• Individual Professional Development Plan (IPDP)

1. As soon as you receive a new five year license, but no later than September 30th of the license renewal year, submit a new IPDP to the LPDC.

2. Use Standards for Ohio Educators or Organizing for High Quality Professional Development (see Resource Guide) to assess educator’s professional needs.

3. Reflect on your school’s goals as well as your students’ backgrounds and weaknesses.

4. Formulate learning goals. Learning goals describe knowledge to be gained. Learning goals are NOT the same as goals for improving practice or performance. A learning goal should contain a verb that relates to learning (e.g. explore, research, investigate, study, become familiar with), cite an area of knowledge (e.g. alternative assessment, science, problem-based learning), and cite a rationale (e.g. to help improve math achievement, to design student activities for the classroom, to share knowledge with colleagues). 5. Complete Individual Professional Development Plan - IPDP. (See Forms)

6. Do not start any college coursework or professional development activities until the LPDC has signed and dated your IPDP.

7. IPDPs can be revised and resubmitted at any point during the cycle of the license(s) to be renewed. However, be advised that coursework for the revised IPDP may not begin until the revised IPDP has been approved by the LPDC. • College Coursework and Professional Development Activities

2. Once IPDP is signed, check the Options Chart to determine whether pre-approval is needed for your professional development activity. Also note required verification and criteria for your work.

3. File pre-approval forms, if necessary. Do not begin work until the LPDC has returned the pre-approval forms.

4. Complete your coursework or professional development activity.

1. File a separate Reflection Form and all other necessary documentation to verify each professional development activity or college course. (See Forms .)

2. Maintain a Professional Development Log of all your work. (See Forms .)

3. It is important to submit your professional development activities upon completion. Do not wait and submit everything at once. However, it is acceptable to wait until all college coursework is completed before requesting your official transcript for submission to the LPDC.

• License Application

1. Download the application form from Ohio Department of Education (ODE) website.

www.ode.state.oh.us Select Educators, then Educators Licensure, and read the menu.

2. Fill in the license application form completely. Submit it to the LPDC for the approval signature. The LPDC will return the form to the teacher.

3. Mail the application with enclosed payment to the address on the form.

4. Get BCII and FBI fingerprint checks. (See Fingerprints .)

Philosophy _______________________________________________________________

The mission of the consortium is to employ the philosophy and methods of Dr. Maria Montessori to educate young people to their fullest potential, instilling a deep sense of personal independence and social responsibility. With the knowledge that the students are citizens of the world, they will contribute to that world by making decisions based on the highest order of ethics and conscience. Therefore, teachers’ professional development should be of the highest quality to improve educational practices while honoring state requirements.

Purpose

The purpose of any LPDC is to improve the quality and increase the relevance of professional development. Professional development requires new learning and meets high quality criteria. It does not require change in practice or improved student achievement. The LPDC has two jobs: 1) approve Individual Professional Development Plans (IPDPs) and 2) verify educational work following Ohio regulations. The LPDC facilitates licensure paperwork for all persons required to use the LPDC. Teaching and non-teaching school personnel are required to use the LPDC if they meet the three following criteria:

• Hold a standard certificate or a 5 year professional license, • Are employed full or part-time in the Montessori Consortium that is represented by the LPDC,

and • Wish to fulfill license renewal requirements.

The IPDP must be approved before beginning professional development activities.

• First Renewal of a Five Year License Complete one or some combination of the following:

The teacher must send an official transcript of this graduate coursework and the application form for the second license renewal to the Ohio Department of Education. Teachers who originally held Ohio teaching certificates or teachers admitted to a licensure program prior to January 1, 1998, and who completed the program before July 1, 2002, do not need to complete a Master’s Degree or 30 semester hours of graduate credit. These teachers must complete one or some combination of the following:

Renewal requirements are not reduced by years of experience. • Multiple Licenses

The same professional development activities may be used to renew multiple licenses. • Lapsed Licenses Licenses expire on June 30. Professional development activities must be completed by September 1 of the year of expiration or the license will lapse. If the license has lapsed, teachers must complete the equivalent of 9 semester hours instead of 6 to renew. This must be completed within 5 years. If the license has lapsed for more than 5 years, the teacher must complete the equivalent of 12 semester hours.

Membership of LPDC

The Consortium: “Montessori Professional Development Committee was established by the chief administrative officer in the fall of 1998. The committee is comprised of a majority of teachers. Ohio law defines a teacher as “someone who is working under a teaching certificate or license and is employed under a teaching contract.” This LPDC is composed of six members: an administrator ( Ruffing Montessori School ’s Head of School), one teacher appointed by the administrator, and four teachers voted on by teachers with current IPDPs on file. Every three years in May beginning in 2009, the LPDC will hold elections. Liaisons survey teachers with current IPDPs to see who would like to be a committee member. Volunteers are listed on a ballot. Ballots are sent to liaisons with the following instructions:

1. Print out the ballot and make copies for all teachers who have an IPDP on file with the LPDC. 2. Hand deliver the ballots to the appropriate teachers. 3. Have the teachers complete their ballots and seal them in an envelope which is returned to

you, the liaison. 4. Record the names of the teachers who hand you a ballot so the LPDC knows who voted and

that no one voted twice. Please do not record their name on their envelope/ballot to keep the voting confidential.

5. Once all ballots are completed, mail the ballots to the committee at Ruffing Montessori School, 3380 Fairmount Blvd., Cleveland Heights, Ohio 44118. The ballots must be postmarked by the committee designated date in order to count in the election.

