People are getting less interested in politics

New decision-making methods are needed

• Citizens get an insight into the dynamics of political decision-making

• Participative tools as sources of legitimacy for politics

Features of the method „Planning Cell“:

• Random selection of participants

• Participants are freed of their duties and get paid for their work

• Experts give controversial information concerning the discussed topic

• Deliberations take place in small working groups of changing composition

• Results are published in a „Citizens‘ Report“

Expert‘s input

Controverse information is given by experts in the beginning of every working unit.


Deliberations in small working groups

Deliberation, the forming of opinions and the drafting of recommendations takes place in the small working groups.

In the following plenary session the results of every group are presented


Weighing of results

Afterwards the participants have the opportunity to evaluate the presented results.


Citizens‘ Report

The final results are summarised in citizens‘ report.


Factors for a successful accomplishment of planning cells:

• Support by official authorities

• Close collaboration with the principle

• Citizens must feel that they are taken serious

• Early recruitment of participants and experts

• Good preparation of materials
