Planning and Programming

Develop schedules with all of your key subject matter experts-Review the schedules often with everyone to minimize risk.

Approach every project with a Value Engineering mentality, starting with scoping and continue discussion throughout to the end.

Grouped Procurement

Start Advance Funding Agreement discussions early

Consider which projects are good candidates for accelerated construction.

Alternative Contracting Methods

Resources

MPO – Prioritize, Funding, Partnering,…

Best time of year to let

Get projects Ready to Let in anticipation of funding

2018 Transportation Planning Conference 6/7/2018

Preliminary Design

Involve internal stakeholders & subject matter experts from multiple disciplines in scoping, preliminary design, review,…

Include Hydrology and Hydraulics Study to determine culverts and bridges.

Develop conceptual traffic control plan and sequence of work.

Involve right of way staff early. Discuss impacts & access.

Include preliminary bridge design. Utilize Bridge Division for review.

Look for work to be considered in milestone calculations.

Include SUE & Geotech (pavement & bridge).

Look for ways to minimize risk and opportunities for innovation and accelerated construction.

Start bicycle, pedestrian, ADA and aesthetics conversations early.

Use appropriate surveying for phase of project development.

6

2018 Transportation Planning Conference 6/7/2018

Environmental

Begin environmental Right of Entry early along with survey ROE. On projects where right of way is to be acquired and right of entry has been denied, work closely with right of way to gain access during or after acquisition.

Begin early environmental constraints within the study area- Desktop surveys.

If you identify that your project would require a USACE Permit with mitigation, especially if you anticipate an Individual Permit-Hold a pre-application meeting, face to face, with the USACE to discuss the project and anticipated impacts. Consider them a stakeholder until the permit risk is resolved.

Public Involvement

Develop a public involvement plan for projects- No matter what size of project you have. Use the Office of Public Involvement and their various resources

Hold early Stakeholder meetings- Public Officials, ISD, Emergency Response and identified landowners or citizen groups

Hold Public Involvement early in the project just after all the identified Stakeholders have been informed

Hold internal bi-weekly meetings with all internal stakeholders to discuss public involvement efforts for the next three months

Develop Project Web Pages for project that will have Hearings or Meetings

Develop business cards with our district contact information and the web address of our District Projects and Studies Page on txdot.gov

Metroquest

Have Public Involvement Early and throughout, including keeping public informed in construction

Right of Way

Include Right of Way mapping in Schematic phase

Involve Right of Way section early.

Start Right of Way process early (Deed Research, Locate Monuments, Property Descriptions,…)

Let Prep Right of Way contracts (Allows Utilities to relocate sooner, schedule around nesting season, aid in fence relocation, gets ahead of construction)

Acquire enough right of way.

9

2018 Transportation Planning Conference 6/7/2018

Utilities

Look for utility issues during feasibility phase.

Include SUE work during schematic phase.

Prep ROW for ease of utility relocations.

Identify potential conflicts at the schematic phase. Look for space to relocate or make design adjustments to work around.

Early planning when laying out alignments to miss big ticket items: cell towers, control offices, transmission structures, sub stations, lift stations,…

Prep ROW for ease of utility relocations.

Start Utility Coordination efforts at 60% schematic.

Use UACV contracts to assist with increased workload.

Accelerate drainage design to identify conflicts early.

Don’t allow abandonment in place, eliminates future issues.

2018 Transportation Planning Conference 6/7/2018

Project: FM 60: Snook to Lyons

11

Phasing Coordinate ROE with ROW Acquisition Prep ROW Project – help with

utilities, nesting birds and accelerate construction Included Design PM in Planning Mtgs Coordinate with County for old

sections of roadway

2018 Transportation Planning Conference 6/7/2018

Project: IH 45 Corridor

12

Phasing Consult with Contractors Use of CE&I Discuss any TCP changes

throughout – open discussions Big PI effort - working towards

project page that carries through construction Innovated design considerations

through VE studies, early coordination with FHWA and Design Division peer review

2018 Transportation Planning Conference 6/7/2018

Projects: FM 2818 from FM 60 to FM 2154

13

New design for area (alternatives) Can use existing pavement for traffic

control Sets up for future phase conversion to

freeway (multilane with frontage roads)

Metroquest – get public involvement and buy-in

Focus on bicycle/pedestrian concerns and opportunities

2018 Transportation Planning Conference 6/7/2018

Projects: FM 60 @ FM 2818

14

Convert existing unsignalized at-grade

intersections with the FM 2818 ramps into a diverging diamond interchange (DDI). Widen existing bridge over FM 2818.

Separate Feasibility and Traffic Engineering Studies.

Outside the box thinking. Unique design for this area.

Public Involvement included simulation. Involved Active Transportation users in

design. Use media and project pages to

communicate lane closures. https://www.txdot.gov/inside-txdot/projects/studies/bryan/fm60.html

2018 Transportation Planning Conference 6/7/2018

Project: George Bush Drive @ Wellborn Road

15

At 99% plans but not funded, revisit design

Renewed Public Involvement Partnering with Texas

Transportation Institute Look at construction sequencing

and traffic control. Include contactors in discussion.

Compare construction duration vs closures during construction.

Multi-level with separated bike and pedestrian facility

2018 Transportation Planning Conference 6/7/2018

Project: US 190 / SH 21 Navasota River to Madisonville

16

Re-evaluating alternatives with

renewed public involvement. Shifted alignment to re-use

existing pavement. Using Consultant Management

for 3 ROW Mapping Consultants. Broke into sections for time savings.

Early right of way activities Purchase ROW for drainage

instead of easement. Determine crossovers with

schematic.

2018 Transportation Planning Conference 6/7/2018

Project: SH 249 Todd Mission to Navasota

17

Design-Build Extensive Public Involvement

(Contentious Project) Several iterations of alternative

alignments Phased Construction – Acquire right

of way for ultimate Coordination with Houston District Toll vs Non-Toll (Decision impacts

design) Lack of Right of Entry and changes

delayed Environmental Clearance
