  • March 11, 2016 Portland Public Schools Andy Fridley 501 N. Dixon Street Portland, Oregon 97227 Re: Phase 2 Schools Soil Sample Report Harriet Lane, Lewis, Green Thumb, Boise Eliot, Humboldt, Rose City Park Portland, Oregon PBS Project No. 6500.638 Dear Mr. Fridley: On Tuesday, March 8, 2016, PBS Engineering and Environmental, Inc. (PBS) collected soil samples at six different Portland Public School facilities. These schools included Lane Middle School, Lewis School, Boise Eliot School, Humboldt School, and Rose City Park (Access Academy) and CTP Green Thumb. Soil samples were collected by scraping exposed soils with a gloved hand into a sample container. The samples were submitted to Apex Laboratories of Tigard, Oregon under chain of custody documentation. All samples were analyzed for cadmium, arsenic and hexavalent chromium. The samples collected from Lane Middle School, Lewis School, and Green Thumb were analyzed for nickel as well. The below table summarizes the findings of these tests. Data includes laboratory results and the background concentrations for arsenic (As), Cadmium (Cd) and nickel (Ni). DEQ does not have a published background hexavalent chromium (Cr VI) concentration for the Portland Basin. Table 1. Soil Sample Results

It should be noted that the Cr VI detection limit for this analysis ranged from 1.32 ppm to 98.9 ppm due to soil interferences with the laboratory analyses. Based upon review of the laboratory data, metals concentrations in these samples were very low. There are no obvious indications that soil conditions at these six different test sites present an unusual exposure risk with respect to metals contamination. The results of these tests were all below the Portland Basin average concentrations for arsenic, cadmium and nickel as presented in DEQs recent soil testing report for the SE Portland neighborhood surrounding Bullseye Glass.
