Introduction

The El Niño global climactic event significantly affected the 2015 meher/summer rains on the heels of failed belg/ spring rains in 2015, driving food insecurity, malnutrition and serious water shortages in many parts of the country. The Government and humanitarian partners issued a joint 2016 Humanitarian Requirements Document (HRD) in December 2015 requesting US$1.4 billion to assist 10.2 million people with food, health and nutrition, water, agriculture, shelter and non-food items, protection and emergency education responses. Following the delay and erratic performance of the belg/spring rains in 2016, a Prioritization Statement was issued in May 2016 with updated humanitarian requirements in nutrition (MAM), agriculture, shelter and non-food items and education.The Mid-Year Review of the HRD identified 9.7 million beneficiaries and updated the funding requirements to $1.2 billion.

The 2016 HRD is 69 per cent funded, with contributions of $1.08 billion from international donors and the Government of Ethiopia (including carry-over resources from 2015). Under the leadership of the Government of Ethiopia delivery of life-saving and life-sustaining humanitarian assistance continues across the sectors. However, effective humanitarian response was challenged by shortage of resources, limited logistical capacities and associated delays, and weak real-time information management.

This Periodic Monitoring Report (PMR) provides a summary of the cluster financial inputs against outputs and achievements against cluster objectives using secured funding since the launch of the 2016 HRD. The PMR also describes changes in the humanitarian context where appropriate. The update on the Ethiopia Humanitarian Fund (EHF) provides a detailed funding overview of prioritized projects supported in ‘hotspot’ areas of the country.

The HRD is structured around three Strategic Objectives: 1) Save lives and reduce morbidity related to drought, 2) Protect and restore livelihoods and 3) Prepare for and respond to other humanitarian shocks, including natural disasters, conflict and displacement.Sector/Cluster Requirements

CLUSTER ACHIEVEMENTS

Progress towards Cluster ObjectivesFrom January to the end of December 2016, the Food Cluster distributed 1,543,574MT of food to a maximum of 10.2 million people in 10 Rounds of food assistance. In addition, $16.1 million of cash was distributed to 551,222 relief beneficiaries in 19 woredas in Oromia region, six woredas in Somali region and five woredas in Amhara region. In January, the Food Cluster distributed 159,493 MT of relief assistance as part of Round-7, the 2015 bridging round, between the 2015 and 2016 HRD rounds.

Food delivery and distribution encountered a number of challenges, including limited woreda level distribution capacity, inaccessible roads due to heavy rains, and transportation, warehousing and supply chain challenges. With support from the Logistics Cluster and the deployment of NDRMC federal staff members to Afar, Amhara, Oromia and Somali regions, the Food Cluster addressed these challenges and successfully reduced the number of days from the start of a Round to completed dispatch and distribution of food assistance.

Progress towards Cluster ObjectivesOf the 1.9 million smallholder farming households targeted for seed support in the 2016 HRD (1.7 million meher dependent households and 198,000 belg dependent households), the sector/cluster distributed seeds to 82,520 belg smallholder farming households and 1.5 million meher smallholder farming households. The Government’s contribution to the sector/cluster amounts to $21 million. To increase sector/cluster coverage, implementing partners targeted hotspot 1 and 2 woredas, while Government reached beneficiaries in non-NGO targeted areas.

The sector/cluster mobilized approximately $13 million to implement livestock interventions outlined in the HRD, including treatment of 6.5 million animals, provision of feed to more than 1.1 million, rehabilitation of water points benefitted 52,000 animals, nearly 40,000 livestock were commercially destocked and 27,500 livestocked slaughter destocked.

Changes in ContextDuring the mid-year review, the sector revised the number of households requiring meher seeds to 1.7 million households from the 198,122 households targeted in the 2016 HRD. According to the Agriculture Task Force, meher seed requirements were underestimated during the 2016 HRD preparation. While there was a significant contribution by donors in the meher season seed response, the contributions to the livestock sector was minimal. Of the $30 million required by May 2016 to meet livestock sector needs only some $13 million were mobilized.Funding

Progress towards Cluster ObjectivesThe mid-year review (MYR) of the 2016 HRD targeted four million school children for school feeding, learning supplies and school WASH in drought and flood affected woredas. The Federal Ministry of Education (MoE) offered school feeding to 2.9 million school children. WFP and SCI provided school feeding to 240,576 school children between Feb and June 2016. UNICEF and SCI provide emergency water support to 307 schools that benefited 219,449 school children. UNICEF, SCI, Imagine1 Day and Islamic Relief provided learning supplies to 61,655 school children in 2015/16.

