the hearing.

MTA graffiti cleaning performed by volun-teers traditionally concentrates on busesand transportation properties. Since the206 buses operating out of Division 5 aregraffiti-free, the volunteers also cleanedgraffiti, rubbish and debris off the streetsalong the corridors served by MTA buses.

Briefly SpeakingCTC Grants 012 MillionLocallyThe California TransportationCommission (CTC) has committed $87.2million to Los Angeles County for trans-portation improvements in fiscal year1995, which begins this July 1.

The funds include the allocation of $52.1million for Segment 2 of the Metro RedLine, and the programming of funds fortwo series of projects: $22.4 million forTransportation Enhancement Activitiesprojects and $12.7 million forTransportation Capital Improvement(TCI) projects.

"We commend the action taken by theCTC," said MTA chief executive officerFranklin White. "This is an importantvote of confidence in our programs, and asound investment in our transit future.,"

The Union Station Gateway projectreceived $11.6 million from the

Enhancement Program, and $8.9 millionin TCI funds. The Gateway projectincludes a major intermodal passengercenter for light rail, subway, bus,Metrolink and Amtrak. Facilities willinclude a bus plaza and 2,500-space park-and-ride lot. By the year 2010, 115,000daily transit riders are expected to utilizethe facility.

Other TCI projects included $2.3 millionfor track improvements at the NorwalkMetrolink Station, and $725,000, also fortrack improvements, at the MontebelloMetrolink Station. Last October, the CTCallocated $2 million for construction of theNorwalk station, which is due to open thisDecember.

Other rail projects included $1.4 millionfor renovation and restoration of the his-toric Pomona train depot. Built in 1940,the depot will serve bus, Metrolink, andAmtrak passengers.

A total of $4.6 million was committed to

the Exposition Boulevard right-of-waybicycle path. An estimated quarter of amillion persons per year are expected touse the bikeway, which will provide aneast/west link to seven north/south bike-ways, and will link Santa Monica with theUniversity of Southern California/Exposition Park area.

Red Line Gets More GasSensorsMTA is adding more gas detection sensorsin the Red Line tunnels between UnionStation and Wilshire/Alvarado to enhancethe gas alarm system in the subway.

The MTA also has begun repair work tofill core holes drilled by engineers who con-ducted a major review of the first segmentof the tunnel. Repair crews also will groutleaks previously occurring in the tunnel.

The additional gas detection sensors areexpected to be placed near the bottom ofthe tunnel, adding an extra level of protec-tion for M'fA patrons. Although a slightodor can be detected in some areas of thetunnels and stations, the level of hydrogensulfide has remained below that whichwould trigger an alarm except on twooccasions, the day of the Northridge earth-quake, and earlier in January when anapparent false alarm was reported.

An air-flow analysis conducted inFebruary determined exactly where theadded sensors should be placed, as well asa time frame for their installation.

Vermont Avenue TrafficflealignedTraffic in a two-block area of VermontAvenue has been reduced to four lanes toaccommodate construction of the Metro RedLine Vermont/Beverly station.

The lane reduction is between CouncilStreet and Oakwood Avenue, and will lastfor about nine months. At least two lanes oftraffic will be maintained in each directionat all times.

No parking will be permitted at any time inthe affected area, but the MTA is working toidentify auxiliary parking lots for employeesand customers of area businesses.
