The year has been a tumultuous yet exciting one indeed for PIKOM and the ICT Industry. Confucius had said, “The gem cannot be polished without friction nor man without trials.” This is so very true, as despite the adversities posed by the external environment, there have been many positive developments and milestone achievements to celebrate.

Yes, the Malaysian economy has slowed its growth momentum due to a number of factors: Infl ationary pressure exerted by the Goods and Services Tax (GST), falling commodity prices for crude petroleum, signifi cant depreciation of the ringgit against major currencies worldwide, while strong US economic growth has affected external trade and investment. Yes, PIKOM has had to revise the growth rate to 4.9% for 2015 from its earlier projection of 5.0% growth, with a 5.0% growth rate for 2016.

Yet, despite the myriad of challenges, the ICT outlook is still projected to post double digit growth of 14.2% in 2015 and 14.8% in 2016, primarily from the intensifi cation of digitisation elements in the transformation and corridor projects.

It is assuring to note Malaysia’s current environment for commerce is still conducive. This is not just hearsay or a marketing spiel, given Malaysia’s climb up to 18th position in Global Competitiveness, the highest since 2005, as announced by the World Economic Forum. Key economic indicators continue to underline the country’s solid fi nancial fundamentals.

Malaysia’s negotiations for the Trans-Pacifi c Partnership Agreement (TPPA) has been successfully concluded and once formalised by the Malaysian Parliament, we look to the lowering of identifi ed trade barriers resulting in synergistic trade and investment among the 12-member nations.

The Government’s ambitious Economy Transformation Programme (ETP) to achieve Malaysia’s high income nation status by 2020 has ICT as one of the key contributing areas, and PIKOM is proud to contribute toward this ongoing priority programme with EPP2 and EPP3 initiatives within the Business Services National Key Economic Areas (NKEA).

PIKOM commends the Government’s reduction of fi xed broadband rates between 10% and 57% in April 2015; this will have a catalytic effect on eCommerce and boost local economy growth. PIKOM welcomes the recent announcements by the Minister of Communications and Multimedia on network infrastructure development that will result in higher speeds and lower cost. This is outlined in PIKOM’s Budget wish list which also included our recommendations on zero-rated GST for purchase of ICT products and services; transparency in government and GLC tenders; and spurring local demand for ICT through training and education and reintroduction of the EPF PC scheme.

PIKOM is set to see a marked increase in membership moving forward. The Registrar of Societies (ROS) has approved our request for Individual membership category and membership is now open to those who meet the criteria.

Malaysia’s corporate mindset has evolved to match the rapidly changing ICT horizon, resulting in greater utilisation of ICT across the board for a competitive edge. Previous innovative-sounding buzz words on the horizon such as Cloud Computing, Mobility, Big Data Analytics and Internet of Things, are now spliced inextricably into the DNA of ICT itself. What was to be, now is.

PIKOM’s signature annual report, the ICT Job Market Outlook 2015, provides invaluable information on average ICT salary trends, job sentiment index, hottest sectors and jobs. A new feature in this year’s report is the salary range of CTOs and CIOs in Malaysia. Another exemplary collaboration with Industry thought-leaders is the research-oriented ICT Strategic Review 2015/2016 Report with special focus on leadership in the digital age. This year’s report featured contributions from IBM, Leaderonomics, MIMOS, Pritchett and People Synergy, Green Data Center and Nottingham University.

The Smart Sourcing Summit 2015 aptly focused on ‘Convergence’ and ‘Transformation’, current hot topics in business. What needs a bit more focus however is the Angel Chapter and we are aiming for a revival in the coming year. Likewise, we would also be exploring re-branding for the annual PIKOM Fair to ensure sustainability. We will continue to build our programmes around the six pillars encapsulated in PIKOM’s 5-year Strategic Thrust (2012 – 2017).

PIKOM’s Outsourcing Malaysia has released an industry study showing the demand for ICT and global business services (GBS) is on the rise in the region. For the fi rst time since 1998, ASOCIO and PIKOM have combined again to host the ICT Leadership Summit 2015, themed “Reinventing Leadership in the Digital Age” which drew well over 700 ICT thought leaders.

I draw attention to my quote in the previous Report, in which I encouraged members to ask what PIKOM could do for them rather than what they could do for PIKOM. We have listened to feedback and have implemented a strategic action plan, re-focusing where needed. This year’s ICT Awards Night 2015 honoured outstanding recipients with the PIKOM ICT Leadership Awards, MSC Malaysia APICTA awards and the ASOCIO Awards. PIKOM is especially honoured as MDeC has entrusted the MSC Malaysia APICTA to PIKOM henceforth. It was a marvellous occasion with over 1,100 guests present.

Another signifi cant development is the formation of the ASOCIO AEC Digital Taskforce (AADT) which will be spearheaded by PIKOM. With AEC coming into fruition at the end of the year, this taskforce is indeed timely to address issues, identify opportunities and promote ICT growth in the region.

