Perdana Leader Fellowship 1 Introduction PERDANA LEADER FELLOWSHIP The next generation of great leaders should continue to be harnessed through appropriate platforms to boost their leadership potential. Generation Y needs role models and practical learning to develop their leadership skills to the highest level. The Perdana Leadership Programme is one of the initiatives of the Youth Development Transformation Laboratory, which is based on the concepts of internship and mentorship of the White House Fellows programme in the USA, and reconfigured to meet Malaysia’s needs and requirements. Malaysia needs prominent figures and leaders who are wise, prudent, virtuous and capable in the face of current issues and challenges at the national and global levels. The diversity of customs, cultures and religious beliefs in Malaysia can be a hallmark and strength if managed properly. Therefore, the Ministry of Youth and Sports, as one of the agents of human capital formation, is responsible to produce successors to replace today’s high calibre leaders. It is now widely perceived that Malaysia’s current generation is less competent to lead the country. The calibre of youth leadership has shown a slight decrease from 67.2 in 2006 to 65.3 in 2008 (Malaysia Youth Index). Malaysia’s young outstanding leaders need to be groomed through appropriate platforms that provide formal training and professional exposure, thereby enhancing their leadership potential. Generation Y needs role models to build their confidence and leadership skills to compete in the international arena.

UNIVERSITI TUN ABDUL RAZAK

Universiti Tun Abdul Razak (UNIRAZAK) was established on 18th

December 1997 as one of the first private universities in Malaysia. The University was named after Malaysia's second Prime Minister, the late YAB Tun Abdul Razak bin Dato' Hussein, and officially launched on 21

st December 1998 by Tun Abdul Razak's eldest son, YAB Dato' Seri Mohd Najib bin

Tun Abdul Razak, current Prime Minister of Malaysia and then Minister of Education. On 1st

March 2007, Tun Abdul Razak Education Foundation (Yayasan PINTAR) acquired Universiti Tun Abdul Razak Sdn. Bhd. (owner of Universiti Tun Abdul Razak) from KUB Malaysia Berhad.

Since its inception, UNIRAZAK was among the first few private learning institutions in Malaysia to receive the SIRIM certification of ISO 9001:2000. Additionally, the University has been awarded the prestigious Multimedia Super Corridor (MSC) status, which is a testament to the University's commitment to integrating technology and innovation in its teaching and learning techniques. UNIRAZAK has rapidly established itself as a premier centre for education in its efforts to produce competitive and capable graduates.

UNIRAZAK is highly accessible to the community. CENTRE FOR EXECUTIVE EDUCATION

The Centre for Executive Education (CEE) of Universiti Tun Abdul Razak (UNIRAZAK) is set up as a way to realise our mission to become the centre of excellence for human capital development through executive development programmes and services.

We aim to provide the necessary knowledge and technical skills for emerging entrepreneurs, and for management personnel to pursue a successful career as a manager in not only well-established corporations but Small & Medium Enterprises (SMEs) as well. Speakers’ Profiles

YBhg Dato’ Ku Jaafar Ku Shaari is currently the Director General of the Institute of Diplomacy and Foreign Relations (IDFR), Ministry of Foreign Affairs, Malaysia. Dato’ Ku Jaafar graduated with an Honour’s Degree from University of Malaya in 1980 and joined the Malaysian Foreign Service in 1981 as Assistant Secretary in charge of the Southeast Asian Division. In 1985, he was posted to the Malaysian High Commission in Ottawa, Canada, as Second Secretary. 1988, he was promoted to Principal Assistant Secretary of Southeast Asian Division at the Ministry. His next posting was to Vientiane, Laos, as Charge d’Affaires a.i. in 1991. He was seconded to the Permanent Mission of Malaysia to the United Nations in New York in 1993 as Counsellor in charge of the Bosnian Issue at the Security Council of the United Nations. In 1994, he was posted to Zagreb, Croatia, to establish the Embassy and was its first Charge d’Affaires. In 1995, he was appointed as Principal Assistant Secretary in the Economic Division of the Ministry. In 1998, he was appointed as Charge d’Affaires ad interim of Malaysia to the Hashemite Kingdom of Jordan. He then had a brief stint as Director of Training at IDFR in January of 2001 before being appointed as Under-Secretary of the Organization of Islamic Conference (OIC). In 2004, he established the Embassy of Malaysia in Doha and became the First Resident Ambassador of Malaysia to the State of Qatar. In 2007, he was appointed the High Commissioner of Malaysia to Negara Brunei Darussalam, where he served for three years, before taking up his current post at IDFR in October 2010. Dato’ Ku Jaafar was born in 1957 and is married with three children.

