In the meantime government seems very eager to get the Special Presidenttial Package for the area implemented with the help of thge industries and mines in the area. The Sekhukhune District Municipality saysit has successfully concluded a two dayengagement on the Special PresidentialPackage (SPP) last week Friday.

The District Government said in astatement late on Friday that theengagements began with a meeting ofmembers of the SPP who includedExecutive Mayor Cllr Mogobo DavidMagabe, members of the MayoralCommittee, all mayors from the five localmunicipalities, ten traditional leaders,senior Department of Mineral Resources(DMR) and officials from the Presidency.They met at the Greater Tubatse LocalMunicipality Chamber to fine tune a list ofprojects that they require the mines toimplement.

“The list of projects is categorized intoshort-term, medium-term and long-term.And they take a shape of major roadsprojects, water projects, housing, ITC,health, education, skills development, andenergy. And the list provides for the wholeof Sekhukhune District meaning that allvillages of Sekhukhune District will becovered by this development irrespectiveof whether there is a mine or not” MayorMagabe told those present.

“While government appreciatecontributions of the mines in the upliftmentof the living standard of the working poorand marginalized communities, theapproach of working in alone is not movingthe country forward. Hence there is a needfor a coordinated approach encapsulatedby the Special Presidential Package. Andgovernment have plans in terms ofinfrastructure development but a need toget a buy-in from the more than 27 minesis vital. The package deals with challengesof development and investment that willbenefit both the mining companies and thecommunity. And the need to changeapproach cannot be postponed anymore”stated the Executive Mayor.

During engagement with the mininghouses on the second and the last day, adetailed list of projects earmarked was

presented to the mining houses forengagements and decision.

The statement says that althoughModikwa Platinum Mine praised the SpecialPresidential Package as a beautiful plan, themine raised a concern regarding the spreadof projects across the whole of Sekhukhune,to the exclusion mines’ immediatecommunities and warned it will cause havocunless government has a plan to protect themines from attack. Despite this issue, theplan was highly praised.

Mayor Magabe told the meeting thathaving meetings and producing minutescannot be condoned further as there was anurgent need for action leading towardsdeliverables.

The issue of Social Labour Plans wasraised sharply as a contradiction to theSpecial Presidential Package. However,clarity was given that the two plans neededto be implemented concurrently and that theMining Charter clearly states that themineral belongs to all South Africans andthe state is the custodian. The emphasise isthat charity begins at home and minesneeded to benefit surrounding communitiesin particular and the whole of Sekhukhune ingeneral.

“The engagement with the minesresolved that the Special PresidentialPackage is a step in a right direction whichwill be discussed with various mininghouses.

There is also a need to strengthen theexisting forum between the mining housesand government” Mayor Magabe said. Headded that “During the meeting by thePresident on the 18th October with themining houses and Nedlac, a statement wasissued which resolved that the Social LabourPlans are not been off-loaded, but neededaugmentation by a comprehensive and moreinclusive plan”.

The DMR requested that the meetingagree to a follow-up meeting in the nearfuture to finalise issues before thedepartment can enforce the implementationof the Special Presidential Package.

SPP D-day nearer

Four men who kidnapped and robbed MsHennielene Botha at Iketla Lodge inMarch 2008 were sentenced this week.The sentencing took place in theLydenburg Regional Magistrate’s courton Monday 24 November 2014. JusticeHardly Chiloane (36), Kgamogelo Kgoedi(26), Michael Lephato Seloane (34) andShadreck Nkijila Makwana (36) weresentenced to 15 years imprisonmenteach for robbery. They also received a 5-year sentence each for kidnapping.On 22 March 2008 the men took valuableitems from the lodge, took Ms Botha’svehicle and kidnapped her. She was leftin the boot of her car for three days.Eventually the robbers dropped her atThe Oaks Santeng Village. She wasfound by Ms Makhulundaba Nkuna whocalled the police. Three suspects werearrested on 26 March 2008 and the fourthwas captured a year later.During sentencing Magistrate Lambrechtsaid that the men failed to show remorsefor their deeds and that the communityexpected the court to pass a suitablesentence. He added that he felt thesentencing he was handing down was inline with the CPA Act 51.1997.The sentence will run concurrently.(Information: Ohrigstad SAPS)

Mr. Peter Coetzee from East Plant was the Employee of teh Year.Mr. Andor Esbach, General Manager at Tubatse Chrome handed himhis trophy and certificate.

