Date: Friday, August 14, 2015 at 6:45:38 AM Mountain Daylight Time From: Marilyn Marks From: Chairman House <[email protected] > Date: August 13, 2015 at 2:59:30 PM MDT To: Wayne Williams <[email protected] > Subject: PERC Dear Mr. Secretary, My members have expressed to me their concerns over the direction the Pilot Election Review Committee is taking. I hope that you and I agree that the decisions regarding new election technology must be right while being understood and endorsed by our public stakeholders. It appears that the committee is being driven by a desired end date can you please confirm that for me? This rarely turns out well if that is happening based on my years of technical integration experience. In our opinion, getting it right is a non-negotiable must, getting it quick is desirable but a want not a must have. It appears, and I could be wrong, that the committee is not reviewing the end-to-end voting system. It is like they are reviewing a jig-saw puzzle with missing parts. As you well know, elections must be accurate and it is not enough for vote counting to be perfect if valid ballots are missing or invalid ballots are counted. Please consider putting the work of the committee on temporary hold in order for stakeholders to reaffirm, or adjust, the list of absolute requirements versus just wants, and to create a set of metrics against which conformance can be assessed. We are anxious to participate in such an effort.
