If you weren’t able to join us for the 2017 PLCAC Annual Convention, held May 14 – 18, you missed out on an educational, energetic and entertaining event. Playing host to over 400 attendees, the PLCAC board of directors was pleased to welcome guests to the beautiful Fairmont Banff Springs Hotel, nestled in the equally gorgeous Rocky Mountains and the picturesque town of Banff, AB.

Delegates were provided with information on current and future pipeline projects across Canada, while hearing about ongoing industry challenges. At the same time, the event was the perfect time to recognize member safety successes and acknowledge a future industry leader. The PGA (Pipeline Golfers’ Annual) tournament was again a big hit, as were the evening events and daytime tour options — all which served to help delegates and their companions network and make new acquaintances.

The association extends a thank you to all attendees — and especially to our 2017 convention sponsors who helped to make the 63rd PLCAC Annual Convention a truly unforgettable experience.

During the PLCAC Annual General Meeting on May 16, (outgoing) president Neil Waugh presented encouraging statistics regarding man-hours worked since the 2016 convention.

Despite increased opposition to Canada’s energy production and less work availability, Waugh said contractors maintained their position in the last 12 months. Members worked steadily and that — coupled with the unions adapting to the tightened market conditions — resulted in an acceptable year. The positive relationships between our contractors and unions has allowed us to maintain our position in a difficult market.

After looking to future pipeline projects, Waugh touched on the successes of each of the PLCAC’s working committees, among other points. But, the key message was in highlighting why the PLCAC has registered with the Office of the Commissioner of Lobbying Canada and underlining why members must help to tell the genuine, good news story of pipeline construction.

“We need to step up in the sharing of the real information,” said Waugh. “We must participate in community meetings and re-engage our politicians so they can make informed decisions not misinformed ones.”

On May 18, Lyall Nash, president of TESTCO Western Corporation, was introduced as the PLCAC president for 2017 – 2018.

Getting his start working for Marine Pipeline Construction (Marine) in May of 1968, Lyall worked on the original construction of Line 3 for Interprovincial Pipeline (now Enbridge). He worked as Marine’s field office administrator until April of 1978 when he became treasurer.

In April of 1993 Marine was purchased and took on a much bigger volume of pipeline projects. In addition to being the vice president of finance, Lyall looked after all labour relations matters. In 2004, Marine ceased operations in Canada. Lyall became president and general manager of TESTCO Western Corp. in May of 2006. This company has done the testing as a sub-contractor for various contractors on a number of major pipeline projects.

Lyall has been an active member of the Pipe Line Contractors Association of Canada since 1975, when he participated in his first negotiation meeting. He attended a number of meetings in 1977 and was appointed to the PLCAC negotiating committee in 1979. Since becoming a PLCAC board member in 2012 he has served as treasurer, 2nd vice president and 1st vice president. He currently serves on the PLCAC executive committee, the education and training committee and the national labour relations committee (chair). In addition, he is on the mainline, and

maintenance and service negotiating committees and the Canadian Pipeline Advisory Council (chair).

Lyall was the 2014 chair of the International Foundation of Employee Benefit Plans, and has been a trustee of the UA Canadian Pipeline Industry Training Fund since 1979. He lives in Calgary with his wife Sheryl. They have two sons and four grandchildren.

Gerry Harding Recognized for Service Excellence

At the PLCAC Gala Banquet, held the eve of May 18, executive director Neil Lane, had the pleasure of presenting a Service Excellence Award on behalf of the board of directors.

Gerry Harding of Michels Canada Co. has been involved with the world of Canadian pipelining since the 1970s and

is known as a leader and a doer, serving for many years on both the PLCAC safety and the education and training committees. He was also part of the original team that worked with the Construction Sector Council of Canada in the development of the original Pipeline Construction Safety Training Course, now recognized as the industry standard for pipeline safety training.

Gerry volunteered to serve as chair of the PLCAC safety committee in 2009. Since then, the committee has continued to make monumental achievements in the area of pipeline safety, encouraging safe work practices on the job. His commitment has earned Gerry a reputation as an industry authority on safety.

Known to be dedicated and hardworking, Gerry has tackled difficult issues, using his knowledge of the industry and offering his expertise and management skills to provide valuable assistance to all members of the PLCAC.

“We appreciate that you have worked tirelessly and contributed so much to bring safety and training to the forefront for the PLCAC, making our members safer and our industry better,” said Lane during the recognition. “We are proud to have had you as a visible, strong supporter and representative of this association. Thank you.”

The Jack Cressey Future Leader Award was established in 1995 in memory of Jack Cressey, board member and past president of the PLCAC who was regarded as a strong leader, with vision, integrity and drive.

This award recognizes leadership and is open to all regular members’ employees, from any segment of the company, who have not yet achieved an executive position and have demonstrated leadership qualities of significance to their company.

Bryan Johnston, the 2017 Jack Cressey Future Leader Award winner, is currently operations manager for Aecon Utilities.

“Both his team and his clients respond well to his style of leadership,” says Eric MacDonald, senior vice president, Aecon Utilities. “He is always the first to redirect credit for his own successes to his team, but it is clear that his leadership has been a significant contributor to the growth of our business”.