I recollect a message to members at the beginning of this term, in which we stated that the Association has been actively addressing the interests of both members and industry, and that our aspirations simply would not be achieved without the support from our members and policy makers.

I echo this heart felt message, and accord our deepest appreciation to the various Government Ministries and Agencies, namely the Ministry of Communications and Multimedia (MCMM), the Ministry of International Trade and Industries (MITI), the Multimedia Development Corporation (MDeC), the Malaysian Communications and Multimedia Commission (MCMC) and the Human Resource Development Fund (HRDF), amongst others.

I would also like to thank our diligent Secretariat in coordinating efforts from our multiple Chapters, in engaging our external stakeholders and ensuring expedient facilitation of events.

Lastly, my valued appreciation goes out to our esteemed members for their strong participation and contribution, as well as to PIKOM’s Council Members and Advisors for their confi dence in enabling me to lead this august body a second term. I will be passing on the baton at the AGM 2015 to my successor and am confi dent that PIKOM will continue to chart further milestones.

With PIKOM built on a bedrock of members’ commitment and passion, a strategic blue print for timely execution and continued strong support from all, we will drive the ICT Industry onwards and upwards onto greater heights.

PIKOM’s Journey thus far….and still progressing onwards and upwards

Formed in August 1986, PIKOM’s ambition is to create an environment which is conducive to the health, prosperity and competitive nature of the ICT industry. In line with this,

PIKOM aims to be a catalyst for the growth of the ICT industry in Malaysia.

Throughout our 29-year epic journey, our transformation has taken us from the fl edgling Association we started out as, building upon success after success in charting numerous

milestone achievements both locally as well as globally, and to emerge as the ‘voice’ of the Malaysian ICT Industry and

the ‘face’ at the global ICT stage.

Average ICT Salary increased by 7.9% in 2014: The average monthly salary of ICT professionals in 2014 registered an increase of 7.9% from RM7,142 in 2013 to RM7,706 in 2014.

ICT Salaries Continue to Rise

Widening Salary Gap among ICT Jobs: Overall, the salary gap between senior managers and fresh graduates has steadily widened from 2.58 times in 2010 to 2.99 times in 2014, with a projected 3.10 times in 2015. This is attributed to higher demand for experienced professionals with the talent pool being limited in Malaysia.

CIO/ CTO salary growing at 8.7% per annum at higher end: On average in 2014, C-Level ICT professionals took home a salary between RM29,167 to RM 45,000 per month.

Benchmarking against other countries: Salaries in the gulf are on average 1.74 times more than in Malaysia. Among Asian countries, Hong Kong and Singapore were yet again top choices with salaries being 1.58 times and 1.41 times more.

Hot ICT Jobs: In the technical domain, ICT professionals equipped with Java, C#, C++, .Net, SharePoint and Web Application Developers remain highly sought after. Under business applications, the fast growing jobs are notably in IT Security and Big Data Analytics.

PIKOM published the eagerly awaited “PIKOM ICT Job Market Outlook in Malaysia 2015” Report, the 9th edition in this series, since 2007. PIKOM’s Research Committee partnered with Jobstreet.com, besides making due references from Robert Walters and PayScale web publishers. The data compilation essentially covered 24 industry classifi cations, with 4 industries from the ICT services related sector.

ICT Strategic Review 2015/2016: Reinventing Leadership in the Digital AgeThe research-oriented publication of the ICT Industry, by the ICT Industry, for the ICT Industry

PIKOM’s ICT Strategic Review 2015/2016 publication, suitably themed, “Reinventing Leadership in the Digital Age” provides valuable insights collated from mainstream policy makers and industry players including academia.

The theme of this publication is timely but “Reinventing Leadership” demands a strong sense of creativity and will power, and it must be translated into different and timely execution. The crucial question to ask ourselves is, “How much do you need to Reinvent your Leadership in this Digital Age”? This publication has compiled a number of thought leadership articles centered on this theme; offering insights and strategic direction in addressing contemporary and newer issues, and some thoughts on how to take your business to the next level.

Top 9 ICT Jobs in next 5 years: Of the total new jobs expected to be created in the next fi ve years, based on trends from the United States, it is expected that 45% of jobs will focus on software development and computer programming.

For software development skills, companies should look for graduates from either Computer Science or Software Engineering disciplines: The report revealed that most employers do not, or are not able to distinguish degrees from distinct ICT disciplines. This leads to a higher likelihood of companies employing the wrong graduates for the required ICT role.

PIKOM hopes that companies will implement the learnings from the report towards retaining our top talents and encouraging more graduates to join the ICT sector.

Malaysian Qualifi cations Agency (MQA)GAC has partnered MQA in efforts to increase compliance to the new Programme Standards for Computing, particularly when employers hire certain ICT position. There is a strong need for PIKOM to be pro-active in educating the ICT industry and employers on the differing ICT roles and in matching suitable graduates.

