Contract Introduction
Indefinite Deliverable Contract – a type of contract that does not require the identification of the project on the contract level. Work Authorizations will be issued to define each project, the specific scope, and the applicable level of effort that will be required. The contract will have a 3 year limit for issuing new work authorizations and a 5 year maximum contract term.
Statewide Use – these contracts will be available for use by any district or division within TXDOT that has an applicable need for the services that are defined within the scope of the contract.

Proposal Screening
• Make sure to follow the RFP instructions and submit all applicable documents required.
• All prime and subs providing engineering and design-related services must be Administratively Qualified (AQ); or be determined eligible by TxDOT’s PEPS Division, Business Operations Center - Administrative Qualification Group to use the federal safe harbor rate, by the Proposal deadline specified in this solicitation.
• Primes can look up subs on the TxDOT.gov website to check on AQ status.

We are interested in meeting the contract goals and consultant characteristics – Tailor proposal responses to answer each topic and applicable Evaluation Criteria
Quality over quantity – One or two great examples are better than several good/average ones
Thoughtful relevant responses– No key-word search; this is about your capabilities, experience, knowledge, and thought process
Pay attention to the topic– Know who the topic is addressing; adhere to the number of examples requested

DBE Contract Requirements• DBE Assigned Goal of 30%.• Each subprovider listed to meet the assigned DBE
subcontracting goal must be DBE certified in North American Industry Classification System (NAICS) Code applicable to the type of service being offered by that firm
• Only work covered by the assigned NAICS codes will count towards your DBE goal.
• If your sub is a DBE but is not certified as a DBE in the NAICScodes assigned and advertised in the RFP, their work will not be counted towards the DBE goal.
• A prime should provide an explanation for support work (not engineering work or work covered by the standard work categories) for each sub consultant on the PTC form that is not Administratively Qualified.
