1. Introduction Over the last decades, the combined action of storm waves and tides are eroding the Toogoom shoreline in the vicinity of Belbi Creek. The properties 48 to 82 Kingfisher Parade are immediately under threat from erosion, particularly since the Australia Day 2013 storm (a tropical depression, originating from Tropical Cyclone Oswald). The dune buffer along properties 58 to 78 is now reduced to a few metres.
A consensus for an erosion protection seawall along the esplanade is supported through inter-ministerial and governmental consultations. The seawall capital costs will be recovered from the residents through a special levy and the seawall asset will be transferred to Fraser Coast Regional Council (FCRC) once constructed. This is compatible with the FCRC policy.
There are two options for the design of the proposed coastal seawall (rock armour revetment) that are provided on the preliminary drawings, dated 18 July 2013 (ie Option A and Option B) (refer Appendix A). The proposed seawall alignments have a 10 m offset from property boundaries and should offer resilience to a 50 year Average Recurrence Interval (ARI) storm and have a design life of 50 years (minimum Queensland standards).
An ecological assessment is required to be undertaken within and immediately surrounding the proposed clearing footprint in order to determine the development approvals required to authorise vegetation removal. Approval requirements may be required under the Queensland Fisheries Act
1994, Queensland Vegetation Management Act 1999 (VM Act), the Queensland Nature Conservation
Act 1992 (NC Act) and the Commonwealth Environment Protection and Biodiversity Conservation Act
1999 (EPBC Act).

2. Ecological assessment
2.1 Methodology The methodology undertaken for the ecological assessment of the proposed seawall alignments involved a combination of a desktop analysis and a field survey, as outlined below.
2.1.1 Desktop
A desktop review of known and likely terrestrial flora and fauna values was completed for the locality of the proposed disturbance. The desktop review included an analysis of environmental and wildlife databases, consisting of:
the Commonwealth Department of Sustainability, Environment, Water, Population and Communities (SEWPaC) EPBC Protected Matters Search Report
the Queensland Department of Environment and Heritage Protection (DEHP) Regional Ecosystem (RE) mapping, High Value Regrowth (HVR) mapping and Essential Habitat mapping
the DEHP Wildlife Online database The results of the desktop analysis were used to inform field sampling processes and highlight the potential presence of significant species/communities within the proposed impact area.
2.1.2 Field Survey
Field investigations were undertaken along the proposed seawall alignments (refer Appendix A) over a single day period on 26th July 2013.
A census of all flora and fauna species encountered was obtained through the use of the random meander technique (Cropper, 1993). Targeted searches were conducted to determine the presence (or potential presence) of any conservation significant flora and fauna species listed under the provisions of the Queensland NC Act and/or Commonwealth EPBC Act which may be impacted by the development.
Site habitats within the area of proposed disturbance were also assessed to determine their value for supporting native fauna species. Particular attention was paid to habitat features such as:
The presence of trees with hollows, fissures and/or other suitable roosting/nesting places Areas of dense vegetation Presence of hollow logs/debris and areas of dense leaf litter Presence of fruiting/blossoming flora species Presence of exfoliating bark or rocky debris Presence of marine area and plants that would providing feeding opportunities for marine bird
species (ie Wading species and fish during periods of inundation)
2.2 Results
2.2.1 Flora
No HVR vegetation or Essential Habitat identified under the provisions of the VM Act for conservation significant species listed under the provisions of the EPBC Act and/or NC Act were identified within the area of proposed disturbance following the desktop analysis. Ground-truthing validated the accuracy of this mapping.

The area of proposed disturbance is partially mapped as containing Least Concern RE 12.2.11 on the DEHP certified RE mapping (refer Appendix B). This RE code is described as ‘Open-forest to woodland, and includes species such as Corymbia tessellaris, Eucalyptus tereticornis, Callitris
columellaris, Petalostigma pubescens, Corymbia intermedia or C. clarksoniana, E. exserta, Livistona
decora, Planchonia careya, Leptospermum neglectum, Acacia julifera. Melaleuca dealbata and Eucalyptus tereticornis in swales. Vine forest species sometimes present as sub canopy or understorey. Occurs on Quaternary coastal beach ridges and swales.’ (REDD 2013). This mapping
was validated during field investigations.
A total of 69 flora species were observed during the field survey. Of these species, 31 (44.9%) were native and 38 (55.1%) were non-native (ie exotic). Six non-native species observed during field investigations are declared as Class 3 pests1 under the provisions of the Queensland Land Protection
(Pest and Stock Route Management) Act 2002 (LP Act) (refer Table 1). Of the species observed, none are conservation significant species listed under the provisions of the EPBC Act and/or NC Act.
Two species listed as Type A restricted plants2 under the provisions of the NC Act were observed within the proposed disturbance area. These include two Platycerium bifurcatum (Elkhorn fern) individuals and one juvenile Brachychiton acerifolius (Flame tree) (refer Appendix E). As these plants are classified as Type A restricted plants under the provisions of the NC Act, approval from DEHP may be required if it is necessary to clear these plants for the proposed seawall.
Four plants that were observed within the area of proposed works are recognised as marine plants under the provisions of the Fisheries Act 1994, as they are considered to provide potential habitat for fish (refer Table 1 and Appendix E). These species have the potential to be impacted by the proposed works and permits may be required from the Department of Agriculture, Fisheries and Forestry (DAFF) where any clearing of marine plants is proposed within areas that are under tidal influence.
Other species observed during field investigations (ie Melaleuca quinquenervia [Broad-leaved paperbark] and Casuarina equisetifolia [Coastal she-oak]) have the potential to be recognised as marine plants under the provisions of the Fisheries Act 1994. However, as these species were located above the Highest Astronomical Tide (HAT), it is not considered that these species contribute to fish habitat and are therefore not considered to constitute a marine plant in this instance.
A complete list of all flora species identified within the vicinity of the proposed works is provided in Table 1.