H.E. Ambassador Dato’ Muhamad Noor Yacob is the Executive Director of the APEC Secretariat based in Singapore, the coordinating, technical and advisory body that supports sustainable economic growth and prosperity in the Asia-Pacific region. In this role, he advances APEC’s agenda by effectively executing APEC’s work programme as mandated by Leaders and Ministers who meet annually. Noor holds this appointment until December 31, 2012. Prior to taking up his position, he was Malaysia’s Permanent Representative to the World Trade Organisation from 2003 to 2009. During that time he served as Chairman of the General Council (2007), Chairman of the WTO Dispute Settlement Body (2006) and Chairman of the WTO Negotiating Group on Trade Facilitation (2004-2005). He has also held several senior positions within the Malaysian public service, including Deputy Secretary General in the Ministry of Women, Family and Community Development; Head of Planning and Policy Research and Chief Information Officer for the Ministry of Human Resources and Principal Assistant Secretary with the Ministry of Plantation Industry and Commodities. Dato’ Noor obtained a Bachelor of Economics (Honours) from the University of Malaya and a Master’s degree in Public Policy from the University of Wisconsin, Madison. He also attended the Advanced Management Program at Harvard Business School.

Mr. Peter Brian M. Wang is currently the Principal Assistant Director of FTA Policy and Negotiations Coordination at the Ministry of International Trade and Industry (MITI) from 2007 to present. He obtained a bachelor of Economics (Applied Economics) from the University of Malaya and a PG Diploma in Development Finance from CeFiMS, University of London. In 2003-2006, he was the Assistant Director of the Bilateral and Regional Relations (Americas Unit), MITI. He also served as Assistant Director of Innovation and Commercialisation at the Ministry of Science, Technology and Innovation from 2006 – 2007. In this current role, he formulates national policy on free trade agreements (FTAs), develop national negotiating positions, strategies and approach, undertakes feasibility studies (cost and benefit assessments), and monitors international developments with regards to FTAs. He also conducts outreach programmes (including providing briefings / presentations to the public). Peter is married with 2 children.

YBhg Tan Sri Dr Sulaiman Mahbob was the Chairman of Malaysian Industrial Development Authority (MIDA) with effect from September 1

st, 2009 until 28

th May

2012. Prior to this appointment, Dr Sulaiman served the Government of Malaysia for over 38 years in various capacities including the position of the Director-General of the Economic Planning Unit, Prime Minister’s Department, Secretary-General of Ministry of Domestic Trade and Consumer Affairs (then), and Undersecretary (Economics) of Ministry of Finance, as well as Head of Secretariat of National Economic Action Council during the financial crisis in 1997/1998. He was also seconded to Malaysian Institute of Economic Research (MIER) during 1995-1997 as the Executive Director. He has served in several Boards of Directors, including Petronas, Felda, PIDM, and Multimedia and Communications Commission. He is also currently a Board member of Bank Negara Malaysia, Felda Global Ventures Holdings Sdn Bhd and ISIS. He is trained widely in economics. He did his undergraduate degree at the University of Malaya (1971), Master of Science from University of London (1977), and PhD at Syracuse University, New York (1986). He also attended a course on World Currency reform at Harvard University, USA, in 1999. He has often contributed articles on the Malaysian economy in the local media, especially The Star, New Straits Times and The Edge. He is also an Adjunct Professor (Economics) at the University of Malaya, Universiti Utara Malaysia, Universiti Islam Antarabangsa and Universiti Tun Abdul Razak. He has been awarded several decorations including Panglima Setia Mahkota, Seri Setia Ahmad Shah Pahang, Darjah Jasa Bakti Sarawak and Setia Mahkota Johor. Tan Sri Dr Sulaiman is married to Puan Sri Dr Norlaili bte Abdul Aziz, a Medical Doctor and they have four children.

Tn Hj Abdul Rashid Kadir has been a Teaching Fellow at INCEIF since 2009, teaching the subjects on Islamic Capital Market, Structuring Financial Requirements and Managing Islamic Financial institutions. He was a part time lecturer of Islamic Banking at University of Malaya for a Masters Degree Programme (2010).

