2. KeyEvents,DevelopmentsandChallenges
2.1. MaintenanceofPlanVivoPlantationsAs stated in the PDD, theArBolivia project started in 2007 as a portfolio of small-scale reforestationactivitieswithintheCleanDevelopmentMechanismoftheUNFCCC.Howeverduetoachangeofpolicyaswellas lowcarbonpricesontheCDM-market,ArBoliviachanged its focusregardingenvironmentalservicesfromamarket-basedapproachtoanapproachbasedontheprincipleofreciprocity.
Farmer families are not subject to market and price changes, neither are they merely recipients ofexternal aid. They are instead vital partners of the project. This particular role requires farmers andcommunitiestoembracefullytheco-operativeconceptoftheprojectcommunitiesinordertoestablishandmaintainanactiverelationship.Thisrelationshipisformalisedunderasignedagreementbetweeneachfarmerfamilyandtheproject.
The interventions summarised in this report were implemented between 2008 and 2011 in themunicipalities of San Buenaventura, Rurrenabaque and San Borja, which is part of the so called“Rurrenabaque Area” (seemap), as well as themunicipality of Puerto Villarroel in the CochabambaTropics.

2.2 DevelopmentsandChallenges
• Project monitoring for tree growth, environmental and biodiversity impact evaluation andsocio-economicimpactevaluationhavebeenon-going.
• Training on “thinning” activities started and an inventory of parcels to be thinned has beendrawnup.
• Progress has beenmadewith theNational Forestry Authority progress on the registration ofplantations. This formal registration provides a higher degree of security in respect ofpermanenceaswellasactingasalicencetoselltimberproductsfromtheplantations.
• A micro-financing program was started with the MFI IDEPRO, which has since been andcontinued with the Banco de Union. Loans are provided to the participating farmers foractivities based on their Integrated Farm Plan, using the value of the trees as collateral. Theloans are provided in order to enhance food and income security by improving agriculturalpracticesthroughtheintroductionoforganiccroppingwithhigherbiomassvalues.
• A training program on forest fire prevention was conducted with the municipality ofRurrenabaque.

3.1. MaintainedsurfaceNo new plantations were certified under the Plan Vivo standard in this reporting period. Existingplantationsweremaintainedandsilviculturalmanagementwasappliedasshowninthetablebelow.Inaddition to the 0.8 reported as lost in the previous report a further 2.25 ha has been lost at thebeginningof2015,bringingtotal lossesto3.05hectaresandthetotalactivehectaresto192.9.These2.25hectaresareduetobereplantedin2015.Table3.1:SurfacemaintainedpercommunityunderthePlanVivoStandard(sincethe2013annualreport)

4. TransferofPlanVivoCertificates
The implementing agency SicirecBolivia ltdahas transferredall PlanVivo credits to theCochabambaProject Ltd. In keeping with ArBolivia’s philosophy of reciprocity, farmers are not subsequentlysubjectedtothevolatilityofthevoluntarycarbonmarketandtheIPSCochabambaProjectltdacommitstofundingallprojectactivities,basedontherealcostsofimplementingandmaintainingthewoodlots.

5. MonitoringResultsFarmersreceivedseveralvisitsbeforeandafterplantingandduringthemaintenanceofthetrees.
All farmersreceive instructionsonhowtoplantandreceivespecificrecommendationsbasedontheirparticularsiteconditions,site-preparation(incaseofestablishment)andthequalityoftheplantation.
Within the first twoyears, sixevaluationvisitsare carriedout.Thereafter, this is reduced toone sitevisitperyear.Insomecases,thenumberofevaluationvisitsplannedduringthefirsttwoyearshashadtobedeferredbecauseofdelaysbyfarmersinproceedingwithcertainrecommendations.Insuchcasesmaintenancepaymentsarealsodeferred,Training isalsoprovidedto farmersbeforeevaluationvisitsarecarriedout.Thesetrainingsaredeliveredtoindividuals,aswellasgroups.
Thevisitsarecarriedoutaccordingtothefollowingscheme:1. Duringtheestablishmentprocess,anumberofrecommendationsaremade.Compliancewiththese
recommendationsischecked1to3weeksafterwards.AlthoughcoordinatesaremeasuredbyGPSattheplanningandsiteselectionstage,thefinalplantedareaisthenre-measured,givingtheexactcoordinates(UTMWGS84)andsurfaceofeachsector.Onceintroducedintothedatabase,auniquesector code is assigned (Annex1a). If any correctivework is required, there are further technicalchecks before payment is processed to farmers based on the surface area as measured andrecorded.
2. Oncetreesareestablished,sitevisits takeplace,on-sitetrainingonmaintenanceofplantations isgiven, and after about 3 months a second evaluation takes place. Farmers will receiverecommendationsonhowtocarryoutthemaintenanceiftheyhavenotyetdonesoontheirowninitiativeoriftheyhavenotdonesoaccordingtothegeneralinstructionsgiventoallfarmers.
3. Inthefirstyearafterplanting,twoevaluationvisitsarecarriedout(3and4intable5.1),withthesamepurposeasthevisitsmentionedabove.Duringthesecondyear,plotsaremonitoredtwice(5and6intable5.1).Paymentsaremadeonceayearfollowingasuccessfulevaluation.
A summary of the different types of recommendations and the corresponding surface areas isshownintable5.1.DetailedrecommendationscanbefoundinAnnex3.All the recommendations made were subsequently implemented (albeit not always within thesuggested time frame. Delays in responding to corrective action, or in the case of indefinitelydeferringactivities,havemeantthatsometimesonly4paymentsweremadeduringtheinitialtwo-yearperiod.
• Pest control: Some pests,mainly ants,might attack the plantations and there is a need to apply
biologicalpesticides.TheseproductswereeitherprovidedbyArBoliviaortrainingwasgivenonhowtoproducebiologicalpesticides.
• Covercrop:Duetosoilconditions,farmersareadvisedtoplanttoaleguminouscovercrop,inwhichcaseappropriateseedsisprovidedbyArBolivia.
• Weeding:Thisisnecessaryinordertoavoidexcessivecompetitionbetweenweedsandtrees.• Replanting:This is recommended inall caseswhenevermortalityexceeds20%,ArBoliviaprovides
theplantsandthefarmercarriesouttheplanting.• Pruningrequired:Branchesandshoots.• Protectionagainstcattle:Incaseswherenofencingorinsufficientfencingwasinplacebeforetree

