I had the pleasure to attend two major announcements by Premier Mark McGowan recently on matters that will have a significant effect on the building and construction industry and the Western Australian community.The first was the announcement of Infrastructure WA (IWA) legislation. This legislation will establish IWA as a statutory authority, governed by an independent board, which will be tasked with providing expert advice to the government on the state’s infrastructure needs and priorities, ensuring taxpayers’ money is invested wisely.

According to the Premier, the authority will provide better forward planning for major projects, prioritising them based on merit and best outcome for the taxpayer and smoothing the path of construction to avoid expensive delays and cancellations.

The number of homes in the Perth and Peel regions which are close to a public transport node is expected to rise by 45 per cent over 2018 numbers.

McGowan Government’s grand plans exciting for industry

This is important for the industry because putting a tender together for large infrastructure and capital works projects like hospitals, highways, railways or bridges is costly for construction companies and consumes significant time and effort. If a project is suddenly scrapped or deferred indefinitely, those costs are a burden on industry.

IWA will provide the necessary certainty that the job is a priority and will go ahead in the medium to long-term plan, which allows the construction industry to be proactive in getting prepared.

Additionally, this allows businesses to plan the jobs and skills which will be required on infrastructure projects so the skills base can be prepared ahead of these projects in conjunction with the Department of Training and Workforce Development.

private sectors, as the Infrastructure WA chair-designate.

The second announcement by the Premier the following day was the Our Priorities: Sharing Prosperity plan. This bold government plan promises to deliver jobs and widespread benefits to the community.

Under the theme ‘a liveable environment’, is the pledge to build Metronet and increase homes near public transport by 2031. The number of homes in the Perth and Peel regions which are close to a public transport node is expected to rise by 45 per cent over 2018 numbers.

The McGowan Government’s commitment to greater infill development and housing around transport corridors and Metronet is a response to the significant growth the metropolitan area in Western Australia has experienced over time. Metronet is the government’s flagship infrastructure program and the biggest ever investment in WA public transport, which will transform the way we all travel throughout Perth.

The government is convinced that by expanding the reach of public transport throughout our suburbs and building more homes close to transport services, Metronet will attract new residents and businesses and enable community connectivity. In addition, increasing the number of homes near existing railway stations and high-frequency bus corridors will better connect people to their work, their play and their communities, and create opportunities for business and jobs to grow.

These two announcements are important because this level of forward thinking and strategic planning provides greater certainty and clarity on the future direction of our state, allowing industry to engage in the process.

There are many things for buyers to consider when purchasing new land to build their future home.

Some of the more significant items to consider include identifying your lifestyle needs. This means looking at your employment and transport options, access to schools or other services and things like if you want to be close to the beach or a local park.

Also consider the future vision for an area, particularly if you are buying into the early stage of a project. Find out what is planned in the coming years in terms of shops, schools and other amenities. More buyers are also considering the sustainability attributes of their future home and how they might save money in the long term with a home that has good solar orientation and incorporates features such as water and energy-saving design and technology.

It is also important to consider the type of home that will fit on your chosen block of land. There may be restrictions or rules around what you can build on the land that you need to be aware of.

Also factor in the ongoing cost of living and what you can afford in the long term. What will your travel costs be? If it’s a house and land package, what is actually included in the package? Are there site works or other extras you need to pay for?

Also look at what the rates or special levies are in the local area.

Now Living: How can we look to policy to affect

affordability in the development/housing industries?

Tanya:

Even though the market has been subdued in recent years and this has led to a general drop in average prices for land and housing, affordability remains a significant issue for many across Western Australia.

Overall, the planning system needs to be simplified to avoid duplications and conflicting requirements from different levels of government or

different government departments. A lot of extra cost is added to development projects due to delays and complex or unnecessary planning requirements. In that regard we are keen to see the outcomes of last year’s independent planning reform paper implemented.

A key item I think the government could implement fairly quickly is a stamp duty concession for seniors moving into more appropriate housing. This would allow for more people to downsize and move into homes that suit their needs without the major financial blow that stamp duty presents. It also frees up those larger homes for families.

We would also like to see a review of Keystart criteria and thresholds to make this important avenue to homeownership available to more people.

Now Living: Why is now a good time to get into the market? What should we be looking forward to in 2019?

Tanya:

Cooper is the first kid to make sure someone is okay, that everyone is included and everyone is having fun. To top it off, Cooper ran 75 laps of his school oval to raise money for Telethon.

Eleven-year-old Paige Guy from Atwell Primary School was recently awarded the Physical Education Award at her school for being an outstanding athlete during interschool competitions, as well as being Runner-Up Champion Girl at the 2018 Faction Carnival.

Paige has also been selected in the Under 14s SEMSA softball team, which will compete in Victoria in April.

Following a year of analysis, investigation and intrigue, the hotly awaited royal commission presented an insight into a world of corruption, negative allegations and wrongdoing by a number of big names in the banking industry.Since the release of the report we have seen several head honchos departing and general confusion about how the recommendations might affect the average homeowner.

If implemented, one recommendation that is expected to have a significantly negative impact on Australian homeowners is a change in the way mortgage brokers are paid.

Under current rules, mortgage brokers are able to provide their services for free to homeowners, as they receive commissions from the lending organisation once the mortgage has been approved.

“The benefit of seeing a mortgage broker is they have the ability to provide holistic home loan advice across a panel of over 30 lenders at no cost to the consumer whatsoever,” The Loan Company General Manager Simon Kahl said.

“This arrangement ensures a competitive

The recommendation, however, suggests mortgage brokers should instead be paid by homeowners, a move that would have a significantly damaging impact to the mortgage broking industry.

According to a letter written on behalf of the Australian mortgage broking industry, this would result in Australians having less access to smaller lenders and even less access to credit.

“Mortgage brokers provide a distribution network that allows a comprehensive, convenient and personalised service across Australia, particularly in regions devoid of bank branches, where mortgage brokers may represent a community’s only access to credit,” Mr Kahl said.

A few facts from the letter explain exactly how beneficial the mortgage broking industry is to the average homeowner. It states brokers drive mortgage rates down and have contributed to a net fall in interest margin of over three per cent.* This drop equates to a saving of over $300,000 on a $500,000 30-year loan.

In addition, the letter details that brokers facilitate more than 59 per cent** of all Australian home loans and act as a shopfront for smaller and non-bank lenders. They also contribute $2.9 billion

to the Australian economy each year.*

“With so many recent changes to the home loan market – including increased scrutiny on serviceability requirements, comprehensive credit reporting, restrictions on interest-only lending and many others – the importance of mortgage brokers has never been more paramount,” Mr Kahl said.

“What mortgage brokers do best is navigate people through the home loan minefield which has become an increasingly difficult process. The fact that over 59 per cent of consumers are now turning to mortgage brokers is clear evidence people respect and understand the value that our industry brings to the market.”

The letter finishes with a plea to the average Australian and explains the risk of paying more for a loan while banks profit.

“The last thing Australia needs is a policy change that further entrenches power amongst the few lenders with large branch networks,” Mr Kahl said.

A petition has been created for anyone who wishes to show their support for the mortgage broking industry, and Mr Kahl is urging everyone to sign it to help keep choice alive.

“With a federal election looming and so much uncertainty in the economy, an ill-informed decision to destroy an industry

which is so fundamental to every consumer would be devastating,” he said.

“The only way to stop this is by making sure both sides of government understand the importance of what we do. Each signature counts, so please take the time to sign – especially if you have used the services of a mortgage broker.”