He holds several positions such as Shariah Committee Member of EXIM Bank Malaysia Berhad since 2008, and was a member of the Steering Committee for the setting-up of a new Islamic cooperative bank under ANGKASA (National Cooperative Association) 2010. The institution now is known as Shariah Financing Cooperative (KOPSYA). He also was a member of the Training Committee and Examination Committee for Certified Credit Professional – Islamic (CCP-i) under Islamic Banking and Finance Institute Malaysia (IBFIM: 2005 – 2007 and 2008 - 2010). He was a consultant on Islamic Banking Systems (as an Advisor cum Subject Matter Expert-SME) with IA Group, an established I.T company (2007-2010). He was also involved in developing an Islamic core banking system, the introduction/ implementation of an Islamic financing system by Sabah Credit Cooperation, and a proposed Transformation Programme for Islamic Bank of Thailand under ABM Thailand/Malaysia (2010). He also provides advisory services to Islamic Bank of the Philippines. He has 15 years working experience in Islamic Banking with Bank Muamalat Malaysia Berhad, as Head of the Consumer Banking Division, Area Manager, Branch Manager and Head of Islamic Banking Department/Window. He was a member of the bank’s Management Committee, the Risk Management Committee, Credit Committee, and sat in the Board Audit Committee, overseeing branch banking business and operations, Product Development Department, Trade Financing Operations etc. He also has 15 years working experience with conventional banks, i.e. Bank Bumiputra Malaysia Berhad, in various areas. He was attached at the Small Business Department as Head of the Entrepreneurs’ Development Unit, which provided training, advisory services and business financing for entrepreneurs. He was a member of the Interest Rate Committee of the Bank. Tn Hj Abdul Rashid has wide experience in Islamic Cooperative Movement as Secretary, Chairman and member of the Board of Directors since 1986 until present. He also has experience in presenting papers at international conferences at Dubai, Bahrain, Manila, Bangkok, Tehran, Russia, Kazan etc.

Mr Jason Leong is the Chief Executive Officer of SIP Consulting Sdn Bhd and has expertise in Government Relations, Government Strategies, Public Affairs, Advocacy and Strategic Positioning, Strategic Communications, Reputation Management, Corporate and Political Analyses, Political Campaigning, Business Continuity Planning and Management, Crisis Communication and Media Skills. He has a Bachelor of Laws degree (LL.B) with Honours from University of Malaya which he completed under a prestigious HSBC Scholarship where only 2 were awarded each year in Malaysia. Upon graduation, he worked for HSBC in Malaysia before being assigned to the HSBC Head Office in Hong Kong for several years. He later joined an international law firm in Washington D.C., USA undertaking research, crafting position papers and issues management for corporate interests groups. Thereafter, he served as a public affairs consultant to the Mayor’s Office in

the City Council of Atlanta advising them on issues management, political and communications message crafting, media communications, public affairs and reputation management. He has won Outstanding Service Awards from the City of Atlanta, the City of Knoxville, New Orleans and other cities.

YBhg Prof Datuk Dr Ismail Rejab is a Professor at Universiti Tun Abdul Razak’s Graduate School of Business since February 2010 to present. Dr Ismail obtained a Bachelor of Science (Finance) and MBA (Finance) from Northern Illinois University (USA), and a Doctor of Business Administration from the University of Kentucky (USA). His areas of specialisation are Marketing, Strategic Management, Research Methodology and Organisational Change. Prior to taking up his position, he was Associate Professor in UKM (prior to 1989), Research Director, Survey Research Malaysia (1989 – 1992), Director of Marketing, KTM Berhad (1992 – 1993), Director, Corporate Services, KTM Berhad (1993 – 1998), and Director, International Business School, UTM Kuala Lumpur (1998 – January 2010). Prof Datuk Dr Ismail also held several senior positions such as member on the Board of Multimodal Freight Sdn Bhd, KTM Distribution Sdn Bhd and KTM Consultancy Sdn Bhd.

