Executive Summary: This report summarizes the activities/ progress of RCC project carried out during July 05 - September 2005. The salient activities during this quarter include improvement in quality of learning, establishment of well-equipped & funny learning corners in classrooms, improving teachers record keeping skills and increasing strong liaisons and understanding with school teaching and managing staff. Team has conducted 473 monitoring visits. For capacity building of RCC teachers, RCC team has conducted training workshops for community and Govt. teachers on art & craft, health strategy, height and weight measurement, multi grade teaching and refresher on early childhood education curriculum and teaching methodology. In all these trainings Govt. officials, local Nazims and councilors visited training venues. For sustainability and replication many meetings were conducted with education department officials for keeping them update. For focusing parents’ involvement, team conducted 84 large community meetings to improve the quality of education with participation of 1775 parents. These meetings focused on regularity and punctuality of ECE children, health and hygienic conditions, physical, social and cognitive development of children at all levels. Parents were also encouraged for visiting schools to become familiar with best practices of early childhood development. Besides this to improve the infrastructure in most of the schools some development and renovation were done which includes construction of rooms, repair work, painting and play grounds were developed which was a big achievement. Strong community mobilization was required for all these assignments, therefore at each and every step of the process the local Govt. and educational departments were involved and community supported at both level (cash & kind). Otaque base meetings, meetings with mothers and home visits were extra efforts to mobilize the communities. Exchange visits were organized for teachers and SMCs members for better understanding/liaison and peer learning.

An exposure visit of SOCIETY Baluchistan, a partner NGO working in RCC was also organized for RCC team to observe the practices of ECE and their achievements, issues and challenges of implementation. In this quarter the RCC team has developed learning material, scheme of work, guide line for katchi class, manual on art & craft and manual on multi grade teaching. RCC team celebrated following events in different schools for creating a joyful learning environment in schools and to encourage teachers and RCC Children and parents regarding child friendly environment. • Color Day • Birthday • Cultural day activities.

During this quarter HANDS has provided weighing scale and growth monitoring cards to measure the weight and height of the children for measuring activity. Besides this for child friendly environment fans, tube lights, daris for sitting arrangement, stationary for developing learning resource materials were also provided for classes ECE one and ECE two.

Activities and Achievements during the Reporting Period

Objective 1: Encourage community and parental involvement in ECD efforts inside and outside the classroom. Activities:

1.1 Monitoring / Supervisory visits: Regular monitoring and supportive supervision plays vital role in all development sectors especially in education. In this regard HANDS team has mode regular visits to RCC schools. During the field visits team observed the ongoing activities and results of assessment were shared with teacher and SMCs members through positive and critical feedback mechanism. In the reporting period following number of monitoring visits were conducted.

1.2 Large Community Meetings: Keeping in view the fact that awareness of early childhood development cannot be sustained by only focusing schools but parents’ involvement is also a crucial factor. Mobilization process is initiated by conducting large community meetings to improve the quality of education and parents’ involvement. During the reporting period team visited and conducted 52 large community meetings with school management committee representative, parents and school staff for disseminating ECD knowledge and awareness. These meeting focused on regularity and punctuality of ECE

children, health and hygienic conditions, physical, social and cognitive development of children at all levels. Parents are also encouraged to visit schools to become familiar with best practices of early childhood development.

Out comes: • Improvement in community participation in RCC program in kind of different

contributions like donation of plot for room construction, labor work and support as financial contribution in infrastructure development.

• Decrease the maltreatment of children. 1.3. Otaque and hotel based sessions: To disseminate the knowledge of ECD at mass level, team adopted the strategy of conducting mass awareness sessions in community, as the majority of people sit together at otaque, hotels and community centers, so it was the best methodology to disseminate the ECD knowledge. ECD material including brouchers, flyers, and posters are also distributed in these gatherings for mobilizing the communities towards child friendly approaches.

1.4. Home visits: During the field visits Community teachers, Project Associates, and LHWs visited houses of Children enrolled in RCC Schools and conducted meetings with mothers of the children. The purpose of these visits was to aware the parents about early childhood education/development, importance of girls’ education, children regularity and punctuality, personal hygiene and health e.g. nail cutting, proper clean clothing, brushing teeth, hand washing before meal and after toilet, etc.

