Greetings! Enclosed you will find registration forms for the Annual Hampshire County Fair 4-H and
FFA Horse and Pony Show. Each year this show is implemented to help 4-H and FFA members
satisfy project requirements and to serve as a positive learning opportunity. It is our hope that
through participation in this learning event members develop life skills. This year's show will take
place on Saturday, August 8, 2015 at 9:00 A.M. at the Hampshire County Fairgrounds. Registration
will begin at 8:30 A.M. In this letter you will find complete registration materials and rules
concerning this show. Please have all registration forms turned back into the Hampshire County
Extension Office, along with a copy of the negative Coggins test and a copy of the equine quality
assurance certificate, on or before July 17, 2015.
Entry Fee – There is a nominal $25.00 entry fee. This nominal fee will cover insurance and other
program expenses accrued during the day of the show. Please make checks payable to the Hampshire
County 4-H Volunteer Leader’s Association and include your payment with your registration forms.
T-Shirt Design - There is a special horse show T-Shirt design opportunity for youth. Please turn in
your design for the horse show T-shirt by July 17, 2015. The winning design will be placed on the
horse show T-shirt and credit will be given to the youth.
Health Statements – Please fill out the attached health statement and turn with the registration
material by July 17th if a parent or guardian will not be present with the exhibitor on the day of the
show. It is your responsibility to update the health statement, if needed, before the show date.
Deadlines - Please remember that a completed horse project book and activity record are due into the
Extension Office by July 17, 2015. A completed project book and Activity Record need to be
turned into the Extension Office to participate in the fair show. The horse record guide is due
after the fair on August 28th.
Quality Assurance Training - 4-H’ers enrolled in the horse project will also be required to complete
online equine quality assurance training. This online training must be completed by July 1st.
Please forward certificates to the WVU Hampshire County Extension Service Office.

Hampshire County 4-H & FFA Horse Show
I give permission for my child, to participate in the 2015 Hampshire County Fair Horse Show
Events at the Fairgrounds. Activities involved will include being around and working with animals
and people. Attending the event may lead to contact with individuals who are experienced and
inexperienced in the above mentioned activities. I also understand that participation in this activity is
strictly voluntary and is not a requirement for 4-H or FFA membership.
I am aware and have discussed with my child that:
1. Being in and around animals, fences, buildings, fairground facilities, and other people may cause
clothing to become wet, dirty and beyond cleaning and/or repair;
2. Working with animals may give rise to risk of injury arising from the surface or substance of the
ground, show ring and barn on/in which showing occurs;
3. Other participants may act in a negligent manner which otherwise may result in harm to my child;
4. Showing an animal may lead to injury caused by a number of things, contact with other animals or
show people and/or objects in the show ring and barn area.
5. While participating in the youth agriculture events, participants risk injury from the very nature of
learning new skills.
I recognize that the above outlined activities and potential resulting risk may cause injury, death, or
loss to participants or other persons in the immediate vicinity. I understand that my child is not
required to participate in these activities, but grant permission for him/her to do so, despite possible
risks. I recognize that by participating in this activity, as with any physical activity, my child may
risk personal injury. I hereby attest and verify that I have been advised of the potential risks, that I

2015 Hampshire County Fair Horse and Pony Show

I. GENERAL RULES
A. 4-H and FFA Members enrolled in Hampshire County during this current 4-H year are eligible to
participate.
B. The horse and/or pony used in this show must be designated as the 4-H project animal or part of
the Ag Education Supervised Agriculture Experience Program by May 1, 2015. If for any reason
(lameness, sickness, etc.) a change of animal of animal must occur after the registration form is
submitted, the substitute animal must have been registered as well as the project animal by May 1st
date.
C. Entries must be made on the official Hampshire County Fair Horse and Pony Show entry blanks.
They must be received on or before July 17, 2015. Send completed applications to: WVU Hampshire
County Extension Service, PO Box 1880, Romney WV, 26757 Attn: Horse Registration Forms.
D. This show will be governed by the West Virginia 4-H Horse and Pony Show Rule Book, 4-H 856-
99. Copies may be obtained from your county Extension Office or online.
E. *PROTECTIVE HEADGEAR: As of January 1, 1998, all participants in any mounted 4-H horse
activity or show in West Virginia must wear American Society of Testing Materials (ASTM) and
safety Engineering Institute (SEI) approved headgear with harness secured whenever mounted. This
rule applies for all 4-H youth sponsored trail riders, gymkhana and organized shows. This policy
applies to all 4-H youth and other participants in related mounted horse events at local, county, area,
district, and state levels. All youth participants must wear and use safety items in any 4-H event at
any level without judge discrimination.
It is recognized that in some instances, availability of approved safety headgear for saddle seat and
other style riding may be a problem. Judges will in instructed that suitability of safety headgear for a
specific class is not to be a factor in placing that class. Participants will not be penalized if his/her
hard hat does not meet the hat style requirement in the clothing specifications for a particular class.
Anyone riding inside or outside the ring without his/her helmet at anytime will be disqualified from
further participation in the Fair Horse and Pony Show.
F. All horses and ponies must be accompanied by an official paper showing a negative result (from a
USDA approved laboratory) to the Coggins Test for Equine Infectious Anemia (Swamp Fever) with
the 12 month prior to exhibition and verification of rabies vaccination. Please submit a

