A. EXECUTIVE SUMMARY 1. Introduction - Framing the problem

Philippines as the centre of the centre of global marine biodiversityScientists refer to the 7,107 islands that make up the Philippines as the “center of the center” of global marine biodiversity. Its waters are home to whales, dolphins, 50 species of sea horses and over 2,000 species fish, including the largest fish in the world, the whale shark. Marine resources are also critical to the food security and livelihoods of Filipinos, as fish provide over 50% of their protein and support the livelihoods of millions of fishers and fish-related industries throughout the country. The Philippines is located in the Coral Triangle, a vast region in Southeast Asia made up of 18,500 islands and 647 million hectares of ocean. It is often referred to as the “nursery of the seas” because of the more than 500 species of coral and hundreds of thousands of hectares of sea grass and coastal mangrove forests that shelter and sustain a level of marine diversity unmatched anywhere on the planet.

Species and Habitat under Complex ThreatsToday, however the global center of marine biodiversity is under extreme pressure. Over 40% of the reef and mangroves in the region have disappeared in the last 40 years. Near-shore overfishing is a serious threat to these natural resources, and reversing the effects will require a significant change in human behavior. Less than five percent of the Philippines’ coral reef ecosystems are still in pristine health, and in some fishing grounds, biomass is less than 10% of what it was 50 years ago. Most near-shore fishing is conducted by subsistence fishers in coastal communities although illegal intrusions by commercial fishers into municipal waters are cause for concern.

A Campaign to Transform the ContextDeveloping local approaches to addressing the threat of overfishing is increasingly recognized as vital to long-term economic and environmental sustainability in the region. The vision behind this plan, and the current cohort of 12 campaign developed under the Rare Pride Program in the Philippines, is to facilitate true community buy and ownership of the local Marine Protected Areas building on the tools developed in 20 years of experience in MPA management in the Philippines and combining it with the Rare Pride Methodology for social marketing. Through this strategy the objective is to get the local fishers population as well as the wider community in the Barangays surrounding the MPA to take ownership in and understand the benefit of no-take-areas and support essential management activities such as enforcement and governance of the MPA.

Cohort Theory of change: a strategy for changeIn order to eliminate the principal threat of overfishing and destructive fishing, the governance and enforcement infrastructures of the no-take-zone (NTZ) at 12 sites in the Philippines will be strengthened via a proven self-assessment and planning tool, the Participatory Coastal Resources Assessment tool (PCRA). Key target audiences (local fishers and gleaners; the local community, the MPA enforcement team and local LGU officials) will be informed of the benefits of the No Take Zone (NTZ), the rules of the sanctuary, and the processes for becoming more engaged in the MPA management committee. Fishers and gleaners will come to believe in MPA as a tool for food security, and will support new reporting structures for arrests and prosecution of intruders. The conservation results will include increased perceived fish catch, increases in fish numbers and species richness, increase in invertebrates, and increase in coral reef health.

2. Lanuza MPA Campaign Theory of Change

Theory of Change formula:

Local fishers and gleaners along the coastline know the existence of MPA and recognize the benefits of a well-enforced MPA by increasing fish catch due to spillover effect. They are aware of the need for people to report intruders to get those benefits.

LGU Officials & Employees increased in knowledge good giovernance & management of MPA will give benefits

Local communities believe the importance of the MPA establishment and the MPA rules and regulations should be implemented

Theory of Change narrative:

In achieving the reduction of intrusion in the No-Take-Zone (NTZ) of Lanuza Marine Park and Sanctuary, the enforcement of MPA rules and regulations need to be strengthen at different levels and participated by the LGU officials & employees, community residents, fishers and gleaners. The governance and management committee will be strengthened and will take active part in MPA assessment, management & implement rules and regulation . Community residents will be mobilized and informed of the benefits of having the MPA and its rules and regulation. Surveillance and reporting mechanisms to MPA managers will be established to involve community support in eliminating intrusions within the no-take-zone and reducing infractions of prohibited fishing and gleaning activities within the Lanuza Marine Park and Sanctuary area.

Scope/Site Description Lanuza Marine Park and Sanctuary is located in Barangay Sibahay, 6 kilometers from Poblacion Lanuza, bounded on the north by the Pacific Ocean and in south by Municipality of Cortes, on the east by Barangay Nurcia and on the west by Barangay Habag. It is a 20 minute ride from the town proper by jeep, bus, and hired motorcycle. It is along the national highway and has a total land area of 451.23 has, composed of 7 puroks (villages) and has a population of 956 with 174 households (NSO 2006).

The Lanuza Marine Park and Sanctuary (LMPS) has a total area of 111 hectares with 58 hectares as No take zone and 53 hectares as the buffer zone. LMPS is facing the Pacific Ocean and exposed to strong winds during the northeast monsoon. It is a fringing reef and has extensive intertidal reef flat covered by Sargassum beds (samo). The reef crest has an average depth of 40 feet and the reef slope has an angle of approximately 10 to 15 degrees.

After so many years of existence, LMPS increased the stocks of fishes that being threatened by the intrusion of illegal fishers using spear-gun and modified flashlight with the aid of compressor from other municipalities. Also gleaners from within the community within sanctuary glean for fish, shells and other invertebrates. The fishers in the community encroached of the sanctuary for high valued commercial target species of lobster locally referred as banagan (Panulirus homarus) Surgeon Fish referred to as Gangis (Naso unicornis). They catch this to augment the income in order to support the basic needs of the family. Hook and line and gill nets are the most commonly used gears in fishing.

The people living in the area are not totally dependent on the fishing activity since there are times that the weather is not good, so they opted to plant root crops, vegetables, etc. in the mountain. People living near the area have different attitudes towards conservation especially the establishment of the sanctuary since it will affect their livelihood.

