Following documents to be submitted along with Tender.

A. Solvency Certificate / Bank Guarantee issued from any Nationalized Bank amounting to sum

equivalent to amount of five times of the tender value. Tenderer can opt to submit it within

15 days if he is eligible as a lowest tenderer, but the undertaking for same should be put up

with the tender.

B. Separate EPF Code No. allotted by RPFC & Last Six month of current year EPF Challan paid copy

is required.

C. Registration certificate in appropriate class as contractor in UGVCL/ any

DISCOM/PWD/Irrigation/Central Govt. undertaking / State Govt. undertaking.

D. Latest income tax clearance certificate and PAN No. in the name of Tenderer.

E. Experience certificate and satisfactory work completion certificate required for erection of HT-

LT line & T/C work by authorized officer of any Distribution Company of Gujarat.

F. Copy of the last three annual work orders of erection of HT/LT line & T/C of any Distribution

Company is required.

G. Group Insurance: A copy of the insurance policy of the insured labourer’s under W.C. Act 1923.

H. The contractor will have to undertake responsibility of accidents etc. for his persons working

on line and same will be on stamp paper of Rs. 100/- or of the appropriate value (if revised by

Govt.) The cost of stamp paper will be borne by contractor.

I List of the Tools & Tackles and safety equipments available with contractors on his letter pad.

J. Copy of the Electrical contractor license as and when required.

K. Service Tax registration is required.

The contractor will have to give the following undertaking.

1 Should this tender be accepted, I/we hereby agree to abide by and fulfill all the terms and provision of

the Tender and contract of works as applicable and in default thereof to forfeit and pay to the

Company the sum of money due.

2. The value of earnest money deposit paid herewith should be absolutely forfeited to the company,

should I/We not deposit the full amount of specified security deposit, within specified time limit.

3. The contractor shall co-operate with the Company in recording measurement etc. as

expeditiously as possible and he shall fulfill all the requirements which are necessary to finalize his

outstanding bills within one month from the date of completion of work, failing which the Company

shall finalize the account on the basis of its records and pay him such amount as found due to him

together with the amount of security deposit if any remaining payable to him after deducting there

from the amount due by him to the Company’s for shortages of materials, rectification,

incomplete work, etc and the Company shall not entertain any further claim from him thereafter.

4. The competent authority can delete any item in schedule “B” in the tender, if he feels that the rate

quoted by the contractor for that item is abnormally high when compared to the estimated rate.

5. In case of any dispute S.E. will be the final authority for deciding the same and his decision will be

final and binding on the contractor and Department and no further appeal will be entertained.

6. The contractor will have to see that safety equipments are used by his labourers, while working on

line, equipment etc. of the Company and contractor will be responsible for any accident.

7. The contractor will have to undertake the responsibility of accidents etc. for his persons working on

line and same will be on stamp paper of Rs. 100/- or of the appropriate value (if revised by Govt.) The

cost of stamp paper will be borne by the contractor.

8. The contractors will have to take insurance of suitable amount for his labourers.

9. Contractors should carry out the work under supervision of UGVCL.

Important instructions for submitting the Tender

1. Executive Engineer, KALOLD.O. has invited Tender for Labour charges for erection work of HT, LT line

and T/C under _____________ Sub-Division for various scheme of ____________ Division from the

contractors / firms who have executed works of similar nature and magnitude successfully and who

are registered under appropriate class.

(Mention S/dn which applicable) (In the case of Tender for E/o of HT,LT & T/c Line Work)

2. Tender documents are in two bids system i.e. Technical Bid and Price Bid.

2.1 Technical bid is to be submitted in a separate sealed envelope and subscribing the envelope as

“Technical Bid”. Technical bid should be submitted with documents as under, failing which tender is

liable for rejection, following documents dully attached should be submitted for pre qualification

criteria.

Pre-Qualification criteria for selection in Technical Bid

A. Solvency Certificate / Bank Guarantee issued from any Nationalized Bank amounting to sum

2.2 The sealed Price Bids comprising of Schedule-‘B’ should be submitted in separate sealed envelope

subscribing the envelope as “Price Bid”.

2.3 Both “Technical” and “Price” bid should be submitted in one common envelope subscribing the name

of the work and tender opening date etc.

