This is it! Convention time!

SHIFT is our theme this year. All year long I have been writing articles highlighting the various SHIFTS in our industry. This time around I will attempt to highlight the SHIFT that needs to happen in our association. It is national election time and moreover a bylaw amendment is ready to be passed.

I cannot emphasize the importance of this coming amendment. We aim to update in order to reflect our current practices. Over the years we have bent the bylaws without intending to do so, rather it was because they were outdated. We have the opportunity to bring our bylaws up to date this time convention, this is a big thing, however it is a first step. As mentioned earlier the only objective this year is to reflect our current practice, our next step is to amend the bylaws to reflect the direction we want the PCTA to take. However, if we fail to ratify the amendments this year, then not only do we fail to reflect our current practice, we will be stuck in endless debate over the direction we want our association to take. As a director and the chair for communications, this year I would be negligent in my duties if I fail to get this point across. For a positive future we must amend the bylaws, it doesn’t even matter which bylaws are passed, what matters is the TRUE majority gets to choose which of those bylaws are updated. The proxy votes are a convenience, I only ask that as full members of the PCTA; you assign them to those who will vote according to your will. This is your chance, TAKE IT. Apathy is not an option.

The PCTA is a freight train SHIFTING track. Take the ride with us, don’t get left behind. See you all at the convention and the general assembly!

The national election is in the air. All of us is subjected to all kinds of messages and promises highlighting the positive attributes of politicians seeking the opportunity to serve in positions that are for grabs in the forthcoming national and local election on May 9. At huge expense to

the candidates, media enjoins everyone to exercise good judgement in the choice of our of who will move this country forward in the face of national and worldwide challenges. We hear all kinds of commitment of the beautiful things to come once these wannabes are elected into office. As they say, we deserve those who we elect into office.

We at the PCTA, in a manner of speaking, are similarly situated. In less than a month, we’ll meet for our Annual Cable Show and decide on major issues that will shape the future of PCTA. As practiced, we will also elect a new set of directors and officers for the forthcoming year.

This is a good time to reflect on the question “What should be our basis in choosing those we elect in, the board?” Several pointers come to mind. Firstly, let us bear in mind that the position of director or officer in an organization such as ours is VOLUNTARY. No one should be coerced to serve. For this reason, a prerequisite to anyone’s nomination is his acceptance. Simpy put, if he is not willing serve, he should not accept the nomination.

Secondly, COMMITMENT TO SERVICE is another condition. Once elected, he must make time and make available his resources to unwaveringly serve the interest of PCTA. He or she must be committed to work within the organization towards the betterment and the common good through active participation in deliberations and discussions, and in all of the association’s projects and activities. He must also be capable and have the willingness to abide by the majority decision. All these, he or she must do without expectation of any remuneration nor compensation. The spirit of volunteerism has to be present in the individual and he must have the meaningful desire to serve bereft of any personal agenda.

On the part of our members, the election process should be viewed as both a right and an obligation. It is our sacred obligation to choose those whom we believe are in the best position to uphold and promote the interest of the PCTA. It is right not to be taken lightly. It is for this reason, that proxy-voting is an instrument that was instituted to insure that all members are able to exercise their right of choice and ensure the continuity of the organization. The wrong choice of directors and officers could have long term adverse effect. We must therefore safeguard the integrity of proxy voting to reflect the will of the rightful member.

Proceeding from the experiences over the past two PCTA elections, a few insights come to light:

PCTA members do not actively involve in casting their votes. They instead delegate this right to others to exercise this right;

There is need to periodically update the proxies to ensure its validity;

Proxy has been a way for individuals to be elected into the board;

On a parallel tract, the amnesty scheme on membership dues previously approved by the board became an opportunity to gather proxy. This leads us to believe that amnesty has become subtle vote buying scheme;

We are therefore uncertain whether those who have been elected reflect the true choice of the general membership.

The above observations point to the pressing need to revisit our rules and regulations pertaining not only to the election, but also in areas concerning the management of our membership and fiscal affairs. All these and more are part and parcel of the activities under the Amendment and Reform Committee, which we instituted and is the central focus this year. Beyond the election-related issues, the upcoming referendum this convention will serve as the opportunity for all to voice our opinion on who should constitute the membership of PCTA. Over the years, so much discussion has transpired on this subject matter.

There are those who believe that regular membership to the association should be limited only to those engaged in wired Pay TV service while others take the position that it should be open to wireless operators as well, in recognition to the changing technology and times. To put things differently, the question asked, “Is wireless Pay TV service providers a friend or foet?” Hopefully, your thought on this matter will be reflected on during the upcoming referendum and the issue will finally be put to rest.

The PCTA, as in any organization, must be operated under a set of clear policies and procedures. Otherwise, it will be dependent on the dictates of those in office, which could lend itself to use and abuse and the promotion of self interest and private/personal agenda to the detriment of the general good. Good practice dictates that these procedures be the guiding light and these policies should be subjected to periodic review to ensure relevance, applicability and consistency to the changes in technology and practices.

Officers in any organization, just like the elected officials in government should not lose sight of the fact that we are here to serve as stewards and be deserving of the trust and confidence that is bestowed upon us.

Let us vote for a better PCTA... a better Philippines.

Just ast January, PCTA organized the very first APNIC workshop on Routing I held at the New Horizon Hotel in Mandaluyong City. During that time, Ms. Shane Hermoso of APNIC, the trainer/facilitator of the 3-day workshop, mentioned about the “probe”. That “thing” caught my attention and so

I asked her to provide and share more information about it, so that our PCTA members get better understanding of the “probe”.

Here it goes…

What is RIPE Atlas Probe?

The RIPE Atlas is a global network of probes that measures Internet connectivity and reachability.

What it does? How it works?

It provides a real-time understanding of the state of the Internet, through active measurements of Internet infrastructure around the world.

Probes are USB-powered and are connected to an Ethernet port on the host’s router or switch and it then automatically and continuously perform active measurements about the Internet’s connectivity.

RIPE NCC collects data from this network and provides Internet maps, data tools and visualization.

For the peace of mind of the host, the probe does not observe any user traffic, thus avoiding a lot of “ethical” concerns.

What are the benefits and advantages of having it in the network?

Anyone can host a RIPE Atlas probe. The probe is a small hardware device, which you can connect to your network. By hosting one, you become part of a global network of Internet measurements.

Having a probe also gives you the ability to perform active measurements from thousands of vantage points across the Internet, thus providing valuable information about the performance of your own network.

Hosts can also conduct customized measurements such as ping, traceroute, DNS, SSL, and IPv6 reachability. This is done through a credit system. You earn credits the longer the probe is up, and then use these credits to perform measurements.

Some examples are:- see whether your system (or a server or router) is accessible from a different location- schedule an ongoing ping to your probe to test downtimes - schedule trace routes to solve a network outage

How can we get it?

Probes are distributed through Atlas ambassadors and are provided FREE OF CHARGE. If interested, APNIC representatives will bring a few probes at their booth in this year’s PCTA Convention.

To date, there are only 26 active probes located here in the Philippines and that is only 0.28% of the 9,200+ probes deployed globally. It’s high time that we, as service providers actively participate in the internet community and positively contribute to the development of internet performance in the country.
