    namely: Al-Masiya Overrseas Placement Agency Inc and its counterpart in United Arab Emirates, l Madina Recruitment la

    week. The suspension was in connection with the alleged suicide report of a Filipina domestic worker in Abu Dhabi last

    month. POEA administrator Hans Cacdac claimed that the said agencies failed to monitor the condition of Alona M. Bagaya

    who died four days after she was formally turned over to her employers. Under POEA regulations, agencies are obliged to

    Quezon province 4Ps beneficiaries over 90,000

    CALAMBA CITY, Laguna, Mar 16 (PIA) --The beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps) from

    the two cities and 39 municipalities in Quezon is now 90,347 families according to a March 2013 data.

    Of the number Pantawid Pamilya households, 6,657 are newly-registered as part of the expansion of the programnationwide, about 4,233 of these beneficiaries come from the municipalities of Lucban, Dolores, Candelaria and

    Pagbilao- all are implementing the Pantawid Pamilya program for the first time.

    During the regional memorandum of agreement (MOA) signing held in Tagaytay City December last year, the loc

    chief executives of the four municipalities tied up with the DSWD in the implementation of the program in their

    respective areas for a period of five years.

    At the end of this year, 14,719 families from the province are expected to graduate from the program. They are

    Set 1 beneficiaries coming from the municipalities of San Francisco, San Narciso, San Andres and Buenavista who

    are supported by the program since 2008.

    The DSWD, through Pantawid Pamilya and other social protection programs of the Department, is preparing the

    beneficiaries for self-sufficiency by the time they graduate from the program.

    The Pantawid Pamilyang Pilipino Program is a social protection strategy of the national government that provide

    conditional cash grants to qualified poor families with children zero to 14 years old. The grants are provided upo

    the beneficiaries compliance to the conditions on health and education as set by the program. In the

    CALABARZON Region, there are now a total of 265,215 families who are benefitting from Pantawid Pamilya.

    organizations in the province, local government units and from the Department of Education (DepEd) attended t

    Department of Trade and Industry (DTI) sponsored symposium cum-mini workshop on World Consumer Rights D

    (WCRD) celebration, Friday, March 15.

    With international theme of Consumer Justice Now! said symposium focused on various issues/concerns

    affecting the lives of almost every consumer not only in the Philippines but all consumers organization in the

    world.

    The event which was held at the second floor of the Government Center Building, Capitol compound started ataround 9 a.m. and ended at at nearly 2:30 p.m. The discussion focused on the review on the action plans drafted

    by the consumer organizations in the 2012 Consumer Organization Regional Assembly which was held at Sol y

    Viento Resort in Calamba City, Laguna.

    They also tackled strategy formulation on the execution of the action plan focusing on information advocacy. It

    1. BFP Laguna collects 32.4M fire code fees

    CALAMBA CITY, Laguna, March 15 (PIA) -- The Bureau of Fire Protection (BFP)-Laguna has collected P32.5 millionfor fire code fees last year.

    BFP Supt Carlito Encinas, provincial director said collected fees are remitted to the national treasury to fund the

    modernization program of the BFP.

    Like in our area we need more fire trucks, firefighting gear and equipment including gadgets in communication

    which are essential especially during fire emergency call, Encinas said.

    To intensify their campaign on fire safety, prevention and suppression, he said, year-round activities are schedulsuch as dialogue, meetings, radio and TV guesting, seminars, trainings, drills and others involving all sectors in th

    community.

    Also, the BFP monitors and strictly implements compliance to the Fire Code of the Philippines and local ordinanc

    on fire safety measures among establishments and buildings in all areas.

    For this year, the BFP inspected a total of 20,793 establishments and in the course of their inspection, 262 of the

    establishments were recommended for correction of violation.

    Meanwhile, the BFP recorded 341 fire incidents, 8 casualties/injured and damages estimated to P41,874,000 forthe this year while 246 fire incidents, 34 casualties and injured and P77,593,500 for last year which is relatively

    sumailalim sa pagtatapos sa Drug Abuse Resistance Education (DARE) program sa magkakahiwalay na araw,

    Ang DARE ay isang programang inilunsad sa lalawigan sa pangunguna ng Philippine National Police (PNP) at

    Dangerous Drugs Board (DDB) na layong maiiwas sa bisyo ng ilegal na droga ang mga kabataang nasa Grade 5 at

    President Aquino says local government units can expect honest, hard work from national government

    BAGUIO CITY) President Benigno S. Aquino III said local government units can expect their national government to be apartner in achieving their respective constituents dreams and ambitions for their locale as he vow ed to provide honest, hardwork from his end.

