Pleasant Valley School District Path to Reopening for K-12 Schools: Health and Safety Plan Page 1 The Pleasant Valley School District Health and Safety Plan outlines our school entity instructional and non- instructional school reopening activities for the 2020-2021 school year and was created in consultation with Northampton/Monroe/Pike County Emergency Management Services, Pennsylvania Department of Health, Bethlehem Department of Health, and StarWellness. As with all emergency plans, the Health and Safety Plan developed for each school entity should be tailored to the unique needs of each school and should be created in consultation with local health agencies. All school activities are informed by Governor Wolf's Process to Open Pennsylvania. The Governor’s plan has categorized reopening into three broad phases: red, yellow, or green. These designations signal how counties and/or regions may begin easing some restrictions on school, work, congregate settings, and social interactions. Depending upon the public health conditions in our county, there could be additional actions, orders, or guidance provided by the Pennsylvania Department of Education (PDE) and/or the Pennsylvania Department of Health (DOH) designating our county as being in the red, yellow, or green phase. There may be times that our county may not experience a straight path from a red designation, to a yellow, and then a green designation. Instead, cycling back and forth between less restrictive to more restrictive designations may occur as public health indicators improve or worsen in our local area. The Pleasant Valley School District Health and Safety Plan accounts for changing conditions to ensure fluid transition from more to less restrictive conditions in each of the phase requirements as needed. The Pleasant Valley School District Path to Reopening for K-12 Schools not only provides considerations for school leaders as they develop

plans for restarting school this fall but provides a flexible framework to address challenges that may develop throughout the 2020-2021

school year. Instead of a one-size-fits-all approach, the below (Pleasant Valley School District Decision Tree) provides a menu of instructional

models and responses districts can adopt to ensure the continued success and safety of students and staff members.

● Two separate Health Offices will be identified within each building:

○ COVID 19 Isolation unit - using Air-Purifiers and PPE ○ Healthcare unit – General population

● Students and school staff that are displaying symptoms of infection need to be separated from healthy students and staff that are utilizing the Health Office for daily medication, first aid treatment, physical injury assessment, etc. Ventilation is a key part of this mitigation strategy.

● Soap and water scrubbing for 20 seconds is the preferred method. Hand sanitizer with at least 60% alcohol is also acceptable

Staff Not Reporting to Work: PVSD will initiate a review

process for staff who indicate they are unable to report to work

due to a COVID-19 related circumstance following leave rights,

absence protocols and the school entity’s policy.

Transportation Schools (for in-person instruction) and most Child Care Facilities Closed, therefore transportation will not be provided.

Cleaning, sanitizing, disinfecting, and ventilating all school vehicles used by students.

All district owned and contracted transportation departments will conduct daily cleaning and sanitizing of the school bus/vehicle fleet. During the day/between transportation runs: Touch points of each school bus/vehicle will be cleaned and sanitized (all handrails, tops of student seats, window ledges, etc.) End of school day/after school activities: Thorough sanitation of all buses/school vehicles. Sanitization of buses: All cleaning, sanitizing, and disinfecting will be conducted using products that meet the CDC requirements for COVID-19. Adjusting transportation schedules and practices to provide for social distancing between students

All students riding School District transportation are required to wear face coverings.

● With the hybrid model, half of the student population will be

arriving to school each day, reducing the number of

students per bus.

● Students will be required to wear face coverings while on

the bus and 2 students will be limited to a seat.

● While waiting for the bus, students must maintain social

distancing guidelines.

● Transportation will fill busses from back to front upon entry

and exit from front to back.

● District wide communication will be sent to families

encouraging the use of hand sanitizer prior to entry on the

bus.

● Ridership will be limited to the bus number they have been

assigned at the start of the school year.

● Students with a PVHS parking permit may drive themselves.

Once students exit their vehicle, they must wear their face

covering from the parking lot into the building.

● Students who are medically exempt from wearing a face

covering: This will be reviewed on a case by case basis by

administration.

Social Distancing and Other Safety Protocols Summary of Responses to Key Questions: Remote learning will occur when the school district is within the red or yellow phases. When the district is within the green phase, all buildings will operate on a hybrid instructional schedule. Buildings will be at half capacity with students having brick-and mortar instruction two days per week and distance learning 3 days per week. Operating at half capacity will facilitate the school district’s ability to enforce social distancing guidelines. In addition to the cleaning of commonly used areas frequently throughout the day, a more extensive cleaning will occur between the change of student groups on the hybrid instructional schedule. Visitors from outside the district will not be permitted to enter district buildings. Face coverings must be worn by all individuals in the public areas such as school lobbies/vestibules and hallways. Parent/family meetings will be held remotely using technology such as Zoom. Staff meetings, when permitted, will occur remotely using technology such as Zoom. Required postings for social distancing will be prominently displayed throughout buildings. Training for staff on all district health and safety policies and procedures will occur at the beginning of the school year prior to student return for the school year. Age appropriate instruction on proper hygiene and safety protocols will occur for students on the first day of school. Communication will be sent to families via website, Blackboard Connect, and social media accounts prior to the start of the school year to provide information of the required health and safety policies and procedures in place for students.

In all buildings, furniture will be arranged to provide for the CDC required space between students. Students will use individual supplies instead of shared/communal supplies. Any supplies that must be shared will be disinfected between uses. When traveling outside of their homeroom, PVE students will be required to wear face coverings. At all other buildings, students will continue to travel between classes using staggered bell schedules and specialized traffic patterns to decrease the amount of student-student contact. Face coverings will be required for all students when traveling through the hallways. CDC guidelines will be adhered to in all classroom settings regarding social distancing requirements and use of shared equipment. In all buildings, staff will wear face coverings in shared/public spaces.

PVSD currently contracts with First Student for transportation services. Student transportation will be limited to 2 students per seat. Limiting the number of individuals in classrooms and other learning spaces, and interactions between groups of students

Coordinating with local childcare regarding on site care, transportation protocol changes and, when possible, revised hours of operation or modified school-year calendars

Monitoring Student and Staff Health

face covering is placed on that individual. The individual will be directed to an area within the Health Office designated for increased isolation to further reduce communicability.

● Students/Staff to be sent home from school as soon as possible.

● Returning to school after illness; students and staff must be fever free for 72 hours without use of medication prior to return to school.