SCI extended its support to 17,828 school children in Afar and Somali regions starting from Nov 2016 for the new academic year. About 1.7 million children benefited from the provision of learning supplies for the new academic year with the support from USAID, SCI, UNICEF, Child Fund, PIN, Imagine1 Day, RTP and CIAI. Moreover, UNICEF supported the establishment of 15 Temporary Learning Centers that benefited 936 IDP school age children and the construction of 18 TLC is on progress.

Changes in ContextThe number of emergency affected children reduced from 4 million in June 2016 to 3 million in December 2016. Irregular attendance/absenteeism of school children was a challenge in the previous academic year. Closure of schools and disruption of education is a new phenomenon experienced in this year particularly in the South and South Eastern Part of the country

Progress towards Cluster ObjectivesIn 2016, 718,000 people were reported as displaced due to flood, community clashes, and drought. Of these, more than half (376,000 people) had reportedly returned to their place of habitual residence during the year.

Distribution: As of 15 December 2016, 62,152 households (est. 341,836 people) were reached with emergency shelter kits; over 62,000 households with kitchen sets and jerry cans, 64,000 with beddings, and nearly 31,000 with mosquito nets. Of those assisted, 38 per cent were displaced by floods, 3 per cent by drought and 35 per cent by conflict.

Stock and Pipeline: At the end of 2016, the cluster has more than 19,000 kits in stock, being distributed, or prepositioned. An additional 24,000 kits are also under procurement which is projected to be adequate for the cluster to respond to emergency shelter & NFI need in the first quarter of 2017.

Changes in ContextAssistance to the ‘indivudually-displaced’ was a challenge for the cluster that focuses on family unit level support. Exploration into the use of cash for NFIs, particularly in areas with working markets may address this challenge. The increasing numbers of people affected and displaced by conflict, where security situations limit access, continue to pose a challenge for the cluster/sector’s response. The cluster is also working to better address shelter needs of those who have been affected by shocks but remain at their place of origin, or have returned, to contribute towards their rehabilitation.

Progress towards Cluster ObjectivesOf the 3.6 million people targeted by health interventions in the 2016 HRD, the sector provided medical services to 238,948 people through MHNT (Mobile Health and Nutrition Teams) consultations, training of health workers and medical supplies.

$1.5 million was requested to fill a funding gap for measles vaccination campaign for 25.8 million children between the ages of 5 months and 15 years in 505 drought-affected and at risk woredas. The vaccination coverage achieved 97 per cent using funds from WHO and UNICEF routine measles/polio vaccination programmes while development donor partners shifted development funds to fund operational costs. Emergency preparedness and response trainings and orientations were given to 63,447 health workers on scabies, AWD, and other public health emergencies

Additionally, 73,886 community members were trained on basic hygiene practices and scabies prevention and treatment. In Amhara and Tigray regions, 857,294 scabies cases and the people who were in contact with them were treated.

Change in ContextThe AWD outbreak that started in 2015 in Oromia and Somali regions continued into 2016. During the year, the outbreak spread to Afar region in week 7 when the first cases were reported in that region. In week 9 SNNP region reported the first case followed by Addis Ababa which reported its first case in week 23. At that point, the outbreak spread to the rest of the country with cases reported in Amhara (week 27), Tigray (week 30), Dire Dawa (week 32) and Harari (week 33). Benashangul Gumuz began reporting cases of AWD in week 31.

Population movement by seasonal workers, mass gatherings for national and religious holidays and flooding caused by unusually heavy belg spring rains in April/May which contaminated water sources, normal to above normal kiremt/summer rains, all contributed to the rapid spread of the outbreak. The Government is leading a strong response to the outbreak with support from international partners. The National AWD Response Plan was revised and a humanitarian joint AWD response plan developed to support it.

Partners supported the government to strengthen surveillance capacity, case management, sanitation, and provision of safe water and hygiene promotion interventions to curb and manage the AWD outbreak. Treatment and preventive supplies were sent to affected and at-risk areas. Some 148 complete CTC kits were distributed to the affected areas in addition to 289 beds; 12 diarrhoeal disease kits and more than 2,000 rapid diagnostic test kits were distributed to Addis Ababa and other affected regions (Afar, Oromia, SNNP,Somali, and Tigray regions). The Health Cluster recruited six regional cluster coordinators that were deployed to the regions to support sub-national coordination. With the spread of AWD to all regions except Gambella, the deployment of additional public health and surveillance officers to strengthen data collection and rumour tracking, verification, outbreak investigation and response, and support laboratory confirmation have become critical.