    In a meeting with local leaders here on Sunday, the President said his administration is working doubly-hard to improve roainterconnecting the province, provide electricity to remote villages, close the classroom gap and boost social spendingthrough the Pantawid Pamilyang Pilipino Program (4Ps).

    On improving road infrastructure, the President said rehabilitation work has already begun for the 65-kilometer Gurel-BokodKabayan-Buguias Road that will cut travel time from two hours to just an hour.

    Recent developments make it more favorable to the countrys tourism sector, President Aquino said. For instance, he saidthat in two years, the Philippines has jumped 12 spotsfrom 94th to 82ndin the World Economic Forum Travel andTourism Index.

    In fact, the President said that in the World Economic Forums 2013 report, it ranked the Philippines first in the world ingovernment spending on tourism as a percentage of gross domestic product (GDP), demonstrating the governmentsdetermination to enhance the tourism industry.

    This commitment is yielding positive results, he said. In 2011, the Philippines recorded 37.5 million domestic travelers,exceeding its 2016 target by two million, the President noted. The Aquino administration targets to achieve 10 million touristarrivals in the country in 2016.

    Due to the continued influx of tourists, the Department of Tourism has revised its target for domestic tourism in 2016 to 56.1

    million. Furthermore, he said that in 2012, the country recorded 4.3 million international visitors, the first time it breached themillion mark.

    With the lifting of the International Civil Aviation Organization (ICAO) of the Significant Safety Concerns for the country, thePresident said it would mean more boost to the sector.

    Because of this development, the Philippines is moving closer to resuming the countrys aviation operations in Europe andthe United States, he said.

    The President said he also signed into law Republic Act No. 10378, which removes the 3 percent common carriers tax for ainternational air and shipping carriers on receipts and income derived from transporting passengers.

    The law also exempts these carriers from paying the Philippine billings tax derived from the carriage of passengers, cargo, mail. With the signing, the law will encourage more foreign carriers to expand their operations in the Philippines thus creatinmore jobs, bringing in more tourists, and allowing for the growth of the tourism industry, he said.

    Let me reaffirm ---the Philippines now has a government fully committed to pursuing both the prosperity of our people, andthe prosperity of those who have placed their confidence in us, the President said.

    Malacanang welcomed the plan of Germany to open its doors to Filipino nurses saying it will create additional options toFilipino nurses looking for employment overseas.

    As countries like Germany starts to give new opportunities to Filipino nurses, Valte said the Aquino administration willcontinue addressing the surplus of nurses in the country through various programs.

    The P80 million assistance of the European Union to the Philippines and other countries intended to fight human traffickingwill be a significant contribution to end the menace, the Palace said on Saturday.

    Its important that we get support for our efforts against human trafficking. As you can see, unti-unti we have been makingprogress on that front, Deputy Presidential Spokesperson Abigail Valte said in a radio interview over government-run dzRBRadyo ng Bayan on Saturday.

    The country remains in the Tier 2 status of the US State Departments Human Trafficking Report. The Philippines waspreviously being considered to be in the black list.

    We continue to press on that front. The Inter-Agency Committee Against Trafficking has been leading the efforts and Iunderstand also from the Department of Social Welfare and Development that weve been making progress when it comes the cases that have been filed, Valte said.

    The European Union extended its P80 million support Friday through the International Organization for Migration (IOM). The

    EU will provide P86 million or 80 percent of the financing for a regional project aimed at improving regular migration flowsfrom targeted countries including the Philippines.

    The two-year project is the continuation of other projects implemented between 2006-2010 aimed at facilitating legalmigration and promoting regional dialogue on safe and legal migration.

    The objectives for the Philippines include supporting the governments programs to encourage ethical practices in job hiringdeveloping migrant resource centers, and intensifying campaigns against illegal recruitment, trafficking and irregularmigration, especially to Europe.