3.0 Bids as above should reach to The Uttar Gujarat Vij Company Limited Division office, KALOL upto

stipulated time.

3.1 Technical bid shall be opened on date (as mentioned)(If possible) in the presence of the bidders, who

remains present at that time.

4.0 Earnest money deposit of should be deposited in form of Demand Draft in favour of UTTAR GUJARAT

VIJ COMPANY LIMITED drawn on any scheduled Bank, payable at Kalol.

5.0 Bidders should complete the tender documents in all respects and it should be signed by contractor

with Company’s seal on all pages.

6.0 The bidders shall submit their offer without any deviations in general terms and conditions of the

contract or in Technical specification/items. Tenders of such deviations may also be rejected.

Incomplete and conditional tenders shall not be considered.

7.0 UTTAR GUJARAT VIJ COMPANY LTD reserves the right to split up the work covered in the scope of this

contract amongst more than one contractor.

8.0 The rates shall be quoted both in words and figures as per unit specified in schedule-‘B’ in case of any

discrepancy between the rates quoted in words & figures, rate quoted in words will prevail. A Cello

tape must be adhered on rates provided by the contractor along with signature and stamp.

9.0 Intending bidders should submit their tenders after studying all tenders documents carefully and

visiting the site for satisfying themselves of actual site conditions, location and accessibility of site and

nature, extent of the work involved etc.

Submission of tenders implies that bidders have obtained all necessary information and other data

required for executing the work and read all the terms and conditions. No claim for extra charges on

account of any misunderstanding will be allowed.

10.0 All approaches to the site shall be in the scope of bidders.

11.0 Bidders will not be allowed to give sub-contract of the works awarded to him for any, reasons what so

ever without written permission of competent authority.

12.0 In the experience certificate, contractor has to furnish the details of similar works executed by him

along with the list of equipments, tools and tackles and manpower available with him.

13.0 Price quoted shall be firm, till overall completion of the work, under contract and there will not be any

price escalation.

14.0 Date of opening of “Price Bid” will be intimated later on to those Bidders who are qualified in technical

bid. “Price bid” of only qualifying bidders on the basis of Technical bid shall only be opened. Price Bid,

who are not qualified technically as per requirement of technical bid shall not be opened.

15.0 Offers shall be valid for the period of 120 days from the date of opening of price bid. Tenders shall not

withdraw tenders during the validity period, failing which their EMD shall be forfeited during the said

period of 120 days.

16.0 All the works shall be carried out as per specifications attached with the tender and relevant Indian

Standard issued by Bureau of Indian Standards. All materials procured should be confirming to relevant

Indian Standard issued by Bureau of Indian Standard.

17.0 Tenders, which do not fulfil all or any of the conditions of the tender of incomplete in any respect, are

liable for rejection.

18.0 Uttar Gujarat Vij Company Ltd. reserves the right to reject any or all tenders without assigning any

reason thereof.

19.0 a. The tenderer must quote his rate per unit specified in the schedule in

figures as well as in words. If there is difference between rates quoted in words and figures

rates quoted in words shall prevail. Further should there be any discrepancy between rate and

amount that rates shall prevail.

b. The tenderer must quote his rates net lowest and the rates not confirming to the unit

specified in schedule may not be considered even though they may be lowest.

c. The rates must be stated for each item separately and in addition percentage of reduction

in the total price if any should also be quoted.

d. Any variation in rates etc will not be allowed on any ground once the tender sumitted is

opened for consideration.

e. The tenderer’s own conditions of the contract will not be considered as forming the part

of the tender. The tenderers must send in their tenders, only if the Company’s conditions

are acceptable to them.

f. All corrections what so ever made in the tendered rate must be signed fully with date by

the tenderer before submitting the tenders.

g. Rates must be quoted without any conditions in case of divergence between rates in

figures and words; it will be constrained to read the rate most favorable to Company.

(21.) Taxes releated Terms and conditions are as under.

1. Income Tax at prevailing rate will be deducted as per Income Tax Act.

2. The rates shall be inclusive of PF and all other State / Central Government taxes, cess and levies but

exclusive of service tax. Service tax at prevailing rate, if applicable will be reimbursed by UGVCL on

production of service tax paid challan.

Any change in rate of service tax shall be entertained during contractual period of contract..