In the event there are only four candidates, paper ballots will be eliminated, and the committee will confirm the candidates as committee members for the upcoming term. If there are not enough volunteers or if a vacancy occurs between elections, the administrator on the committee will appoint a teacher to fill each vacancy. Every May, the committee chooses the chairperson for the upcoming year. Whenever an administrator’s plan is under consideration, the LPDC shall, at the request of the administrator, reduce the number of teacher members and cause the majority of the LPDC to consist of administrative members.

• State Forms Submission

The committee chairperson submits the LPDC Registration Form on line and mails the Approved Signature of LPDC Representatives Form to ODE in September (or as soon as new forms are posted on its website).

• Open Meetings

The committee holds open meetings at Ruffing Montessori School as needed to approve IPDPs, verify coursework, and/or revise the Plan of Operations.

• Committee Member Duties

The committee members review IPDPs, Reflection Forms, Pre-Approval Forms, and the Professional Development Log Form. In May, the committee establishes membership and selects the chairperson for the following year.

• LPDC Signature on License Application A registered LPDC signature is required on License Renewal and Certificate Conversion Applications. Teachers submit completed applications to the committee chairperson. The chairperson or another certified signature committee member verifies that sufficient approved hours are on file with the LPDC. If approved, the LPDC returns the signed application form to the submitting teacher. If denied, a committee member contacts the teacher.

• Communication within the Committee

Future dates and topics are determined at the close of each meeting. Agendas are distributed prior to meetings. The chairperson notifies members of any changes.

• Communication with all Members

The Plan of Operations for the Montessori Professional Development Committee is available to all members on-line at :

www.ruffingmontessori.net/lpdc If teachers have questions, they may contact the committee by phone, fax, e-mail, US mail, or in person. (See Contacts .) Each school within the consortium needs a teacher liaison who either volunteers for this position or is appointed by the Head of School. The Head of School notifies the LPDC of this decision by

September 1 of each school year. The liaison’s responsibilities include keeping a list of Ohio certified or licensed teachers at their school and distributing information from the LPDC to these teachers. The teachers, not the liaison, are responsible for submitting paperwork to the LPDC in a timely manner. E-mails will be sent to liaisons to give updates on policies and procedures as well as to post meeting notices. Liaisons will distribute this information to all members in their building. In-service meetings and workshop sessions are held, as needed, at Ruffing Montessori to promote collegiality and to inform liaisons and other interested members about the Plan of Operations.

• Appeal Process If a submitting teacher disagrees with any LPDC decision, the LPDC holds an informal conference with the submitting teacher. If this conference fails to resolve the difference, the submitting teacher has the right to appeal the LPDC decision. The first appeal is Reconsideration; the second appeal is Third Party Review. The purpose of Reconsideration is to reach a mutually acceptable resolution between the submitting teacher and the LPDC.

1. The submitting teacher requests a meeting with at least four of the LPDC members. 2. The submitting teacher presents reasons, based on the Plan of Operation, why the LPDC decision should be reconsidered.

3. The committee members present explanations, based on the Plan of Operations, why the LPDC decision should be upheld. 4. If a mutually acceptable resolution cannot be reached, the submitting teacher has a right to a Third Party Review.

The purpose of a Third Party Review is to come to a final resolution of the appeal.

1. The appealing teacher is responsible for setting up the Third Party Review. 2. The appealing teacher approaches and gains the assistance of one of the Heads of School in the consortium. The appealing teacher’s own Head of School may not be selected. 3. The chosen Head of School assigns three licensed teachers from his/her school to review the appeal. The LPDC liaison from that school may serve on the Third Party Review. Members of the LPDC may not serve on the Third Party Review. 4. The three Third Party Review teachers examine the appealing teacher’s documents and review the LPDC Plan of Operations to answer the following questions: a. Did the appealing teacher comply with the LPDC criteria, procedures, and timelines? b. Did the LPDC abide by its operational procedures?

5. The LPDC abides by the Third Party decision. 6. It is the teacher’s responsibility to make sure the review proceeds in a timely fashion. For example, if an IPDP is in question, the appealing teacher may not begin professional activities until the matter is resolved. If approval of coursework or activities is in question, the five year license application may not be signed until the matter is settled. Unfortunately, this may result in a late renewal which requires additional educational work.

Transfer of hours to the Montessori Professional Development Committee The Montessori Professional Development Committee (LPDC) accepts professional development activities completed in another district when documentation is submitted on the former district’s transfer form. If the teacher did not complete six semester hours (or the equivalent) with the former district, he/she must write an IPDP with the Montessori Professional Development Committee for the remaining hours needed. Transfer of hours from the Montessori Professional Development Committee At the teacher’s request, the committee sends the Reciprocity Form to the teacher who will then submit it to his/her new LPDC.

It is the educator’s responsibility to ensure that the necessary BCII (Bureau of Criminal Identification and Investigation) and FBI fingerprint checks are completed and submitted to the Ohio Department of Education (ODE) before any licenses are issued or renewed. The educator must request that the Ohio BCII electronically submit all background check reports to the Office of Educator Licensure. For more information on fees or how to complete the electronic process, please visit:

If you have lived continuously in Ohio for the past five years, an FBI background check is required if the report on file with ODE is more than 5 years old on the date the application is received. A BCI background check is required if you do not have one on file with ODE. If you have not lived continuously in Ohio for the past five years, both the BCI and FBI background checks are required if the reports on file with ODE are more than 5 years old on the date the application is received.