    External risks to the region have abated with the European rec ession easing. The United States is also expected to growfaster despite spending cuts, while China seems to have avoided a hard landing, it explained.

    It noted that the lower growth than the better-than-expected 6.6% notched in 2012 was attributed to the dip in base effects

    S&Ps also pointed out that more investments in tourism and the business process outsourcing industries have spurredeconomic growth to become more broad-based.

    "These structural changes, combined with increased fiscal space for higher public infrastructure investment, are putting the

    The country holds a BB+ credit rating with S&P, one notch below investment grade. It also bagged a positive outlook lastDecember, indicating that an upgrade could be announced over the next 12 to 18 months.

    For its part, the Standard Chartered Bank said that a survey of more than 900 investors in the Association of Southeast AsiaNations recently saw the Philippines emerge as the frontrunner among other key cities in the region.

    It further said that the Philippines was the standout country in terms of the strength of on-the-ground sentimentas thePhilippines is expected to see stronger investment growth this year, sustaining the strong momentum from 2012."

    The survey showed that 74 percent of investor-respondents in Manila expect to see better business prospects in 2013

    compared to the year before, dwarfing scores in Jakarta (46%), Bangkok (44%), Singapore (44%) and Kuala Lumpur (41%)

    The survey also found that investors in Manila are most worried about the European, American and Chinese markets thisyear. No one cited the Philippines as a concern. In comparison, 47% of investors in Kuala Lumpur said their own countryworried them, followed by 43% in Singapore, 35% in Jakarta and 19% in Bangkok.

    The peso is expected to get stronger, with 86% of investors in Manila saying they expect to see their currency appreciatingagainst the dollar in 2013. Only 67% of investors in Bangkok, 52% in Kuala Lumpur, 50% in Singapore and 35% in Jakartathought the same.

    "We are optimistic that the Philippines will outperform the region and enjoy another year of strong growth momentum in2013," Standard Chartered Bank said.

    The first phase of the project is currently under construction and the President said that before he steps down from power in2016, he expects phase three, the final part of the project, will be completed.

    According to the President, once the project is completed, the three and a half travel time from Tarlac City to Rosario, LaUnion will be shortened to one hour. Around 20,000 daily motorists are expected to benefit from the project.

    The President also noted that before the end of March, he expects the completion of the San Nicolas-Natividad-San QuintinUmingan-Guimba Road, which, he said, will also cut travel time in the area.

    He said that more than 5,400 daily motorists will benefit from the project adding that the travel time will be cut from one hou

    The administration is also focusing on developing the provinces agriculture sector, he said. The government has releasedP10 million to complete the Poblacion-Quinaoayanan Farm-to-Market Road project for the benefit of local farmers.

    The government also released the fund for the P360-million Macidem Small Reservoir Irrigation Project that will supply wateto 600 hectares of farmland in the province.

    The President also reported that there is a separate 17 other irrigation projects in Pangasinan that received more than P150million budget from the national government. The project will irrigate more than 2,100 hectares of farmland in Pangasinan, hsaid.

    The Aquino government also prioritized providing quality healthcare to the people of Pangasinan. Part of his visit in this city the inauguration of the Emergency Room Complex Region 1 Medical Center in Dagupan City.

    The national government allotted P15 million for the project, he said. Fifty million pesos was spent for the procurement ofmodern medical equipment of the new emergency room complex.

    DAGUPAN CITY) President Benigno S. Aquino III led the inauguration Friday of the P23.9 million Emergency Room Complof the Region I Medical Center here that is expected to boost the governments medical services to the people of Pangasinaand nearby provinces.

    The Chief Executive said the completion of the Emergency Room Complex of the hospital is one of the fruits of thegovernments reform and anti-corruption initiatives.

    The project, which will serve not only the people of Pangasinan but also those coming from Tarlac, Nueva Ecija, andZambales, was completed under the 2013 Health Facilities Enhancement Program of the national government.

    The government allotted P15 million for the rehabilitation of the Emergency Room Complex and a separate P50 million wasused for the procurement of modern medical equipment of the facility, he said.

    Aquino assures that government continues to provide government funding for Pangasinan's development

    ALAMINOS, Pangasinan) President Benigno S. Aquino III assured the people that his administration continues to providegovernment funding for various development projects to further develop the agriculture, fishing, commercial and tourismindustries in the province.