1.5. Meeting with Mothers: With the facilitation of Government teachers and Community teachers meetings with mothers were arranged. The meetings aimed disseminating knowledge about ECD. RCC team visited and conducted the meetings with the mothers of ECE children alongwith government ECE teacher and community teacher. These meetings were conducted at the central house of the village for easy accessibility. Large number of women participated in the meeting. In the reporting period following meetings were conducted.

Construction of Rooms: Construction work is in process in fifteen RCC schools seven schools from phase 01 and eight schools from phase 02. The construction is going on with contribution from community and RCC development fund. 1.7. Polio Eradication Campaign: During this quarter HANDS RCC team immunized all the RCC students with polio vaccine. RCC team conducted field visits with LHWs for ensuring the access of polio vaccine at the doorstep of rural communities

Co - Curricular Activities

1. Celebration of Independence Day: HANDS RCC Team celebrated Independence Day with enthusiasm. All the Schools celebrated this event. Students and teachers organized various activities. Parents also participated and watched their performance. Flags, tags, stickers, caps and sweet were distributed among all the students and teaching staff.

2. Cheque Distribution Ceremony of School Improvement Grant

HANDS has always tried level best to benefit the community and to mobilize resources effectively. In this connection meetings were conducted with PAIMAN for funds allocation to the RCC schools. In the reporting period 5 RCC schools got funds of amount fifty-nine thousands each. In this connection a workshop was organized at Makhdoom Shafiq Zaman Auditorium for the distribution of Cheque among the SMCs of the schools.

3. Birthday Celebration: HANDS RCC Team participated in birthday celebration of the students; students, Teachers, parents and SMC representatives organized the activity.

Out comes: • Developed coordination between parents, teachers and team. • Created pleasant and happy environment for children in

school. • Build confidence in children.

4. Color day: HANDS team with support of school staff celebrated various color days in RCC schools considering following objectives: • To enhance the skills, concepts, ideas, Confidence among

the children and teachers. • To promote activity based teaching through practice

approach. • To encourage quality education and familiarization with the

concept of different colors and ideas. • To enhance teachers contribution / interest in Social

innovative, mental and physical development of children. • To equip the Government schools with child friendly

environment with the display of material made by children

& teachers. Out comes: • Children learned more about colors, ideas & concepts. • Enhanced activity based teaching & learning Methodology. • Increased confidence about the child friendly environment regarding ECE / ECD. Objective 2: To develop technical competencies for ECD in teachers, school officials and NGOs in RCC communities. Activities:

2.1. Two Days Training Workshop on Art and Craft: On 20th and 21st July HANDS RCC team organized two days training workshop for RCC teachers at Muslim Anjum School Hala new. Ms Shakila Memon, Ms Shabana Memon, and Mr. Maqbool Rahu & Mr. Zulfiqar Ali Sario performed the facilitation role. The Training was aimed at objectives as under: • To understand and discuss the concepts of Art & Craft. • To understand the importance of low cost no cost material. • To develop the use of material by teachers in their respective classes during teaching. • To improve quality education by using low cost no cost material.

2.2 Two Days Training Workshop on Multigrade Teaching: HANDS RCC Team organized two days workshop on 21st and 22nd September on Multigrade teaching at Rest House Bhit Shah. Ms. Shabana Memon, Ms. Shabina Memon, Ms. Shakeela Memon, Ms. Rukhsana Memon and Mr. Moosa Jamali performed as facilitator, rest of the team observed the sessions. The objectives of the workshop are as under: • To develop understanding regarding Multigrade teaching • To understand that what is child to child learning • To enhance competencies in teachers about whole class teaching • To share ideas regarding classroom seating arrangement • To enable teachers about lesson planning according to Multigrade teaching.

2.3. Workshop on Monitoring and Evaluation in S.E.F: HANDS RCC team participated in one day Workshop organized by Sindh Education Foundation at SPO office Hyderabad on Monitoring and Evaluation to discuss issues during the field visits. The workshop was aimed at following objectives: • To understand the fundamentals of school mechanism. • To discuss monitoring and evaluation mechanism. • To discuss examples of monitoring classroom observation and teacher competency

indicators. • To familiarize the participants with the data analysis process.