copy of the coggins with registration. Coggins may also be checked at the fairgrounds. Anyone
without Coggins papers will not be allowed to enter the premises.
Exhibitors are encouraged to have their horses and ponies under veterinarian approved
immunizations schedule for the summer horse show session.
HEALTH REQUIREMENTS FOR HORSES FROM THE WV DEPT OF AGRICULTURE
From West Virginia: (1) Must be uniquely identified, and (2) Have a negative Coggins’ Test (from a USDA official approved laboratory) within the last 12 months. From Other States: (1) Must be uniquely identified. (2) Accompanied by an approved CVI from the state of origin prior to show or fair, and (3) A negative Coggins’ Test (from a USDA official approved laboratory) within the last 12 months. RECOMMENDED EQUINE VACCINATION Vaccination Programs should include at least: • Flu • Tetanus • Eastern & Western Encephalitis • West Nile Virus • Rabies NOTE: No animals from any herd or herds under restrictions will be permitted to show or sell.
Animal Health Officials of the West Virginia Department of Agriculture reserve the right to examine
any animal consigned and exclude animals from the show or sale that exhibit signs of disease.
NOTE: We are strongly recommending that all horses being shown in any show or activity be
rabies vaccinated.
G. Junior and Senior Divisions:
1.) Junior Division - The exhibitor must be at least 9 years of age during the current year, under
14 years of age on January 1, 2015.
2.) Senior Division - The exhibitor bust be 14 years of age and not have been 21 years old on or
before January 1, 2015.
Horses and Ponies being shown must have a 4-H Activity Record and project book turned in by
July 17, 2015. Record Guides are due into the Hampshire County Extension Office by August
28, 2015.
H. Show attire for all exhibitors will be clean, neat attire; button down white shirt; jeans for western;
and breeches for English; tie and show bow optional
I. The decision of the judge is final. Any discourtesy displayed by an exhibitor, parent, or leader
toward show officials, other exhibitors, parents, or leaders may result in forfeiture of ribbons,
trophies, and/or premiums. Flagrant violations or discourtesy may result in the banning of an
exhibitor and or observer from the show and future 4-H & FFA horse shows.

J. Horse and ponies are NOT to be ridden anywhere on the fairgrounds except the exercise ring or
show ring. Riding anywhere except these rings constitutes a great safety hazard. Horses and ponies
must NOT be ridden bareback or with halters; they must be ridden with bridles and saddles at all
times unless as a prerequisite for an approved class. Horses and ponies will not be near the
designated spectator area.
K. Western Fitting and Showmanship.
1.) Clothing Specifications: Minimum Requirements: Western pants, Western boots, Long-
sleeve collared shirt, Approved hard hat (western hat may be worn in fitting/showing classes)
Optional: Vest or coat/jacket, Chaps (in riding events), Tie, choker, Spurs Restricted: Tennis
shoes, loafers.
2.) Equipment Specifications: Minimum Requirements: Western Stock Saddle, Western bridle
with standard western bit. See below for additional information on bits. Optional: Rope
attached to saddle, Breast collar, Humane spurs (without sharp points; rowels cannot be
wired or taped), Tapaderos (covered stirrups), Tail extensions (hair to hair attachment)
Restricted: Inhumane Bits, Wire, metal, or rawhide devices added to the curb strap, any type
of protective boot, Cavesson-type nose bands, mechanical hackamores, tie-downs, draw
reins, running martingales. Whenever the 4-H rule book refers to hackamore, it means the
use of a rawhide braided, leather braided, or rope bosal. It does not refer to a so-called
mechanical hackamore. Absolutely no iron will be permitted under the jaws regardless of
how padded or covered. Whenever this rule book refers to snaffle bit in western performance
classes, it means the use of a smooth snaffle bit with broken mouthpiece (conventional O-
ring, egg-butt or D-ring) and the ring no larger than 4". One inch in from the cheek must be a
minimum of 3/8 inch diameter with a gradual decrease to center of the snaffle. Optional loose
curb strap (leather or nylon only). Reins to be attached above the curb strap. Whenever this
rule book refers to a bit in western performance classes, it means the use of a curb bit that has
a solid or broken mouthpiece, has shanks and acts with curb action. Whenever this rule book
refers to Romal, it means an extension of braided material attached to closed reins. This
extension is to be allowed to be carried in the free hand with a16 inch spacing between the
reining hand and the free hand holding the Romal. The free hand may not be used to adjust
the length of the rein in any way. The Romal shall not be used forward of the cinch or used to
signal or cue the horse in any way. Any infraction of this rule shall be penalized severely by
the judge. In all classes under the Western Pleasure Division (western pleasure, western
horsemanship, and trail) junior horses (five years old and younger) may be shown in either a
curb bit, hackamore, or snaffle bit. Junior horses ridden with snaffle bits must be shown with
both hands on reins. Reins may or may not be crossed. The rider's hands should be carried
near the pommel and not further than 4 8