    Fresh appointments for the members of the Cebu Port Commission, which is under the Cebu Port Authority (CPA), wereannounced Friday by Malacaang to serve the unexpired term of office ending on June 2013.

    Media practitioners nationwide will now have the opportunity to cast their votes every election as President Benigno S.Aquino III finally signed Republic Act (RA) 10380 otherwise known as the Local Absentee Voting for Media Law, Malacaanannounced Friday.

    Deputy Presidential Spokesperson Abigail Valte told reporters in a press briefing that the pertinent provisions of this new lawshall apply to all members of the media and their respective technical and support staff who are usually busy covering theelection day.

    They, however, are only allowed to vote for national positions including the president, vice president, senators, and party lisrepresentatives, according to RA 10380.

    The Commission on Elections (COMELEC) shall extend the right to vote under the local absentee voting system providedunder existing laws and executive orders to members of media, media practitioners, including the technical and support stafwho are duly registered and who, on election day, may not be able to vote due to the performance of their functions incovering and reporting on the elections --- pjrovided, that they shall be allowed to vote only for the positions of President, Vi

    RA 10380 added that the COMELEC shall, within 30 days upon the signing of the law, promulgate the implementing rulesand regulations which shall include a system of accreditation and verification of the members of the media, mediapractitioners, the technical and support staff, who are qualified to avail of the local absentee vot ing.

    With the implementation of this new law, Malacaang is encouraging everyone who works in the media industry to takeadvantage of the opportunity to exercise their right to vote ahead of the regular voting schedule.

    Magpapatuloy ang record-breaking upward trend ng ekonomya ng Pilipinas na magiging standout na ekonomya sa Timog

    Silangang Asya ngayong 2013 habang bubuti ang mga kabuhayang apektado ng pandaigdig na resesyon, sang-ayon sa

    tanyag sa daigdig na debt watcher na Standard & Poor at Standard Chartered Bank na higanteng banko ng Bretanya sa

    magkahiwalay na mga ulat kamakailan.

    Sinabi ng S&Ps na tinataya nitong aabot sa 5.0 porsiyento ang pagsulong ng Pilipinas sa taong ito habang nababawasan aepekto ng resesyon sa Europa at Amerika.

    Para sa rehiyon ng Asya-Pasipiko na kalahating dekada nang nababalot ng makapal na ulap ang pandaigdig na ekonomya

    maaaring makasilay ang silahis ng araw ngayong 2013, dagdag pa sa report ng bantay -utang.

    Nasagkaan ang panlabas na panganib sa rehiyon dahil nabawasan na ang resesyon sa Europa. Inaasahan ding magiging

    higit na mabilis ang pagsulong ng Estados Unidos sa kabila ng pagbabawas sa gastos nito, habang ang Tsina ay nakaiwas

    mandin sa paglagapak, paliwanag pa nito.

    Ang higit na mababang pagsulong kaysa sa mabuting inaasahan na 6.6% noong 2012 ay dahil sa pagbaba ng epekto nito.

    Niliwanag din ng S&Ps na higit na pamumuhunan sa turismo at sa industriya ng business process outsourcing ang dahilan pagsigla ng ekonomya na naging higit na malawak.

    Ang mga pagbabagong ito na tinambalan ng dagdag na gugulin para sa mga imprastraktura ang naglagay sa ekonomya ng

    Pilipinas sa higit na kalagayan upang umangat, wika pa nito.

    Ang bansa ay BB+ ang credit rating sa S&P, mababa ng isang notch sa grado sa pamumuhunan. Nakakuha rin ito ng positi

    outlook noong Disyembre na nagpahiwatig na matataas ang grado nito na inaasahang ihahayag sa susunod na 12 hanggan

    18 buwan.

    Ang Standard Chartered Bank naman ay nagsabing sa survey sa mahigit na 900 imbestor ng Association of Southeast Asia

    Nations kamakailan, lumitaw na ang Pilipinas ang nangunguna sa rehiyon.

    Binigyang diin pa nito na nangunguna ang Pilipinas at inaasahang higit na magiging malaki ang pag-unlad ng pamumuhuna

    dito sa kasalukuyang taon.