Associate Prof Dr Ruhanas Harun is currently Associate Professor at the Department of Strategic Studies, Faculty of Defense Studies and Management, National Defense, University of Malaysia (UPNM). Prior to joining UPNM in June 2010, she served as the Head of the International Relations and Strategic Studies Programme at UKM, and before that as Head of the Department of International and Strategic Studies, Faculty of Arts & Social Sciences, Universiti of Malaya and Coordinator of the ASEAN Studies Programme at the Asia – Europe Institute, at the same university. She researches, lectures and publishes on the theme “foreign policy and national security”. She holds a BA (Honours) in International Relations from the University of Malaya, and MA from the University of Paris – Sorbonne and a post graduate diploma in political studies from the Institute of Political Studies 9Sc. Po), Paris. A qualified translator, she has a post – graduate diploma in translation from the University of Malaya, Kuala Lumpur. Dr Ruhanas has taught extensively in Malaysia and abroad, including at the National University of Vietnam, Hanoi; University of Cairo, Egypt and Universitas Pembangunan (Veteran), Jogjakarta. From 1996 to 2008, she taught at the Malaysian Armed Forces Staff College (MTAT) in the areas of Malaysian politics, foreign policy and regional affairs. Since 2008 she has been conducting courses in the same field at the Institute of Diplomacy and Foreign Relations (IDFR) and the Malaysian Armed Forces Defence College (MPAT). Currently she is affiliated to the Institute of West Asian Studies (IKRAB), UKM as an associate fellow. She is frequently consulted by the media and government agencies on international affairs.

YBhg Tan Sri Dato’ Seri Mohamed Jawhar Hassan served with the government before he joined ISIS Malaysia as Deputy Director-General in May 1990. He was appointed Director-General in March 1997 and was subsequently appointed Chairman and CEO of ISIS Malaysia on 9 January 2006. He was appointed Chairman ISIS Malaysia on 9 January 2010. He is also Non-Executive Chairman, New Straits Times Press (Malaysia) Bhd; Member, Economic Council Working Group; Member, Advisory Board, Malaysian Anti-Corruption Commission; Distinguished Fellow, Institute of Diplomacy and Foreign Relations (IDFR); Distinguished Fellow, Malaysian Institute of Defence and Security (MiDAS); Board Member, Institute of Advanced Islamic Studies (IAIS); Chairman, Malaysian National Committee of the Council for Security Cooperation in the Asia Pacific (CSCAP); Member, International Advisory Board, East West Center, United States; and Board Member of Securities Commission Malaysia. He is also Expert and Eminent Person, ASEAN Regional Forum (ARF) Register. He was also Co-Chair, Network of East Asia Think-tanks (NEAT) 2005-2006; Chairman, Malaysian National Committee, Pacific Economic Cooperation Council (PECC) 2006-2010; and Co-Chair, Council for Security Cooperation in the Asia Pacific (CSCAP) 2007-2009. Before joining ISIS, Tan Sri Jawhar’s positions in government included Director-General, Department of National Unity; Under-Secretary, Ministry of Home Affairs; Director (Analysis) Research Division, Prime Minister’s Department; and Principal Assistant Secretary, National Security Council. He also served as Counsellor in the Malaysian Embassies in Indonesia and Thailand.

YBhg Dato’ Seri Jamil Bidin is the Managing Director/Chief Executive Officer of Halal Industry Development Corporation Sdn Bhd (HDC). He is a graduate in Accountancy and also holds a Master Degree in Business Administration (Finance) from the United Kingdom. He started his career as an Accountant with Rothmans of Pall Mall (M) Berhad in 1984 and over the years has acquired extensive experience in auditing, corporate finance and financial management in various positions in public listed companies such as C.I. Holding Berhad, Arab Malaysian Group and Malaysian Resources Corporation Berhad. In 2002, he was made the Managing Director/Chief Executive Officer of Putera Capital Berhad, a main board public listed company with activities in manufacturing, construction, property development and engineering. Prior to his appointment as the Managing Director/Chief Executive Officer of HDC, he was the Corporate Advisor of KUB Malaysia Berhad, a main board conglomerate with business in information and communication technology, education and training, food beverage and events, energy, property development and construction. With his vast experience and expertise, Dato’ Seri Jamil was appointed by the Prime Minister of Malaysia on 16 August 2006 to lead HDC (a wholly owned company of the Ministry of Finance) to develop the halal industry with the mission of making Malaysia the Global Halal Hub.

