About 15 years ago, around the time the M5 was widened, the Princess Vlei Fish Market offered fish hawkers a place to sell their stock. But since 2006, the Rondevlei Subcouncil has expressed its unhappiness with the oper- ational habits of the fishmongers, and sellers were eventually removed from this area due to poor on-site waste management and the lack of a cleansing and disinfection pro- gramme. Ward Councillor Jan Burger says Grassy Park residents complained about fish offal lit- tering the roads. The fish market then became notorious for criminal activities in 2009, after three bodies were found at the vlei within a period of 12 months. On 14 March, the body of Brent Fortuin was found dumped at the market. On January 11, Warren Eckhardt’s body was found dumped close to the market and in the same month, the body of Shafiek Leonard was also found at the vlei. The market was closed down and Law En- forcement moved the fishmongers to other sites. “They are still carrying on with their busi- ness but the main rule was that they had to dispose of their waste at Vissershok Disposal Facility in Milnerton,” says Burger. With assistance from the Department of Economic and Social Development – in terms of planning and executing a proper waste dis- posal facility – the fleamarket, at Klip Road cemetery will be used by the fishmongers in due course. The Princess Vlei fleamarket, like most, is held on a Sunday from 09:00 to 16:00. Howev- er, Philip Bam, chairperson of Lotus River, Ottery, Grassy Park Residents’ Association (Logra), says that when he drove past the ar- ea where the market is held at around 09:00 on Sunday, there seemed to be no activity. “From our budget, we bought more gravel to make better floor space and ensure com- fort for the stallholders,” says Burger, adding that the plans “need to go through all the cor- rect channels” before the fishmongers will be incorporated into the fleamarket. “These plans take time – you can’t do eve- rything at the snap of fingers; all sorts of things must be looked at, from each and eve- ry angle. We need to look at how we are going to put fishmongers together with people sell- ing fruit and other household items. “The flies and smell from the fish would cause chaos among the other stallholders if we don’t prepare properly – we also need to find out from them if they would be okay with it,” says Burger. He adds that the plans for the incorpora- tion are still in their “foetal stages” and could take some time. “The department is still sup- posed to get back to us on what the plan would be for proper waste disposal. A system was tested at the fish market in Athlone and we are going to be provided with feedback,” he says. Dawn Weaver, who has been selling fish on the side of Klip Road for 13 years, says she is happy where she is. “It’s not only a convenient spot for my cus- tomers but they can also buy fish freely, with- out hassle. I’m very happy here; the people are friendly, it’s nice, cool and not cramped like it would be on a market. “However, I do hope that they will open up a market for us somewhere, sometime, be- cause they are going to chase us away from here soon,” she says. Weaver has concerns about the market. “They would have to appoint someone who will oversee the market. People mess and throw their waste down the drain and it’s not healthy. “There needs to be a proper system for us to get rid of waste,” she says. According to Paul Williamson, service co- ordinator within the Department of Econom- ic and Social Development, a market is specif- ically established to create opportunities for people to make a living. “The plans for the fleamarket and fish mar- ket to work as one, are still in discussion. It’s in the very early stages still because with the idea of having fish trading together with a fleamarket, one has to be very careful. “We also need to make sure that the fish- mongers would want to go into an established area such as a market. They are used to sell- ing their fish from the back of their bakkies – it’s like a tradition – and it would be unfair if they didn’t have a say,” he says. A PLAN to have the fishmongers ofGrassy Park and Retreat incorporat-

ed into the fleamarket along PrinceGeorge Drive is under way.

IN CELEBRATION of 25 years of serv-ice, the Islamic Social and Welfare As-sociation (ISWA) will be hosting a ga-la event at Cape Town College inKromboom Road on Saturday 12March.

The anniversary also marks the start ofa five-year project for ISWA, which is sit-uated in Belgravia Estate, to acquiretheir own premises and develop a learn-ing centre for their school.

ISWA offers counselling services, so-cial intervention strategies, further edu-cation and training, poverty alleviation(through educational subsidies) andyouth and children’s development pro-grammes.

These services are offered to people ofall religions.

ISWA’s doors were first opened in 1986by Nurounihar Minton and FowziaRyklief, who are still involved with theorganisation.