• To share and discuss monitoring tools of RCC II. 2.4. On Job Sessions: HANDS RCC team conducted a series of on job sessions for community & Govt. teachers. Objective 3: Facilitate a network of concerned parties in which policy dialogue and coordination, advocacy, resource mobilization, and sharing of best practices can occur. Activities: 3.1. Meetings with local Government: For the promotion of quality education and sustainability of the program, RCC team conducted meetings with Local government officials; those are the major stakeholders in RCC program. RCC team also encouraged the local government representatives for visiting the schools. Meetings were conducted with Nazims and counselors of concerned districts

Out comes: • Improved the attendance of government teachers. • Over come/bridged the gap among school and education department officials • Encouraged the schoolteachers and school management committees to work efficiently and

effectively. • Improved commitment & dedication level of government teachers and school staff. • Increased coordination with the education department is supporting HANDS in smooth

implementation.

3.2. Meetings with School Staff: Support of Govt. School Staff shows ownership and sustainability of RCC interventions. To empower this fact and reality RCC team conducted meetings with school staff regarding update sharing, achievements, challenges and issues of the school with the coordination of community teacher. Total 568 meetings were conducted in this reporting period.

3.3. Exchange visits for Teachers: Experience sharing, practically observing and familiarization with the practice is a key element for enhancement of early child hood practice. In this regard HANDS team organized exchange visits for the RCC teachers in standard RCC schools. All the teachers enjoyed learning experience and discussion with each other. Objectives: • To develop understanding of visiting teachers regarding the activities in the standard RCC

Schools. • To familiarize the teacher with record keeping and other creative teaching methodologies

and efforts for child friendly and activity based teaching in RCC Schools. • To develop understanding of the visiting Teacher about the establishment of learning

corners and other initiatives for ECE & ECD.

Outcomes: • Increased level of understanding of teachers regarding the RCC model by the experiences

of other colleagues. • Oriented new teachers regarding the classroom setup and arrangement of learning corners

establishment. • Encouraged the senior teachers of RCC program.

3.4. Walk on Enrolment: District Education Department organized a rally in Latifabad Hyderabad for raising awareness about importance of Education; participated by a huge number of people relating to different walks of life. It started from RCC School Latifabad and ended in City. 3.5. Walk for Education at Sekhat: District Education Department organized a rally in Sekhat in district Matiari for raising awareness about importance of enrollment; all the educational officials, teachers and civilians participated. 3.6. Walk for Education at Bhit Shah: All the concerned NGOs working on education, civilians, DCO Matiari, EDO education Matiari and all Concerned Govt. officials participated in walk for the enhancement of enrollment in district Matiari. Walk Started from EDO office Matiari till Bhit Shah. HANDS team participated and supported fully in the activity. 3.7. Development of learning material for class ECE & I: In this activity various things of low cost and no cost material have been developed by the teachers. In this connection during the visit project associates accompanied with academic training supervisors during the visits facilitated the material development process.

3.8. Meeting with Assistant District Officers Education: HANDS RCC schools are existing in 04 Talukas of district Hyderabad and the team has conducted regular monthly meetings with all ADOEs.

Achievements: • Continuous meetings with ADOEs have encouraged the level of interest in stakeholders

holistically. • The close coordination with education department is supporting education system to realize

Objective 4: Conduct research on the cost benefit of early childhood interventions” and effective practices from RCC schools and disseminate to audience in Pakistan. HANDS Team has developed following material in this quarter:

Scheme of work: The booklet will help a lot in generating daily day plans and to assess the quality of implementation.

Guideline for class Kachi: This would be helpful for the teachers in implementing activity based teaching methodology and ensuring child friendly Environment

Manual on Art & Craft: The Manual will be fruitful for development of low cost and no cost material and is the helping tool for conducting sessions on Material Development.

Manual on Multi grade teaching: The manual is a tool for conducting Trainings on Multigrade applications that has been the big problem for the school staff due to the shortage of the teachers.

For the development of this material RCC team organized two different workshops at Regional Office Hyderabad material development process was also enriched by the participation of Senior Manager of Education, team including Mr. Abid Soomro, Mr. Mustafa Sangrasi, and Mr. Jameel Abro And Ms. Abida Parveen. Experienced RCC team with mutual understanding finalized the Manual and required things. The final Copies are in publishing Process.

