Procurement

• EU Notice and tender prepared• Competitive dialogue process• Refined to three suppliers• Three evaluation teams

IPV6 and QoS

• IPv6– Network to be deployed as a dual stacked IPv4 / IPv6 Network

• QoS– solution will support QoS from implementation– initial solution deployed with 6 levels of QoS– extended across the DSL cloud for those needing differentiated

services– can accommodate different QoS policies across sectors

Page 9: Phil Evans - broadband aggregation Wales

Security• Security services to be provided ….

– MPLS Traffic separation• Access to each will be strictly controlled through allocation to

connectivity services and each sectors own policies

– Firewall services• managed firewall service with a core rule set centrally-

managed• ability to add further rules to the basic set

– Basic content filtering• Sector rules enable ‘illegal content’ to be blocked• Content to be blocked as defined in the ‘Internet Watch

Foundation’ List

PSBA Provides…

• Based on existing Lifelong Learning Network (LLN)

• Major nodes already situated in Local Government & HE/FE sites

• PSBA require additional capabilities to be incorporated

– MPLS

– QoS

– IPv6

– IP MultiCast

– Additional capacity

– Additional locations

Connectivity Services• Range of connectivity services on offer

– Low bandwidth services delivered via ADSL/DSL

– Conventional connectivity services e.g. Ethernet• delivered taking connectivity from most economical

source between NAP/Core POP and the site

– Point to Point Services• either as a private circuit or• as a VPN between sites already connected to the

PBSA

The PSBA Core Network

• Built on existing technology (SDH) using the existing LLN carrier-class router equipment

• Core network already capable of supporting MPLS (but MPLS to be deployed early in the system build)

• Routers upgraded to meet required capacities and capabilities

• A programme to move to higher bandwidth services

Page 15: Phil Evans - broadband aggregation Wales

Neighbourhood Access Points (NAPs)

• NAPs– means of delivering local access to the PSBA– located in each of the key towns across Wales– normally at administrative centre for Local Government

• NAPs initially built around current (LLN) equipment/locations but could be built into any suitable site

• Options to place NAPs in :• a custom-built environmental housing• other Sector location (e.g. Hospital/Ambulance Control)• BT Exchange

Lessons LearnedThe partnership must be underpinned by a strong mutualunderstanding of all parties issues…

Get the issues on the table before the contract is signedBuild the commercial model to allow flexibility…

We encountered “Known unknowns” from day oneThe users requirements will changeThe available technology will changeThe users data, predictions etc were wrong from the outset

Define the services users really wantGet the model aligned correctly commercially…

Costs in the right placeRisks assigned to the correct ownerProfits and risks balance each other

If you want an innovative technical approach prefer a proven commercial modal and visa versa

Page 35: Phil Evans - broadband aggregation Wales

Lessons Learned cont…

• Stakeholder engagement• Recognition of role• Need for technical and commercial control• Communication• Trust

Partnership• In a relationship governed by a taught legal contract keeping the

partnership model working is key to success.

Sub-contractorsWelshAssembly Logicalis

PartnershipGet the model right

PSBA - Full Prime ContractCan better align contract to valuePartner or Supplier?Aligned to both partners business needs

Understand the agreement fullyPicking the right sub-contractorsDealing with the unknown

Risks sit with true ownerKnown process to apportion cost/risk