“The two women saw the need for trau-ma counselling and the non-profit organi-sation was born during the apartheid era.Families were dying from abuse anddrugs and ISWA decided they must dosomething as the communities were dis-integrating,” says Rushdy Siers, the CEOof ISWA.

“As they continued to counsel peoplethroughout the years they saw the needto do more to help the communities andstarted a few projects.”

In 1987, ISWA rallied to support the in-ternational call for the rights of children,becoming one of many organisationswhich rallied to support the RainbowChildren’s Day campaign.

In 1994, ISWA alone carried on the tra-dition of the Rainbow Children’s Day.

The campaign came to an end in 2004,when the weekend was disrupted by a se-vere storm which hit Cape Town.

A week later an appeal was made to theGreat Moscow Circus and a special showwas staged for more than 1 000 childrenand their caregivers.

In 2004, the Minton School of Develop-ment was launched to help children.

At the school they offer two-year cours-

es in project management for counsel-ling, paralegal counselling financialman-agement and a social auxiliary course.Participants must have completed mat-ric. Classes are currently held at AthloneHigh School.

With ISWA’s formation of the Sing-Os-man Education Fund, the burden of pu-pils who want to attend the school hasbeen made lighter, as they receive a bur-sary and pay only R13 000 instead of theusual R23 000.

ISWA has also introduced a Learn Self-Esteem Forum.

“We have recognised that many thingsinfluence people; the circumstances theylive in, drug abuse and family disintegra-tion and we need to look at ways to helpin the home, school, working and socialenvironment,” says Siers.

He says the aim is to reach thousandsof people for the next 25 years and makea difference in their lives.

“We are in talks with schools to includethis programme in their curriculum.”

Two arrested for abalone poachingA 26-YEAR-OLD man was ar-rested for possession of abalo-ne on Friday 4 March in Bot-tom Road, Zeekoevlei at about04:00.

Grassy Park police officersfollowed up information theyreceived from an informer thatthe suspect was off-loading ab-alone from a white ToyotaHilux bakkie and white FordBantam bakkie.

On arrival, police found fivelarge bags of shucked abalonein the Ford bakkie, with an es-timated value of R60 000.

Further investigation result-ed in the arrest in Grassy Parkof a second suspect, a 28-year-old man.

The men were charged withpossession of abalone and ap-peared in the Wynberg Magis-trate’s Court yesterday.

The outcome of the case was not availa-ble at the time of going to print.

Within the period Tuesday 1 March toMonday 7 March, a total of 140 cases werereported. Forty-nine arrests were made; 17for possession of drugs, five for assault,four for theft, two for possession of stolenproperty, four for malicious injury to prop-

erty, two for shoplifting, four for domesticviolence, four for warrants of arrest, onefor theft out of a motor vehicle, two for pos-session of abalone, one for crimen injuria,two for driving under the influence of alco-hol and one for rape.

Police survey communityto determine needsMELISSA LE ROUX

DOMESTIC violence, drug-related, con-tact crimes, burglaries and sexual offenc-es are the top five crimes reported atGrassy Park and Steenberg police sta-tions.

That’s according to a survey conducted bythe Department of Community Safety toidentify how to provide the best possibleservice to the community.

The Wynberg police cluster, which in-cludes the two stations, together with Com-munity Safety, used a sample of about 30 peo-ple to identify policing needs and priorities.

The findings of the survey, conducted inOctober and November last year, were dis-cussed at a meeting between CPF chairper-sons, police officers and other roleplayers inthe community on Wednesday 23 February.

The self-completion questionnaire al-lowed respondents to give their honest and,if they chose, anonymous opinion withoutfear of intimidation.

This survey wasspread across com-munities through-out the WesternCape. In total, 1 340forms were com-pleted.

Findings from the survey mentioned gang-sterism as “frequently” being at the root ofcrimes in communities across the WesternCape.

The study also included questions aboutservice delivery concerns in police stations– such as police resources not being effec-tively used, insufficient police members andlack of trust about the witness protectionprogramme.

The survey shows that 73% of residentsare dissatisfied with inadequately equippedpolice stations.

