Additional Interim Sanitary Servicing Allocation
Sub-areas 1 and 3 - Credit Valley Secondary Plan Area

OVERVIEW:
In 2002 the Williams Parkway Extension Lands Group proposed
interim servicing arrangements for lands within Sub-areas 1 and 3.
In particular, four (4) developers made a request to utilize the
Fletcher's Creek Trunk Sewer on an interim basis until such time as
the proposed Credit Valley Trunk Sewer and other associated sub-
trunk sewers can be constructed to service their lands. The
available interim servicing allocation was approximately 2,200 units
and has been utilized through the registration of four draft plans of
subdivision within Sub-areas 1 and 3.
The City has received a letter from the Region of Peel (see Appendix
2) dated November 14, 2008 indicating that there are sufficient
interim sanitary services available in the Fletchers Creek Sanitary
Trunk Sewer to service approximately an additional 200 units within
Sub-areas 1 and 3, beyond the original allocation of 2,200 units.
The purpose of this Report is to seek direction from Council for staff
to consult with all the Sub-area 1 and 3 landowners to determine who
is interested in utilizing the additional interim sanitary servicing
allocation identified by the Region of Peel.
City staff will evaluate any interest expressed and report back on
where it is best allocated to meet the City's objectives.
4b Information Report
Recommendations:
1. THAT the report from Dan Kraszewski, Manager of Development
Services, and Michelle Gervais, Development Planner, Planning Design
and Development Department, entitled 'Satus Report - Additional Interim
Sanitary Servicing Allocation"; dated Febraury 18,2009 be received;
2. THAT staff be directed to consult with all the Sub-area 1 and 3 landowners to determine who is interested in utilizing the additional
interim servicing allocation that has been identified by the Region of Peel.
3. THAT staff be directed to report back to Planning, Design and
Development Committee with the results of the consultation with the Sub-
area 1 and 3 landowners and a staff recommendation on the appropriate
allocation of the additional interim sanitary servicing.
Background:

The available interim servicing allocation was approximately 2,200 units. Of
these 2,200 units the following subdivisions received allocation (see Appendix 1):
• Sungold Group Limited (draft plan of subdivision 21T-01015B) was given
allocation for four hundred and fifty-three (453) units; and,
• Mattamy Creditvalley (draft plan of subdivision 21T-01014B) was given
allocation for seven hundred and sixty-eight (768) units;
• Nicolau Properties (draft plan of subdivision 21T-01040B) was given
allocation for four hundred and eighty-eight (488) units.
• Creview Development Inc. (draft plan of subdivision 21T-02008B) was
given allocation for four hundred and ninety-one (491) units;
Current Situation:
Creview Development Inc. is currently working towards the registration of their Phase 2 lands within draft plan of subdivision 21T-02008B. One of the
requirements for allowing the Phase 2 lands to be able to receive building
permits is the removal of the holding (H) provision on the lands. The zoning of
the lands states that the holding (H) symbol shall not be removed until the
Council of the City of Brampton has received confirmation of the availability of
sanitary sewer capacity from the Region of Peel.

The City has received a letter from the Region of Peel (see Appendix 2) dated
November 14, 2008 indicating that there are sufficient interim sanitary services
available in the Fletchers Creek Sanitary Trunk Sewer to service the following
developments:
1. Additional interim allocation of 155 units for Phase 2 of draft
approved plan 21T-02008B - Creview Developments Inc.
2. Additional interim allocation of 45 units for the remaining lots and
part lots of draft approved plan 21T-01014B- Mattamy Creditvalley
Limited.
The Region of Peel advises that the extra sanitary sewer capacity is available in
the Fletchers Creek Trunk Sewer as a result of Regional staff being advised that
the Credit Valley Sub-area 2 landowners now intend to proceed based on
permanent services that will soon be available from the Credit Valley Trunk
Sewer. City staff will be seeking further confirmation from the Sub-area 2
landowners with respect to the status of interim servicing.
There are currently eight (8) other draft plans of subdivision with Sub-areas 1 and
3 that may want to utilize the additional interim sanitary servicing allocation that is
available within the Fletchers Creek Sanitary Trunk Sewer. Therefore, the
purpose of this Report is to seek direction from Council for staff to consult with all
the Sub-area 1 and 3 landowners to determine what landowner(s) is interested in
utilizing the additional 200 interim sanitary servicing allocation units, instead of
automatical^/ providing Creview Developments Inc. and Mattamy Creditvalley
Limited witmthe additional interim sanitary servicing allocation.

Please be advised, with regards to the above referenced and approved Draft Plans of Subdivisions,
the Region of Peel has reviewed its servicing capabilities and wishes to confirm that sufficient
interim sanitary services are available in the Retchers Creek Sanitary Trunk Sewer to service the
above referenced developments as follows:
1. Additional interim allocation of 155 units for Phase 2 of draft approved plan 21T-02008B
(Creview Development Inc.)
2. Additional interim allocation of 45 units for the remaining lots and part lots of draft
approved plan 21T-01014B (Mattamy 'Creditvalley' Limited)
The Region is now prepared to review/comment on engineering proposals from the applicants given
that adequate infrastructure is and will be available to service the approved development as outlined
and recommended in the sanitary servicing analysis prepared by Genivar dated July 2008.
Accordingly, should the City wish to allocate additional interim servicing capacity to the applicants
in order to service the approved development for the purpose of advancing the completion of the
Spring Valley Community, it may do so at its convenience.
In addition the Region wishes to remain appraised of any council decision pertaining to this matter.
