Introduction
Since 1990 the Pipe Lay Barge ISRAFIL HUSEYNOW (PLBG) has been in regular use in the Caspian and in November 2008 underwent an extensive re-certification in dry dock. While in dry dock the barge underwent significant upgrades to its equipment and machinery with considerable improvements being made to the barge’s “firing line”. The barge now has all re-newed certification.
The barge has been under the management of Momentum Engineering since September 2008 and will go through December 2010 with options to extend management of the barge till 2011. Following the management of the barge by Momentum the barge will be taken to dry dock where it will be converted to a dynamic positioning (DP) vessel. The conversion is expected to last 18 months.

DESCRIPTION OF VESSEL
The “ISRAFIL HUSEYNOV” is a flat bottomed pipe lay barge whose main components were fabricated in Finland. The components were then moved to Baku, Azerbaijan where they were assembled and ultimately completed in 1990. She has 10 mooring anchors, with another 2 “storm” anchors. The “firing line” for pipeline fabrication is slightly to starboard of centreline, with the superstructure located transversely across the bow. Accommodation and the galley is located beneath the main deck for the crew, with client and management accommodation located in the superstructure. The vessel is towed to location and is equipped with two 600KW thrusters which are used solely for manoeuvring. A view of the bow of the PLBG and its main towing bridle is shown in the picture below:

VESSEL CONDITION SURVEY
HULL – EXTERNAL
The external plating is in good condition with the port side shown in the pictures below. The plating all around the hull displayed no obvious signs of damage.
Heavy Yokohama fenders were in position between the barge and the quay side.

SUPERSTRUCTURE – EXTERNAL
Built onto the superstructure is the heli-deck. The heli-deck is in good condition and is maintained to be ready for crew transfers or emergency medical evacs.

CARGO AREA
General stowage is available amidships on the port and starboard side. The port side has a larger storage area with the starboard side being used mainly for pipe sections being prepared for welding into the pipeline. Heavy wooden cribbage is laid out to in even rows and securely fastened to the deck. This wooden deck area is in good condition, with no areas of in need of replacement.

CRANES
The PLBG has 4 cranes. The cranes have the following specifications and capacities:
1 x KOHE 250 ton, electro-hydraulic crane
1 x LIEBHERR 60 ton crane (St.B.)
1 x 30 ton RAUMA Crane (P.S.)
1 x 30 ton RAUMA Crane (Bow)
All of the cranes are well maintained, certified and were recently given complete overhauls while in the barge was in dry dock. Views of the four deck cranes are shown below with a drawing of the cranes locations shown in Appendix A.

TOWING GEAR
MAIN TOWING GEAR
The towing gear is shown below. The main towing bridle can be seen below suspended from the bow pipe line roller support. The towing connections, fairleads Smitt type brackets are all in good condition.

MACHINERY AND MACHINERY SPACES
Machinery spaces are clean and have a very good standard of housekeeping.
MAIN ENGINES
The vessel is fitted with 5 Goerke, 6 cylinder, 4 cycle (36/45) diesels and 2 auxiliary diesels. These engines provide the power for the vessel, with the 2 auxiliary diesels working while the barge is on idle in the port or in emergency situations. All are in excellent working order and are well maintained.

The “Firing Line” on the “ISRAFIL HUSEYNOV” is composed of nine stations and the stations are as follows:

WELDING MACHINES
The welding stations on the PLBG incorporate the “Bug and Band” arrangement for automatic welding. The power sources are Miller brand XMT 456 welding machines. The welding heads are Vermaat Technics brand.

TENSIONERS
There are two Remacut brand 90 ton, tensioners installed on board the PLBG. Detailed specifications of the tensioners are shown in Appendix B.

A&R WINCH
The A&R Winch installed on the PLBG is a Remacut brand 180 ton capacity winch. Detailed specifications of the A&R winch are shown in Appendix C.
BALLAST PUMPS AND BALLAST PANEL
The ballast control panel is contained in the same area as the engine control panels and is shown in the photograph below

SPARE PARTS
The cages storing the spare parts are well stocked. The main storeroom is located forward of the repair compartment at the aft end of the machinery space.

This area is used to perform all running maintenance and repairs to the machinery. It is clean, well kept and provides ample support for the barge.

BRIDGE, NAVIGATION AND MOORING EQUIPMENT
The “ISRAFIL HUSEYNOV” bridge runs the width of the bow, and looks forward and aft. The bridge contains all the necessary functions including the controls for the two thrusters.
In addition to communications, the bridge is also fitted with radar and echo sounders.

COMMUNICATIONS
By way of communications equipment, the vessel has on board a full communications suite valid for the barge and its intended operations. A satellite internet system is also in place on board.

SAFETY AND FIREFIGHTING EQUIPMENT
SAFETY EQUIPMENT The “ISRAFIL HUSEYNOV” is provided with 4 x 50 man life boats, 14 x 25 man life rafts and one Fast Rescue Craft (FRC). A view of a typical life raft and the FRC is shown below.

FIREFIGHTING EQUIPMENT The firefighting equipment, which is located throughout the vessel, includes hose boxes and extinguishers. All are regularly maintained and in excellent condition.

In addition to the portable fire extinguishers there is also a fixed CO2 system in the main machinery space, paint room and emergency generator room.

ACCOMMODATION
The accommodation is located below the main deck, with the exception of the client and officers quarters in the forward superstructure. There is adequate accommodation onboard for all personnel related to pipeline installation projects.

There are plenty of emergency signs, fire and safety equipment plans and emergency equipment together with firefighting equipment in the alleyways. General arrangement plans, tank plans and fire plans are posted throughout the accommodation.

LOCATION ON PLBG
There are two 90 ton Remacut Tensioners on board the Pipe Lay Barge Huseynov. The first is located between stations 6 and 7 and the second is located between stations 7 and 8. Attached below is a drawing showing the position of the tensioners in the “firing line”.
