Baker/Broadway Area Management Plan: Summary
OBJECTIVES
1) Respond to new activities along and surrounding the Broadway commercial area (see map on reverse for study area)
2) Maximize on-street parking to better respond to high demand times and support access to residences and businesses
3) Create more consistent parking management strategies for commercial and residential areas for a better user experience
4) Provide options for on-street parking and loading/unloading to support a variety of activities
5) Introduce new permit types that manage limited on-street parking inventory for users
6) Coordinate and enhance enforcement operations to support parking management strategies
BROADWAY CORRIDOR COMMERCIAL ON-STREET PARKING MANAGEMENT STRATEGIES - Adjustments planned beginning Spring 2015Intent: achieve a consistent pattern along the commercial corridor to improve usability and better correspond with hours of activity
Adjust all parking meter time limits to two (2) hours • Current conditions include a mix of one (1) and two (2) hour parking
Adjust all parking meter hours of operation to 10am-10pm Monday-Saturday • Currently 8am-6pm Monday-Saturday
Adjust all parking meter rates to $1.00/hour • Currently a mix of $0.20/hour and $1.00/hour
Create consistent loading zone and short term parking pattern between 3rd Ave. & Alameda Ave. • Currently no consistency to the placement of many varieties of loading zones. New loading zones (approx. 40ft) will be placed on the northern end of each block along Broadway to allow for easy maneuvering from 6am-6pm (will convert to 2-hour parking from 6pm-10pm).
• Currently few short term parking opportunities exist to support high-turnover businesses like coffee shops, etc. New 30-minute metered parking spaces will be placed at the south end of each block along Broadway to allow for short term parking or loading from 10am-6pm (will convert to 2-hour parking from 6pm-10pm). • Street sweeping will continue to take place nightly from 2am-6am.
Loading zones removed from side-street avenues off Broadway • Current placement of loading zones on side-streets can encourage large vehicles to circulate in the neighborhood. New format concentrates loading operations on Broadway.
Utilization of off-street accessory parking encouraged • More than 1,000 off-street, private parking spaces exist in the area. There is opportunity to utilize these spaces during a particular property’s off-peak time for public paid parking, shared parking, or valet use. (Merchant and neighborhood organizations should work together with these private entities to explore options).
NEIGHBORHOOD STRATEGIES - Recommended for Spring 2015Intent: Encourage Broadway area patrons to utilize metered spaces first, while preserving parking options for adjacent neighborhoods.
WEST OF BROADWAY – NORTH OF THIRD AVE
No changes to existing time limit restrictions or Residential Parking Permit (RPP) Program • Current program and time limits to remain
Add parking on both sides of 4th & 5th Aves. • Currently parking is only available on one side of the street. However, analysis supports the addition of a consistent parking lane on both sides of the street.
Add parking meters to 5th Ave. between Broadway & Bannock St. and on Acoma St. near 6th Ave. • Currently, parking meters exist only on the south side of the street on 5th Ave. and on half of Acoma St. New meters on Acoma St. near Denver Health will be programmed to match existing 5-hour time limit from 8am-6pm while those on 5th will reflect the existing 2-hour time limit from 10am-10pm.
WEST OF BROADWAY – SOUTH OF THIRD AVE
Provide parking on both sides of Ellsworth Ave., Archer Pl., Bayaud Ave., and Cedar Ave. (adds approximately 80 spaces) • Currently parking exists on one side of the street. However, analysis supports the addition of a consistent parking lane on both sides of the street.
Establish a new Permit Parking Area for eligible resident and non-resident properties between 3rd Ave., Broadway, Cherokee St., and Alameda Ave. • Currently some blocks are managed by the Residential Parking Permit (RPP) program. The new Baker Area Parking Permit will replace the RPP. A mix of restricted and unrestricted parking will help accomodate a variety of users.
• Properties within the green areas areas shown on the map (reverse page) may apply for a Baker Area Parking Permit. Approved applicants will receive one Baker Area Parking Permit per licensed driver and one guest permit. Non-residential properties will work with the City of Denver directly on individual permit requests. The Baker Area Parking Permit will be valid anywhere within the green areas shown on the map (reverse page).
• Eligibility requirements include a completed application, proof of residency, a valid driver’s license, and current vehicle registration. All documents must list the physical address for which the area permit is requested. More information on applicant eligibility can be found online at www.denvergov.org/rpp.
EAST OF BROADWAY
Extend existing parking restrictions to 10pm • Current restrictions end at 6pm
Add time limit restrictions to blocks on Sherman St. • Currently posted time limits are present in some areas and absent in others. Introduce time limits to Sherman St. from 5th Ave. to Alameda Ave. and offer RPP program to eligible properties. • Avenues will remain unrestricted for non-permit holders and resident visitors
