York House (Avonmore Road & Avonmore Place)

The demolition of York House really inspired the re-starting of the residents’ association. Many residents were

dismayed to learn that the building was to be demolished – making it the first Victorian building in our conservation

area to be demolished since WWII.

The developer tried to ‘dumb down’ the design and to use cheaper materials, to maximise their profits on the site.

We fought for better design & materials and we won. Design detail was reinstated and more suitable brick and

glass quality was used.

Leigh Court (6 Avonmore Road)

We welcomed the sensitive refurbishment proposal for Leigh Court, but opposed the planned driveway and car park

at Leigh Court (6 Avonmore Road) & we won

The developer had proposed to turn one of the arches into a driveway for a car lift to take cars down two storeys

into the basement. We opposed this and many of you wrote letters to the council objecting and the car park was

dropped from the plans. We didn’t oppose the improved plans and they were approved quickly.

Rowley Cottages (rear of Leigh Court)

We fought the demolition of these cottages all the way and councillors had the planning decision referred to the

Planning Committee. At the eleventh hour, the developer struck a deal with residents of Bishop Kings Road and

most of them withdrew their objections to the demolition.

Rosemary Pettit from the Hammersmith Society and Andy Auerbach from the ARA spoke against the demolition at

the Planning Committee meeting, but it was waved through under the recommendation of the council’s head of

conservation area planning – Paul Goodacre. We invited Paul to join our meeting and he has not responded to our

emails. We will continue to try to engage him, as we are very concerned about the preservation of our conservation

area.

Although we failed to stop the demolition, we did achieve some improvement to the design of the new mews houses.

We argued for the addition of green space in front of the mews houses, which was incorporated into the plans.

We supported the suggestion of a resident of Addison Bridge Place that if the Rowley Cottages are to be

demolished, then façade of the new mews houses should be constructed out of the recycled London stock brick

instead of the proposed red brick. The developer agreed to this amendment.

5 Lisgar Terrace

We showed the council the state of 5 Lisgar Terrace, so they took action and forced the landlord to fix a foul water

drain that had been blocked for a very long time. The resident of 6 Lisgar Terrace can now open her front windows

for the first time in 3 years!

Fitzgeorge & Fitzjames Mansions

We opposed the proposals to add more floors to the top of Fitzgeorge & Fitzjames Mansions. The request for the

additional floors was rejected.

Richmond Cottage, North End Road

We opposed the proposals to add more floors to Richmond Cottage on North End Road. The application is

pending consideration.

Kensington Village, Avonmore Road

We are starting to engage with the developers of Kensington Village, to understand their timeframes for

development and minimise the impact on our area.

Estate Agent Boards

We promoted the continuation of the ban on estate agents’ boards and reported them as they appeared.

We reported agents boards on Lisgar Terrace, Matheson Road and Gorleston Street. These were swiftly removed.

Parking What have we achieved? We secured a parking consultation & encouraged members to respond through email alerts and leafleting

cars with zone E parking stickers.

We secured the support of Olympia for Sunday parking restrictions.

The parking survey results showed that more than 2/3rd

of respondents in Bishop Kings Road, Earsby

Street, Avonmore Road, Stonor Road, Matheson Road and Lisgar Terrace support Sunday restrictions.

We await the final decision from the council about splitting zone E and implementing Sunday restrictions.

20 Mph Speed Limit

What have we achieved? We campaigned for a 20mph limit on our residential streets and the council conducted a borough-wide

consultation.

We await the results of the consultation and will continue to lobby for a 20 mph limit for safer streets.

Rubbish What have we achieved?

- We secured an extra collection on Lisgar Terrace, which has improved the situation in that street.

- We met with the council and saw improvements to the cleansing of Marcus Garvey Park.

- We have posted notices on properties showing the rubbish collection dates.

- We met with the council’s waste management & enforcement officers and showed them the worst sites

– which are mostly HMO’s (bedsits).

- We spoke to the council’s environment committee meeting about the problem and possible solutions,

including additional levies on HMO managers who do not provide adequate waste facilities for their

properties.

- The council implemented a rapid response team, where most fly-tips are cleaned up within 24 hours

- We asked the council to implement educational programs in primary schools.

- We have seen some improvement at some properties, but the waste piled up at HMO’s and illegal

dumping are still unacceptable.

We still have a lot to do!

Grot Spot - Marcus Garvey Park –

The Friends of Marcus Garvey Park held 25 work days in Marcus Garvey Park, attended by 340 volunteers. Painted murals, planted

flowers, shrubs & fruit trees, installed park benches and cleaned up the neglected areas, worked with the Parks Police to improve the dog

fouling problem and the police to tackle drug-dealing.

All these activities are done without funding from the council. Three members have donated park benches, The Cumberland Arms

supported our Christmas Party and are funding another mural, the Live & Let Live donated a picnic bench in the playground, St James

Schools have donated a water source, Avonmore Primary have donated some plants, local residents have donated their time and Fitzgeorge

& Fitzjames and residents have donated some plants.

Grot Spot - North End Road, Red Planet Pizza building

We discussed this with Cllr Caroline Ffiske, who reported the state of the wall next to Red Planet Pizza, resulting in the partial repainting of the wall and

removal of the brown ooze. It’s still a bit grotty, but a great improvement. If you’re a customer, please do ask them to clean up the front of their building!

Page 15: Planning & Development · Planning & Development What have we achieved? 5 Lisgar Terrace We showed the council the state of 5 Lisgar Terrace, so they took action and forced the landlord

Grot Spot - Southcombe Street car park We are reluctant to do anything about this as there are long-running disputes about ownership and management. We will lobby for improvement, as the

site is an eyesore and is attracting antisocial behaviour which is disturbing residents of Southcombe Street, Penn Court and anyone who passes through.

Page 16: Planning & Development · Planning & Development What have we achieved? 5 Lisgar Terrace We showed the council the state of 5 Lisgar Terrace, so they took action and forced the landlord

Grot Spot - Monsoon, North End Road We haven’t started to tackle this site yet, but it desperately needs to be improved. If you have the landlord’s contact details then please pass them on.

Grot Spot – North End Road, Penn Court façade In response to complaints from loca;l residents, we’re writing to Notting Hill Housing Trust, asking them to clean the white stains off the front of the

building. Wish us luck!

Grot Spot – Munden Street The housing association has boarded up properties along Munden Street, making it look more like a war zone. Cllr Joe Carlebach is trying to get the

landlord to improve the appearance of the properties.

Grot Spot – 66 Avonmore Road Rubbish has been a problem outside this property for years. The situation improved slightly with addition of some bins in the front yard, but now Serco

will not collect them because of safety concerns. This property rakes in around £9,000 a month in rent, so the landlord can clearly afford to implement a

proper waste management solution. We are working with the council to solve this long-running problem.

Page 21: Planning & Development · Planning & Development What have we achieved? 5 Lisgar Terrace We showed the council the state of 5 Lisgar Terrace, so they took action and forced the landlord

What’s next? Residents of Vernon Street, Southcombe Street & Munden Street have organised for locally sponsored hanging baskets on their streets. We would like to

put baskets on Avonmore Road, Stonor Road, Bishop Kings Road and Hammersmith Road & we’re looking at ways to fund them.

Page 22: Planning & Development · Planning & Development What have we achieved? 5 Lisgar Terrace We showed the council the state of 5 Lisgar Terrace, so they took action and forced the landlord

What’s next? We would still like to plant trees on some of our streets and found the planting along Archel Road very inspiring. Birch trees are fast growing and could

be pruned in a way to improve our environment whilst allowing light into lower floor flats.
