Regarding Courses conducted during the Month of June 2011

1. Basic course of 20 days (Phase-1) ( 2nd Batch) for Newly Promoted Income Tax

Officers of N.W. Region from 23.05.11 to 17.06.11.

Basic Training Course for Newly promoted ITOs (2nd Batch) of NW Region commenced

from 23.05.11 and concluded on 17.06.2011. 51 ITOs from NWR attended the above

training. The main topics which were covered were No books of accounts cases, final

accounts, framing of assessment order, mistakes in assessment, Quality assessments,

Assessment of Trusts and Company Law, Examination of accounts, Interpretation of

Income Tax Act, computation of Income from “Business and Profession”, basis of charge of

Income Tax with special reference to residence, the concept of Agriculture Income, Income

exempt under Income Tax Act., Income from capital gain, income from other sources, the

concepts of Central Scrutiny reports and filling of appeals and revisions of orders under

section 263 and 264 of Income Tax Act was also covered.

The notable faculty members included Sh. Sunil Chopra, Income Tax Ombudsman,

Tamil Nadu and Puducherry , Sh. Hari Krishan, CIT (Audit), Sh. Surinder Sharma AD

On 16th of June 2011 the trainee ITOs were taken to National Fertilizer Ltd. a Government

owned enterprise responsible for producing fertilizers in the Country. Thereafter trainees

were taken to Bhakra Nangal Dam, a multipurpose project which is instrumental in

producing electricity being supplied to northern parts of India including Capital of the

Country New Delhi. Thereafter, the trainee ITOs were taken on a trip to the holy shrine of

Mata Naina Devi.

In the evening, the ITO participants were taken to Punjab Raj Bhawan where His

Excellency the Governor of Punjab and Administrator U.T. Chandigarh Sh. Shivraj V. Patil

addressed them. The Hon’ble Governor wished the ITOs success in their future service

span and encouraged them to perform their duties diligently and honesty. At the end a tea

party had been arranged where the Hon’ble Governor informally interacted with the

participants. The ITO’s felt extremely privileged and inspired to interact with the

Governor. While probationers have interacted thus, this was the first time the ITO

trainees had called on the Governor.

At the Governor House Group photo with his Excellency the Governor of Punjab Mr. Shivraj V Patil

Sh. Milap Jain, Chief Commissioner of Income Tax (Retd.) and Sh. Sunil Chopra, Income

Tax Ombudsman, Tamil Nadu and Puducherry presided over the Valediction Ceremony.

Sh. Milap Jain in his valedictory speech emphasized upon innovative thinking and team

working and also discussed his project for which he and his team got PM Award for

excellence in Public Administration. The course schedule attached at Annexure A

2. Basic Course of 20 Days (Ist Batch,Phase-2) for newly Promoted Income Tax Officers of NWR, Chandigarh from 27.06.2011 to 22.07.2011 (20 WORKING DAYS)

Basic Training Course for Newly promoted ITOs (Phase-2) of NW Region commenced from

27.06.11 and will finish on 22.07.11 for 20 working days at DTRTI, Chandigarh. 37 ITOs

attended the above training.

The main topics which were covered in the training included topics on Income from Other

Sources, Set off and carry forward of losses, Clubbing of Income, the Procedure involved in

making assessment, how to make assessment under section 144, procedure involved in

making assessment in search and seizure cases, re-assessment under section 147 of the

the provisions relating to various penalties, cash credits, unexplained investments and

assessment of trusts.

08.07.2011 at New Delhi

Basic Training Course for Newly promoted Inspectors of Delhi Region commenced from

27.06.11 and will finish on 08.07.11 for 10 working days at MSTU, New Delhi. 26

Inspectors attended the above training.