TECHNICAL SPECIFICATIONS FOR THE WORK TO BE CARRIED OUT

For erection work 11 KV and L.T. Distribution lines and Transformer Centers.

(A) Erection of HT and LT Lines :

Site clearing and tree cutting which come in the way of line will be done by the contractor at his cost.

The Company will assist the contractor in getting necessary permission for tree cutting etc. Any

claim for compensation in above respect will have to be borne by contractor.

(B) Fixing: Pole Position:

The position of pole structures, guys and earthing will be fixed by the department and will be shown to

the contractor. He should adhere to these locations in all circumstances unless directed by the

department to make any change.

(C) Pole setting:

Where poles are set in good solid ground the depth of pit shall be 1/6th

of the height of the pole and for

grounds of any other nature. The poles and guys must not be set at the edge of cuts/at

shore/embankment where the soil is liable to be washed or eroded out of such setting should be

avoided. While back filling, earth must be packed tight and in no case earth be dumped to greater

depth more than four inches without being rammed, hard before the next layer is thrown in. Extra

earth should be packed around the poles and rammed.

Extra payment is payable for hard soil or rock under the pole erection item which may be quoted in

the tender. The cost of damage done to the pole during erection will be recoverable from the

contractor. No pole, which is out of plumb or out of alignment shall be accepted. The pole will be in

his safe custody till erected and he is liable to compensate to the Company the full cost of pole along

with supervision charges, if the pole is broken during erection, or stolen from his custody. He

should be able to render full account of the poles entrusted to him whenever the Supervising Officer

demands to scrutinizes the same.

(D) Erection of Complete single Pole Structure

Erection of single pole structure comprises of shifting of pole from the stacking place in the

village, excavation of pit, erection in position (with base plate where required), of 8/10 meter PSC

poles / 9 to 13 meter Steel Pole or any other suitable pole, fitting of clamps and cross arms and

fabricated materials, fixing of caution board, anti climbing device etc. complete as per drawing and

specification inclusive of painting, numbering. Generally vertical formation will be used on each

pole. However horizontal formation will have to be used in special circumstances as per instruction at

Engineer in change.

(E) Special Two Poles Structure

Special two poles structure such as for HT line tapping, Railway crossing, any other HT/LT or telephone

line crossing, terminal structure for distribution transformer centre comprises of Excavation

suitable pits and refilling of earth, erection in position of two Nos. of 8/10 meter PSC poles / 9 to 13

meter Steel Pole or any other suitable pole, fitting of clamps, cross arms, bracing cross a rm bracing

etc. as per drawing exclusive of mounting of transformer but inclusive of mounting D.O. fuses/A.B.

switches/HT metering equipments etc., painting, numbering, fixing of caution Board and anti climbing

devices. The D.P. must be properly aligned and must be in plumb. Special structure if included will

be erected as per drawing supplied.

(F) Stringing of conductors

This includes stringing of stranded and solid bare conductor with fitting of necessary HT/LT pin

and strain insulators, binding on insulators, jumpering, the jointing in HT line will be done by twisting

sleeve joints as per standard practice. Care must be taken in handling the conductor to protect

against cuts, scratches or kinks. The conductor must not be drawn over rough or rocky ground,

when it is liable to be damaged. AAA/ACSR conductors must be drawn on wooden or aluminum

pulley only. Wastage and cutting should be avoided as far as possible. Not more than 2% sag will

be accepted in the materials account. The sag and spans will be maintained as per drawing and

design. The cross arms insulators must be so fixed that neither tilts nor bands from position. The rate

quoted should be per conductor route kilometer. The sagging should be uniform for all conductors

and uneven sagging will not be allowed. The ground clearance, line to line clearances etc. to be

maintained as per IE Rules 1956 (copy enclosed).

Generally following span should be kept of HT line.

(G) Erection of Stay Set:

The erection of stay set comprises of anchor rod, turn buckle, eye bolt and excavation of

suitable pit of 4' depth, fixing of stay clamp on pole, binding of GI stay wire. The stay insulators

must be inserted in the stay wire on all stays as per drawing. The wrapping of the Guy wire strands

at both ends the stay insulator must be even and must presents neat appearance and good

workmanship. No stay should be left loose but should be tight and straight to withstand in say cyclone

or sand storm, the item includes refilling of earth and painting of fabrication material. If stays are not

required to be concreted, a pre casted cement concrete block will be supplied by the department

from his division store which the contractor will have to transport at his own cost to the site of work

and will have to use for fixing of anchor rod at site.