inches out on either side of the saddle horn. Rider's hands must be steady with very limited
movement.
L. 1. A miniature horse shall not exceed 38 inches in height.
IAFE (International Association of Fairs and Expositions) National Code of
Show Ring Ethics
Exhibitors of animals at livestock shows shall at all times deport themselves with honesty and good
sportsmanship. Their conduct in the competitive environment shall always be the highest standards
of dignity to promote the advancement of agricultural education. This code applies to junior as well
as open class exhibitors who compete in structured classes of competition. This code applies to
livestock offered in any event at a livestock show. In addition to the IAFE National Code of Show
Riding Ethics, fairs and livestock shows may have rules and regulations which they impose on the
local, county, state, provincial and national levels.
All youth leaders working with junior exhibitors are under an affirmative responsibility to do more
than avoid improper conduct or questionable acts. Their moral values must be so certain and positive
that those younger and more pliable will be influenced by their fine example. Owners, exhibitors,
fitters, trainers, and absolutely responsible persons who violate the code of ethics will forfeit
premiums, awards and auction proceeds and shall be prohibited from future exhibition in accordance
with the rules adopted by the respective fair and livestock shows. Exhibitors who violate this code of
ethics demean the integrity of all livestock exhibitors an should be prohibited from competition at all
livestock shows in the United States and Canada.
The following is a list of guidelines for all exhibitors and all livestock in competitive events:
1. All exhibitors must be present, upon request of fair and livestock show officials, proof of
ownership, length of ownership and age of all animals entered. Misrepresentation of ownership, age,
or any facts relating thereto is prohibited.
2. Owners, exhibitors, fitters, trainers, or absolutely responsible persons shall provide animal health
certificates from licensed veterinarians upon request by fair or livestock show officials.
3. Junior exhibitors are expected to care for and groom their animals while at fairs or livestock
shows.
4. Animals shall be presented to show events where they will enter the food chain free of drugs. The
act of entering an animal in a livestock show is the giving consent by the owner, exhibitor, fitter,
trainer and/or absolutely responsible person for show management to obtain any specimens of urine,
saliva, blood, or other substances from the animal to be used in testing. Animals are not entered in an
event which culminates with the animal entering the food chain shall not be administered drugs other
than in accordance with applicable federal, state and provincial statues, regulations and rules.
Livestock shall not be exhibited if the drugs administered in accordance with federal, state,
provincial statues, regulations and rules affect the animals performance or appearance at the event.

If the laboratory report in the chemical analysis of saliva, urine, blood or other sample taken from
livestock indicates the presence of forbidden drugs or medications, this shall be prima facie evidence
such substances has been administered to the animal either internally or externally. It is presumed
that the sample of urine, saliva, blood, or other substances tested by the approved laboratory to which
it is sent is the one taken from the animal in question, its integrity is preserved and all procedures of
said collection and preservation, transfer to the laboratory and analysis of the sample are correct and
accurate and the report received from the laboratory pertains to sample taken from the animal in
question and correctly reflects the condition of the animal at the time the sample was taken, with the
burden in the owner, exhibitor, fitter, trainer, or absolutely to prove otherwise at any hearing in
regard to the matter conducted by the fair or livestock show. At any time after an animal arrives in
the fair or livestock premises, all treatments involving the use of drugs and or/medications shall be
administered by a licensed veterinarian.
5. Any surgical procedures or injection of any foreign substances or drugs or the external application
of any substance (irritant, counterirritant, or similar substance) which could affect the animals
performance or alter is natural contour, confirmation, or appearance, except external applications of
substances to the hoofs or horns of animals which affect appearance only and except surgical
procedures performed by a duly licensed veterinarian for the sole purpose or protecting the health of
the animal is prohibited.
6. The use of showing and/or handling practices or devices such as striking animals to cause swelling
using electrical contrivance, or other similar practices are not acceptable and are prohibited.