Objective 5: Addressing the Crosscutting issues in ECD delivery, including attention to vulnerable populations, reliability and adaptability, institutional development, leadership development, and government ownership in program interventions Exposure visit of Society: • HANDS team visited the RCC interventions of Society Quetta for better understanding and

learning from the experiences of the partner NGO with following aims and objectives: • To assess & share the experiences with the Partners about the ECD implementation and to

compare success & failure elements. • To find out the strategy implementations of classes one and two. • To share the best practices accuracy of ECD about the education, health public private

partnership. • To assess community, parental, and public involvement in the ECD implementation. • To observe strategy of class one and two for the replication. • To share the issues of ECD delivery under replication, adaptation, participation and

ownership of the communities. • To enhance professional skills of the team regarding monitoring and Supervision.

Findings of the visit: • School ECE Teachers found active and dedicated to their Job. • Lead teachers were found supporting and active towards the strengthening of the project. • RCC team observed and planned and also cooperating with the field staff. • Students taking lunch in the classrooms found positive but need to promote the practice to over

all Schools. • Weekly Planning of the classes was displayed and properly followed. • SMC found active but need to train more regarding their roles and responsibilities. • Monthly hygienic charts of the ECE students was found. • White board and soft boards were available in the classes for the children to promote writing

skills. • Lists of the Parents teachers school Management Committees (PTSMCS) were displayed in the

Classes. • Unavailability of the electricity in certain schools found effective to the students in both hot

and cold weather.

School Management Committees have become more sensitized towards schools as well as communities and SMC representatives are taking interest in proper utilization of funds and adding their own contribution for the development of schools. In fact the selection process of these SMCs was very poor and unjustified but due to the strong mobilization of teams and proper follow-up of trainings these SMCs have become community representatives.

Government teachers, head mistresses are taking keen interests in ECE classes they are not only supporting the community teachers but are trying to replicate activity based teaching in all other classes. School management has realized that joyful learning is the only method for child’s development so that communities are donating their own plots for ECE classes and collecting resources for child friendly environment in their respective schools.

Regular meetings and visits have created local owner ship among government staff, education officials and Local Government representatives Nazims and Councilors so they do not only participate in programs but they arrange different programs at school and at community level both. Parental involvement is also a unique positive sign of replication of RCC interventions. Parents are visiting the schools they focus other ECE classes as well. It is a revaluationary change that parents are taking care of their children’s social, cognitive and physical development in remote areas. Concern LHWs are visiting the RCC classes and supporting RCC team for conducting health awareness activities with the support of Health officials.

Outcomes: • LHWs and TBAs regularly visit RCC classes and taking sessions with mothers regarding

maternal child health. • Headmistresses and Govt. teachers are fully supporting ECE. • Govt. officials are well aware and trying ECE interventions put into practice in all schools. • Parents and children are enjoying activity base teaching. • SMCs have become more functional and doing effective use of funds. • Political transfer of teachers has been reduced. • Regularity and punctuality of Govt. teachers has increased.

Challenges: • Its difficult to take attendance and other data from class I & II because

Govt. teachers don’t maintain record properly and timely. • Unavailability of Govt: teachers in rural areas. • Uncertain future of RCC community teachers. • Lack of knowledge of teachers about ECD • Lack of knowledge of SMC members about their roles and

responsibilities. • Transfer of trained Government teachers. • Lack of infrastructure of Government buildings. • It is experienced in this cohort boys have enrolled in great number in

comparison to girls in girl’s schools in spite team’s instructions.

A Report on Celebration of 14th August “independence day”

Dated: 14th August 2005 Organized by: Govt: Teachers & RCC Teacher. Venue: All the Schools of RCC Project. Program: Recitation of Holy Quran, Naat, Distribution of Badges & flags, National songs, Tablos and Distribution of sweets, toffees & biscuits. Program started with the recitation of holy Quran. After recitation a child of ECE class presented Naat Sharif. After then ECE teacher distributed the Badges and Flags among the students. Students were looking very happy in colorful dresses. While taking photographs, every child wished to be in a photo. Their smiling faces appreciated the organizers that they arranged a special event for them.