Residents raised the issue of the police’sresponse time – 83% said that it should takefiveto 10 minutes to respond to a crime.

“The information that was gained in thesurvey will be forwarded to the South Afri-can Police Service so that the results can beincorporated into the safety plans of the des-ignated areas,” says Steenberg CPF chair-

person, Kevin Southgate.In a report on the identification of policing

needs and priorities in the Western Cape,MEC of Community Safety Albert Fritz said:“Crime creates a web of fear and impacts onthe daily lives of many people in the WesternCape and South Africa as a whole.

“Increasing safety is imperative to im-proving the quality of life of all South Afri-cans.”

The Department of Community Safety rec-ommended that:

. Community police forums be assisted todevelop indicators to monitor police per-formance at local police precinct level.

. The skill of detectives be improved sothat their evidence-collecting could be im-proved; and

. Awareness of the witness protectionprogramme be promoted in communities, toencourage community members to testify inthe prosecution of criminals.

Other issues raised in the survey forSteenberg and Grassy Park police stationswere:

. The relationshipbetween SAPS, theCPF and neighbour-hood watches needsbe improved.

. Police membersshould be trained in

communication skills.. That schools form part of policing by

having a representative of Safer Schools at-tending CPF meetings,and workshops,which would address the key findings of thesurvey.

. That police officers be equipped withspecific skillsto deal with gang violence; and

. That there should be more visible polic-ing.

Philip Bam, chairperson of Lotus River,Ottery, Grassy Park Residents’ Association(LOGRA) says: “The survey does not reflectthe concerns of the Grassy Park community.More action must be taken against shebeens,which is a very big concern. And house-breakings, which don’t receive high priori-ty.

“We want foot patrols in our area, we wantto see more stop-and-search operations anda better response time,” he says.

Police clerk arrestedMELISSA LE ROUX

AN ADMIN member at Grassy Park policestation was arrested on Saturday 26 Febru-ary and charged with house robbery withpossible charges of corruption.

According to Colonel Leroy Nolan, StationCommander at the police station, the malesuspect supplied people with certain infor-mation which they then used to perform ahouse break-in.

“A man came into the police station andallegedly opened a case involving an acci-dent. The clerk got hold of specific registra-tion information,” says Nolan.

The couple involved in the house break-inwere arrested shortly after.

A disciplinary investigation has beendone and the suspect was put on suspension.

The admin member appeared in the Wyn-berg Magistrate’s Court on Monday 28 Feb-ruary, where his case was remanded for se-ven days.

He was released on R1 000 bail for divul-ging an address.

“We have transferred the clerk to anothercomponent and he no longer works withcomputers. I have asked that the member besuspended until the finalised verdict,” saysNolan.

EXACTLY why the CityCouncil decided to table its

draft budget on the day the na-tional budget was presented inParliament is difficult to under-stand.

Cynics would say it was a caseof dumping bad news on the publicwhile their attention was onPravin Gordhan and the upheavalin North Africa and the MiddleEast.

Bad news? Well, every single in-crease announced is above thepresent inflation rate – and thatmakes it bad news for most of us.On the other hand, it could havebeen worse, as the increases arecertainly lower than theywere lastyear.

But one would expect this to bethe case a few months before themunicipal elections.

My own view is that the Citybosses think they have done a goodjob and they certainly don’t see itas bad news. They just want to getit out of the way before the elec-tioneering begins in earnest.

So let’s look at the facts. Ratesare to go up by 5.9%. Electricitywill go up by nearly 20%; waterand sanitation charges will go upby 8% (and 10% for each of the twoyears following the election) andrefuse collection fees will go up by5.5%.

And the cost of running the City(the operating costs) will rise by

more than 12%.All this while the current infla-

tion rate is under 4%!Last year we had a 14% increase

in operating expenditure; an aver-age increase of 24.6% in electricitytariffs; an 18% increase for refusecollection; a 10% increase for wa-ter and sanitation and a theoreti-cal 9.3% increase on the averagerates bill.

So the budget may be less pain-ful than last year’s one, but that islittle cause for comfort to peoplewho do not get the kind of pay in-creases the City Council has hand-ed out in the last few years.