Through his lead-by-example style and his team oriented approach, Bryan has demonstrated the characteristics of a strong leader, positioning him to take on more and more senior roles in the Aecon organization.”

Greenpeace Co-Founder Supports the Energy East Pipeline Project On Thursday May 18, Dr. Patrick Moore, co-founder of Greenpeace, was the featured speaker at the executive development session. Moore parted ways with the organization in 1986, citing that the organization once had a humanitarian focus but had abandoned science and logic in favor of emotion and sensationalism. “The sharp point of the stick,” he said, “was when my fellow directors wanted to launch a campaign to ban chlorine worldwide. Chlorine is the most important element in public health and medicine.”

Although Moore focused his fifty-minute talk around the message to celebrate carbon dioxide, he made a point of expressing his support for the pipeline industry.

“It’s about time a decision to build Canada East [the Energy East Pipeline Project] went forward,” he said. “If we can’t build [Energy] East, we can’t build anything. I have encouraged everybody here in Alberta in particular, but across the country as well to make that their primary focus – that the Government of Canada accepts that [Energy] East is about the most logical thing we could possibly do.”

Over the course of his presentation, Moore also presented numerous charts and graphs to support his position that there is lack of scientific proof that human emissions of carbon dioxide are the dominant cause of global warming over the past 100 years.

He finished his presentation to a standing ovation.

Dr. Patrick Moore told delegates that Energy East is “the most logical thing we could possibly do”.

PLCAC Continues to Give Back Every year, the PLCAC strives to give back to local communities, especially the municipalities in which the annual convention is being held.

This year, the PLCAC chose to donate $10,000 to the YWCA of Banff. Among

various other initiatives, the organization has plans to build a new women’s shelter.

A second recipient of $10,000, in commemoration of the 100th anniversary

of the Battle of Vimy Ridge, is the Royal Canadian Legion.

Connie MacDonald of the YWCA of Banff thanks delegates for the PLCAC donation,

saying it will go a long way.

Greetings from Banff Mayor At the May 16 Annual General Meeting of the PLCAC, delegates were greeted by the Mayor of the Town of Banff, Her Worship Karen Sorensen. The Mayor welcomed delegates to a town that she says she is proud of, both historically and for its natural beauty. Sorensen wishes to continue to enhance the visitor experience in Banff, and acknowledged that while the population may be small, the town is ready to welcome and “flush toilets for” the nearly four million visitors to Banff National Park every year.

“Be assured, you are most welcome here,” Sorensen said in closing.

Her Worship Karen Sorensen, Mayor of the Town of Banff began the Annual General Meeting by welcoming delegates to the area.

Innovation. Collaboration. Execution. During the general business session on May 17, PLCAC delegates were treated to a unique performance by The Passing Zone’s Jon Morse and Owen Wee. Not your typical juggling act, the duo is known just as well for impeccably-timed comedy intertwined with some astute pointers around teamwork, work-life balance and risk-taking that can be applied to everyday business interactions. The entertainment factor was elevated further when PLCAC directors Lyall Nash (pictured below) and Neil Waugh were called on stage to help deliver the “take home” messages.

World Federation Representatives Meet at the PLCAC Annual Convention

On May 15, PLCAC president Neil Waugh and executive director Neil Lane met with members of the World Federation of Pipeline Industry Associations. Other associations represented were the U.S. Pipe Line Contractors Association (PLCA), the International Pipe Line and Offshore Contractors Association (IPLOCA) and the Distribution Contractors Association (DCA). The group reviewed global issues affecting the pipeline industry such as future labour demands, labour negotiating, and training initiatives.

National Energy Board Modernization Expert Panel Delivers ReportThe Government of Canada has said that modernization of the National Energy Board (NEB) is a priority, in order to ensure responsible development of resources and growing of the economy.

On May 15, Canada’s Minister of Natural Resources, The Honourable Jim Carr, received the report from the expert panel (the panel) reviewing the NEB. The panel examined issues beyond environmental assessment, including the NEB’s structure, role and mandate, with a particular focus on growing the participation of the public and Indigenous Peoples in regulatory reviews.

The subsequent report includes 26 recommendations. Over the next few months, the federal government will review the panel’s report in depth, along with reports from three other environmental and regulatory reviews to inform the development of next steps.

Rex Murphy: Government’s Recommendation to Replace NEB is Political DynamiteOn CBC’s The National on Thursday May 18, Rex Murphy weighed in on the panel report recommendations referenced above. “While the ‘old’ NEB has lost the confidence of Canadians, according to the federal government,” Murphy said “to the great majority of Canadians, the subject of the NEB and confidence in it, is not and was never on the top of their conversation list.”

Murphy went on to state that while the government claims that consultations were undertaken far and wide, through a vast cross-section of interested parties, that there is a definite absence. “Namely,” he said, “where are the voices of the workers…Those affected most significantly when a project is accepted or denied.”

Murphy referenced that the report mentions the location of the NEB in Calgary may be seen as a bias, and that a replacement agency might best be located in Ottawa, which he cited as an “abrupt affront” to the industry.

“This new regulatory regime will be more complicated, slower and carries the danger of reigniting tensions East and West that have been dormant for two decades. If that is restoring faith in regulatory process, it is a most original path to that end.”