During the year 619 suspected meningitis cases and 18 deaths were reported from Amhara, Oromia and SNNP regions.

As of 30 November 2016, 5,908 suspected measles cases were reported from across the country; 2,624 cases from case based reporting and 3,284 from line lists. This number includes: 1,010 laboratory confirmed (IgM positive); 3,078 epi-linked and 82 clinically compatible cases. About 17 cases were pending classification and 1,515 cases were negative. The age distribution of confirmed cases is as follows: 53 per cent <5 years of age; 22 per cent 5 to <10 years of age; 10 per cent 10 to <15 years of age and 15 per cent >=15 years. Of the confirmed cases, 51 per cent had no history of measles vaccination, 30 per cent received a single dose of measles vaccine, and 2 per cent received two or more doses, while 17 per cent had an unknown vaccination history. A total of 114 confirmed measles outbreaks were reported in 104 woredas in Addis Ababa, Afar, Amhara, Gambella, Oromia, SNNP and Somali regions.

Scabies outbreaks continue to be reported in Amhara, SNNP and Oromia regions. A total of 471,853 scabies cases were reported from these regions between week 1/2016 and week 52/2016. In 2016, 190,646 cases were reported from 77 affected woredas of 13 zones in SNNP region.

From week 1 to 52/2016, 115,360 cumulative Severe Acute Malnutrition (SAM) cases were reported in Afar, Amhara and Oromia regions.

Progress towards Cluster ObjectivesThe Government of Ethiopia is leading the response to the drought and the National Disaster Risk Management Commission (NDRMC) has overall responsibility for coordinating the delivery of humanitarian assistance. The Inter-Agency Standing Committee (IASC) activated the Logistics Cluster for Ethiopia on 24 March 2016. Under Government leadership, WFP as Cluster Lead Agency, works with the humanitarian community to identify logistics bottlenecks, propose solutions and support national and regional Government entities and humanitarian partners to ensure an efficient and effective logistics response. Activities include

supporting logistics coordination, information management, storage augmentation and strengthening of human resource capacity of the humanitarian logistics supply chain. Since it was activated, the Logistics Cluster supported NDRMC and humanitarian partners in augmenting storage capacity at NDRMC regional hubs, as well as at Food Distribution Points. Since the start of the Cluster’s operation, 121 requests for additional temporary storage capacity were received. Of these, 117 Mobile Storage Units (MSUs), 3 local constructions and 1 permanent warehouse were completed. The Logistics Cluster reached 107 per cent of storage capacity augmented.

As of December 2016, all staff (982 in total)have been recruited by NDRMC, the Somali region Disaster Prepardness and Prevention Bureau (DPPB) and the third party recruitment agency, in line with the Clusters’ support to NDRMC to augment staffing capacity. To build local staff capacity using knowledge sharing and skill transfer, 602 staff from NDRMC, Ethiopian Maritime Affairs Authority (EMAA) and Ethiopia Road Transport Authority (RTA), WFP and CRS/JEOP, were trained in 21 locations.

As requested by the NDRMC, the Logistics Cluster through WFP, as a provider of last resort, completed the transportation of emergency Non-Food Items (NFIs) donated by DFID to the NDRMC. WFP transported more than 660 MT of relief items on behalf of the NDRMC via 77 truckloads. Items including blankets, health and wash kits donated by donors to the Government of Ethiopia to support the flood response were transported to different regions and then onward to zonal destinations for final distribution.To support improvement of operations, the Logistics Cluster refurbished NDRMC offices in Addis Ababa, Adama and Dire Dawa. The Kombolcha NDRMC hub will also be assessed to inform appropriate rehabilitation activities. Logistics Cluster Officers worked alongside NDRMC staff in Addis Ababa, Adama and Dire Dawa hubs. Additionally, one Shipping Officer supported the Ethiopian Maritime Affairs Authority (EMAA) on pipeline management and entry port planning. As of December 2016, a railway expert provided support and expertise to the Ethiopian Railways Corporation (ERC) to assess, identify and prioritize actions to enhance and maximize the utilization and development of the new Ethiopian railway, as well as facilitating access to the railway on behalf of the humanitarian community.

The Logistics Cluster also regularly produces and shares information products related to access constraints, food dispatches, Logistics Cluster situation updates and infographics with the humanitarian community.

The Cluster received just under $12 million to date, more than $3 million was spent on implementation of the storage augmentation project (purchase, transport and installation of Mobile Storage Units) and to support NDRMC through purchase of NFIs needed to increase efficiency at the main regional hubs.

