    MASTERPLANNING

    Our masterplanning capabilities continue to grow, with our mix oproessionals well placed to create urban design-led plans supported

    by socio-economic planning, transport experience and viability

    modelling, delivering robust strategies or change.

    In Gosport, Hugh Roberts and Peter Dijkhuishave been preparing

    a masterplan or the waterront which will create the ramework

    or investment, employment generation, new homes and services

    within a coherent vision o what Gosport should be in the uture and

    how it will get there. This will eventually be adopted as part o the

    Councils Local Development Framework, supporting regeneration

    and development o the site and wider town centre.

    In Borehamwood, Richard Crappsleyhas been working on the Elstree

    Way Feasibility Study. The commission has presented an exciting

    opportunity to review the area in its entirety and establish a new,

    coherent structure to guide uture development. The end product is

    strong design guidance that is resilient to changing market conditions.

    Our work in Mareseld has continued. Mareseld is an historic village

    in rural East Sussex; an area experiencing considerable demand

    or new housing but surrounded by highly valued and protected

    landscapes which present signicant constraints on the location

    and type o development. We have acted as strategic planning and

    transport advisors on the promotion o a major village extension in

    Mareseld or three years. Over the last year,John Pounder, Peterand Jon Herberthave been heavily involved in the production o a

    masterplan and all planning application material or the site, which

    we will submit or determination in early 2011.

    OVERSEAS

    Damascus is thought to be the oldest capital on earth and the locationo the Garden o Eden. The Cave o Blood, where legend says Cain

    slaughtered Abel, is located just at the boundary o the present site o

    the city. Martina Juvara is playing a vital role in the preparation o a

    new city-wide master plan and urban regulations or the city or the

    period 2010 to 2030. Our work ocuses on strategic planning at the

    city scale, dening new development parameters and guiding the uture

    enhancement o buildings and spaces.

    The urban design vision or the city and its surroundings is centred

    on re-establishing a new balance with local resources, its setting and

    identity, by restoring and saving the landscape o mountains, oasis and

    river system, while at the same time creating a renewed urban image o

    a magnicent capital city. The reinstatement o beautiul urban spaces

    ramed by distinctive architecture, appropriate to promote a rich social

    and economic urban lie is a key objective o this master plan.

    INTRODUCTIONThe CB Planning and Places team began the year by receiving a commendation at the RTPI Planning Awards, recognising our expertise across a

    range o disciplines, not least our orward thinking approach to inrastructure planning. The judges commented that;

    POLICY AND RESEARCHRoland Brass has prepared a review o the Green Belt or LB

    Redbridge, advising on locations where releases might be possible and

    or what. Equally, it has identied locations which are under pressure

    or development but where the role and unction o the Green belt

    needs protecting and enhancing. Our work, which was recently

    subject to scrutiny at the Councils LDF Committee, will eed into the

    review o the Core Strategy.

    For the Department o Health, John and Marco reviewed the extent

    to which the spatial planning system supports the delivery o the

    Governments health, wellbeing and social care objectives. This

    concluded with seven recommendations to enhance the eectiveness

    o the planning system and overcome barriers and obstacles to better

    working practices.

    Our work reviewing the drat replacement London Plan on behal

    o London Councils has continued and earlier this year we prepared

    responses to Inspectors Matters in advance o the Examination in

    Public, which took place over the summer months.

    INFRASTRUCTURE

    PLANNING

    The year has seen us strengthen our market leading experience and

    knowledge in this sector. Marco Bianconi has been updating our

    major inrastructure study or Thurrock and ollowing on rom the CB

    led Surrey Inrastructure Capacity Study, John and Marco led a team

    which worked alongside Surrey planning authorities and their delivery

    partners to help develop inrastructure planning capacity amongst

    ocers and members o Local Strategic Partnerships.

    John also sits on the CLG/RTPI e-learning steering group and will

    be contributing towards the production o online CPD modules or

    practitioners over the next year.

    2011 PREVIEWThe ollowing year presents exciting challenges and opportunities as

    the Big Society and Localism agenda gather pace. We have recently

    launched our Neighbourhood Planning research programme and

    our survey o planning authorities and principles or successul

    neighbourhood plans will be published shortly, with more research and

    newsletters ollowing through the year.

    We also have a series o upcoming projects, including the Shuwaikh

    masterplan in Kuwait. An active commercial area to the west o the

    city centre, the masterplan will identiy options or redevelopment to

    ensure a better working and operational environment or the retail,

    oce and industrial occupiers and visitors and customers to the area.

    Measures will be identied that ensure this vibrant part o Kuwait

    continues to contribute to the urban economy o the state as a whole.

    Elsewhere, we will be producing the Northumberland Strategic

    Inrastructure Study, our work in Gosport continues with

    masterplanning and streetscape design or the town centre transport

    hub and we are investigating options or growth and regeneration in

    Port Solent.