Biodiversity Features

Biodiversity Area The Lanuza Marine Park and Sanctuary Pride Campaign site is a fringing reef covering 111 hectares divided into two zones: Buffer Zone of 58 has. and No Take Zone of 53 has.

Biodiversity Background Lanuza Marine Park and Sanctuary is an extensive intertidal reef flat that is covered by sargassum and has an average depth of 40 feet.

Survey done in 2008 reveal that the live coral cover within the no take zone (NTZ) is 62.27% while dead coral is 18.67%.and the algal and abiotic cover was 7.83% and 4.21% respectively.

There are 42 reef fish species belonging to 17 families observed during the April 2008 monitoring. Chart below (Fig. 2) shows the relative frequency of the different fish families observed during the monitoring. Family Pomacentridae or the damselfishes ( palata) had the highest frequency in the transects with 45.96%. This was followed by Family Engraulidae or the Anchovies(bolinao/dilis) with 11.03% and Family Labridae or the Wrasses (labayan) with 9.56%.

The relative frequency of the three fish species categories is shown below (Fig. 3). The demersal species category is the highest with 61.76%. This is followed by the target species category with 30.51%. The indicator species category is the lowest frequency with 7.72%.

Endangered species that are found in the coastal area of Lanuza and MPA area include pawikan marine sea turtles (Chelonioidea), takyobo giant clam (Tridacna gigas), manta ray (Manta birostris) and napoleon wrasse (Cheilinus undulates).

Protected Area Information

Protected Area Categories Lanuza Marine Park and Sanctuary was established in 1999 and managed by Municipal Fisheries Aquatic Resources Management Council (MFARMC). In 2002, its management was turned over to a people’s organization (PO) – Kapunongan sa Lanuzanhong Mananagat (KaLMa) in Sitio Cagmino, Sibahay where the MPA located. This turn over was legalized under the Municipal Ordinance

No. 9, Series of 2002. At first, KaLMa was eager to manage the MPA primarily motivated by the LGU incentive for MPA guards of 120.00/day. KaLMa managed it well until such time that PO membership got unsatisfied with their leaders; few of the PO leaders reportedly encroached the MPA. In 2007, the MPA was mismanaged and gone disarrayed so that the LGU of Lanuza took over the management of the MPA. Since then, the MPA was managed by the LGU of Lanuza specifically the Municipal Agriculture Office.

Legal Status The Lanuza Marine Park and Sanctuary was established in September 1999 through Municipal Ordinance No. 122. It covers a total area of 155.5 hectares within the jurisdictions of Barangay Sibahay, Nurcia and Habag.

The MPA size was reduced to 111 hectares MPA through Municipal Ordinance No. 9 series of 2002. An amendment is undergoing since its incorporation to the Comprehensive Fisheries and Aquatic Resource Management Ordinance (CFARMO).

Republic Act 8550, otherwise known as the Fisheries Code of the Philippines provides the legal basis for the MPA establishment and management. It is also empowers the local government units and the local communities to oversee and implement fisheries and coastal resources management.

Management of upland areas especially the forest areas near the MPA follows the Forest use Plan under the Comprehensive Land Use Plan of the municipality of Lanuza.

Legislative Context The current MPA is created by two local ordinances. These are:

Ordinance No. 9, series 2002 An ordinance establishing and regulating the utilization of the Lanuza Marine Park and Sanctuary and adopting community - based resource management as an approach to participatory management, and

Ordinance No. 4, series 2008 An ordinance delineating the boundaries of the municipal waters of the Municipality of Lanuza, Surigao del Sur.

Physical Description The park is part of the Lanuza Bay (between N8O45' - 9O30'; E125O45' - 126O15') located at the northwestern seaboard of Mindanao in the province of Surigao del Sur. The bay is bounded by six municipalities namely, Carrascal, Cantillan, Madrid, Carmen, Lanuza and Cortes and Tandag.

The estimated total land area covered by the municipalities of Lanuza Bay including Tandag 161,065.16 hectares. The marine resources of LBDA member municipalities (except Carmen which does not have any municipal waters) covers an estimated

127,324.98 hectares of unified municipal waters with an estimated total coastal length of about 120.5 kilometers.

Biological Description The Lanuza Marine Park and Sanctuary is facing the Pacific ocean and its back are the mountains of Hilong-hilong Range. The coral reef has more than 50% live coral cover and it has fringing reef. Its crest is 40 feet average depth and the reef slope has an angle approximately of 10 to 15 degrees.

The life history of the MPA is affected by the changes in the rivers and tributaries that feed to Lanuza Bay. The rainy season between the months of November to March brings sediments and debris that affect the turbidity and marine life while the dry season during the months of April to October are suitable for coral growth and marine recruitments.

The MPA is a host to the two species of sea turtle (hawksbill and green sea turtles) and three species of giant clams (boring, fluted, small giant clams).

Annual MPA assessments was conducted by Haribon Foundation from 2002 until 2009 reveal that the MPA has been gradually recovering and have been recorded to have the highest coral covers among the MPAs established in the Lanuza Bay area.

Reef fish abundance however had been fluctuating throughout the years. Fluctuations of the live coral cover may be due to a number of factors such as sediment loading and decrease in water quality of the area. Deforestation is one of the main cause of sedimentation in the area (Lavides et al 2005). It has been studied that sediment loading decreases water quality and lessens the amount of light penetration, affecting survival of coral polyps (Haribon, 2008).

Socio-Economic Information Of its total land area of 32,271.16 hectares, only 10.39% or 3,354 hectares are being utilized for agricultural purposes; 22.90 hectares are timber land; residential and institutional areas comprise .067% or 21.90 hectares. Commercial areas have the lowest percentage at 0.058% or 1.90 hectares while unclassified public forest covers 27,140 hectares (LGSP, 2004).

The socio-economic activities of the communities living within and adjacent to the MPA are focused mainly on fishing, farming and waged labor. There are two types of fishers and gleaners - fulltime and part time fishers.