    Lumitaw sa survey na 74 porsiyento ng tinanong na imbestor sa Maynila ay umaasang makakikita nang higit na magandan

    kalagayan ng pagnenegosyo sa 2013 kung ihahambing sa nakaraang taon kaya bumaba ang iskor ng Jakarta (46%);

    Bangkok (44%); Singapore (44%) at Kuala Lumpur (41%).

    Natuklasan din sa survey na ang mga imhestor sa Maynila ay nababahalang lubha sa mga merkado ng Europa, Amerika a

    Tsina para sa taong ito. Walang sino mang nagsabi ng ganito sa Pilipinas. Samantala, 47% ng imbestor sa Kuala Lumpur a

    nagsabing nababahala sila sa kanilang bansa, sinundan ng 43% sa Singapore, 35% sa Jakarta at 19% sa Bangkok.

    Higit ding lalakas ang piso, ayon sa 86% ng mga imbestor sa Maynila na nagpahayag na lalakas pa ang piso laban sa dolya

    ngayong 2013. Sa Bangkok, 67% lamang ng mga imbestor, 52% sa Kuala Lumpur, 50% sa Singapore at 35% sa Jakarta an

    nagpahayag din ng ganitong paniniwala.

    Inaasahan naming higit na lalakas ang Pilipinas kaysa ibang bansa sa rehiyon at matatamo nito ang patuloy na pagsulong

    ngayong 2013, sabi pa ng Standard Chartered Bank.

    suportahan ang mga kandidatong kapanalig ng administrasyon upang maisakatuparan sa madaling panahon ang potensiya

    ng lalawigan sa kalakalan at turismo.

    Sinabi ng Pangulo na hindi nagbabago ang istratehiya ng pamahalaan na paunlarin ang Pangasinan sa talumpati niya sa

    pulong ng mga lokal na lider dito. Binigyang diin ng Pangulo na kabilang sa mga proyektong ito ang paggawa ng mga bagon

    lansangan, tulay at patubig.

    Sinabi ng Pangulo na bago magtapos ang arso, inaasahan niyang mayayari na ang San Nicolas-Natividad-San Quintin-

    Umingan-Guimba Road na ang makikinabang ay 5,400 motorista araw-araw dahil isang oras at kalahati ang mababawas satagal ng biyahe.

    Idinugtong ng Pangulo na nakatuon ang administrasyon sa pagpapaunlad ng pagsasaka sa lalawigan at naglabas ng P10

    milyon ang gobyerno para matapos na ang proyektong Poblacion-Quinaoayanan Farm-To-Market Road para pakinabangan

    ng mga magsasaka.

    Binanggit din ng Panguolo ang P360 milyong inilabas ng gobyerno para sa proyektong Macidem Small Reservoir Irrigation n

    dalawandaang katao sa dagat, at ang armasan ang ilan sa kanila. Ano po kaya ang tumakbo sa isip ng mga nasa likod ng

    insidenteng ito?

    Ang malinaw: Sino man ang may pakana, ang inisip nila ay ang pansariling interes lamang, habang ipinapain ang kapakana

    ng kanilang kapwa. At maniwala man po tayong nais lamang talagang manindigan ng mga nagtungo roondi bat mas

    produktibo kung ang paninindigan ay dadaanin sa matinong usapan, at kung itoy isusunod sa batas at sa malinaw napatakaran?

    Tingnan po natin bilang halimbawa ang situwasyon sa West Philippine Sea. Di bat gaya nang sa Sabah, paninindigang

    nakatuntong sa isang rules-based approach, at nakatuon sa mapayapang resolusyon, ang ating isinusulong sa Bajo de

    Masinloc? Kung dadaanin ito sa pagka-maton at pangangahas, lolobo lang ang problema, at malamang ay maipamana lang

    din ito sa susunod na salinlahi.

    Today marks the 15th anniversary of the signing of the Comprehensive Agreement on Respect for Human Rights and

    International Humanitarian Law (CARHRIHL) by the Government of the Republic of the Philippines and the National

    Democratic Front. In the time that has passed since the signing of that instrument, particularly in the last few years, the GPH

    has time and again demonstrated its firm commitment towards the protection of Human Rights and respect for International

    Humanitarian Law. Over the last four years, the GPH has passed several laws penalizing the most heinous offenses agains

    human rights, such as torture (as penalized by Republic Act No. 9745), enforced disappearance (as penalized by R.A. No.

