They willbe buriedtomorrowIt was eerily quiet on Wednesday morningin the community service centre next toLeboeng Police station, with onlyCouncillor Josias Mahlake’s of Ward 1’svoice droning from the boardroom whenPlatinum Gazette’s reporter arrived.

The councillor was explaining torepresentatives of the bereaved families of11 people who died in a horror bus accidenton Sunday, how they would be assisted inburying their loved ones (photograph topleft). Leboeng went into shock this weekwhen the community heard that at least 10from so many villages around Leboeng diedwhen the Sekhuhkune Express bus theywere travelling in from Polokwane, wentdown the mountain on the George’s ValleyRoad between Polokwane and TzaneenSunday evening. Eleven people weredeclared dead at the scene, ten wereseriously injured and 36 were slightlyinjured. The department of Transport hassent a team of independent investigators tothe scene of the accident to probe further.Manager of Limpopo traffic supportservices, Gordon Horn confirmed that theSekhukhune Express bus had overturnedand rolled down the embankment but saidthat the cause of the accident had not yetbeen established.

Meanwhile Transport Minister SibusisoNdebele has conveyed condolences to thefamilies of those killed on Monday, saying"We convey condolences to the families ofthose killed in the bus crash in Limpopoyesterday and wish those injured a speedyrecovery. Through the Road TrafficManagement Corporation (RTMC), wehave dispatched an independent team ofaccident investigation and reconstructionspecialists to assist in the investigation ofthis crash. Officials from the Road AccidentFund (RAF) have also been dispatched toprovide necessary assistance to the affectedfamilies.

"As government, as part of our roadsafety strategy we are currentlyintensifying our road safety programmethrough various initiatives with regards toeducation, enforcement, engineering andevaluation in conjunction with provincesand municipalities. These include the

newly-established national traffic lawenforcement unit, the national rollingenforcement plan, 1 000 road blocks perday as well as the implementation ofannual vehicle testing to ensure vehicleroadworthiness. A specific focus is thefitness of public transport vehicles anddrivers to prioritise law enforcement ofpublic transport. The RTMC is alsoworking on the roll-out of theAdministrative Adjudication of RoadTraffic Offences. We are also involvingmore stakeholders in our road safetyefforts including the religious community,business and civil society. Community roadsafety councils are also playing a moreactive role in local road safety issues. Wewant to encourage more ownership of roadsafety efforts at provincial, local andcommunity levels. No other matter shouldbe allowed to sidetrack us from saving liveson our roads," said Minister Ndebele.

One of those killed in the accident arefrom Steelpoort and not part of the group ofpeople who attended a church function atMoria outside Polikwane during theweekend.

Conflicting reports about the conditionof the driver are received, while reportsthat the brakes of the bus probably failedbefore overturning, could also not beconfirmed.

According to Councillor Mahlake, thefamilies of the deceased will be assistedwith funeral costs to pay for caskets andcatering for the mass funeral which will beheld tomorrow at the community servicecentre at Leboeng Police station. Accordingto Cllr Mahlake the mass burial will beattended by amongst others, MEC’s of theLimpopo provincial government, themunicipal mayor and councillors, as well asthe district mayor. Proceedings will startat 08:00.

On 29 July the SAPS Tubatse Cluster Women’s Network held a campaign at Leboeng.The cluster includes police stations from Tubatse, Leboeng, Mecklenburg, Ohrigstad and Burgersfort.The campaign was led by the Women’s Network chairperson, Lieutenant Colonel NR Mahlaola.The campaign started with a roadblock in Leboeng and then proceeded to Kgautswane where needy familieswere identified. A 34-year old man was arrested after he violated a protection order on 1 August.The protection order was for domestic violence.He allegedly assaulted his 26-year old girlfriend in Riba Cross on 31 July. The manwas arrested and appeared in the Praktiseer Magistrate’s Court on 2 August. Hewas denied bail and the case was postponed.* In another case on 3 August a 31-year old man was arrested after he violated adomestic violence protection order. He allegedly assaulted his 29-year old ex-girlfriend in Bothashoek on 1 August. The man appeared in the PraktiseerMagistrate’s Court on 4 August.

More than 70 people from villagesaround Leboeng who wereaccused of public violence, walkedfree out of Praktiseer’s court onTuesday when the ase againstthem was withdrawn by the State.Outside they courthouse theyposed jubilant for the camera andwereobviously relieved that thesword above their heads is nowremoved.

Their case started towards theend of last year when they werearrested for blocking the R36 roadbetween Echo Caves and StrydomTunnel to protest against a lack ofservice delivery by thegovernment. Hundreds of largestones were placed in the road onthe Abel Erasmus pass. Althoughthey were out on bail, the casedragged on until now and neveractually came to be heard as itwas postponed every time. Thegroup told Platinum Gazette thatthey were happy charges weredropped, but lamented that theystill want services.

“We urgently need electricity.We will still engage with theauthorities over this issue”.Other issues they complain aboutis bad access roads, waterprovision and lack of, oruncompleted RDP housing intheir villages.

Happy as they were, they werealso sad, as one of their c0-accused passed away in the busaccident near Tzaneen on Sunday(see page 2), while another wasinjured.

Mr. Moswane Frans and Ms Mothema Mokgadi have been appointed as care-taker commissioners in the Limpopo Youth Commission.

The two care-taker commissioners will over oversee the transition fromthe Youth Commission to the National Youth Development Agency followingthe merger between the Umsombovu Youth Fund and the National YouthCommission.