YBhg Tan Sri Prof. Dr. Muhammad Kamal b. Hassan is a distinguished Professor of International Islamic University Malaysia, in International Institute of Islamic Thought and Civilization (ISTAC). His field of specialisation is Contemporary Islamic Thought in Southeast Asia. His qualifications are Bachelor in Islamic Studies, Master in Islamic Studies and Ph.D. in Contemporary Islamic Thought. His work experience includes Rector of International Islamic University Malaysia from 1999 to 2006, Deputy Rector for Academic Affairs, International Islamic University Malaysia from 1990 to 1997, Dean of Faculty Islamic Revealed Knowledge and Human Sciences, International Islamic University Malaysia from 1989 to 1990, Shaikh al-Kulliyyah (Chairman) of the Centre for Fundamental Knowledge, International Islamic University Malaysia from 1983 to 1990 and Head of Department of Islamic Theology and Philosophy in the National University of Malaysia from 1979 to 1980. Tan Sri Prof. Dr. Muhammad Kamal’s international honours include Fulbright Scholar (1968-1970) Columbia University President’s Fellow (1971-1973), First Holder of Chair of Islam in Southeast Asia at Georgetown University, Washington D.C., USA (1997-1999), Malaysia’s Representative on the Eminent Persons Group, O.I.C. to recommend reforms of O.I.C. (2003-2005), Member of Selection Board for Winners of Amir Naif Award for Best Research in Islamic Studies, Madinah al-Munawwarah (2004-2007), Special Award by Federation of Universities in the Islamic World in Tunisia (2008), and also Advisor to the Sultan Omar 'Ali Saifudien Centre of Islamic Studies, University of Brunei Darussalam in (2010-2012).

YBhg Prof. Dato Paduka Mohamad Bin Abu Bakar is a Professor at the Department of International and Strategic Studies, Faculty of Arts and Social Sciences in the University of Malaya (UM). He holds a Bachelor of Arts from UM and Master of Arts from Lancaster University, UK. His fields of specialisation are International Relations and Malaysian Foreign Policy. Prior to his current position as a Professor, he was the Teaching Grant Recipient in UM (1974 – 1978) and also Assistant Secretary in the Prime Minister’s Department, Ministry of Foreign Affairs Malaysia (January – July 1971). Prof. Dato Paduka Mohamad has been actively involved in various publications in the form of books (e.g. Potret Masa. Persaingan Ideologi dan Pemulihan Tradisi, 1994), book chapters (e.g. Rantau dalam Rantau: Peranan Kelantan dan Terengganu dalam Pemerkasaan Budaya Melayu, in A. Aziz Deraman (ed.) Peradaban Melayu Timur Laut, Dewan Bahasa dan Pustaka, Kuala Lumpur, 2003), academic journals (e.g. Konservatisme Kafir Mengkafir dan Konflik Politik Kepartian Melayu Pemikir, July – September 2000), and also in mass media (e.g. Mengenang Obama di Turki dan Mesir , Al-Islam. August 2009).

YBhg Tan Sri Razali Ismail retired from the government in 1998 after a career in the Malaysian Diplomatic Service that spanned over 35 years. He held various posts – Ambassador to Poland concurrently German Democratic Republic, Czechoslovakia and Hungary, High Commissioner to India, and Deputy Secretary-General (Political Affairs) and Permanent Representative to the United Nations. At the UN he served in various capacities: Chairman of the Group of 77, President of the UN Security Council, Chairman of the Commission on Sustainable Development and President of the United Nations General Assembly. He was involved in articulating and developing positions in various bodies on issues such as development and sustainability, poverty and marginalisation, political reforms in the United Nations and issues of human rights and the environment. He continues to keep abreast on these subjects at home and abroad, through participation at seminars etc. and interacting with personalities and bodies from ties established earlier. He was the UN Secretary-General’s Special Envoy for Myanmar for more than 5 years (from 2000-2005). In Malaysia, he is involved in the IT and environmental industries specifically in renewable energy and solar, is the Pro Chancellor of University Science Malaysia, Chairman of the National Peace Volunteer Corp (Yayasan Salam), was Chairman of a grant organisation on Natural Disaster, Force of Nature (FON), heads an NGO project that supports street and displaced children, Yayasan Chow Kit,; sits on the Board of the Razak School of Government. He is an on the ground environmentalist especially over the protection and replanting of mangroves. He was also for a period President of WWF Malaysia.

Tan Sri Razali was recently appointed as the Chairman of the Global Movement of Moderates Foundation. He writes for the ‘ginger group’ “Foreign Policy Study Group”.

