Administrative Order 285 was issued by thePresident on 9 May 2010 creating the PresidentialTransition Cooperation Team (PTCT) and AgencyTransition Cooperation Team (ATCT).
A.PTCT shall be responsible for the overallcoordination, implementation and supervision onthe preparation of the Transition Blueprint (TB).
B.ATCT shall be responsible for the preparation of the agency s Organizational Transition Reports(OTRs) and Functional Transition Reports(FTRs).

FUNCTIONS OF PTCT
1. Serve as the overall and central coordinationteam on the preparation and implementationof the TB;
2. Prepare guidelines on the specificpreparations for the turn-over;
3. Direct, oversee and consolidate thepreparation of the agencies OTRs and FTRs;
4. Identify and prepare an inventory of keypositions to guide the President-elect; and,

FUNCTIONS OF PTCT5. Serve as a clearinghouse for the
recommendations of the ATCTs regarding thepersons and/or organizations meriting therecognition of the Arroyo Administration in
achieving its goals, and submit to the Presidentthe final list of said individuals/organizations.

OBJECTIVES
1. Provide orderly and smooth transfer of power tothe next Administration through its readiness to:b. Orient the incoming Administration on the
government s structure, procedures anddecisions flows;
c. Provide information to the incomingAdministration of the policies of variousdepartments/agencies, their specific mandates,vision/mission, objectives, functional structures,key officers and their credentials, and other administrative matters; and,

OBJECTIVESc. Prepare measure for continuity, particularly the
clustered forward-looking national educationprogram of the DepEd and TESDA as plannedby the PTF on the Education System.
2. Ensure continuous delivery of services duringthe transition phase;
3. Document the accomplishments and legacy of the Arroyo Administration; and,
4. Give due recognition to individuals, institutionsand other civil society organizations who haveassisted the Arroyo Administration achieve itsgoals.

PREPARATION OF REPORTS
The ATCT shall prepare and submit to the PTCTthe following documents:1.OTRs provide information on the agenciesorganization; strategic linkages and public clientele;
resources (financial and physical) andaccomplishments in their streamlining/rationalization plans; and, other challenges andproposed areas for action of the new Office Head.
2.FTRs include status of policies, reforms, on-goingand pipelined major programs and projects andlegislative agenda and accomplishments.

FUNDING SUPPORT
The funding for the transition plans andother transition activities shall besourced from the respective budget of the departments/ agencies/ GOCCs.