On Thursday 20 November Tubatse Chromeheld their annual Gala Awards evening.The event took place at Tubatse ChromeClub.Long Service Awards were handed out for10, 15, 25, 30 and 35 years service at thecompany.After the main course the Excellence Awardstook place. In the category Best ProductionOperator, Edwin Lingwati and LazarusMogoane shared the award. The Best SME(Surface Mobile Equipment) Operator awardwas also shared by Oupa Nzimandze andLucas Tshoma. The Best Artisan award wentto Mpho Mashabela. The Supervisor of theYear was Herman Venter. Thomas Harmsereceived the award for Support ServiceEmployee of the Year. The Best Safety Repfor 2014 was George Mabogoane. MarynaHerman was the best SHEQ Practitioner andCharles Christmas was the Best Engineer for2014.The Employee of the Year was PeterCoetzee from East Plant. It was said thatPeter “helps out wherever he is needed inthe plant and is East Plant’s “Jack of alltrades”. He has taught himself to rebuild thefurnaces’ tap holes and he even operates thesmall excavators himself. His contribution tothe company was again evident during therecent T3 burn-through repairs when heimmediately started to organise and help withthe cleaning and repairs. There seems to benothing that Peter cannot do in the plant.Peter is an incredibly valuable member of theTubatse team”.

Ms. Ina McCarthy, Mr Jerry Mtsweni and Mr. Thomas Mampa allhave 35 years service with the company. With them are Mr AndorEsbach and Mr Andries Nieuwoudt.

On 25 November the Burgersfort SAPS visitedthe Manoke Home Based Care for a 16 Daysof Activism Against Violence Against Womenand Children.Various stakeholders also attended the eventto encourage women, young people andorphans from the area. Motivational speakerson the programme included GTM CounsellorAnna Masete, Ms Teen Limpopo Top 10Finalist Obakeng Kgwedi, representativesfrom the Royal House, the CPF chairperson,social workers, the Burgersfort SAPS StationCommander and the SAPS ClusterCommander.Tubatse SUPERSPAR donated food parcelsto the Home Based Care and the SAPShanded out special Christmas packs toorphans in the area. These packs containedessential toiletry items such as toothpaste andsoap. Various contributors donated it andConst. Victoria Maluleka thanked everyonewho made the day and the donations possible.The day’s programme also includedentertainment items by individuals and theKgankanyane Orphanage.

Prize giving at Laerskool AtokiaLaerskool Atokia held its annual prize givingceremony for 2014 on 13 and 14 November2014. It was an exciting affair, with plenty ofrecognition for the school’s top achievers.The proceedings kicked off on 14 Novemberwith the CATS drama group’s presentation ofCATS, for which they received an honoursreward at the Eisteddfod. Human Settlements Minister LindiweSisulu was recently accused by theEconomic Freedom Fighters (EFF)of misleading voters and creating ageneration of “hobos”. This cameafter she said that nobody under theage of 40 would get a free (RDP)house from government.“What apartheid could never takefrom anybody is their age. They areyoung, they are energetic, they areable to do,” she said at aParliamentary Human SettlementsPortfolio Committee briefing.It is state policy that nobody olderthan 60 will qualify for a free house.Sisulu’s department is in the processof adjusting their database andprioritising applicants according totheir age. The poor, elderly and thosewith disabilities are given preference.Younger people are better able tofend for themselves and are oftenalso eligible for different forms ofstate support such as subsidisedlow-cost rental. She explained thatany type of system will have to workaccording to criteria that determinewho benefit and in this case herdepartment is working with 60 as thecut-off age.“What apartheid did to the elderly isit has taken their lives away. Thereis nothing an elderly person can do,”Sisulu said. “So it had nothing to dowith schooling or advantages, it hadto do with the fact that there are otherprogrammes that we have in housingthat caters for a whole variety ofpeople who are able to do that. Whatpeople under the age of 40 have isan enormous ability to do thingsthemselves. That which the olderpeople can’t do. They have sweatequity, which is one of theprogrammes we have. They can gointo rental if they can get a job. Weare creating a youth brigade so theywill get a job”. She emphasised thatgovernment would like to create ayoung generation that is notdependent on state benefits.Platinum Gazette asked readers howthey feel about the various cut-offages for qualification for a freehouse.

Mr. Donald Moimana said: “Ja, Iagree with them. 40 Years is stillyoung. The people younger thanthat can still work for themselves.Even if they don’t have skills theycan go to FET colleges andupgrade their skills. It is too early togive up”.

