Job Title: RDPE LEADER Programme Manager

Responsibilities

The Programme Manager will have day-to-day responsibility for the delivery of the North Northamptonshire transition plan and for ensuring that the NNRAP and NEP comply with all relevant roles and obligations including

acting as the main point of contact with key stakeholders and partners (e.g. DEFRA LA s )

providing the secretariat for the NNRAP, its Management Group and associated Panels.

Commissioning work that will provide the evidence base for the next round of LEADER funding for 2014-2020 programme;

Supporting the development of the LEADER application for the next LEADER application for 2014-2020 programme.

Representing the NNRAP regionally and nationally.

In addition he/she will

1 To work in partnership with the NNRAP and NCC in ensuring due diligence of financial procedures.

2 To provide information on the transition plan and LEADER to individuals, community groups, statutory and voluntary sector organisations, private sector companies and the

media and making presentations to voluntary groups, local authority and other groups as required..

3 To contribute to the development of work plans and funding bids

4 To produce reports on work undertaken as part of the transition plan.

5 To assist in the compilation of reports

6 To represent NNRAP on groups as requested.

7 To carry out any other duties at a similar level of responsibility as may from time to time be reasonably required by theHead of Economic Development .

8 The job description reflects the major tasks to be carried out by the post holder and identifies the level of responsibility at which they will be required to work. In the interest of effective working, the major tasks may be reviewed from time to time to reflect changing needs and circumstances of Northamptonshire Enterprise Partnership. Such reviews, and any consequential changes, will be carried out in consultation with the post holder.

Person Specification

Essential

1. Awareness of and experience of working with the RDPE and LEADER programmes.

2. Experience of working on economic, community and sustainable development work and/or relevant academic/ vocational qualifications

3. Sound knowledge of rural economic social and environmental issues.

4. Sound understanding of the role of statutory agencies, local authorities and the private and third sectors.

5. Proven ability to communicate effectively at all levels with professionals and with individuals and groups in local communities and good presentational skills.

6. Experience of project formation and development and partnership working, delivery of objectives in a partnership context, delivery of funding schemes and managing of governance & decision making structures

7. Ability to work alone and remote from the office.

8. Experience of research, analysis of data and the production of reports.

9. Experience of staff and budgetary management.

10. Must have driving licence and access to a car.

11. Must be prepared to work flexible hours including evenings and some weekends.

12. Working experience of office based word-processing, spreadsheet and database packages.

Desirable

1. University graduate or equivalent qualification.

2. In depth knowledge of social enterprise and rural economic social and environmental issues and services.

3. Experience of sustainable development.

4. Experience of the development of funding bids.