An EPBC Protected Matters Search Report and Wildlife Online Extract were generated for the proposed area of disturbance with a 10 km buffer. A total of 21 flora species of conservation significance (ie listed under the provisions of the EPBC Act and/or NC Act) have been identified as potentially occurring with the locality of the proposed disturbance area (refer Appendices C and D).
Following ground-truthing of the proposed area of impact, none of these species are considered likely to occur within the immediate vicinity of the seawall as the existing habitat is not conducive to their occurrence. As such none of these species will be impacted by the proposed works.
2.2.2 Fauna
Essential Habitat mapping obtained from DEHP did not identify any habitat for conservation significant species listed under the provisions of the NC Act within the area of proposed disturbance. Ground-truthing of the area validated this mapping.
During the field survey, a total of 15 native bird species were observed within the vicinity of the project area (refer Table 2). Of these native bird species observed, Eastern osprey (Pandion cristatus) is listed as a Migratory and Marine species under the provisions of the EPBC Act. This species was observed adjacent to the proposed area of impact. As such, the proposed works are not considered likely to have a significant impact on this species.

Fauna habitat within and adjacent to the area of disturbance was characterised by areas of coastal beach and dunes. Overall, the terrestrial habitat associated with the area of proposed disturbance is considered to be of low quality due to the highly disturbed nature of the area which has resulted from prolific weed invasion.
Coastal sand flat areas adjacent to the proposed impact area may provide habitat for marine wading species. The ecological assessment was conducted during low tide, however no wading species were observed during field investigations.
The proposed works occur in close proximity to the coastal sand flat, however no vegetation clearing is proposed to occur on the sand flat and therefore it is not expected that the proposed activities will significantly impact on this area or result in a reduction in feeding opportunities for marine wading species listed as Migratory under the provisions of the EPBC Act.
Some feeding opportunities exist within the proposed development area for Grey-headed flying-fox (Pteropus poliocephalus) listed as Vulnerable under the provisions of the EPBC Act. This is due to the presence of mature trees in the genera Eucalyptus, Angophora, Corymbia and Melaleuca, as well as some Ficus and Banksia species. The Grey-headed flying-fox is a highly vagile species and other feeding opportunities are present in the locality of the proposed disturbance area. Therefore, it is unlikely that the Grey-headed flying-fox will be significantly impacted upon by the proposed seawall.
In addition, there is a potential for other Migratory bird species listed under the provisions of the EPBC Act to fly through the proposed disturbance area. However, it is unlikely that these species will be significantly impacted by the proposed seawall as they are highly mobile. It is unlikely that any species listed in Table 2, or any conservation significant species listed in Appendices C and D will be significantly impacted by the proposed works.

3. Conclusion and recommendations The area proposed for disturbance is currently partially mapped as Least Concern RE 12.2.11 on the DEHP certified RE mapping. This mapping was verified during ground-truthing of the area. However, the seawall is proposed to be constructed within a road reserve and is therefore exempt from the provisions of the VM Act.
Ground-truthing of the site indicated that 69 flora species occurred within the area of proposed disturbance. Of these, only 44.9% were native species. No conservation significant flora species were observed within the proposed area of disturbance during field investigations.
Fifteen native bird species were also observed within and adjacent to the area of proposed disturbance. This included one species listed as Migratory and Marine under the provisions of the EPBC Act (ie Eastern osprey). However, as this species was observed adjacent to the area of proposed works, the Project is not expected to significantly impact upon these species or their associated habitat.
Some feeding opportunities exist within the proposed development area for Grey-headed flying-fox, listed as Vulnerable under the provisions of the EPBC Act. However, this species is highly vagile and other feeding opportunities are present in the locality of the proposed disturbance area. Therefore, it is unlikely that the Grey-headed flying-fox will be significantly impacted upon by the proposed seawall.
In addition, there is a potential for other Migratory bird species listed under the provisions of the EPBC Act to fly through the proposed disturbance area. However, it is unlikely that these species will be significantly impacted by the proposed seawall as they are highly mobile. It is unlikely that any fauna species observed during field investigations or any conservation significant species listed in Appendices C and D will be significantly impacted by the proposed works.
Overall, the terrestrial habitat associated with the area of proposed disturbance is considered to be of low quality due to the highly disturbed nature of the area which has resulted from prolific weed invasion. Areas subjected to marine influence provide habitat for marine bird, fish and invertebrates species. However, it is not considered that the proposed works will significantly compromise the fauna habitat values associated with areas subject to marine influence.
Small occurrences of species that are recognised as marine plants under the Fisheries Act 1994 were observed in the south-western portion of the proposed disturbance area. As these species are considered to constitute fish habitat, approval from DAFF may be required prior to disturbance.
In addition to this, a total of 31 native flora species (including two Type A restricted plant species) were identified within the locality of the proposed disturbance area. These native species are protected under the provisions of the NC Act. Unless eligible for an exemption, an application to clear Least concern and Type A restricted plants must be submitted and subsequently approved by DEHP prior to disturbance.
During field investigations, six species declared as Class 3 pests under the provisions of the LP Act were observed. Although not obliged to do so under the LP Act, it is recommended that weed management is carried out during construction works through the implementation of an Environmental Management Plan (EMP). A Rehabilitation Management Plan (RMP) is also recommended as a best practice method post-construction works.

Where threatenedecological community distributions are less well known, existing vegetation maps and point location dataare used to produce indicative distribution maps.

In some cases, the distribution maps arebased solely on expert knowledge.
