RESIDENTIAL ACTIVITY

2018 At a Glance

In 2018, 59 building permits were issued for new

single-family homes. New housing starts increased

25.5% when compared to the 47 new housing starts in

2017. Residential home sales (new and existing) in Peters

Township totaled 384 in 2018. This number reflects a

4.2% decrease from the 401 home sales in 2017. The

average sale price of the 384 homes sold in 2018 was

$394,209. The 2018 average sale price increased

1.9% from the 2017 average sale price of $386,778. The

total value of all homes sold in 2018 was $151,376,250.

COMMERCIAL ACTIVITY

In 2018, 15,476 sq. ft. of new commercial space

was approved for construction. The two (2) commercial

projects approved in 2018 were Bowers School

House and the Confluence Financial Partners Office

project. A total of nine (9) commercial properties sold in

2018 for a total value of $12,563,998. The average sale

price of the nine (9) sales in 2018 was $1,396,000.

NEW ZONING ORDINANCE SPURS NEW DEVELOPMENT

2018 was the first full year working under

the new Zoning Ordinance that was adopted in

August 2017. Six (6) new residential developments

totaling 186 lots and 124 apartments were

approved in 2018. Five (5) projects (Brookwood

Place, Brookwood Village, Justabout Farms,

Juniper Woods, and Hamlet of Springdale Phase

6) began construction in 2018. Two (2) projects

(The Waters of Peters and Hamlet Ph. 7) will begin

construction in 2019. The five (5) projects that

began construction in 2018 were each approved

under new overlay zones that were established

with the new Zoning Ordinance, while the two (2)

projects that will begin in 2019 were also

facilitated by the new Zoning Ordinance.

NEW PLANNING DEPARTMENT STAFF

2018 brought plenty of new faces to the Peters Township Planning Department.

In April, Jeff Wilmot joined the Planning Department as a new Building Inspector. In

June, Joe Luff was hired to fill the position of Building Inspector and Building Code

Official left by Bill Muzzy, who retired. At the beginning of July both Seth Koons and

Kristin Hullihen were hired as the Assistant Planning Director, and Zoning/Code

Enforcement Officer, respectively. Then, in mid-July, Rebecca Tomlin was hired as

Secretary to replace Angela Bruni, who also retired. Overall, only Ed Zuk, Director, was

the only member of the Planning Department staff that carried over from 2017 into 2018.

At the end of 2018, the Peters Township Planning Commission consisted of the following members:

The following commercial developments were reviewed by the Planning Department and received site

plan approval by the Township Planning Commission in 2018.

The chart below visualizes a comparison of the amount of approved square footage of new commercial

square footage from 2009 through the end of 2018. The significant increase in 2018, when compared to previous

years, is a result of the approval of the new Peters Township High School at 298,000 square feet in size. Without

including the high school, the township saw 15,476 square feet of new commercial space in 2018.

The following projects are currently under review, with a potential to be approved in 2019.

The following amendment to the Peters Township Zoning Ordinance was developed by the Township

Planning Staff and adopted by the Township Council in 2018.

Additionally, the Planning and Engineering Departments have identified a wide variety of amendments to

the Zoning Ordinance and Subdivision and Land Development Ordinance (SALDO) that are slated to be presented

to the Township Council, in the form of a workshop, in early 2019, with an anticipated adoption shortly thereafter.

At the end of 2018, the Peters Township Zoning Hearing Board consisted of the following members:

The Township Zoning Hearing Board held 10 hearings in 2018 and made the following decisions:

The following chart illustrates a comparison of the number of applications to the Zoning Hearing Board

from 2009 through the end of 2018. The Planning Department staff believes that the adoption of the new Zoning

Ordinance in 2017 had an impact on the need for variances or special exceptions.

The following chart depicts the number of code enforcement violations and citations issued by the

Township Planning Department in 2018. As is typical, the number of violations and citations tend to increase

during warmer months when property maintenance violations become more prevalent. In 2018, the department

issued a total of 144 code enforcement violations and citations, averaging out to 12 violations or citations per

month. As seen on the second chart, the total number of code enforcement notifications issued in 2018 was a

slight increase from 2017 (132), and was more than the average over the past 10 years (130).

Code enforcement violations can be separated into the 13 categories seen on the pie chart below.

Violations related to dangerous or hazardous trees were the majority (25%) of violations issued in 2018.

Compared to 2017, 2018 saw a significant increase in the percentage of code enforcement violations related to

hazardous trees (25% in 2018, 9% in 2017). This is likely a result of an increased focus on ensuring that these

trees are rapidly addressed. Using this same comparison, there was also a slight decrease in the percentage of

violations issued for grass and weeds (17% in 2018, 26% in 2017) and violations for signs (6% in 2018, 22% in

2017). It is unclear what may have caused this change in the distribution of code enforcement violations, but it

could be a result of fewer issues with frequent offenders that do not regularly cut their grass, or those that

regularly put out non-compliant signs.

