INTERNATIONAL CRUISE TRAINING CENTRE
The global cruise industry is expanding
rapidly and there is currently a severe
shortage of qualified staff. Training for
each potential staff member is often
conducted at different geographical
locations, at multiple sites, and must fit
into the schedules of different training
providers increasing costs for employers
and students.
Current training facilities also serve other
industrial sectors and less than a handful
globally are geared to the cruise industry
specifically. Even if the cruise lines were to
retain 100% of their current staff complement
they would still require an additional 70,000
additional staff members in 2019 alone.
INTERNATIONAL CRUISE HOSPITALITY TRAINING FACILITY RECEIVES €1.78M IN SEED FUNDING
Through the Regional Development
Fund, Clare County Council was
awarded €1.78m in funding to support
their investment in developing an
International Cruise Hospitality Training
Facility with its partners. Flagship
Maritime Consultants are the world’s
leading maritime recruitment firm and
SEFtec NMCI Offshore, a joint venture
between one of the world’s premier
maritime training providers, the National
Maritime College of Ireland, and SEFtec a
global leader in the design, manufacture,
installation, commission and service of
training simulators for the maritime
industry.
INTERNATIONAL CRUISE HOSPITALITY TRAINING GROUP SERVING THE GLOBAL CRUISE INDUSTRY
A large site on the River Shannon zoned
for maritime development was chosen
because of its close proximity to
international airports (Shannon, Cork,
Dublin) and the presence of US Customs
& Immigration clearance at these airports.
The site contains a large stately mansion
and separate accommodation and
recreational blocks. Investment is being
made to upgrade these facilities to offer
the mandatory maritime training courses
required by cruise firms for their hospitality
staff, as well as the space and support for
companies to deliver their own bespoke
courses. It is expected that training will
begin in 2020 and upon completion of all
phases of development the facility will
deliver turnover in excess of 3,500 courses
per annum on the existing site. A further
120 acres adjacent to the facility has been
zoned for maritime economic
development, allowing for significant
expansion of the facility in the future.
PLANNING AND DEVELOPMENT PARTNERS: CLARE COUNTY COUNCILClare County Council’s planning department
plays a key role in all aspects of land use zoning
and development and initially identified the
chosen location at Cahiracon as part of the
Strategic Integrated Framework Plan for the
Shannon Estuary. www.shannonestuary.ie
PROJECT PARTNERS FLAGSHIP MARITIME CONSULTANTS LTD

NATIONAL POLICY SUPPORT
The Mid West Regional Enterprise Plan 2020 realises the significance of the training facility
through the identification of a key action to develop and deliver the Maritime Enterprise
Zone at Cahiracon.
Enterprise Ireland is the government organisation responsible for the development and
growth of Irish enterprises in world markets. Through its Regional Enterprise Development
Fund, Clare MEZ has been grant aided to repurpose an existing site to provide for specialist
infrastructure and accommodation, making the facility available for maritime and cruise
liner related training as well as a test bed for renewable technologies.
The project is proudly supported by the Minister of State for Trade, Employment,
Business, EU Digital Single Market and Data Protection Minister Pat Breen.