Farming is categorized as either lowland or upland. Lowland farmers plant cash crops and staples - rice, corn and other high valued commercial crops.

The wage laborers usually earn more than a Php150.00 for cultivating other people’s land or construction work.

Historical Description In 1995, Lanuza Mayor Algerico Irizari M.D. launched the Lanuza Sagip Karagatan Program (Save Lanuza Waters) as flagship coastal conservation program in his first term of office. The program focused on eradicating commercial fishers within the town, from neighboring towns and other illegal fishers who are using dynamite, cyanide and other destructive fishing practices. The program was Mayor Irizari’s response to the dwindling fish catch in Lanuza. In September 1998, with the help of Bureau of Fisheries and Aquatic Resources (BFAR) and Volunteer Services Overseas volunteer Coleen Hicks, an assessment of Lanuza coastal waters was conducted to come up with recommendations to help the fishing communities in achieving higher fish catch. Also, it was in the Local Government Code mandated the LGU to preserve, conserve and protect their resources.

The marine sanctuary was officially declared on 1999 under the Municipal Ordinance No. 122-99, covering a 155 hectare area (Lavides, et al., 2005). It is being managed by the people's organization (PO) Kapunungan ng Lanuzanhong Mananagat (KALMA), organized in 1998. Among their projects were the construction of a guardhouse and marker buoys (Haribon-PAMANA Ka Sa Pilipinas, 2005). Their activities include annual bio-physical monitoring and enforcement with the Bantay Dagat of the sanctuary.

Cultural Description Roman Catholics account for majority of the population. The annual fiesta celebration of Baragay Sibahay is held every May 15-16 in honor of St. Isidore Labrador patron of patron of farmers, peasants, day laborers, and rural communities. Holy week and other Roman Catholic celebrations are also widely celebrated.

The Mamanwa tribes live in Hilong-hilong Mountain Range; a small Mamanwa community is settled in Brgy. adjacent to the MPA. The two tribes unite to form the indigenous people federation called KATRIMMA. In 2009, a Certificate of Ancestral Domain Title covering close to 11,765 hectares in the 3 towns including Lanuza was awarded by the National Commission on Indigenous Peoples (NCIP) to KATRIMMA. About 50% of the KATRIMMA ancestral domain is part of the Mt. Hilong–Hilong Range.

Access Information The site is accessible national highway connecting Cantilan to Tandag. The MPA can be accessed any means of transport - motorcycle, tricycle, buses, jeepney and van.

Visitation Information The MPA sanctuary is visibly seen because of the Sanctuary café outside the area. It offers a rest and recreational area for travelers and tourists. Swimming and snorkeling are allowed in the MPA buffer area. Also it is near to one of the eco destination of Lanuza - the Magkawas falls. More details about the site can be directly addressed through the Municipal Tourism Officer or CRM Coordinator.

Current uses of the MPA and adjacent coastline

The area is mountainous area and forest land is diverse. Some of it is planted with banana, exotic species of trees, fruit trees, coconuts and vegetables. Also it is under the Integrated Social Forestry agreement between the DENR and the people. Recently the DENR approved the application of Integrated Forest Management Agreement (IFMA) between Ventura timber Company and now they are starting operating the area.

Management Resources The management structure presently is the LGU who take over since re-organization of the community will be re-established. But the Barangay council also takes part in enforcing the law by letting their barangay tanod manage the site as guards in the MPA.

The site is assisted by German Development Services(DED), Lanuza Bay Development Alliance (LBDA), HARIBON Foundation and Advocates for Policy Reforms Development of Caraga, Inc. (APREDEC)

B. SOCIAL MARKETING PROFILEThe planning work conducted was ground-truthed with a range of key stakeholders and experts through stakeholder meetings, focus group discussions and one-on-one interviews. These helped to build a composite portrait of the campaign target audiences, and design the quantitative survey (Section B4 and Appendix H) which was subsequently carried out across the campaign target area. The quantitative survey will both help us understand our primary audiences and allow us to establish a baseline for measuring change after the Pride campaign.

The formative research section below aims to provide a record of all qualitative research conducted, people spoken to and key outputs. The sequences in which the results of the formative research are presented here do not necessarily correspond to the chronology in which the data was collected, and in some cases, multiple iterations of the research, such as directed conversations with target audiences, were required.

1. Formative researchDirected Conversation with one of the Oldest Fisherfolk who is still go into fishing

A meeting was held at the residence of Mr. Alberto Balili at Barangay Nurcia, Lanuza and was asked: What is the situation of our fisheries at present? What are the causes of declining fish catch? What do you think of MPA that being establish, does it help the people? What do you think the main problem of our sanctuary? Do you have any suggestion to improve the management of the sanctuary?

Mano Belto as we call him is former a Barangay Captain of Barangay Nurcia and since 1960 he involve in fishing as his source of income to augment the families need. He said that situation now in fisheries is threatening to small fishers because of coming in of commercial fishing in the municipal waters and also a lot of new gears that being introduced. Not like before that hook and line and gill net were used in catching fish. Before also I can’t compare the kls of catch “ kay tinuhog man ang isda” but now its in kilos now. He said that causing less catch is encroaching of Danish Siene or Libaliba, Surit and basinig and Pangabog. Also, the increase of fishers cause the overfishing. The establishment of MPA gives the people hope to increase the catch , unfortunately the enforcement is not good. The Bantay Dagat now is Bantay Dawat, means that they are easily bribe by illegal fishers. That’s really the main problem of our sanctuary, Enforcement and also the people who once manage it are the one also that encroach the area. We must “hugtan ang balaod” and our sanctuary will be managed by the people that are dedicated to help the resources return to its natural way like before in 1960’s. Also, communities from nearby barangay help in reporting any fishers that are not within the municipality.