Mr Gordhan told us in the na-tional budget that the cost of pub-lic service salaries has doubled inthe last five years.

Whether or not municipal sala-ries were included is uncertain,but municipal workers and coun-cillors have done pretty well.

Perhaps well enough to losetouch with the economic realitiesthat beset the rest of us. While theprivate sector has had to endurewage freezes, retrenchments, re-duced working hours for reducedwages and other desperate meas-ures to survive the recession, thepublic service has prospered.

The bitter irony is that the pri-vate sector pays the taxes to keepthe public services going in thestyle to which they have becomeaccustomed.

How much longer can we affordto finance these growing bureauc-racies that are not exactly noted

for their productivity? Perhaps weare better off in Cape Town, butthat is no reason to sit back and besatisfied. There is every reason todemand greater efficiency and bet-ter value for our money.

. Tony Robinson is a veteranjournalist and commentator oncivic affairs in Cape Town. THE first event for the Cape MaleChoir Board rocked the Athlone CivicCentre last week.

Audiences flocked into the civic centreto watch choirs compete for a place in theChampions Cup to be held later thismonth.

Choirs were greeted to a sold-out ven-ue, with approximately 1 000 people in at-tendance.

Ebrahim Hull, president of the board,was delighted at the turnout of the event.

“The choirs kept the audience enter-tained and they were ecstatic, whichproves that the first event was a completesuccess,” Hull explained.

The board is integrated with the KeepThe Dream Malay Choir Forum, whichassists struggling choirs in finding theirfeet to perform on the big stage.

The forum was established last year.In the first event, which took place on

Friday 25 February, Silver Sounds Singk-

oor walked away the winners, with Ken-Fac finishing off in second place.

The following evening, it was the turnof Capetonians Singkoor to blow thecrowd away with their melodic perform-ance, as they finished in first place, withJordan Sporting Club coming in second.

He added that the rest of the teams tak-ing part in the competition would be com-peting in the Challenge Cup on Friday 11March.

Each choir stands a chance to win aspot in the much anticipated ChampionsCup, which takes place on Friday 25March at the Athlone Civic Centre.

What about the homeless?“POVERTY is the biggest challenge we face.”These were the words of Premier Helen Zillein the Legislature recently, when she ac-knowledged the ongoing problems facing theindigent citizens of our province (IOL, 18February). However, her statement appearsto be out of sync if one considers the actionsof her own colleagues over a period of time.

At a DA-controlled Ward 62 subcouncilmeeting in 2005, untested allegations of“criminal activity” were levelled against thehomeless people of the Bonnytoun informalsettlement in Wynberg.

Following this meeting, three brutal policeraids occurred, resulting in the illegal evic-tion and destruction of shelters belonging toour homeless people. High Court Judge De-on van Zyl then ordered that the shelters berebuilt, and that the homeless be incorporat-ed into the housing programme. The latterpart of this court orderhas still not been com-plied with. In April 2008, DA Councillor IanIversen publicly called on restaurants andshops not to give leftover food to homeless

people (source: IOL).Also in May 2008, two UCT students con-

ducted research among the homeless inRondebosch and reported that police brutali-ty was common in that area (source: IOL).

There appears to be a worrying trend thatheavy-handed police action is preceded byunsubstantiated allegations against ourhomeless people.

More recently, the homeless people of Zill-eraine Heights were promised that theywould be incorporated into Grassy Park’sfirst pilot project for backyard dwellers.They now face imminent eviction.

As we head towards the next round of localgovernment elections our politicians havewasted little time in championing the causeof the poor. However, it will take a lot morethan idle statements to prove that this prov-ince is serious about improving the condi-tions of abject poverty and squalor still prev-alent among the poorest of the poor.COLIN ARENDSEGrassy Park

Bumpy rideWESTERN CAPE MEC for Transport and Pub-lic Works, Robin Carlisle, boarded a train fromKhayelitsha to Cape Town last week to experi-ence for himself the troubles that frustrate reg-ular commuters.

Fortunately for Metrorail, which is thoughtto have been unaware of the MEC’s trip, every-thing ran smoothly, aside from the fairly emp-ty peak-hour train arriving at its destinationseven minutes late. In reports, Carlisle dubbedthe journey“excellent”whencompared to con-ditions on the same line a year ago.