(H) Earthing:

A pits of 2x2x6 fit is to be dig about 3 fit away from the pole on which earthing is required to be

carried out. The earthing pipe/earthing plate/earthing coil supplied by the company shall be used as

per specification and drawing. GI wire no.8 SWG for earthing should be bolted with earthing

pipe/earthing plate/earthing coil. The earthings are to be done at place as indicted in the pole

schedule or as selected by the field Engineer. The coke and salt will have to be supplied by the

contractor at his cost. Erection of earthing should be carried out under the supervision of the

Engineer in charge. At least 10 KG of salt and 10 KG of coke per earth will be used by contractor. No

amount will be paid if the work is not done in accordance with these specification.

(I) Guarding:

The guarding will have to provided at crossing of lines, below all the overhead railway crossing,

telephone crossing, road crossing and such other places as indicated by the department. The work

comprises of fixing of guard cross arms, eye bolts, guard cradle as per design, GI cross lacing wires

complete. Any special type of guarding if required will be designed by the department. Binding cross

arms must be used where the HT line crosses the road. The ground clearance, line to line clearances

etc. to be maintained as per IE Rules 1956 (copy enclosed).

The poles for road crossing may be concreted as instructions of the Engineer In-charge. The work has

to be carried out as instructions of the Engineer In-charge.

(J) Painting and Numbering:

Rail poles and girder poles shall be given one coat of approved red-lead paint and two coats of

approved aluminum paint, all fabricated material will also be painted in a manner shown above,

there should be sufficient interval between every coat of painting in order to allow for drying. The

bolts and must shall be dipped in anticorrosive oil before insertion. The lower portion of steel poles up

3 fit above ground level shall be cleaned of all dust and rust. This surface should be given a base coat

of red lead and an additional coat of black bituminous paint before inserting in the ground. The

g o o d q u a l i t y paint will be supplied by the contractor and should be of I.S.I mark and will be

got approved from Executive Engineer, prior to starting work. Name of the feeder and pole number

has to be written on all the poles in English or Gujarati as per instruction of Engineer In-charge. The

colour of back ground and name / number must be of contras colour. P.S.C poles need not be painted

but should be properly cleaned and all accumulations of earth, dirt etc, should be removed but

fabrication material has to be printed.

It is suggested to get one coat of redoxide and one coat of silver paint at the fabricator only

(K) Concreting:

Cement concrete for any pole / stay should be carried out as per drawing and specification

given by Engineer In-Charge as and where required. Concreting should be with one part of

cement, two part of specified quality sand and four parts of well burnt Brice bats (1:2:4). The

mixture should be prepared on GI sheet and should be free from the dust. Cement river sand and

metal should be used by contractor at his own cost.

Muffing:

Concern for muffing of poles and stay rods should be cement one part, sand two parts and four parts of Metal (1:2:4) Sand shall be clean gripply and composed of hard strong, durable and siliceous grains. It shall be free from clay or organic matter, metal should be sound, hard and durable stone to pass through a mesh of 11/2” as far as possible and free from any surplus. Brick bats should be made of well Burt brick and should of 11/2” size as far possible. Cement, sand and metal must be got approved from the Engineer in charge. The concrete shall be used in above proportion and should be thoroughly mixed at least three times in dry state before water is added and as far possible a fairly wet mixture must be used all concrete must be mixed on watertight platform. In any case, the work finishing coat of cement plaster should be applied on outer surface of the smooth. One finishing coat of cement plaster should be applied on outer surface of the muffing. The concrete block, when slightly dried, should be kept wet continuously for period of 10 days. The location for concerting will be decided by the Engineer-in-charge and the contractor will follow his instructions scrupulously. If the concerting work is not found as per the specifications and quality, the same is liable to be rejected. The brick bat concreting or cement concerting work and muffing has to be done in the presence of companies representative only and work done in his absence will be rejected and no payment made thereof. The sand, metal, brickbats shall be procured the contractor.

