AGENDA ITEM: VII-A DATE: 10/01115 APPLICANT: Cuatro Vientos East, Inc. ENGINEER: Porras Nance Engineering REQUEST:

Review and consideration of the Cuatro Vientos East - Wright Rauch Subdivision Master Plan and reconsideration of the preliminary plat of Cuatro Vientos East-Wright Rauch Subdivision, Phase I . The intent is residential. The purpose of the reconsideration is to rename subdivision and change street names.

SITE: The master plan consists of approximately 689 lots on 4,500 acres. Cuatro Vientos East -Wright Rauch Subdivision, Phase 1 consists of 18.35 acres and is located east of Cuatro Vientos Rd. and north of Wormser Rd. The zoning for this 85lot development is R-1A. This tract is located in District I- Cm. Rudy Gonzalez, Jr.

PREVIOUS COMMISSION ACTION: This item was previously granted final plat approval by the Planning & Zoning Commission on 01/15/15

PROPOSED ACTION: APPROVE SUBJECT TO THE FOLLOWING COMMENTS:

Master Plan:

1. Identify and label all collectors.

2. Confirm TXDOT approval for any lots fronting Cuatro Vientos Rd.

3. Provide a phase number for detention pond and provide access.

Preliminary:

1. Please verify gas easement with Supplementary Provision within the Dimensional Standards, Section 24.77.2(12) of the Laredo Land Development Code Book.

2. All improvements as Per Subdivision Ordinance.

Notice to the Developer:

1. Only the utility easements within the plat boundaries are subject to change prior to plat recordation, due to revisions by the utility companies.

District Consultants REQUEST:

Review and consideration of the Alexander Ranch Master Plan and reconsideration of the preliminary plat of the replat of Lot lB, Block 1, U.LS.D. John B. Alexander High School. The intent is Institutional. The purpose of the reconsideration is to reconfigure subdivision.

SITE: This master plan consists of approximatelyl469lots on 843.99 acres. The replat of Lot lB, Block 1, John B. Alexander High School plat consists of 53.14 acres and is located South of Del Mar Blvd. and east of John B. Alexander High School. The zoning for one lot development is R-1, B-1, and B-3. This tract is located in District V- Cm. Roque Vela, Jr.

PREVIOUS COMMISSION ACTION: This master plan was previously granted approval by the Planning & Zoning Commission on 05/07/15.

PROPOSED ACTION: APPROVE SUBJECT TO THE FOLLOWING COMMENTS:

Master Plan: 1. Provide a revised master plan and identify property replat in bold lines also any acreage not

included, create a new phase and number accordingly. Also revise land use in accordance to Section 2-3.2(a) 4 of the Subdivision Ordinance Handbook.

2. Provide the volume and page of any recorded phases. Also provide the adjacent property owner with volume and page number.

Preliminarv:

1. Confirm 60' access easement at the east end of property and provide street name.

2. Provide release letters for all utility easement.

3. Confirm gas line width and depth, if greater than 4' conform to Section 24.77.2(12) of the Laredo Land Development Code regarding development requirements near existing oil and gas wells. To include the "No Build" zones for gas lines, if applicable.

4. Show all easements

5. All improvements as Per Subdivision Ordinance.

Notice to the Developer:

1. Only the utility easements within the plat boundaries are subject to change prior to plat recordation, due to revisions by the utility companies.

This 0.06 acre tract is located west of Bob Bullock Lp. and north of Shiloh Dr. The zoning for this one lot development is B-4. This tract is located in District VI-Cm. Charlie San Miguel

PROPOSED ACTION: APPROVE SUBJECT TO THE FOLLOWING COMMENTS:

1. Access onto Bob Bullock Loop is subject to review and approval by the Texas Department of Transportation. Provide a plat note stating such approval.

2. Provide a plat note and an Engineers signature block for the billboard sign lot to state, "Pursuant to Section 16.343 of the Texas Water Code, and as to Lot 1, Block 1 only water and sanitary sewer improvements are not required.