But while Carlisle’s efforts should be com-mended, his single novelty rail trip cannotcompare to the everyday horrors that mostlypoor commuters are forced to endure.

For them there are no alternatives, and therecent 41c per litre increase in fuel costs maysee their numbers swell in future.

The flood of complaints from frustrated railcommuters seems never-ending. Last year,whenMetrorail increased ticket prices andcit-ed Eskom’s increase in electricity tariffs, im-ported materials used on the railway, labour,and the absence of automated ticket sales asreasons for the price hike, they also promisedto raise service standards with the introduc-tion of better facilities at stations just in timefor the World Cup.

But all too often commuters still find them-selves stuck in overcrowded trains duringpeak-hour, targeted by criminals, and at timesare even forced to disembark and walk to near-by stations alongside railway tracks becausetrains suddenly grind to a halt without any ex-planation. To the average commuter it wouldappear that Metrorail shows no respect to itscustomer. Carslisle has promised to meet withMetrorail to gain answers on faulty doors, se-curity problems and generally poor condi-tions, demanding of Metrorail consistent serv-ice delivery.

National Transport Minister Sibusiso Ndbe-le has promised 8 000 new coaches for the railtransport network, 1 000 of which should besent to the Western Cape by 2015. One can onlyhope there is light at the end of the tunnel.

Until then, commuters face a long roadahead.

THE Lighthouse Rehabilitation Cen-tre in Retreat has been helping ad-

dicts “stay clean” for 13 years, givingthem a new lease of life.

Abdul Gaseeb Jacobs, a trained SaudiArabian Islamic scholar, saw the need inthe community for a sub-stance abuse rehabilitationprogramme about 15 yearsago.

“At the time I was a reli-gious leader and saw theneedfor a place where people whohave an addiction problemcan recover,” he says.

The Lighthouse is a pri-vately-funded treatment cen-tre with a strong emphasis on“individual” treatmentplans.

“When a person comes inand admits to having a prob-lem, we do a complete assess-ment – a background check tosee what sort of medical andpsychological condition theyare in,” says Jacobs.

The centre offers addicts the opportunityto begin their journey to recovery with aclean slate by targeting the behaviours theypicked up while under the influence andhelping them to unlearn them.

The addicts live at the centre for a periodof four to six weeks. However, the centredoes not act as a detoxification facility.

“Before they can be admitted into thecentre, they have to first go to a hospitalto detox, as we are not a medical facility,”says Mogamat Sedick, auxiliary social

worker and counsellor.The staff that are on site are not medical,

but a doctor comes into the facility whenneeded.

The centre encourages participants toparticipate in the aftercare programme forsix months.

There are various extramural activities,such as yoga, karate and art therapy.

“There is an activity we didthat involves a dial, a tooth-pickandglasspaint.Weare re-quired to paint the entire dialusing the toothpick, whichteaches us patience. Becauseto get yourself out of drugstakes time,” says Hassiem Al-bertus, who has been out of ac-tive addiction for 12 years. Hestarted using drugs at the ageof 18 and at 33 reached a pointwhere life becameunbearable.He was shunned by his familyand knew he had to stop, butwas unable to on his own.

“I found out about the centrefrom my uncle. Being in addic-tion for so long, you learn notto trust people. After three or

four weeks I started to trust Gaseeb and be-gan my recovery,” he says.

The centre has been a platform for manyto start their lives afresh.

Albertus recently received his matric cer-tificate and now gives talks at the centre, us-ing his story as an inspiration to others.

Elections turn outfarce and furiousBRIAN GAFFNEY

THE LFA Cape District’s long-serving president,Winston Engledoe, survived his closest election

battle at the recent annual meeting, reflecting thatall is not well in the once powerful association.

Engledoe defeated Nathan Less by 22 votes to 19 to holdon to the reins for a fourth consecutive two-year term ofoffice in a contest that could have gone either way.

