    Chris McCoy is Outreach/Training Manager for Watchdog Wire.Chris is a former small business owner and executive director of atrade organization, so she comes with a unique perspective. She hasalways been an advocate for free markets and limited government.Chris has been a political activist for years and believes sunshine isthe best disinfectant. Most recently, she worked with grassroots,developing trainings and leading people to participate in their gov-ernment. She now sets up training programs for Watchdog Wire tohelp citizens learn how they can watch for waste, fraud, and abuse!

    Katy Abram is the State New Media Coordinator for Americansfor Prosperity. In addition to working with activists from across thecountry on new media activism, she also coordinates with the statechapters of AFP to deliver their message in a timely and accuratemanner. Prior to working with AFPs headquarters, Katy worked forthe AFP Pennsylvania state chapter as a New Media Coordinatorand Policy Analyst.

    Before working for AFP she was a stay at home mom of two whofounded the Lebanon 9-12 Project. She has been featured on

Prior to becoming Executive Directorfor American Majority, Cecilia worked as Western PennsylvaniaRegional Field Director for American Majority Action.

    2014 PA Leadership ConferenceThe History of the PLC

    It was 1989, Ronald Reagan had just left the White House and GeorgeH.W. Bush was President of the United States. Conservative thought hadbecome main stream during the Reagan era, but now more grassroots actionwas needed to ensure the movements success going forward.

    The Conservative Political Action Conference (CPAC) in Washington,D.C. provided activists nationwide with a forum in which to learn aboutissues, train to become more effective, network with fellow activists and beinspired to continue the fight.

    Two college students, John Fluharty and John Hanks attended CPAC andcame back to Pennsylvania with the idea of establishing a state-level versionof the national conference.

    That idea was put into action by Frederick W. Anton, III of thePennsylvania ManufacturersAssociation with assistance from Susan Staubof Pennsylvanians for Right to Work; Don Eberly of the CommonwealthFoundation; Jim Panyard of the Pennsylvania Manufacturers Association;and Charlie Gerow with Pennsylvanians for Effective Government.

    The first conference was a big success and led to the formation of thePennsylvania Leadership Council which made it an annual event. LowmanHenry became the first president of the Pennsylvania Leadership Councilfollowed by Sean Duffy and Gordon Blain.

    In the late 1990s conference attendance faltered, and for a couple of yearsthe event was replaced by a luncheon.

    But, a new wave of conservative activists flowed into the movement as aresult of Pat Toomeys unsuccessful race for the Republican U.S. Senatenomination in 2004. Mr. Anton decided it was time to re-establish the con-ference. Under his leadership Lowman Henry was brought back to organizethe conference. Mr. Anton and Mr. Henry along with Susan Staub and DavidTaylor worked to restart the Pennsylvania Leadership Conference in 2005

    with Ann Coulter as the featured speaker.The 2005 conference drew the largest attendance up until that point.

    With the onset of the Tea Party movement, attendance at the conference hascontinued to grow. The event has also gained in stature attracting two pres-idential candidates in 2012 along with a wide array of statewide and nation-al elected officials and conservative leaders.

    Following Ann Coulter, featured speakers at the PennsylvaniaLeadership Conference have included Joe Scarborough, Michelle Malkin,Laura Ingraham, Michael Reagan, Dick Morris, Charles Krauthammer, andFrank Luntz. This year's featured speaker is Jonah Goldberg of FoxNews/National Review.

    Today, the Pennsylvania Leadership Councils Board of Directors include

    Mr. Frederick W. Anton, III as chairman; Lowman S. Henry aspresident/treasurer and David N. Taylor as secretary.