The normal size of concreting/muffing of pole will be 5x2'x2.1/2' & that for stay 2'x2'x2' muffing for

pole shall be 12” diax2:x9” (1” above and 1' below ground) Muffing for stay shall be 12” diax2:.9” (-do-

) for muffing only metal is to be used and not brick bat or gravel.

(L) Distribution Transformer Centre :

The distribution transformer centre (10 KVA to 200 KVA) will be of outdoor type on two

poles structures as per standard drawing. This work include erection of special two pole structure as

per Item No. 2 and fixing of all fabricated material for support of line, L.A., HG Fuse/AB Switch,

Transformer, LT Dist. Box, cable wiring, anti climbing devices etc. The works includes of

transportation and hoisting of transformer, numbering and painting of all fabricated materials. For

transformer having capacity of 100 KVA and above MS channel shall be utilize which will be supplied

by the company. Two independent separate earthing should be provided on either side of the dist.

Transformer centre each consisting of one or more earth connection from lighting arrestor’s,

transformer natural, transformer tank, Dist. Box etc.

The cost of damage done to the transformer is recoverable from contractor.

PROCEDURE TO BE FOLLOW FOR GETTING MATERIAL FROM STORES (A) Issue of materials:

The following materials shall be supplied by the company free of cost for use on the works

contracted for and will be issued as and when required from Divisional Stores/Sub-Division Store. The

transport will have to be arranged by the contractor at his cost (except poles of all types.)

List of Materials:

(1) AAA/ ACSR and all type of conductors.

(2) The pole will be supplied by company within a radius of about 5 KM from the place of work.

(3) HT-LT insulators with hardware and stay insulators with CC block.

(4) All fabricated steel material with bolts and nuts.

(5) Stay wire, G.I wire.

(6) Transformer, LT Dist. Box, HT lightning arrestors, HG fuse / AB Switch, Cable.

(7) Anti climbing device.

(8) Earthing plate/earthing coil/earthing pipe.

(9) All types of Bolts and nuts to be supplied by company.

The rates quoted should be inclusive of transporting to site from the stores, erection and setting to

work the following material is will be supplied by the contractor at his cost for which no payment will be

made.

(1) Aluminum and red lead paints of approved quality.

(2) Salt and coke for earthing.

(3) Paint for name and numbering.

(B) The quantities in the Schedule are approximate. Actual quantities may increase or decrease

according to the local conditions. The department reserves the right to revising or omitting any of the

quantities to be erected during the execution.

(C) The contractor will draw or will be given only those materials and in anticipated quantities that are just

sufficient for the works to be carried out by him. The contractor should first intimate his requirement

to the concerned field Engineer who will approve the list and as per this list, the materials can be

drawn from the stores.

(D) The materials will be issued to the contractor himself or his duly authorized representative only. In case

if any authority or power of attorney is to be terminated written instructions in this respect must be

intimated by Registered Post to the Executive Engineer and concerned sub-divisional office.

(E) The contractor must get the requisition, three days before requirement of the materials at site, from

the Engineer-in-charge.

(F) (a) In case of shortage or loss or damage to materials the cost of the same will be

recovered from the Contractor at stock issue rate or prevailing market rate at the time of finalization of bill which ever is higher plus 15% overhead charges.

(b) The contractor will be fully responsible for any damage, breakage, loss or theft of materials

during transit or erection issued to him from stores till the time the work is handed over to

and taken over by the Company. The cost of or damage shall be recovered from him as

stated above in F (a).

(c) The contractor at the time of taking materials from the stores shall have to give letter of

authorization in triplicate to the concerned sub-divisional officers, specifically stating the

names of the persons who will draw materials form the store on his behalf and would sign the

requisitions for and on behalf of the contractor and shall be binding upon the contractor.

(d) All materials supplied to the contractor shall remain the absolute property of the company

and shall on no account be removed from the site of the work and shall at all times be opened

to inspection by the Engineer in-charge.

Any such materials remaining unused and in perfectly good condition at the time of

completion of the contract shall be returned to the company store for which no carting and

other charges will be paid to the contractor.

(e) The contractor will have to make his own arrangements to keep the materials under his

custody, address of which has to be given to the sub division engineer In-charge. His

store will be inspected by any authority of the company at any time. He will be

responsible for theft or loss on account of any reason what so ever.