This vote had a ripple effect on the rest of the elections,with several candidates withdrawing their nominations,at the 82nd annual meeting held at the Wil-liam Herbert hall in Wynberg on Sunday 27February. Engledoe, in response to a list ofquestions that People’s Post sent him onThursday 3 March, preferred not to com-ment on any of the questions. “I feel it isbest to consult my executive committee orgeneral council on whether I should re-spond,” Engledoe said yesterday.

The questions posed were:. Several nominees withdrew from

standing for executive positions – includingYusuf Nacerodien, who withdrew his nomi-nation for president when he left the meet-ing early. What are your feelings on this?

. Do you think the reaction would havebeen the same from other nominees if either Less orNacerodien had won the vote?

. Some clubs were allowed to vote without the requiredcredentials and/or being out of compliance. Will this seta precedent for future meetings?

. What strengths will the new-look executive bring tothe table?

. What are the priorities for the new executive to tack-le?

. How will the LFA Cape District address the ongoingconcern among soccer clubs – raised at the annual meet-ing – that gate income generated entirely by soccer goesto theFacilitiesManagementCommittee (FMC),while theother FMC affiliates like ballroom dancing, walking clubsand dog clubs raise no income but benefit from the useof the sports complex?

The one-on-one contest between Engledoe and Lessarose when Nacerodien – the other candidate for the pres-ident’s position – withdrew his nomination at the timehe left the meeting, prior to the elections.

Nacerodien’s move, which caught club delegates bysurprise, came soon after he had asked whether all clubswere eligible to vote at the meeting.

Nacerodien confirmed yesterday that he was opposedto clubs that were not in financial compliance – accord-ing to the constitution – being allowed to participate inthe elections. “I felt I was at a dead end when the dele-gates allowed the constitution rules to be broken,” saidNacerodien, a member of the Garlandale AFC.

Nacerodien also made no secret of the fact that he hadno intention to standdown in favourofLess – ashadbeenanticipated – in the battle for the hot seat.

This bit of intrigue unfolded when Nacerodien insist-ed – according to the constitution – that clubs as well asnominees were ineligible to participate in the elections

if they were not in financial compli-ance. Nacerodien’s call for the consti-tution to take its course would haveruled both Ashford Athletic AFC mem-bers Engledoe and Less out of therace – making him the only eligiblenominee for the presidency.

However, the majority of delegatesdiffered with Nacerodien’s views by ac-cepting the reasons offered by South-ampton, Ashford, Spenston and Penin-sula for not being square on the books.

There were several twists in the con-test for the two vice-president’s posi-tions. It started when Rashied Cloete ofBlue Bells AFC declined the vice-presi-

dent (disciplinary and registrations) position, after poll-ing the most votes in a four-person contest. Cloete re-ceived 16 votes; Elton Lotriet 14 and Neil Pietersen 11,while Basil Palanyandi received no backing. Southamp-ton AFC, who nominated Palanyandi, surprisingly votedfor one of the other nominees. Cloete, after declining avice-president’s position, said he felt he could “serve thegame better” by taking up the position of head of competi-tions. In the light of this development, Lotriet of Stepha-nian AFC was elevated to Cloete’s position.

Pietersen of Battswood AFC was elected unopposed asvice-president (youth affairs), after incumbent Less indi-cated he would withdraw from the voting as GarlandaleAFC (who had nominated him) had left the meeting.

The Baltic Rangers, Montague Spurs, Hout Bay Celticand UCT clubs – which could have influenced the finalvote counts – had no delegates present at the meeting.

Arendse gets toughSAFA Cape Town was forced toadjourn a general council meet-ing in Old Crossroads on Sun-day after two ineligible LFACrossroads members refused toleave the meeting.

The situation became heatedwhen Safa CT president Nor-man Arendse told Mike Sihekeand Mlungisi Bleki from Cross-roads to leave as they “were notaccredited to attend”.

before a task team headed by Sa-fa CT vice-president Eric Gumwas appointed to take over theadministration.

Arendse said yesterday itwould have been “disrespectfulto theaccredited task team” if hetolerated the presence of Sihekeand Bleki at the meeting.

Arendse said only accrediteddelegates will be allowed to at-tend the adjourned meeting onSunday 13MarchatAthloneSta-dium, starting at 10:00.