Mr Moswane and Ms Mothema have been welcomed by the YouthCommission in anticipation of an “immense contribution towards thedevelopment of the youth in Limpopo” according to a statement by theCommission.

Mr Moswane is also the disputed leader of the ANC Youth League inLimpopo and was recently embroiled in controversy for allegedly receiving asalary from Sekhukhune District Municipality while not doing any work.According to reports in the national media Mr Moswane is no longer in theemploy of Sekhukhune District as he has resigned.

The Limpopo Youth Commission planned to visit Polokwane Correctional Centrethis week to spend the day with young female offenders.The visit to the correctional centre is aimed at engaging with young femaleoffenders about interventions in bettering their lives during and post theirserving terms, creating a platform for the LYC to communicate availableprogrammes, their rights as inmates and above all to ensure that they use theirserving terms as a rehabilitation period.Even though South African prisons have less female inmates as compared tomales, their rehabilitation should be prioritized due to the following: Theyremain primary caregivers in society, women struggles contribute to theirunlawful actions and this must be addressed from all angles, post their servingterms they should be easily integrated back into their communities.The LYC has recognized that Youth development needs an integrated approachwhich continues to place women at its apex; hence the Commission has takenthis initiative to address challenges faced by young women who happen to be incorrectional centers.

Pastor TP Matsi passed away onMonday 18 July 2010.He was well known in the Praktiseerand Burgersfort community where heserved as Pastor of the A.F.M. for 19years. Previously he served inMiddelburg, Standerton andLydenburg.He served as chairperson to hischurch’s regional committee in thepast, and was part of the GreaterTubatse Fraternal in recent years.Always having a smile and loving hispeople was one of the things thatpeople will always remember. 6 NEWS 6 AUGUST 2010Sylvania Resources has commissioned its Doornbosch platinum-group metals (PGMs)and chrome recovery plant near Steelpoort at a cost of R97-million. Doornbosch wouldinitially produce 670 oz/m of PGMs.

Sylvania holds a 74% interest in Sylvania Dump Operations, which treats chrometailings to recover PGMs from Samancor Chrome’s mines on the eastern and westernlimbs of the BIC.

The new plant was designed to process 20 000 t/m of PGMs plant feed fromSamancor’s Doornbosch chrome plant and would eventually ramp up to a steady stateproduction of 1 000 oz/m of PGMs.

“The Doornbosch plant, our fifth PGMs recovery plant in the Bushveld Complex, iswell positioned to become one of the lowest-cost producers of the Sylvania plants, due tothe potentially high-grade feed that we expect from this new mine. This supports ourstrategy of low-cost extraction from chrome current risings and tailings dumps,” saidSylvania CEO Terence McConnachie.

As the Doornbosch chrome plant and the Doornbosch underground mine were stillunder development and ramping up to full output, only about 15 000 t/m of PGMs plantfeed was being provided to the recovery plant.

Preparations were now being made for the PGMs recovery plant to temporarily alsotreat fines from Samancor’s Tweefontein mine, in addition to dumps at the Doornboschplant, to ensure that its capacity was fully used.

Feed from the Tweefontein mine would be delivered to the recovery plant from earlynext year, which would increase production to the 1 000-oz/m level.

Meanwhile, Sylvania Resources would now start construction of its new Lannextailings dam, after being granted the required water licence, it reported last weekFriday.

“The delays experienced in obtaining the permissions necessary for the constructionof the new tailings dam seriously delayed Sylvania being able to exploit the fullpotential and capacity of its biggest plant and had a significant impact on the ouncesproduced by the group during the second quarter of 2010,” said McConnachie.

Sylvania stated that the suspension of the Lannex plant had been the main reasonfor its overall platinum-group metals (PGMs) output having dropped by 16% to 6 937 ozin the quarter ended June 30, 2010, compared with the 8 294 oz produced in the firstquarter of the year.

In April, SDO had been forced to suspend its Lannex tailings facility, owing toconstraints on the amount of tailings that came from the existing temporary tailingsdam.

However, with construction of the new dam to be completed in the next threemonths, the tailings facility, which treats feed from the Lannex mine, would now beable to ramp up to its full design capacity to treat 70 000 t/m of ore feed by the fourthquarter of this year.

How free should our mediaThe media and political parties have beentalking very much about media freedom inthe past few weeks.The ANC is to discuss a document withvarious proposals regarding the media attheir upcoming conference in September.Many now fear that the country will bemoving back to the controlled media of theapartheid era where government controlledwhat may and may not be published.Opposition parties have said that they fearthat should the media be controlled, thepower will be abused to cover up the truthabout unsavoury issues.The DA quoted Nelson Mandela from aspeech he delivered in 1994. “I have oftensaid that the media are a mirror throughwhich we can see ourselves as othersperceive us, warts, blemishes and all. TheAfrican National Congress has nothing tofear from criticism. I can promise you, wewill not wilt under close scrutiny. It is ourconsidered view that such criticism canonly help us to grow, by calling attention tothose of our actions and omissions which donot measure up to our people's expectationsand the democratic values to which wesubscribe.”Speaking to the International PressInstitute Congress back then, he said: “Nosingle person, no body of opinion, nopolitical or religious doctrine, no politicalparty or government can claim to have amonopoly on truth? It has therefore alwaysbeen our contention that laws, mores,practices and prejudices that placeconstraints on freedom of expression are adisservice to society.”We asked our readers what they thinkabout media freedom, censorship and amedia tribunal.

Mr Collen Moimane and Mr TT Moimane said: “They should be controlled because thejournalists are sometimes biased and exaggerate. There should be better boundariesfor the media”.

Tubatse Chrome Festival