All the above instructions have been read by me thoroughly or have obtained the thorough

understanding of the same and are acceptable to me unconditionally.

GENERAL TERMS & CONDITIONS

(1). The work should be carried out strictly as per specifications and approved designs of the Company

which will be supplied by the Engineer In-charge for reference at the request of the

contractor. The inferior and unsatisfactory work is liable to be rejected.

(2) Before commencing the erection of lines, the contractor will be provided with the schedule and

the detailed layout map. The work will have to be carried out as per programm laid down by

department and under the entire supervision of field engineer and contractor should employ

supervisor who could supervise the works throughout and he should remain present on site.

(3) Marshy or water logged locations must be avoided as far as possible. If it becomes inevitable to locate

poles at such points, special precautions about foundation will have to taken and work carried

out as per instructions of the Engineer In-charge.

(4) The spans shall be specified in the pole schedule and the minimum spacing between the power

conductors and conductors and neutral shall be as shown in approved drawings.

(5) No tools will be supplied by the department. The work if found inferior and not up to standard of the

Company's is liable to be rejected at the risk and cost of the contractor. Any expenditure

incurred for rectification work carried out departmentally or by employing hangami labour will be

recovered from his R.A bills, if the contractor fails to rectify the inferior work done by him in spite

of the instructions to rectify the same.

(6) Before starting the work (New, alteration or addition) and during the progress of works the

contractor must obtain line clear where ever necessary from the concerned officers of this

department.

(7) So long as the line is not handed over to the company, the responsibility of its safe custody and of all

fixture and materials etc. lying with that of the contractor will be that of the contractor. (8) Earnest Money Deposit:

(a) Earnest Money deposit (1% of the estimated cost) as indicated on the face sheet should be

paid by the tenderer along with the tender in cash or by demand draft on any

nationalized bank in favour of “Uttar Gujarat Vij Company Limited” in which case receipt shall

be attached with tender invariably.

(b) Tender without earnest money will not be considered for acceptance.

(c) Earnest Money Deposit will be forfeited in case the successful tenderer

after his tender has been accepted fails to pay the prescribed security deposit and execute the

contract agreement on a non-judicial stamp of Rs.100/- at his own cost and sign the contract

booklet.

(9) Validity of Tenders:

All tenders shall be opened for acceptance by the Company for a period of 120 days from the date of

opening the tenders and may be further extended to 30 days, if required and the tenders shall be

bound to execute the work on acceptance of his tender within the period.

(10) Acceptance of Tenders:

(a) The Company does not bind to accept the lowest or any tender with any reason for the

rejection. It is also not binding on the company to disclose any analysis reports on the tender.

(b) Accepting authority reserves the right of rejection of any or all tenders without

Assigning any reason thereof.

(c) Any tender which does not comply the above requirements is liable to be rejected.

(11) Security Deposit:

The lowest tender whose tender is accepted shall have to pay 5% security deposit of the tender

cost.

(12) Solvency Certificate / Bank Guarantee :

The lowest tender whose tender is accepted shall have to produce within 15 days the solvency

certificate from the collector of district within which he resides or bankers certificate of his

financial stability for the amount as deemed fit by the undersigned. In case of partnership firm each

individual partner will have to produce solvency certificate as above. The solvency certificate will have

to be renewed every year or whenever asked for in the interim period.

(13) Contract Documents:

The lowest tendered whose tender is accepted will have to execute a stamped agreement in

standard form with the company and will have to sign the contract booklet viz Tender and contract for

works at his own cost. In case of partnership firms, necessary partnership documents, in original along

with its copy will have to be produced for verification along with authority to sign the bills

measurement and enter in to contract as well as correspondence with the company. Wherever

required necessary power of attorney will have to be produced especially when the partnership

deed is silent on the point of authority to deal with the Company. The contractor will have to execute

the documents and sign the booklet “Tender and contract for work” before starting the work.

If a contractor happens to be a sole trader he will have to produce an affidavit made before Magistrate to that effect.

(15) Jurisdiction:

Any dispute or differences arising under out of in connection with the contract shall be subject to

the exclusive jurisdiction of KALOL (NG).