Directed conversation with Dante Limpot (Former PO Chairman)

He discussed the development of Lanuza MPA since it was establish in 1998. Dante was once part of the group that manage the MPA since the beginning. In 1998, Kapunungan ng mga Lanuzanhong Mananagat (KALMA) was organized and manage the MPA composes of fishers from different barangays. They take turns in guarding the MPA until in 2001, an organization which called KALMA Cagmino was organized. The POs now managed the MPA and legalized it thru an ordinance # 9, series of 2002. The PO compose of fishers from Sitio Cagmino, Badyang of Barangay Sibahay and Sitio Cabanahan of Barangay Nurcia. They manage the MPA until 2006 when the chairman turn over to the LGU because of the problem that some members are the one encroaching the NTZ. There are faction that arise within the group that they decided to let the LGU manage the MPA. In the enforcement, a lot apprehended and some of them pleaded guilty during the hearing of cases. Encroachers are from other municipality using spear with the aid of compressor.

FGD during the stakeholders meetings to gather the perception of stakeholders of establishing Marine Protected Area. A consensus workshop conducted:

2. Concept Models

All Rare Pride campaigns start with building a concept model, which is a tool for visually depicting the situation at the project site. Through validation with several stakeholders and marine experts like the oversight committee the following concept model was developed illustrating the conservation target, indirect threats and contributing factors at Lanuza Marine park & Sanctuary The model was created using the Miradi software. Miradi is being developed to assist conservation practitioners going through the adaptive management process outlined in the Conservation Measures Partnership's Open Standards for the Practice of Conservation (www.miradi.org). It entails a standardized nomenclature and threat taxonomy developed by the IUCN. The following chart is what the Lanuza concept model looks like once all of the direct and contributing factors to the Lanuza MPA have been inputted. The connecting arrows highlight the relationship between the factors and how they impact different targets in the Lanuza MPA NTZ.

The Concept Model of Lanuza MPA looks like a mesh of a net that a lot of factors either direct or indirect that contribute to the threats that Lanuza NTZ is facing at present.The arrows show the interconnectivity of each contributing factor that affecting the management of Lanuza MPA since it was established in 1998. Most threats in NTZ attributed by human activities both in Marine & Upland. The Conservation results that Lanuza MPA aiming to increase fish abundance, live coral cover and invertebrates even in small percentage to helps people economically, support the basic needs of the family and sustain the fishing activity around the municipal waters .

Two Major threats that being identified in the NTZ is encroaching of spear fishers using modified flashlight and compressor fishing using cyanide from other municipalities. Also, outside the MPA is the commercial fishing called LIba-liba encroaching and the siltation caused by illegal logging in the upland. But the main problem is the encroachers within the NTZ. The poor governance and management of the Lanuza MPA causes this threat especially in enforcing the Laws. The Bantay Dagat are easily bribed by the illegal fishers because they are not committed with their job.

3. Results ChainResults chains clearly and concisely lay out the expected sequence of results that the campaign is expected to create all along our Theory of Change for each of our target audiences. It is generally recognized that before adopting a new behavior a person moves through a series of stages. These stages can be summarized as pre-contemplation, contemplation, preparation, validation, action, and maintenance. Not all individuals in a target segment will be in the same stage of behavior change, so activities and messages will need to be tailored to the different stages at which the target audiences are. Understanding the steps in our results chain has also helped narrow down our preliminary objectives for each target audience before we begin collecting data.

The basis for building the above results chains was the concept model illustrated in section B2 as well as the threat ranking and factor chains included that were subsequently developed in consultation with partners and stakeholders ( see Appendix H7 and H8). The threat ranking helped identify the priority threat to be addressed by the campaign, based on scope, severity and irreversibility of the threat at the site. The factor chains subsequently served to illustrate the causal sequence of factors that lie behind the primary threat and the target groups that the campaign needs to reach to address the threat. The result chains illustrate the results required to achieve the campaign’s desired goals and aim to constitute a road map for changes the campaign would like to bring about for each target audience. The result chains were also used as a foundation for developing the campaign quantitative survey and obtaining the information1 that would be required to design effective social marketing and behavior change interventions for the campaign.

The social marketing campaign will focus on the primary target audiences as shown in the results chains. The secondary audiences will be reached either indirectly through the campaign or through specific activities such as Barrier removal activities and targeted meetings and workshops rather than through the marketing campaign.

TA 4 – LGU

Help in promoting the Lanuza Marine Park & Sanctuary different activities to family & friends is the behavioral change that LGU Officials and employees wants to achieve. Also, ensure that the policy made by the management committee is helping the community people in sustaining their livelihood. Also, promote the MPA as eco-tourism site that can augment the communities needs such as infrastructure, labor, and income.

4. Establishing a Baseline: Quantitative surveyAfter conducting qualitative research the LAP conducted a quantitative survey of adults living in Lanuza MPA. This pre-campaign survey was conducted in March 2010 to gain a better understanding of the knowledge, attitude and practices (KAP) of the target audiences in relation to the MPA and desired behavior changes as well as to establish a baseline for measuring the impact of the campaign on these audiences through the campaign. The results from the KAP survey are the basis for the creation of SMART objectives relating to the Knowledge, Attitude, and Practice (KAP) components of the campaign’s Theory-of-Change (ToC).

A second post campaign survey will be conducted at the end of one year of the campaign activities being implemented in May 2009 to measure any change in these KAP variables in order to assess the level of attainment of the SMART objectives. A full description of the results can be found in the Project Plan Appendix F4.

The following table summarizes the number of people interviewed and the geographical distribution of the survey.

The three barangays that survey conducted are adjacent to one another. They are the barangays that lies facing pacific ocean and most of them are getting resources in the marine seas. The nearest barangay to Poblacion is barangay Habag and its just 1 km away while the farthest one is the barangay Nurcia and it is 10 kms away from the town proper. There are three target audiences.