YBhg Dato’ Ahmad Mokhtar Selat is currently a senior lecturer at Sultan Idris Teaching University, Tanjung Malim, Perak. He holds a Bachelor of Arts (Honours) from University of Malaya (UM) and a Master of Arts from Australian National University. His teaching experiences include Senior Lecturer at UM (2006-2011), Associate at the International Institute of Public Administration of Malaysia (INPUMA) (2006-2007), and also Director of Training at the Institute of Diplomacy and Foreign Relations of Malaysia (IDFR) (1994-1996). In the diplomatic area, he served in various diplomatic capacities at the Malaysian Missions in Jakarta, New Delhi, Seoul, Kuwait, Venezuela, New York, Peru and Turkey. In 2000-2003, he was seconded to the ASEAN Secretariat in Jakarta as Deputy Secretary General. He also held position as Director of Operation for the Evacuation of Malaysians during the 1

st Gulf War.

Dato’ Ahmad Mokhtar is also involved in numerous publications, such as Tebusan Tupac Amaru, Berita Publication (1997), and Malaysia China Relations, MA THESIS, ANU (1986).

Mr Mohd Hassan Bin Bal is currently Undersecretary for the Multilateral Political Division, Ministry of Foreign Affairs Malaysia. He holds a Bachelor of Arts (Honours) from the Michigan State University, USA. Prior to his current position, he was the Consul General of Malaysia, Vancouver, Canada (2007). He also held the position of Principal Assistant Secretary (Organisational Development and Inspectorate), Ministry of Foreign Affairs (2003), and a Counsellor of Embassy of Malaysia in Jakarta (2002). He was also appointed as the Second Secretary for Malaysian Embassy in Jakarta, Indonesia (1999), Assistant Secretary for East Asia Division, Ministry of Foreign Affairs (1998), and Assistant Secretary for ASEAN Department, Ministry of Foreign Affairs. Mohd Hassan is married with three children.

Ms. Maria Antonia Mendoza-Obleno is a career diplomat recently assigned as First Secretary and Consul at the Philippine Embassy in Kuala Lumpur, Malaysia, where she heads the Political Section. Her previous foreign assignments were in Moscow and Phnom Penh. From 2008 to 2010, she was the Director of the Treaties Division of the Office of Legal Affairs of the Department of Foreign Affairs of the Republic of the Philippines. In 2008 and 2009, Ms. Oblena was part of the Philippine delegation to the High-Level Legal Experts’ Group (HLEG) on matters arising from the ASEAN Charter, which drew up the protocols and rules governing ASEAN’s legal personality, capacities and immunities, as well as its dispute settlement mechanisms. In May to August 2010, she became the head of delegation of the Senior Officials’ Meeting Working Group (SOM WG) for the Remaining Documents of the HLEG. She co-authored the book Philippine Treaties Index, 1946-2010 (June 2010) with Philippine Ambassador to Malaysia J. Eduardo Malaya, as well as two legal articles in the Philippine Lawyers’ Review, namely, Legal Personality of ASEAN Under the ASEAN Charter: Dimensions and Perspectives (January 2011) and Philippine Treaty Law and Practice (October 2010). Ms. Oblena finished two Bachelor of Music degrees in Piano and Music Education (cum laude) at the Conservatory of Music of the University of Santo Tomas and a Juris Doctor degree at the Ateneo Law School. She passed both the Philippine Bar Examination and the Philippine Foreign Service Examination in 1999. She is married to Dinno M. Oblena, a fellow Foreign Service Officer and currently assigned to the Philippine Embassy in Moscow as First Secretary and Consul.

Dr Asma Abdullah is a free lance consultant, trainer and facilitator on topics related to human resource development and the influence of cultural dimensions on management. She teaches on a part-time basis at the Graduate School of Management, Universiti Putra on subjects related to Cross Cultural Management, Organisation Development and Change, and Faculty of Education, University of Malaya on Guidance and Career Counselling. She now works closely with both Malaysian and foreign managers to enable them to understand cross cultural and diversity issues when working in multicultural teams in the Asia-Pacific region. Dr Asma graduated with a Bachelor of Arts and Dip. Ed. (Monash University, Melbourne), Masters of Science in Education (University of So. California, Los Angeles), Master of Arts in Counselling (University of Malaya, Kuala Lumpur) and Ph.D in Anthropology (Universiti Kebangsaan, Bangi). Her work experience includes 8 years of secondary school teaching and curriculum development in a semi-government organisation. She joined Esso/ExxonMobil in 1980 and retired 22 years later as a human resource development practitioner. She has written and published more than 40 articles on culture, women, training and development and authored 5 books: Understanding the Malaysian Workforce, Going Glocal, Understanding Multicultural Malaysia, Culture Matters and Insights into Malaysian Culture. She is also a Panel Board Member, of the ASLI Center for Policy Studies, Kuala Lumpur and a Member on the Industry Advisory Panel (IAP) for KANITA, Universiti Sains Malaysia, Penang. She is also a founding member of the Facilitators Network Services in Malaysia, a Committee member of JUST World and member of Sisters in Islam. Some of the private and public sector organisations for which Dr Asma has provided services include SHELL, Petronas, Maybank, Bursa Malaysia, Texas Instruments, TESCO, LPPKN, Ministry of Higher Education, Universiti Kebangsaan, and many more.