(16) Addressing Tenders:

Tenders must be submitted in envelops which must be properly sealed by the tenderers with their

office seal and must be super scribed with the following.

(a) Tender No and the name of the proposed work.

(b) Returnable date and time of tender. It is the responsibility of the tenderer to see that the

tenders are received in company office or tender box within the stipulated time and date.

The envelop must bear full address of the tenderer.

(17) The company’s general conditions of contract will apply to all the contractors and he is deemed to be

fully aware of the company’s general conditions of contract for the works in respect of security

deposits, penalty for late completion of work etc and any ignorance of these conditions will not

exempt the contractor from the liability to abide by the same.

Submission of a tender by a tenderer implies that he has read that the instructions and conditions of

contract contained in booklet and has made himself aware of the scope and specification of the work

to be done and of the conditions and rate at which stores etc. will be issued to him and local

conditions and other factors bearing on the execution of work.

If the contractor stands lowest for more than one tender it will be at the discretion of the

competent authority whether to award more than one work on not without assigning any reason

thereof.

(18) Safety :

Before starting any work on line or pole etc by the laborers of the contractor it will be the

responsibility of the contractor obtain line clear from the concerned officer. The Company is not

liable for any injury on damage to contractor’s workman or his equipment respectively during

execution of this contract and the Company will not pay any compensation for any reasons

whatsoever. The contractor is also responsible for any damage to private property i.e. standing

crops in farms or Gram Panchayat property.

(19) The contractor shall not demand or accept any help from the intending consumers in line erection

works or in transport of materials.

(20) Whenever there is an excess work carried out by a contractor beyond the technically sanctioned

amount against the work order given the approval for the excess quantity of work done should be

obtained from the competent authority as per Company rules.

(21) The erection work should be started from the date of commencement given in the order and

should be completed within the prescribed period for each work. The contractor is bound to

complete the work within the specified period of each work, given by Executive Engineer.

(22) Extension of Time Limit:

(a) If for any reasons, the contractor is not in a position to complete the work within the stipulated period, he should put his application to the Engineer in charge before one month of the expiry of the stipulated time limit giving valid reasons for the required extension.

(b) In case of any non supply of materials from stores, the contractor will have to intimate the Sub-Division Office or Division office quoting the MR No and date for non receipt of materials. The intimation will be considered for extension in time limit. The time limit will be considered on the basis of number of “Working Days” or “Months”.

It will be the responsibility of the contractor to intimate the closing down and

recommencement of work at all stages to the engineer in charge or vice versa in writing with

de reason for the closing down of the work with specific of days for which work will remain

closed.

In case of failure on the part of the contractor his claim for extension of time limit will not

be entertained. In case of no intimation in these regards the reason for delay on this ground

will not be accepted.

(23) Priority of work would be decided by the competent authority and contractor shall carry the

work within the stipulated period of the order by the competent authority.

(24) The contractor must have adequate resources and gang of unskilled personnel to undertake the

work at different places simultaneously.

(25) The contractor will be given the separate order for each work on the basis of the rate contract

order. The date of commencement and date of completion of work will be stipulated in the order

which the contractor has to agree otherwise the penalty will be leviable for the late completion of

work as per Company standard conditions. The R.A. bills and final bill will be admitted against this order

and will be finalized accordingly.

(26) If during 12 calender months from the date of handing over charge after completion of work the

erected lines are found defective in any way, the same should be rectified by the contractor at his own

risk and cost.

(27) The contract will remain in force for the period of one year from the date of issue of commencement order.

(28) TERMS OF PAYMENT:

(a) The payment will be made to the contractor by A/C. payee cheque / RT GS / NE FT / on

local bank subject to an advance stamped receipt being received from payee.

(b) The total payment through all the RA bills combined together will not exceed 75/80% of the

actual work executed against the sub work order placed against the annual rate contract. The

payment to the contractor through R.A. bill will be made only after 50% of works done

and provided the contractor furnishes the material accounts in respect of pervious R.A. bill

otherwise the payment through R.A. bills shall not be made. No R.A. bill will be paid

without recording the measurements and the preparation of material account.

(29) Recording of measurements in the presence of contractor.

(a) If case of work carried out satisfactorily by the contractor.