Progress towards Cluster ObjectivesThe 2016 HRD requested $95.5 million to treat 1.7 million MAM cases; 1 million children under-5 years and 700,000 pregnant and breast-feeding women; and 420,000 SAM cases. In the March hotspot classification, the requirement increased to $132.2 million to treat 2.5 million MAM and 420,000 SAM cases. From January to December 2016, the sector reached 2,605,281 MAM cases (1,413,531 children and 1,191,750 pregnant and lactating women) and 297,135 SAM cases of which 23,572 were treated in Stabilization Centres due to medical complications. Since the beginning of the year, the number of facilities equipped to treat SAM children increased from 14,214 to 15,933 (1,145 new facilities since January 2016) and the number of mobile health and nutrition teams increased from 33 in January 2016 to 49 in December 2016 to increase access of people in hard-to-reach areas to nutritional interventions.IYCF-E supported training

The Federal Ministry of Health decided to conduct monthly screening in hotspot priority 1 woredas and is exploring expanding the 2nd generation supplementary feeding programme (SFP), which involves monthly screening and use of ready to use supplementary food. The health system was prepared to treat 3,329,713 children every month and an average of 2,2781,614 million children were screened on a monthly basis (84 per cent of all children 6-59 months) from January to Aug 2016.

Protecting appropriate infant and young child feeding (IYCF) practices is essential to prevent increased mortality, disease and malnutrition. The Government developed an IYCF-E action plan that integrated IYCF-E into training programmes for health providers to ensure that health providers in priority woredas have the required skills to counsel on IYCF. At the end of September, 14,092 health providers were trained and 2,370 mother-to-mother support groups established. In addition, intensive radio messaging on IYCF was broadcasted in five different languages in all affected regions with the aim of reaching a larger audience.

To maintain the micronutrient status of children under-5, the sector/cluster reached 19,555,544 children (80 per cent coverage) with vitamin A supplements and 6,944,309 children - 24-59 months (76 per cent coverage) with deworming prophylaxis thereby reducing the risk of iron deficiency (anaemia); for both interventions the coverage for deworming is below the 80 per cent recommended coverage.

Considering the high caseload of acute malnutrition and the subsequent heightened burden on the health system, sector/cluster support to health clinics and health posts was essential in ensuring that services reached the most vulnerable and hard-to-reach areas whilst maintaining the integrity of the health system. In July 2016, 420 priority woredas were identified 206 (49 per cent) of them were priority 1 and 154 (37 per cent) woredas were priority 2. The sector/cluster prioritized these woredas for the life-saving intervention response. In addition to supporting MAM and SAM treatment, the sector/cluster supported IYCF interventions in 95 per cent of woredas and hygiene promotion was integrated into nutrition programmes in 71 per cent of woredas as of June 2016.

Progress towards Cluster ObjectivesOf the 2.5 million people targeted for protection interventions in the 2016 HRD, the sector assisted 9,036 women and girls in drought- affected priority 1 woredas with psycho-social support services in Women-Friendly Spaces, as well as 36,803 children (19,769 boys and 17,034 girls) in Child-Friendly Spaces. Progress towards Cluster ObjectivesDuring the year of 2016, out of the 9.6 million people targeted for WASH interventions in the 2016 HRD, over 13 million people were reached. Water trucking activities continued in woredas that had inadequate rainfall and provided 3.3 million people with safe water. The second major emphasize was given on rehabilitation of existing water points where 2.1 million people benefited from the rehabilitation of motorized boreholes and some 1 million people could access water following the rehabilitation and maintenance of non-motorized water points.

Second major intervention was household water safety by providing essential WASH NFIs including water treatment chemicals and storage containers. Household water treatment chemicals were provided to 2.5 million people. Additionally, WASH partners reached 4.5 million people through hygiene promotion and 284,214 people through sanitation interventions.

The 2016 response focused on addressing drought and AWD related needs. Due to spike in AWD response needs during the second half of the year, additional beneficiaries were reached with support of donor flexible funding.

Changes in Context During the last quarter of 2016, water shortages became a critical issue due to the impact of the negative Indian Ocean Dipole (IOD) in eastern and southern parts of Ethiopia. The below-average rainfall during the short pastoral rains across, ground water did not recharge sufficiently. Consequently, a scale up of emergency water supply was required. The Cluster addressed this by prioritizing three key interventions: water trucking, repair and maintenance of water points and construction of water points in critical areas. WASH response to water and vector born disease outbreak response continues to be a priority.