    Louis Petolicchio serves as head of the Education Team for theConstitutional Organization of Liberty (COOL) and has been

    instructing courses based upon the Constitution on behalf of COOLsince its inception. Among the classes he has directed are The BirthOf Freedom and A More Perfect Union as well as the multi-sessionseriesInstitute On The Constitution, and has presented these cours-es all over Pennsylvania as well as a public school in Delaware. Inrecognition of his work, Louis was nominated for the 2008 Bill ofRights Award given annually by the Bill Of Rights Bicentennial

    Committee of Concordville, PA.Louis has been involved in political activities since high school and has actively

    worked on the campaigns of various candidates for a wide variety of public offices,most recently that of State Senator Mike Folmer. With his wife, Laurel Lynn, he hasorganized banquets and receptions for nationally recognized conservative leadersincluding Justice Roy Moore, Ambassador Alan Keyes, and Congressman Ron Paul.

    A 1985 graduate of Geneva College (Beaver Falls, PA) with a bachelor o f science

    degree in business administration with a concentration in Economics, Louis hasearned his Associate In Claims (AIC) designation from the Insurance Institute ofAmerica (Malvern, PA). He has also received his Legal Principles Claim Specialistdesignation and Property Claim Law Associate designation from the AmericanEducational Institute (Basking Ridge, NJ).

    Petolicchio currently serves as an auditor for Jackson Township (Lebanon County,PA) and has also served as Judge of Elections in East Donegal Township as well asPresident of the Elizabethtown Kiwanis Club (Lancaster County, PA).

    Jeffrey W. Griffith took the Institute on the Constitution in thespring of 2009 and then joined the Constitutional Organization ofLiberty (COOL) as a general member. In 2010, he accepted a posi-tion of Instructor with COOL and has served on its Executive Board.

    He has led the IOTC throughout the state of Pennsylvania. Jeff wasinstrumental in the incorporation of the Alexander HamiltonInstitute for Constitutional Studies, the non-profit parent organiza-tion of the Constitutional Organization of Liberty.

    Jeff has attended the Leadership Institute in Arlington, VA andis a member of the American Council of Christian Churches Executive Committee. Hecurrently serves as the Administrative Pastor for Open Door Baptist Church,Lebanon, PA. His responsibilities include teaching History and Government from anoriginal intent perspective at Lebanon Christian Academy.

    Frederick W. Anton III is the President and ChiefExecutive Officer of the Pennsylvania ManufacturersAssociation (PMA), a statewide business organizationrepresenting the interests of manufacturers inPennsylvania's public policy process since 1909.

    Since joining PMA in 1962, Mr. Anton has continuedthe associations long tradition of political action, whichwas begun by its founder, U.S. Senator Joseph Grundy.Beginning in 1981, Mr. Anton has been the host for abipartisan seminar and luncheon at the MetropolitanClub in New York City on the Saturday of ThePennsylvania Societys annual dinner. Pennsylvania gov-ernors, U.S. senators, and other leading political figuresfrom both major parties attend the event each year.

    In recent years, U.S. Senators Arlen Specter and Rick Santorum appointed Mr.Anton as Chairman of the Federal Judicia l Nominating Commission ofPennsylvania.

    A native of Philadelphia, Mr. Anton has lived in southeastern Pennsylvania allhis life. He is a graduate of Haverford High School, Villanova University, and theVillanova School of Law, and is a veteran of the United States Marine Corps.

    Lowman S. Henry is President of the PennsylvaniaLeadership Council, Inc., which produces the annualPennsylvania Leadership Conference. He is Chairmanand CEO of the Lincoln Institute of Public OpinionResearch, Inc., a non-profit public affairs foundationbased in Harrisburg, PA. He serves as host of AmericanRadio Journal heard on 193 radio stations nationwide,and is host of the Lincoln Radio Journal, a weekly publicaffairs radio program syndicated on 90 Pennsylvaniaradio stations. He has served in elective office as a

    Dauphin County Commissioner and a Lower PaxtonTownship Supervisor. He was the Republican Partysnominee for Pennsylvania State Treasurer in 1992.