Fisher is the first target audience are fishers from Barangay Sibahay, Habag & Nurcia and they are in the contemplation stage in the behavioral continuum, though knowledge (71%) is higher but the attitude is lower than 50% but talking to peers (55%) and 69% behavioral change. The second target audience is the community residents of 3 barangays. Also belong to contemplation stage shows more than 50% in knowledge, Interpersonal communication and behavioral change. (Both targets belong to primary audience)

This secondary audiences BDC and LGU employees under the pre-contemplation stage in which more than 50% in knowledge but the rest is less than 50%. It shows that attitude, interpersonal communication and behavioral change is need to establish.

But mostly the intruders are the fishers that living within the area where MPA is established.

What do we know about this group?

The community residents of 3 barangays have high level of awareness. The 12 years of existence community residents didn’t report any activities in the no take zones. Most of them don’t care about the operation of the MPA. They don’t feel ownership because they think that they are not affected if there is decrease on the supply of fish in the community. Stage of behavior of the community in three barangays are high in knowledge but not too high in the attitude and they fall on the contemplation.

KnowledgeThree community residents have minimal level of knowledge in terms of MPA regulations. KAP survey results show that 58 percent of respondents who say yes that there is a benefit of having a no take area nearby.

Attitude Community residents of three barangays have high positive attitude on the size of Lanuza Marine Park & Sanctuary (LMPS). Based on the KAP survey 84% of respondents who says that the LMPS is just the right size.

PracticeCommunity residents of three barangays are unreceptive. They don’t practice talking to anyone on the consequences of breaking the rules. KAP results shows that only 34% who says that they did not talked to anyone. What about reporting?

What do we know about this group?

BDC members of three barangays will lead in the governance & enforcement of the MPA. Based on the result of the MPA effectiveness rating, there is no management body formed yet and not functional. They are lack of capacity building in terms of organizational management, planning, implementing and monitoring. This resulted to lack of confidence. Besides, some of them are lack understanding how important the MPA in their lives especially to the whole community. Target Audience are in Pre-contemplation stage.

KnowledgeThere are members of BDC that don’t understand the purpose and rules of the MPA. Shown in the result of the KAP survey, 65% of BDC members say it’s true that no one can fish & collect shell inside the Lanuza Maine Park & Sanctuary.

AttitudeIn term of attitude of 51% BDC members agreed that few people are involved in the governance of MPA. Almost half of the members are negative thinker in terms of governing MPA.

Most Local Government Officials & Employees have high level of awareness that this program is one of the flagship long before the establishment of LMPS. Most of them think that only the communities are the one who will be part of it. No sense of ownership of the program. They don’t even think that they are also affected if scarcity of marine resources will occur. Also, they don’t involve themselves even in the promotion of MPA related activities. C. MPA Governance and Management plan (BROP) 1. Abstract

This reality will hinder the

upliftment of the economic status and to live a well-balanced ecosystem of all Lanuzanhon’s.Marine Protected Area (MPA) is one of the effective tool in fisheries management that introduce in the whole world. It serve as breeding

area for invertebrates, fishes and corals to increase abundance, biomass, diversity and improved habitat. Lanuza Marine Park & Sanctuary (LMPS) was established in 1998 because of declining fish catch and to resolve the malpractices and exploitation against our coastal and marine resources. Then it was legalized in 2002 through ordinance No. 9. The ordinance describes the regulations, violation penalties, boundaries and management body to perform day to day operation of the MPA especially the Core Zone now called “No Take Zone”. Years of implementation there is still need to improve the management since the LMPS still in level 1 of MPA Rating. The oversight Committee, Management Committee acknowledged the rating during organizational workshop. This result recognized by unsupportive fisherfolks(34.7%) based on the KAP survey result. Based on the biophysical status, LMPS is declining in terms of live corals (40.32%) and increased dead coral (32.77%) as well as algae (18.22) indicative of poor management and enforcement because of the decrease of the reefs recovery compared to previous years.(HARIBON Assessment). Fish Abundance dominated by Family promancitridae or the damselfishes/palata has the highest abundance with 175 ind/500m2, and followed by Family Caesionidae(sulid). This can be described by the intrusion of compressor and spear fishing. Poor governance and enforcement demands to find strategies that community within the coastal area should participate in the management of the MPA. The diagnostic process (PCRA, MPA rating) had been instrumental in identifying the issues and used as basis in developing this MPA Governance and Management Plan (MPA-GMP) to improve governance, enforcement and community buy-in. This MPA-GMP will be carried out by the Management Body from June 2011-June 2012 and will be assessd during meetings.

This MPA-GMP will be supported by funding opportunities from various sources such as the municipal CRM budget, NGAs, NGOs and small grants from local organizations.

This section should focus on why the plan focuses on governance and enforcement and how it fits into the overall campaign strategy

The Philippines ranked first with the most number of MPAs in the world. About 25% of the world’s MPAs are found in the Philippines. However, 15% of these MPAs are doomed to fail in annual basis due to poor governance and weak enforcement (Aliṅo 1998)

Governance refer to the clarity of processes in selecting leaders to manage the MPA and enforcement (a subset of governance) refer to the capacity and availability of funds to perform such roles that involves the entire process such as deterrence, apprehension, case filing and decision. The poor selection in the management body will result to lack of community buy-in to support the MPA project, unregulated superfluous exploitation by unscrupulous people inside the MPAs.

Rare Pride Campaign is geared to change the behavior of the fishers and communities along coastal in order to stop intrusions into the MPA to gain community buy-in and improved MPA Governance & enforcement. The plans pursue to strengthen MPA Management so that behavior changes will see the benefits of the MPA in sustaining the resources within the area.