Mr. Steven CM Wong is Senior Director of the Institute of Strategic and International Studies (ISIS) Malaysia. He heads the economics division of the Institute. Steven has been involved in the public policy arena for over two decades, 18 years of which have been with ISIS Malaysia. He spent a further eight years in the private sector where he held positions in management consultancy, economic research, fund management, corporate finance and capital markets. He is currently a columnist for the New Straits Times and previously The Star. He was a past member of the Ministry of Human Resource’s Technical Committee for the Minimum Wage and Tenaga Nasional Berhad’s Economic Council. He has served as the Secretary-General of the Malaysian National Committee for Pacific Economic Co-operation, the Malaysian Committee for Pacific Basin Economic Co-operation, and was on the secretariats of two ASEAN Eminent Persons Groups. He has been published by the Organization for Economic Cooperation and Development (OECD), the East Asian Institute at the University of California, Berkeley, the Australian National University and the Institute of Southeast Asian Studies (ISEAS), Singapore. His latest contribution is a chapter on Malaysia’s

financial sector and capital market in a book titled Malaysia: Policies and Issues in Economic Development published by ISIS Malaysia in 2011. Steven specialises in macroeconomic and international finance matters but has wide-ranging interests including institutional economics, international relations and theology. He received his graduate and post-graduate education at the University of Melbourne in Australia.

Dr Tang Siew Mun is Director (Foreign Policy and Security Studies) at the Institute of Strategic and International Studies (ISIS), Malaysia. His primary research interest is East Asia security and Japan’s foreign relations. He has contributed to numerous book chapters, in addition to national and international journals. His work has appeared in Japanese Studies, the Journal of International and Area Studies, the Journal of Diplomacy and Foreign Relations, Akademika, Journal of Media and Information Warfare, Global Asia and Jurnal e-Bangi. Prior to joining ISIS, Tang was Senior Lecturer at the School of History, Politics and Strategic Studies, Universiti Kebangsaan Malaysia. He has lectured in various universities in Malaysia, including Universiti Malaya, Universiti Teknologi MARA and Universiti Pertahanan Nasional Malaysia. In 2007 he was awarded the Certificate of Good Teaching Practice by Monash University Malaysia for his exemplary teaching. He is a member of the International Studies Association and the Malaysian Social Science Association (PSSM). He also serves on the Executive Committee of the Malaysian Japanese Studies Association. Dr Tang holds a B.A (Hons.) from the Universiti Kebangsaan Malaysia (UKM), a MA in War Studies from King’s College London, a MA in International Studies from the Claremont Graduate University and a Ph.D. from Arizona State University in Political Science.

Cdr. Martin A. Sebastian, Royal Malaysian Navy, joined MIMA in Nov 2011 as Fellow and Head of the Centre for Maritime Security and Diplomacy. Prior to joining MIMA, Cdr. Martin completed three years of service with the United Nations Headquarters, New York (Department of Peacekeeping Operations) in the Office of Military Affairs (OMA) as a Strategic Planner in the Military Planning Service (MPS). He was appointed as Team Leader for Africa Team 2, covering West African peacekeeping missions. During his tenure, he pioneered the setting up of a maritime planning section in MPS and was the OMA Team Leader for the Maritime Working Group, which monitored planning requirements for the UNIFIL Multinational Maritime Operations in Lebanon and riverine operations in peacekeeping missions. Cdr. Martin is credited for leading a team in the drafting of a UN Policy for Maritime and Riverine Operations in Peacekeeping.

Cdr. Martin holds an MBA from Charles Sturt University, Australia and is a Member of the Chartered Institute of Transport. He studied French (DELF) at Alliance Francaise Morocco, whilst serving as a UN Military Observer and obtained a Certificate in French Military Language (CMLF) from France.