Mr. Lesiba Maile said: “I agree.People under 40 are still youngand must work to own their ownhomes”.

Ms. Lebogang Nkadimengsaid: “It’s good. In SouthAfrica it is easier to get apermanent job if you arebetween 18 and 35 yearsold. Those people can buytheir own homes”.

Right: Ms. CateMdhuli said: “It’sgood. Theseolder peopledeserve theRDPs.Governmentmust howeverinclude orphansto also benefitfrom thisscheme”.

Mr. Dumisa Madelane said: “Iagree with government. They arespending lots of money on buildinghouses. It is worrisome to findsome young people quickly extendit or build themselves anothermansion. Government shouldhowever still consider pensionersand people with disabilities forthese houses”.

Ms. Rebecca Selahle and Ms. Munky Mokwenasaid: “It’s good. People must learn to do things ontheir own. They must work. They cannot rely ongovernment for everything. They must stand ontheir own feet. Stand up and work for the house youwant for your children”.

Ms. Jacqueline Mkase said: “Iagree. It’s good. Some people don’tgo to work. They think governmentwill supply them with grants andRDPs. They take advantage of ourgovernment. They must start doingthings for themselves in SouthAfrica”.

Right: Ms. Matete Sekgobela said: “Idisagree with this. We are very poor.Look at the HIV pandemic killingmany parents and now governmentwon’t build these young orphanshomes? What will happen to them?This will increase the crime rate.Government is always saying theyfight poverty, but now they don’twant to give RDPs to youngerpeople? Maybe family units will bebetter if they got homes. The lack ofwork is also a problem. Yes, thereare opportunities for school andstudies, but what about the slowlearners?”

Ms. Anna Mathonsi said: “It is fair.The youth have opportunities to goto school, there are bursaries etc.But I also think - about those whoare very poor? So I agree anddisagree with government. Beingpoor influence your motivation, yourmind and discourage you so I thinkperhaps the poorest should stillqualify”.

Mr. Fanie Lesufi said: “I disagree.To my knowledge everyone earningless than what qualifies you for abond should get a RDP – no matterwhat your age. As long as you don’thave a proper income, you shouldqualify”.

Mr Jacob Maserane and Mr Richard Morena said:“Some of the youth were not even in apartheid. Weagree with government. When we fought againstapartheid the young people were not there. Some ofthese young people also sell their RDPs when theyget it”.

Right: Mr. JabulaneMkhawane said: “Iagree. I want that RDP.I’m older than 40 andhopefully I won’t have towait that long for it.Young people must goto school and getthemselves good jobs”.

Left: Mr. Anthony Mashegosaid: “I agree withgovernment’s plan. To makean age limit on offering RDPhouses will be good. Most ofthe youth have opportunitiesto develop themselves andprosper in the South Africaneconomy.Only orphans, afterthorough investigation shouldget RDP houses. This willalso save our budget and themoney can be usedsomewhere else where it isneeded”.

Ms. Mpuleng Maahlo said: “Yes, Iagree. If young boys just get it,they don’t want to work. They mustgo and look for jobs”.

Modikwa employees participated inthe cycling challenge that formed partof the Unite-4-Mandela event on 22November 2014.Three cyclists from Modikwa PlatinumMine, one of them, the SustainableDevelopment Leader Mr Hope Tyirarepresented the company.The race was a tough one and waswon by Reinhardt Janse vanRensburg.On 16 November Tyira alsoparticipated in the Momentus 94.7FMchallenge. SPORTSamancor ECMCharity Golf Daya huge success

Samancor Eastern Chrome Mines (ECM)hosted their annual Charity Golf Day on 21November 2014.Through this day they raise money forcommunity projects. As tradition dictates theday was filled with fun and ended a hugesuccess. Various projects will benefit fromthe contributions made by the players.

The results of theday was:

Winners: Ernest Faver and Anton vanVuuren with 49 points. Second place:Mariska Stickling and Loralyn Botha with 48points. Third place: Martin van Rooyen andWillem Montgomery with 46 points.The Longest drives went to Justin vanStaden and Zandre Lindeque. Nearest to thePins were Kallie Erasmus and J Bench. Thebest Samancor Team was Tweefontein with84 points. Second: Tubatse with 80 and third:

ECM Mancom Teamwith 75.Samancor ECM wouldlike to thank everybodythat participated andthose who contributedtowards this worthycause. Without you,days like this will not bepossible. ECM islooking forward to seeyou again next year.