3. Objectives and scope

1. To improve MPA enforcement processes by November 2011 [i.e. upgraded guardhouse, enforcement, protocols/plans, intelligence network and communication, logbook system]

2. To improve MPA governance system by November 2011 [i.e. regular meeting, increase membership, documentation, management planning, evaluation, monitoring team]

3. Improve MPA effectiveness rating to level 3 [enforced] by June 2012

4. Tools of processes

Three participatory assessment methods were used to assess current status of fisheries, management performance and community knowledge and practices namely Participatory Coastal Resource Assessment (PCRA), TWG and ManCom OD and planning workshops and KAP survey.

1. PCRA is a critical assessment tool that takes into account the community as the main source of information and data gatherers. It has been widely used in the Philippines since the birth of community-based resource management projects in over 3 decades now. This tool generated a

whole suite of focused group discussions [FGDs] not limited to fishery enforcement, resource map, MPA history and etc. The objective of which is to improve community buy-in right at start of project and understand the fishery status in the locality.

2. MPA effectiveness rating system is a self-assessment tool initiated by CCEF and modified by EcoGov to determine management performance of MPA. It is a system that came about to address the need to improve the overall quality of management-since most MPA face difficulty in enforcement due to poverty and general lack of awareness about the coastal environment. This rating was administered on May 10,2011 with the newly reconstituted MPA management body [TWG and ManCom]. This tool generated conclusions on management status and management focus, collated documents supporting rating, and basis for planning.

3. Organizational development is a conceptual, organization-wide effort to increase an organizations effectiveness and viability through an external facilitator. In our case, we employed OD to assess the local organizations i.e. the TWG and ManCom vis a vis MPA management on separate dates. This workshops generated action plan focusing on improving organizational performance and strengthening for improve MPA governance and enforcement.

5. MPA profile

Since the LMPS establishment in 1998, lot of apprehension made by the MPA managers and Municipal Enforcement Team. Accounted fisher from within the municipality and nearby municipalities intrude the MPA and municipal waters. The apprehended fishers pleaded guilty during court hearing and paid the penalties but some violators was not captured because they are armed and fled immediately when they heard the boat of the apprehending officers especially night time. Some violations include intrusion to NTZ using compressor fishing, spear fishing using modified flashlight during night time and Gillnets. Also, the commercial fishing (Danish siene) intrudes the municipal water since the establishment of MPA and cases were filed in court. Presently, one case still in court of appeal, other still in trial courts. Not all intruders are accounted for since MPA

Bantay Dagat has no logbook and system to do it. Only Cases filed in court be accounted for. Also, lack of enforcement logistics, community support and intelligence and the capacity to practice the whole enforcement continuum aggravates the recording system. The number of infringement since 2002 up to 2010 accounted to 8 persons from within the municipality and 71 from other municipalities.

The degradation of the coastal resources within Lanuza Bay rings the marginal fisherfolks in great peril. This reality will hinder the upliftment of the economic status and to live a well-balanced ecosystem of all Lanuzanhon’s. Therefore, Local Government Unit of Lanuza (LGU) spearheads the Lanuza Sagip Karagatan Program (LSKP) in 1995. Management interventions were introduced to resolve the malpractices and exploitation against our coastal and marine resources and aiming in rectifying the malpractices and abuses done against our coastal resources. It envisioned a well-managed resource for sustainable development of the locality. TWG - OC Lanuza MPS Oversight Committee (OC) was organized in December 15, 2010. Then it was TWG and it just an orientation of the RARE

Conservation and the tool they are using to change the behavior of stakeholders in buying in the MPA establishment. Then on March 7, 2011, the second meeting presented the executive number 003 to serve as the policy making unit of the MPA management body for consultation before the Municipal Mayor sign the EO and the body change TWG into OC. The OC compose of the different offices in the LGU and other sectors in society that is connected in the implementation of managing the marine resources. It was this year with the help of RARE that reviewing their functions in helping the RARE Pride Campaign. Since then, they are showing support through attendance of meetings, providing technical assistance in a series of activities that being conducted. An executive order supporting the OC is attached to appendix H2.

TWG will craft policies, rules and regulation based on the recommendation of the ManCom in the implementation of Barrier Removal Activities and management of the MPA. They will help the ManCom in all the activities in the management plan of the MPA.

ManCom

The Management Committee of Lanuza Marine Park & Sanctuary is composed of Barangay Development Council of three Barangays namely: Habag, Sibahay and Nurcia. The selection of this was conceptualized during the stakeholders meeting that every barangay said that a certain people own the MPA and finger point to a certain group. Some of the members of ManCom members have the eagerness to manage govern the MPA and enforce the law. They attended lectures on fisheries status, social marketing as tool to enhance the governance of MPA and owning it as they gain more benefits. They also join in the PCRA process to see real status of the MPA there going to manage. An executive order supporting the ManCom is attached to appendix H2.

Progress of the BR implementation strategy will be measured against the specific SMART objectives outlined in the action table above.

The overall success of the Governance and Management Plan will be measured through the EcoGov/CCEF MPA effectiveness rating tool.The goal of the Plan, in combination with the Rare pride campaign is to up 1 level higher from present or achieve level 3 “Enforced” by June 2012The monitoring plan of the Pride campaign foresees the monitoring of a number of additional metrics to assess the progress on barrier removal, behavior change and threat reduction:

Feasibility and Impact

This action plan underwent expert validation and approval process. The planning workshop was facilitated by an external auditor, Rodolfo Santos, PhD. He has a long history of organizational development facilitation in organizations of various level and scale in the Philippines following a diverse business model. The tool used in planning i.e. MPA Effectiveness Rating is a standard tool in the Philippines to assess management performance of MPAs which has been published by White et al. 2001 and was further enhance by EcoGov Philippine and UP-MSI [MEAT]. The action plans was an output of the 2 day workshop participated by the TWG, ManCom local fishers, enforcers, LGU department heads who are considered experts in their localities thereby producing a ground truth strategies. Since this will be integrated in the Project Plan where LAP/LCE endorsement is affixed, the same signature will suffice for approval. This action plan will be validated back to the community after a series of iterations during module 3 to serve as the road map to achieve Level 3 status by June 2012.