    He serves on the board of directors of thePennsylvania Manufacturers Association (PMA) and the PMA Foundation; is adirector emeritus of the Pennsylvania Association of Non-Profit Organizations(PANO); President of the Colonial Park Rotary; and on the advisory board of theAllegheny Institute for Public Policy in Pittsburgh. Mr. Henry is a member of theCharlton United Methodist Church in Lower Paxton. He is a graduate of GannonUniversity in Erie, Pennsylvania. He is married to Carol Lynn Henry, and theyhave three sons.

    Evan Feinberg is the President of Generation Opportunity, anorganization advocating for economic opportunity for 18-29 year oldsthrough less government and more freedom.

    In 2012, Evan became one of the first Millennials to run for UnitedStates Congress in his hometown of Pittsburgh, Pennsylvania.Although unsuccessful, h is b id garnered significant national attentionand deepened his conviction that engaging and mobilizing the next gen-eration is the key to winning the future for freedom.

    Previously, Evan served as a senior aide to U.S. Senators Rand Paul and TomCoburn and as a researcher at the Heritage Foundation. Evan is married to SarahFeinberg, an officer in the U.S. Marine Corps and Iraq War veteran. They have oneson, Luke Fidelis Feinberg, age two.

    Christopher Wetherson is a junior at Indiana University ofPennsylvania, studying in Political Science/Pre Law.     Tom Smiths background is a common one in Pennsylvania andacross the country. Tom still lives on and operates the family farm inArmstrong County where he grew up.

    In 1989, Tom mortgaged everything he had to start his own coalmining business in the belief that he could build a better life for him-self and his family. He succeeded, building a series of companies in ahighly regulated industry through some tough economic times. WhenTom sold his mining companies, they were mining more than a million

    tons of coal a year and employed over one hundred thirty people.Tom and his wife, Saundy, are the proud parents of seven children and the grand-

    Charles W. Proctor, III is the Senior Managing Partner of Proctor& Lindsay located in Chadds Ford, Pennsylvania. He is also an alliedattorney with Alliance Defending Freedom and works regularly withthe Pennsylvania Family Institute. Mr. Proctor is an Adjunct Professor

    Mike Kelly was born in Pittsburgh and raised in Butler, PA,where he has lived for the past 53 years. After graduating fromButler High School in 1966, Mike attended the University of NotreDame on a football and academic scholarship. After college, Mikemoved back to Butler to work at Kelly Chevrolet-Cadillac, Inc., acompany founded by his father in the early 1950s. Mike took own-ership of the dealership in the mid-1990s, expanding its operationsto include Hyundai and KIA franchises.

    Mike was a Butler City councilman, and has sat on the boardsof several local and civic organizations, including the Housing

    Authority of Butler County, the Redevelopment Authority of Butler County, and theMoraine Trails Council of Boys Scouts of America. In recognition of Mikes extensivevolunteer and charitable work, Catholic Charities gave Mike the Mary DeMucci Awardand the Mayor of Butler designated October 26, 2001 as Mike Kelly Day for his com-mitment to his hometown.

    Mike and Victoria have four children: George III, Brendan, Charlotte and Colin; andare the proud grandparents to George IV, Vivian, Elizabeth, Helena, Elaina, Maeve andVictoria. Michael hosted a live radio show for over 26years, which was the first nationally syndicated long formpolitical talk show presented by Premiere Radio Networks.

    Throughout his career, Michael has taken time to support numerous charitableorganizations. In addition to his role as president of The Reagan Legacy Foundation,he serves on the board of The John Douglas French Alzheimers Foundation, and is a

    board member and the national spokesperson for My Stuff Bags Foundation. In 2005,he established the Michael Reagan Center for Advocacy and Research in partnershipwith Arrow Child and Family Ministries. Michael has raised millions of dollars formany other notable charities including United States Olympic Team, Cystic Fibrosis,Juvenile Diabetes Foundations, the Statue of Liberty Restoration Fund, the SantaBarbara and San Diego Navy Leagues, and the San Diego Armed Services YMCA.