    10353) war crimes, genocide, and crimes against humanity (as penalized by R.A. No. 9851), and has even passed a law

    compensating victims of human rights violations during the Marcos Regime (R.A. No. 10368). The GPH has also passed the

    long-awaited Reproductive Health Law (R.A. No. 10354) and the Domestic Helpers Act (R.A. 10361) both of which were

    designed to improve the lives of millions of Filipinos across the country, especially the poor.

    Furthermore, during the Universal Periodic Review conducted by the United Nations Human Rights Commission last May

    2012, a marked decrease in reported human rights violations was observed, further testimony that the efforts of the GPH to

    inculcate respect for HR and IHL extends well beyond the halls of the legislature and all the way to the countryside, where th

    vast majority of human rights violations reportedly occur.

    Finally, the GPH has taken significant steps towards prosecuting the alleged violators of human rights with the formation of t

    Interagency Committee (IAC) through Administrative Order No. 35 (s. 2012) comprising the Department of Justice, thePhilippine National Police, the Armed Forces of the Philippines, and, as a representative of the Office of the Presidential

    Adviser on the Peace Process, the GPH-Monitoring Committee, an office originally created pursuant to the GPH commitmen

    to the CARHRIHL. The IAC has already met several times and has compiled a catalog of cases for immediate action.

    In the decade and a half that has passed since the GPH signed the CARHRIHL, it has clearly demonstrated that when it com

    to respect for HR and IHL, its commitments are far more than mere lip-service. This is a government that is ready to walk the

    talk.

    I enjoyed the feeling of leading a gang wherein the rules are my words says 16 -year old Vincent Dominique Dequit, a formchild in conflict with the law (CICL).

    Vince, as he is fondly called, is a natural leader, smart, and articulate but has total disregard for tact, patience, and in choosfriends.

    Vince organized an all-male gang he can command and lead. Little did he know that the members he recruited deviated frotheir all male rule and began accepting girls to be initiated. It was during an initiation rite that a female recruit cried foulaccusing Vinces group of molestation, dragging his name, being the gang leader. Eight boys including Vince wereapprehended. The cold cuffs on his wrist magnified his fear of being locked up for life.

    The few days that he stayed in the local jail was like a lifetime for him. His only source of hope was the thought that he did ntake part in any initiation nor was a party to any lewd act against the complainant. Yet fear still gripped the once bold youth,who thought he could own the world. I still have dreams, so many things I want to do, places to go, said Vince.

    Upon the assessment of the Department of Social Welfare and Development (DSWD) on the case of Vince, it was establishthat he did not plan the incident. The Department, however, recommended that Vince needs to go through rehabilitationinstead of punishment in jail.

    The Regional Rehabilitation Center for Youth (RRCY) of the DSWD in Argao, Cebu became Vinces home for more than twoyears. The RRCY is a twenty-four residential center for the rehabilitation of youth offenders below 18 years old whosesentences have been suspended.

    In 2012, a total of 55 CICL were released from the center, which provides medical, psychological and at times psychiatric;

    group living services such as non-formal and income generating activities; special and non-formal education in coordinationwith DepEd which provides formal and remedial classes as well as vocational training.

    In a reversal of fate, Vince had to follow the rules at the center. Like an obedient son, he performed all the tasks required thaincluded trainings on life skills such as gardening, cooking, cleaning, laundry, and most of all mentoring his fellow CICL. Hehelped and counselled youth who wished to escape to complete the rehabilitation program. Seeing them rehabilitated was aachievement. This gave him the determination to change. I want to go back to the community and be an exa mple for otheryouth, he recounted.

    From being a part of a gang who cuts classes and leads initiation rites, he became part of a band that gives out music as aninspiration.The RRCY has musical instruments that can be used by CICL as part of their rehabilitation. Vince learned to playthe guitar. He then organized his fellow CICL who know how to play musical instruments and formed an all -male band whicis a far-cry from his former group of an all-male gang. Today, even if he is already out of the cen ter, he still plays for the yo