AN EXECUTIVE ORDER CREATING THE LANUZA MARINE PARK & SANCTUARY OVERSIGHT COMMITTEE, MANDATING ITS FUNCTIONS, AND FOR OTHER PURPOSES.

WHEREAS, coastal and fisheries resources contribute significantly to income, employment, livelihood and nutrition to people of this municipality;

WHEREAS, coastal and fisheries resources are in crisis as evidenced by the declining fish catch, size, and species composition in the municipal waters, which call for solutions to reverse these negative trends;

WHEREAS, the 1991 Local Government Code confers responsibility to local Government units(LGUs) to develop and implement a multi-sectoral development plan, manage municipal waters and to coordinate development efforts within their territorial jurisdiction;

WHEREAS, under the 1998 Fisheries Code, the municipal governments are responsible for the management, conservation, protection and utilization of fishery resources within the municipal waters; and

WHEREAS, it is the policy of this municipality to manage the coastal and fishery resources in a manner consistent with the principles of coastal resource management; protect and manage the municipal waters and its coastal and fisheries resources for the enjoyment and benefits of the municipal fishers in perpetuity; enhance people’s participation in the management of the coastal and fishery resources of the municipality.

WHEREAS, Ordinance No. 9 series 2002 declared the establishment of Lanuza Marine Park & Sanctuary to properly protect and manage the LGU’s marine resources;

WHEREAS, the Local Government Unit of Lanuza in partnership with RARE Incorporated implements a two-year Lanuza Marine Park & Sanctuary Pride Program;

WHEREAS, there is a need to formally organize the Lanuza Marine Park & Sanctuary Oversight Committee to ensure continuous guidance and technical assistance in terms of marine sanctuary governance for the Lanuza Marine Park & Sanctuary Management Committee;

NOW, THEREFORE, I, SALVACION S. AZARCON, Mayor of the Municipality of Lanuza, Surigao del Sur, by virtue of powers vested in me by law, and in accordance therewith, do hereby ordain the following:

Section 2. FUNCTIONS AND RESPONSIBILITIES.

The Lanuza Marine Park & Sanctuary Oversight Committee shall have the following functions and responsibilities:

a. Spearhead the planning, capacity and governance needs of the Lanuza Marine Park & Sanctuary

b. Coordinate with national government agencies, other municipal government offices, non-government organizations, peoples’ organizations and other assisting organizations that seek to promote sustainable management of Coastal and fisheries resources;

c. Be in the frontline of the delivery of basic services, particularly those needed for the survival of the inhabitant during and in the aftermath of man-made and natural disasters and calamities in the coastal areas;

d. Recommend on all other matters related to coastal and fisheries resources to ensure improvement of livelihood and living condition of the coastal populace;

e. Assist to establish the Lanuza Marine Park & Sanctuary Management Committee;

f. Assist in the planning, implementation and evaluation of the Pride Program for the Lanuza Marine Park & Sanctuary;

g. Perform such other functions deemed necessary for the development of Lanuza Marine Park & Sanctuary

Section 3. OFFICERS AND TENURE.

During such organizational meeting, the members shall elect from among themselves the Vice chairperson and the secretary and shall serve such terms of office as they may thereafter agree. The members of the Oversight Committee shall hold an organizational meeting upon proper notice from the chairperson duly noted by the undersigned.

Section 4. ROLES OF THE OVERSIGHT COMMITTEE CHAIRPERSON

a. Presides all meetings agreed upon by the committee

b. Oversees the entire implementation of the Lanuza Marine Park & Sanctuary Pride Program

c. Provide venues for consensus building among members of the committee.

d. Perform such other functions deemed necessary for the development of Lanuza Marine Park & Sanctuary

AN EXECUTIVE ORDER CREATING THE LANUZA MPA MANAGEMENT COMMITTEE, MANDATING ITS FUNCTIONS, AND FOR OTHER PURPOSES.

WHEREAS, Article II, Section 16 of the 1987 Constitution provides that the State shall protect and advance the right of the people to a balanced and healthful ecology in accordance with the rhythm and harmony of nature;

WHEREAS, the Local Government Code of 1991 or Republic Act No. 7160, devolves the management of the municipal waters and its fisheries and aquatic resources to the municipal government;

WHEREAS, the Philippine Fisheries Code of 1998 otherwise known as Republic Act 8550, mandates that the municipal government may enact appropriate ordinances which shall ensure the sustainable development, management and conservation of its territorial waters including its fisheries and aquatic resources;

WHEREAS, the municipality of Lanuza enacted Municipal Ordinance (MO) No. 09-2002 establishing the Lanuza Marine Park and adopting community-based resource management as an approach to its participatory management;

WHEREAS, the Lanuza LGU in partnership with the Barangay Local Governments of Habag, Sibahay and Nurcia and RARE Incorporated implements a two-year Lanuza Marine Sanctuary Pride Program;

WHEREAS, effective and sustained governance and enforcement of marine sanctuaries in Lanuza is an essential component for the successful and meaningful implementation of the two-year Lanuza Marine Sanctuary Pride Program;

WHEREAS, Executive Order 003 of the LGU, series 2011 provides for the creation of a Lanuza MPA Oversight Committee (OC) that serves as the policy-making unit of the MPA management body and outlines its composition and functions;

WHEREAS, Municipal Ordinance No. 9 – 2002 section 4 gives the exclusive jurisdiction over the marine sanctuary to the Lanuza LGU that can delegate such management responsibility to a fisher’s association but does not specifically identify the composition and the functions of the marine sanctuary management body;

WHEREAS, there is still a need to clearly delineate the policy-making and implementing components of the management body and to encourage the participation of various sectors in the management of the marine sanctuaries especially the barangay councils;

NOW THEREFORE, premises considered, and by virtue of the powers vested in me by law, I, Hon. Salvacion S. Azarcon, Mayor of Lanuza, do hereby order the following:

Section 1. CREATION and COMPOSITION. There is hereby created a Lanuza MPA Management Committee (MC) that shall serve as the implementing unit of the management body managing the Lanuza Marine Sanctuary. The MC shall serve as the implementing unit of the management body, while the OC serves as the policy-making unit. The management committee shall consist of organizational structures at the municipal and barangay levels to be composed of the following:

At the inter-barangay level (3 barangays), chairpersons of the barangay MC and the chairpersons of the four (4) subcommittees in each barangay shall meet monthly.