Zoning permits are separated into the five (5) categories seen on the following pie chart. The vast

majority (40%) of all zoning permits issued in 2018 were for fences, followed by permanent (29%) and temporary

(18%) signs. The number of permits issued in 2018 for fences (46) was identical to the amount issued in 2017. 2018

also saw an increase in the percentage of permits issued for permanent signs when compared to 2017 (33% in

2018, 26% in 2019). Finally, the percentage of permits issued for temporary signs declined when compared to

2017 (17% in 2018, 26% in 2017), and was significantly lower in 2018 than the average over the past 10 years (40). It

is unclear what has caused this sharp decline, as no significant regulations were put into place for temporary

signs when the new Zoning Ordinance was adopted in 2017.

The following chart showcases a comparison of the number of building permits issued each year from

2009 -2018. Looking back to 2016, 2018 was another year in an upward trend in the number of permits issued.

However, the 306 permits issued in 2018 was still below the average over the past 10 years (315).

Building BUILDING PERMITS

When looking at the types of building permits issued

in 2018, a significant majority of these permits were for single

-family Homes (82%). Commercial building permits (15%)

made up the next largest amount, with multi-family, tax

exempt and industrial related building permits making up the

remainder (3.3%). When comparing 2018 to 2017 there was a

reduction in the percentage of permits for single-family

homes (82% in 2018, 87% in 2017) , and a slight increase in the

percentage of permits for Commercial projects (15% in 2018,

9% in 2017).

Building permits issued in 2018 related to

single-family homes can be placed into the 10

categories on the pie chart to the left. The

distribution of the permits within these categories

is nearly identical to the distribution of permits

within the same categories from calendar year 2017.

Permits for new construction (23%) and decks (20%)

are the two (2) largest categories, followed by

permits issued for pools (12%) and porches (11%).

Permits issued for additions (9%), sheds (9%), and

accessory structures (6%) make up three (3) of the

minority categories. Permits for “other” (3%) and

garages (2%) are the smallest of all the categories.

As seen in the below chart, when comparing the number of permits issued for the new construction of

single-family homes in 2018 (59) we see a increase from the previous year (47), but a significant decrease from

the average over the past 10 years (74). However, as a result of a number of new residential subdivisions being

recently approved or under review, there could be another uptick in calendar years 2019 and 2020 in the number

of permits issued for new single-family construction.

The chart above illustrates the number of permits issued for new construction in each subdivision “plan”.

As depicted, Sherwood Pond received the majority of permits for new residential construction in 2018.

Comparing this data across different years can be misleading, but can allow for an understanding of which

developments are seeing an increase, or decrease, in activity. Recently approved subdivisions that have only had

a few permits issued for them in 2018 could see a significant increase in activity in 2019.

The number of permits issued for homes across the various subdivisions can provide indicators into the

direction that the overall housing market is shifting. Sherwood Pond, for example, saw the most activity but

produces a distinctly different housing style (“patio home”) when compared to many of the other housing plans in

the Township. This style is popular among “empty nesters” who are looking to downsize, and developers have

begun to take advantage of changes in the Zoning Ordinance to serve this demographic. Despite this “opening” in

the market, developments such as Ironwood Estates that provide a larger, more traditional, single-family

housing product also saw a significant amount of activity when compared to their number of available lots.

Indicating that while some developers have identified a new demographic to key in on, the market for traditional

single-family homes has not necessarily declined.

The building permits

issued for commercial projects

fall into the 13 categories in the

chart to the right. Within these

categories, tenant improvements

was a significant majority (48%) of

the permits issued for

commercial projects, with the

next closest category being

permits issued for remodels

(18%). The remaining 11

categories each made up a small

percentage of the number of

permits issued, with permits for

additions (7%) and cell sites (7%)

being the largest percentages among them.

The chart below illustrates the total estimated construction value in Peters Township at $115,013,216 in

2018. This dramatic increase from previous years ($35M in 2017) and the average over the past 10 years ($51M) is

a result of the new high school project, which alone accounts for approximately $76M in construction value.

When not factoring in the outlier that is the high school project, the remaining estimated construction value in

2018 would be approximately $39M, which is far more consistent with previous years.

FEES CHARGED

As shown in the chart below, the Planning Department charged $167,061 for permit fees in 2018 . Despite

the dramatic increase in the estimated construction value in 2018, the fees for permits is still lower in 2018 than

in 2017, which can be attributed to the building permit for the new high school not being charged a permit fee.

The total fees charged in 2018 is the second lowest over the past 10 years, and is significantly lower than the

average over those years ($207,551). This lower total could be a result of a number of factors, as the fee for a

building permit is based on either square footage for a residential permit, or estimated construction value for a

commercial permit. Therefore, while there is somewhat of a correlation between overall estimated construction

value and the total for fees charged, if the number of permits issued swings towards residential or commercial

projects, there can be an impact on the total for fees charged.
