PHASE I

FABYAN PARKWAY AND KIRK ROAD INTERSECTION IMPROVEMENT

1-00 INTRODUCTION

Fabyan Parkway and Kirk Road are located in Kane County, Illinois and are under the jurisdiction of the Kane County Division of Transportation (KDOT). Fabyan Parkway is the approximate divide between the Village of Geneva on the north and the Village of Batavia on the south. A General Location Drainage Map (Exhibit 1) showing the Environmental Survey Request (ESR) project limits is included in Appendix A. A Flood Insurance Rate Map (Exhibit 2) indicates that the project has no floodplain or floodway within its limits. The Hydrologic Atlas (Exhibit 3) shows that the intersection is located near the drainage divide between the Fox River and Des Plaines River watersheds.

2-00 EXISTING DRAINAGE CONDITIONS

The existing drainage system within the project limits consists mainly of ditches, sheet flows, and storm sewers that are illustrated on the Existing Drainage Plan. The USGS HA divides are also delineated on the Existing Drainage Plan (Exhibit 4). There are 4 major outlets away from the intersection: west along Fabyan Parkway, east along Fabyan Parkway, southeast across the southeast farm field, and northwest across the northwest properties.

One drainage problem was identified at the south approach of Kirk Road. It was indicated that the northbound to westbound left turn lane cross slope is inadequate, and stormwater flows south along the turn lane rather than across the road to the curb and gutter. This problem will be alleviated by improving the roadway section slope.

A 24” RCP storm sewer under the west approach of Fabyan Parkway has an 8” restrictor on the headwall. The Village of Batavia nor the property owner of over 20 year knows why this structure is in place. The 24” RCP will be removed and replaced as part of the improvements, and the 8” restrictor will not be reinstalled.

Based on a field inspection, all existing outfalls are suitable for reuse.

3-00 DRAINAGE DESIGN CRITERIA

The drainage analyses and Proposed Drainage Plan are prepared in accordance with KDOT Permit Regulations and Access Control Regulations (January 2004), Kane County Stormwater Management Ordinance (County Code last updated May 2013), and IDOT Drainage Manual (July 2011). Both legs of the intersection improvement follow overall Strategic Regional Arterial (SRA) criteria provided in the Bureau of Design and Environment (BDE) Manual (September 2010). Required detention volume and storm sewer designs are based on ultimate conditions which includes a third combined through-right turn lane on all legs of the intersection so the proposed storm sewer and detention facilities will not need to be replaced and enlarged in the future.

The detention volume is calculated to compensate for an increase in impervious area based on the release rate of 0.10 cfs per acre for a 100-year flood frequency according to the Kane County Countywide Stormwater Management Ordinance. The calculated increased impervious area is based on ultimate conditions. In addition, the 100-year critical existing conditions flow rate for

the 4 main directions was computed, and compared to the ultimate proposed conditions flow rate assuming blocked restrictors. Proposed conditions do not exceed the peak existing conditions flow rates.

There are no bridges or major culverts. The proposed drainage system of both roads is designed to meet Illinois Department of Transportation drainage design criteria, including storm sewers to be designed for a 10-year flood frequency.

4-00 PROPOSED DRAINAGE CONDITIONS

The Proposed Drainage Plan is included as Exhibit 5. As part of the reconstruction project all storm sewers are proposed to be replaced. The overall drainage pattern to the 4 major outlets were maintained from existing to proposed conditions, and required detention was determined separately for each major outlet. In existing conditions many of the small southeast interim outlets sheet flow across the field after leaving the ROW. Several of these interim outlets were combined into one for detention purposes and outlet to the well-defined swale located furthest downstream. No new outlets are proposed. To satisfy Kane County stormwater requirements, approximately 2.7 acres more of proposed ROW is required for drainage purposes beyond what is required for the roadway improvements.

Detention was designed using HEC-HMS for the 4 major outlets. Table 1 summarizes the required detention using concept detention basins and the allowable release rate for the net increased impervious area. Proposed detention basins were designed using 3:1 side slopes per the Kane County Ordinance with no more than 4 feet of bounce between the normal water level (NWL) and high water level (HWL).

Table 2 summarizes the results of the existing and proposed conditions analyses. The existing 100-year critical storm event for all 4 directions is the 1 hour duration. Proposed conditions were analyzed assuming a blocked orifice per the Kane County Ordinance. The proposed flow rate is less than the existing flow rates for all 4 directions. All proposed outlets were upsized to a minimum diameter of 4 inches to prevent clogging. Section 1 and 2 of Appendix B includes summaries of hydrologic parameters and support calculations used for the three HEC-HMS analyses (existing, required detention, proposed).

Storm sewers were designed using Hydraflow. Section 3 of Appendix B includes support calculations for the three main storm sewer systems (west, south, north). Section 4 of Appendix B includes a CD-ROM with the drainage design models and support .dgns.

5-00 BEST MANAGEMENT PRACTICES (BMP)

In addition to a required detention volume based on increased impervious area, the Kane County Stormwater Management Ordinance also requires a retention volume based on the ¾ inch rainfall depth. Table 3 summarizes the required retention volume to be provided below the NWL and restrictor outfall of each of the detention facilities. The BMP detention basins and BMP swales shown on the PDP will be designed in accordance with the Kane County Ordinance retention volume requirements.