Section 2. FUNCTIONS AND RESPONSIBILITIES. The Lanuza MPA Management Committee shall enforce the rules and regulations pertaining to the protection, maintenance, and conservation of the marine sanctuaries in the municipality and supervise day-to-day operations with the following specific functions and responsibilities;

Municipal level MC:a) Prepare and implement the Lanuza MPA Annual Investment Plan and Budget based on the long-term Management Plan prepared by the Lanuza MPA OC; a) Propose and recommend policy initiatives to the Barangay, Municipal Legislative Councils and the Lanuza MPA OC;b) Supervise the conduct of regular patrolling and guarding of the MPA done by barangay and municipal enforcement teams;

c) Supervise the conduct of regular biophysical and socio-economic surveys; d) Conduct orientation and training workshops on MPA-related activities;e) Supervise the conduct of Information, Education and Communication Campaign;f) Prepare proposals for submission to the Lanuza MPA OC for their resource generation activities;g) Prepare activity and financial reports to be submitted to the Lanuza MPA OC;h) Coordinate with the Barangay level Management Committees;i) Perform such functions as deemed necessary

Barangay level MCsa) Conduct regular patrolling in the marine sanctuariesb) Encourage barangay governments to incorporate MPA management related activities in the barangay annual investment planc) Conduct regular biophysical and socio-economic monitoring with assistance from Lanuza MPA OCd) Conduct IEC-related activitiese) Collect user fees in accordance with the relevant municipal ordinances and remit to the MLGU their share of the collected feesf) Implement environmental-friendly livelihood activities supportive of MPA management with assistance from MLGU and national agenciesg) Maintain the patrol boat, billboards, buoys and guardhouseh) Coordinate with the municipal level MC

Section 3. OFFICERS AND TERMS OF OFFICE. The Lanuza MPA MC shall be led by the Municipal Agriculture Office. The Municipal Agriculture Office shall serve as the secretariat of the MC. The MC at the barangay level shall elect from among themselves a chairperson. The MC members shall sign up for membership in the four (4) subcommittess. The subcommittees of the MC at the barangay level shall also elect from among themselves a chairperson. The term of office of the barangay level MC chairpersons and subcommittee chairpersons shall be one year.

Section 4. REPLACEMENT OF OFFICERS. MC Officers at both the municipal and community level may be replaced by the Local Chief Executive with reasonable cause and upon recommendation of the OC. The chairperson of the MC at the barangay level can only replace a non-performing MC officer upon approval of the mayor.

Section 5. MEETINGS. The Lanuza MPA Management Committee at both the municipal and barangay levels shall meet regularly at least once a month. The MC members shall hold a regular meeting upon proper notice from the chairperson.

Section 5. MPA MANAGEMENT SUBCOMMITTEES. As secretariat for the MC, the Municipal Agriculture Office shall coordinate the activities of the subcommittees at the barangay level. The MC at the baragay level shall consist of the following subcommittees: 1] Enforcement and Maintenance, 2] Education, 3] Resource Monitoring and Evaluation, 4] Fund Sourcing and Livelihood. The subcommittees at the barangay levels shall perform the following functions:

Enforcement and Maintenance Regular guarding and patrolling within the marine sanctuary Maintain a logbook system for the enforcement activities in the MPA Apprehension of violators of the marine sanctuary ordinance Ensure that bantay dagats are properly trained and deputized Repair and replace dilapidated/destroyed buoy/markers, patrol boats, and other infrastructure related to the MPA

Act as witness during court litigation

Resource Monitoring and Evaluation: Conduct regular monitoring of the biophysical status of the marine sanctuary, Conduct regular monitoring of the socio-economic status of the fishers in the area Retrieve waste and other non-biodegradable materials at the bottom of the marine sanctuary that are detrimental to the growth of corals,

Education Conduct regular information dissemination within their respective barangays regarding the MPA, Disseminate information on the different activities that are allowed and prohibited in the marine sanctuary Keep records such as management plans, financial reports, enforcement logbooks, minutes of meetings, ordinances, resolutions, pictures, videos, etc.

Fund Sourcing and Livelihood Recommend project ideas and prepare project proposals for the financial sustainability of the management of the MPA Oversee the expenditure related to MPA management based on the MPA management plan and budget Track all revenues generated by the MPA and make a report on its application Supervise the collection of user fees Oversee the implementation of livelihood activities in the area Monitor and report the progress of all livelihood projects in the area.

Section 7. SOURCES OF FUNDS AND ACCOUNTING SYSTEM. The Municipal and Barangay Governments shall allocate annually funds to implement the Lanuza Marine Sanctuary Management Plan and other necessary activities of the Management Committee. The application of funds shall follow the regular government accounting procedures. The expenses incurred in the conduct of monthly meetings at the barangay level shall be shouldered primarily by the barangay government and supported by the municipal government.

Section 8. OBLIGATION OF THE BARANGAY COUNCILS. The barangay governments in Lanuza where there are marine sanctuaries are obliged to allocate funding for the management of the MPA and to support its management.

Section 9. This Executive Order shall take effect immediately upon signing hereof.”