    Michael has been married to his wife Colleen since 1975, and they have two grownchildren. A son Cameron, born in 1978, and a daughter Ashley, born in 1983, whileher grandfather was in the White House.

    David N. Taylor is Executive Director and First Vice Presidentof the Pennsylvania Manufacturers Association (PMA), a statewidetrade organization representing the interests of manufacturers in

    the states public policy process since 1909.Taylor is a 1990 graduate of Dickinson College, where he earnedBachelor of Arts degrees in History and Dramatic Arts. He previ-ously worked for the Research Department of the RepublicanNational Committee in Washington DC, the late state Sen. John J.Shumaker (R-Dauphin), and the Pennsylvania Leadership Council.Immediately prior to joining PMA in 1997, he worked in theWashington DC office of U.S. Sen. Rick Santorum (R-Allegheny).

    Taylor serves on the boards of directors of the Pennsylvania ManufacturersAssociation, the Lincoln Institute for Public Opinion Research, the PennsylvaniaLeadership Council, the Foundation for Free Enterprise Education, the PennsylvaniaeCommerce Association, and the Pennsylvania Business Council EducationFoundation. Since 2010, Taylor has represented the northeast United States on theboard of directors of the Conference of State Manufacturers Associations. He is also anAdvisory Committee member o f the Pennsylvania Steel Alliance.

    He is the son of former Huntingdon County President Judge Newton C. Taylor andNancy R. Taylor. David lives near Hershey PA with his wife Erica and daughterMeredith.

    Paul Kengor, Ph.D., is professor of political science atGrove City College (Grove City, PA) and aNew York Times best-selling author. He is also executive director of Grove CityColleges think-tank, the Center for Vision & Values, and a vis-iting fellow at the Hoover Institution (Stanford University).

    Kengor is an internationally recognized authority on severalsubjects, particularly Ronald Reagan, the Cold War, and com-munism. He is often quoted in major publications ranging fromtheLos Angeles Times to the Chronicle of Higher Education tothe Washington Post to the Irish Times to BBC to Pravda. Hisarticles have appeared in publications from across the ideologi-cal spectrum: theNew York Times,National Review, CNN.com,

    FoxNews.com, Washington Post, Washington Times, USA Today, Wall StreetJournal, and in religious publications ranging from Christianity Today to theNational Catholic Register to Jewish World Review. Dr. Kengor has publishedmajor articles in top refereed, scholarly-academic journals, such as PoliticalScience Quarterly andPresidential Studies Quarterly .

    In 2014, he has two major forthcoming books on Ronald Reagan: 11 Principlesof a Reagan Conservative; and a seminal edited volume for Harvard University

    Press, titled, Reagan in a World Transformed, 1989-2013 (co-edited with JeffreyChidester of the University of Virginia).

    The film rights for Kengors two books, The Crusader and God and RonaldReagan, were purchased by MJM Group. The books are the basis for a majorHollywood bio-pic on the life and presidency of Ronald Reagan, titled, Reagan:The Movie, planned for release in late 2014.

    Kengor received his doctorate from the University of Pittsburghs GraduateSchool of Public and International Affairs and his masters degree from AmericanUniversitys School of International Service. He also holds an honorary doctoratefrom Franciscan University (Steubenville, Ohio). He and his wife, Susan, haveseven children.

    Scott R. Davis is an Information Technology Architect who

    combines his technical expertise with his passion for politics toassist organizations and political campaigns to make the bestuse of the most current technology.

    In 2007 Scott created the Pennsylvania Revolution website.Pennsylvania Revolution organized and managed the grassrootsof Pennsylvania around Ron Paul and his conservative princi-ples.

    Scott also manages the website and social media efforts ofthe Pennsylvania Leadership Conference and developed theStraw Poll app which is used to conduct the straw poll at theconference.

    When not leading the digital revolution, Scott can be found officiating basket-ball or taking photos.
