Local Negotiated Performance Levels• In 2008-2009 Minnesota implemented new

definitions of participant and concentrator and distributed funds under a new consortium structure.

• Our intent at the secondary level is to use 2007-2008 data as baseline data for 2008-2009 in all areas except 1S1, 1S2 and 4S1 where 2007-2008 consortium data will be the negotiated performance targets for 2008-2009.

• We hope to have 2007-2008 data out soon.

State Negotiated Performance Levels

• Because the state did not meet targeted performance in 1S2 at the 90% level, it must prepare an action plan to improve performance.

• A similar expectation will be in place next year for consortia that do not show improvement on this year’s data in 1S1, 1S2 or 4S1.

• Action plans may need to address strategies specific to sub-populations (gender, race/ethnicity, special population status).

Inviting participants for state technical assistance working with Hans Meeder, former Deputy Assistant Secretary from the US Department of Education.

Plan is to address four to eight programs of study with 3 to 5 consortia participating in each effort.

We continue to await information from the US Department of Education on the state’s allocation for 2009-2010.

As a reminder, the secondary Perkins allocation is based on general population of individuals aged 5 through 17, and individuals of poverty aged 5 through 17.

Minnesota has established an alternative formula for the distribution of 10% of the local allocation. This formula is based:

50% on the consortium’s share of participants in secondary and postsecondary CTE

programs, and

50% on the geographic area of the consortium.

At the secondary level, the US Department of Education has determined that we may no longer use free & reduced price meals as an indicator of poverty for the purpose of fund distribution. We must use US Census poverty data instead.

Doing so will cause some shifts among consortia. We are recalculating the consortium budgets using US Census data and will apply the 2009-2010 Minnesota allocation when it is known.

If it looks like it will be more than a few weeks before the state’s 2009-2010 allocation is determined, we will work with the US Department of Education to provide a reasonable estimate for planning purposes.