Trans-Pacifi c Partnership Agreement (TPPA)GAC continued to raise Industry concerns at a MITI workshop on Intellectual Property Rights and procurement. With the TPPA negotiations now concluded, we can expect greater transparency to scrutinise the fi nal text and ascertain the impact to the ICT Industry.

PIKOM’s RECOMMENDATIONS FOR NATIONAL BUDGET 2016As part of its policy shaping engagement, the GAC took a proactive role to submit PIKOM’s ICT Industry recommendations to the MoF for consideration into the National Budget 2016, a summary of which is:1) GST zero-rated for ICT products and services PIKOM recommends that ICT products and services be zero-rated. This will help ensure that prices remain more affordable for all Malaysians, be it for personal or business users. 2) Across the board reduction of broadband rates for individuals, households and businesses PIKOM recommends that the government consider further reductions across the board to encourage greater uptake of broadband toward bridging the digital divide and boosting accessibility, especially in rural and underserved areas. PIKOM also raised this at a separate dialogue with the MITI Minister.

14 Reports From Committees And Chapters

Government Affairs Committee (GAC)The GAC is PIKOM’s engagement and advocacy arm. Their efforts

help shape more effective policies to bring about a more conducive business operating environment for the ICT Industry. GAC has over the years built up an acknowledged, credible profi le such as to secure representation on 42 various

Government Agencies ranging from the Economic Planning Unit (EPU), Malaysian Qualifi cations Agency (MQA), Ministry of Finance (MoF), MITI,

MDeC and HRDF, to local universities.

3) Standardisation of cost & transparency of process for participation in GLC tenders PIKOM recommends enhancing the tender process in GLCs in creating greater uniformity, consistency, transparency and integrity within the procurement exercise.4) National E-waste Disposal Awareness (NEDA) Programme PIKOM recommends the Government engages Industry Associations to undertake a National E-waste Disposal Awareness (NEDA) Programme nationwide to raise awareness, develop a workable pilot model and undertake primary research.

Some key engagements with the Government:• Budget dialogue session with the PM and Captains of Industries• 11th Malaysia Plan Inter-Agency Planning Group (IAPG), an agency under the EPU: A pivotal role in developing the 5-year plan for the country from 2016 to 2020

PIKOM CIO CHAPTER (PCC)The PCC provides a platform for CIOs and Heads of ICT in a user organisation to network and exchange ideas for knowledge sharing. More than 100 CIOs of the largest corporations and government agencies are part of this PCC.

The Consumer Industry Committee looks into the interest of the ICT retail sector. One prime activity is to organise the PIKOM Fair.

PIKOM Fair 2015, KLCC (27 February – 1 March)This year’s PIKOM Fair kicked-off in Kuala Lumpur to a host of consumers eager to snap up the myriad of gadgets and technology on offer. Subsequent roadshows at PERSADA, Johor and 1Borneo, Kota Kinabalu, both held on 20-22 March 2015 enjoyed a similar reception. This year’s fair, although smaller in scale compared to previous years, was nonetheless a commercial success. PIKOM also organised the fair during the November and December school holidays in 2014. Plans are being drawn up to re-position this annual event to project an even more vibrant and sustainable venture.

14 October 2014 Annual Charity Golf 2014, Kota Permai Golf & Country Club PIKOM raised RM54,000 to support the National Kidney Foundation, Pusat Jagaan Sri Sai and Yayasan Orang Kurang Upaya Kelantan. 108 ICT leaders participated in this event which included a live-auction for players to bid for smartphones and other ICT items. Initiated in 2008, PIKOM has raised more than RM600,000 to benefi t our local charities and NGOs through its Annual Charity Golf event.

PIKOM INDUSTRY ENGAGEMENT (PIE) Mobile PlatformPIE is the newest industry-wide initiative aiming to connect and develop a stronger network amongst ICT fi rms throughout Malaysia with universities, government organisations and individuals.

ASOCIO PIKOM ICT LEADERSHIP SUMMIT 2015ASOCIO and PIKOM combined to co-host this premier event, the fi rst time since 1998

The Leadership Summit was designed to cover the industry’s latest trends and insights to spur innovation and adoption of new technologies and new business models to drive ICT growth in Malaysia and the region. This year’s event, held on 6-7 October at the Sunway Pyramid Convention Centre was themed, “Reinventing Leadership in the Digital Age”. Attended by over 700 delegates with 35 C-level speakers, this event was specifi cally designed to address the rise of the ASEAN Economic Community (AEC) which will have an impact on all industries, ICT included.

The Leadership Summit was successfully organised with the help and strong support from strategic partners MDeC, the Ministry of Tourism and Culture Malaysia, Outsourcing Malaysia, as well as key sponsors Fusionex, Silverlake, NTT Data and others.

Learning is a continuous process, and PIKOM is cognisant of this fact. PIKOM’s Training Centre organises a variety of programmes and courses for the

benefi t of its members. One of its highly successful programmes is the Project Leadership Certifi cation (PLC) with 22 training sessions organised to-date