PESupdateInaccordancewith thePDD, thecontract signedbetween the farmersand theproject stipulates thatthe farmerswill transfer their rights regarding thesaleofcarbon-credits toSicirecBolivia ltda.Sicirectransferstheserightstotheinvestorsintheproject,TheIPS-CochabambaProjectLtd.TheCochabambaProjectltdinturnguaranteesthattherevenuesitobtainsforthecarbon-creditswillbetransferredtothefarmersaspartofthetotalinvestmentcapitaloftheproject.Morespecifically,carbonrevenueswillbeusedtomakestagedpaymentstothefarmersfortheestablishmentandmaintenanceofplantations.In addition, the farmers receive in-kind benefits, for example in the form of barbed wire andagroforestryplantsand seed for cover crops.Thesepaymentsaremadeperiodicallyaccording to thefulfilmentofspecificmonitoringtargetsratherthanasandwhencertificatesaresold.
InaccordancewiththeprovisionsestablishedinthePDD,theprojectmanager(SICIRECBolivia ltda) isobliged to cover the deficit if payments cannot be covered by the sale of carbon credits. TheCochabamba Project ltd has guaranteed to cover any such deficit as part of its overall investmentcommitment.

OngoingCommunityParticipationTheprojecthasahighpresenceintheareaandworkscloselywiththefarmers,partlythroughindividualvisitstothefarmersbutalsothroughcoordinationwiththefarmerfederationandtheorganisationofindigenous people. In order to implement project activities it is mandatory to consult and haveagreements in place with Community and/or local organizations, depending on the authority of theorganisation and the scope of the issues concerned. Therefore, formal agreements with the farmerorganisationsFESPAIandFECARhavebeenestablished.The informalco-operationwiththeCouncilofIndigenousTacanaPeople(CIPTA)wasformalizedin2013intoaformalagreement.In Puerto Villarroel, ArBolivia also coordinates activities with the famer federations FEPAY and theFECCT.WiththeauthorisationandhelpofthefamerfederationsandtheCouncilofIndigenousTacanaPeople,9forestrycommitteesarecurrentlyoperatinginthePlanVivoareas.Theforestrycommittees,aswellasthecommunities,playanactiverole indecision-,strategy-,andpolicymaking. Intable7.1below,theForestrycommitteesareshownforeachcommunity. IntheCochabambaregion it is thecommunitiesand the federation rather than specific forestry committees,whoare involved in decision-, strategy-,andpolicymaking.Thesecommitteesareorganisedaccording to theirdocumented internal rulesandprocedures,whichwereoriginallyapprovedatameetingattendedbyall the farmers.All committeeshaveaboardof4membersofwhich2representArBoliviaand2representthecommunities.Boardmeetingstakeplaceatleastevery2monthsandherethemembersrepresentingArBoliviagiveanupdateofthesituationoncompleted and planned activities and quality of the plantations. If there are any problems raisedregarding ArBolivia’s failure in its commitment to the farmer, these are discussed at this meeting.Similarly, if there are farmers and fieldworkers who have had an unresolved conflict in the field, asolutionissoughtbythecommittee.Ifnecessary,avisittothefarmbyoneofthefarmermembersoftheboardand the fieldworker is arranged. In the general, boardmembers representing the farmersinformthe farmersabout theresultsof theactivities,measures takenandmeasureswhichshouldbetaken,aswell asall the strategiesandactivitiesprogrammedover theperioduntil thenextmeeting.Once a year, ArBolivia presents both a financial and a technical report to each of the forestrycommittees.In June2014, all boardmembersof the committees in thedepartmentsBeni and LaPaz.Oneof thedecisions of the meeting was to promote the project to the national authorities. In September adelegationofSicirecBoliviaandthefarmershadameetingwiththeministerofRuralDevelopmentandtheNationalForestryDirection, resulting in the intentionof theministry toworkmorecloselyontheClimateChangeprogramofthegovernmentandtousetheresultsoftheprojecttoguidegovernmentprogrammesandalsothenationalstrategyonclimatechange.