Head Mistress and all the school staff organized a wonderful event. All students participated in different activities such as: Musical Chair, Quiz Competition, Singing competition, Race competition, jumping competition Instead of these activities students have also performed local tablos in which they showed Sindhi culture & traditions such as (Bride & Broom) marriage ceremony and sang the local Sahra or Geet in their own cultural way. Students performed many national songs as well.

A Report of Two-days Training workshop on Art & Craft

Date: 20th to 22nd July 2005 Venue: Muslim Anjum School Hala New Participants: 15 RCC phase1 & II Male/Female Community teachers. Facilitators: • Ms. Shakila Memon (Academic & Training supervisor) • Ms. Shabana Memon (Academic & Training supervisor) • Mr. Maqbool Rahu (Project Associate) • Mr. Zulfiqar Ali Sario (Project Associate) Objectives of the workshop: • To understand and discuss the concepts of Art & Craft. • To understand the importance of low cost no cost material. • To develop and use material in their classes during teaching. • To improve quality education by using low cost no cost material. Details: Two days training workshop was conducted for 15 RCC phase 1 & II community (male/female) teachers in Muslim Anjum School Hala new. The facilitation role performed by Shakila Memon, Shabana Memon, Maqbool Rahu & Zulfiqar Ali Sario. The training was totally on practical work. Process of the workshop: Day: I After registration the training was started with the recitation of Holy Quran. Then RCC incharge welcome the participants. Introduction activity conducted in which facilitator distributed chits individually. Each participant drew the drawing and reflect it with her/his teaching profession. Every one present individually as they were told to tell their names, school names and one quality. Workshop objectives were shared with the participants. History and definition of Art discussed with the participants. Art: Art is a skill, which shows and express feelings and emotions in a creative manners

An exposure Visit to Quetta Society is the partner of RCC like HANDS working for RCC program. They are working in about 82 Kachi Classes in different govt. schools of the province like in Noshki, Mastung, Pishin, Ziarat, Qilla Abdullah, Loralae and Lasbella. HANDS team comprising of 13 members started their journey on 11th July 2005 and reached Quetta. On 12th July 2005 HANDS team alongwith SOCIETY Balochistan team went to visit the schools of Pishin cluster. In the evening meeting was held with Senior Manager & Regional Office Manager in which they were given feedback and findings of the visit. List of the participants is as follows. A Report on Monitoring and Evaluation Training Workshop

Dated: 31-08-05 Venue: SPO office Hyderabad Conducted by: SEF Objectives of workshop: • To understand the fundamentals of school mechanism. • To discuss monitoring and evaluation mechanism. • To discuss examples of monitoring classroom observation and teachers competency

indicators. • To familiarize the participants with the data analysis process. • To share and discuss the RCC II monitoring tools. Details: In this workshop the topics were shared: • Fundamentals of school supporting mechanism. • Monitoring and evaluation mechanism. • Examples of monitoring indicators. • Discussion about classroom observation • Introduction of data analysis process. Over all the school profile and classroom observation monitoring tools were discussed in detail and participants discussed their queries. Mr. Shakeel simply defined the monitoring that “Monitoring is an ongoing process of gathering, analyzing and reporting data. He also defined that “Evaluation is a part of decision making process and involves making judgment about the worth of an activity”. Evaluation involves value judgment and hence it is different from monitoring. Finally Ms. Faiza conduct a session on data analysis process, the workshop was very useful for the participants.

The large no of students and teachers were present in this rally. EDOE Abdul Majeed Hur welcome the participants and shared the objectives of rally and responsibilities of district, Taluka & UC wise he also discussed about the Role of a Teacher in the society. He said that it is the first time in the history of Sindh province, that we have celebrated the month of August as the month of enrollment. Our slogan is Education for all (EFA) in the areas where there were no teachers in

the schools we motivated the teachers to go there and work with sincerity & full commitment. Hur sahib said that now education is free for all and the books are available for all primary classes. After the speech of Abdul Majeed Hur, DCO Matiari Mohd Usman Chachar addressed the rally and said that we are gathered here for enrollment of children. He said that education is the right of every child who’s born on this earth. This is the time to look forward and think about the future of our children, we have to make efforts for the bright future of our children.

In this rally different schools performed different activities such as: act plays, dancing, models of schools, and some students displayed placards & banners about education enrolment and awareness messages.