In the work has been carried out satisfactorily the contractor with prior intimation from the

company’s officers shall have to witness the recording of measurements on the appointed date

within one month of the completion of work. It the contractor fails to remain present on the

appointed date a notice under Registered cover with A.D. will be served on him to witness the

recording of measurement by prior appointment with the Company’s officer within ten days of

the receipt of notice or within such extended period applied for by the contractor and granted

by the company’s officer if the contractor still fails to come for recording of measurements

within the original or extended period of time granted by the company’s officer, then the

recording of measurement will be carried out thereafter unilaterally by the company’s officer

and the Final Bill finalized as per measurements, recorded by the company’s officer and the

same shall be binding on the contractor no request than will be entertained.

(b) In case of work not carried out satisfactorily.

In case of work not carried out satisfactorily, either during the progress of work or on its

completion the conditions as specified vide conditions No.5 read with condition No.4 (b) of

tender and contract for works booklet shall apply and the recording of measurements shall be

done within one month of completion of work after rectification of defects by contractor or by

the Company at the contractor’s cost as the case may be and any further delay in the recording

or measurements and finalization of the final bill due to the fault of the contractor shall be

subject to the conditions as laid down in clause 9 (a) above of the contract booklet.

(30) SUBMISSION OF ACCOUNTS BY CONTRACTOR:-

The contractor shall submit materials account with each R.A.Bill also he shall on completion of the

work have to prepare and render the final detailed materials account of the materials received by him

from the Company’s store within one month from the date of completion of work if however the

contractor does not render the materials accounts a notice shall be issued to be contractor under

Registered A.D. to render the materials account within ten days from ten date of issue of the notice in

default, the materials account and procedure which shall have to be accepted by the contractor and

disputes if any raised shall not be entertained the balance materials also will have to returned by the

contractor within one month from the date of completion of work otherwise Company is not liable to

accepted at a of date.

(31) The contactor will not be allowed to transfer materials from one work to another without written

permission of the field officer justifying the reasons for such transfer.

(32) Any rules framed or instructions issued regarding contractor by the Company or its representative after

awarding this contract shall also form part of this contract and will be binding to the contractor.

(33) On completion of work contractor will inform the Dy. Engineer concerned and Dy. Engineer will see

that if any rectifications are to be carried on that work will intimate the contractor 15 days in writing

from the date of receipt of the letter from the contractor giving him time limit of 7 days to carry out

the rectifications pointed out. If the contractor fails to do the rectification, addition, or alterations etc.

within the above time limit of 7 days then the same will be got done through other agency or Deptt.

Labour at the risk and cost or the contractor without giving any further notice or any intimation

No complaint will be entertained from the contractor in this regards and amount will be

recoverable with 15%supervision charges.

(34) 25% more charges are to be paid for the work carried out in Cyclone.

(42) Earthing certificate must be taken from the Line Staff and it is to be submitted alongwith the final

Rate to be deducted for not carrying out the work

1. If numbering are not done as per standard specifications due to negligence from your side in that

case rate of Rs.30/- per location will be deducted from the bill.

2. If painting is not done as per standard specifications in that case Rate Rs.50/- per PSC Pole & Rs.200/-

per RSJ pole & Rs.500/- per DP & T/c. will be deducted from the bill.

3. Charges for mounting distribution boxes are including in erection of T/C. If distribution box with

wiring is not provided by UGVCL in that case Rs. 200/- per number shall be deducted from the bill.

4. If Transformer is not mounted then Rs. 1000/- per transformer will be deducted from the bill.

5. Charges for mounting of AB switches: - If AB switch and dist.box is not provided by UGVCL in that

case Rs. 50/- for each items shall be deducted from the bill or if same are not provided by contractor

on the part of his negligence in that case Rs. 100/- for each item shall be deducted from the bill.

6. If earthing of pole or DP structure is not found in a separate pit as per standard then such earthing

work shall not be considered as a executed earthing quantity and such earthings shall be executed by

UGVCL through other agency and amount for the same shall be deducted from the bill.

7. If PSC pole exists than Rs.250/- per pole shall be deducted.

8. If Girder pole exists than Rs.480/- per pole shall be deducted.

9. If DP structure exists than Rs.500/- per pole shall be deducted.

10. If Lighting arrestor not installed than Rs. 30/- per Set.
