More and more pensioners are beingtargeted by opportunistic businesspeople who approach social grant
beneficiaries for funeral policies.Voice of Parkwood chairperson Paul Phil-
ips says people in the poverty-stricken com-munity of Phumlani Village in Lotus Riverare falling prey to organisations who comeinto the area and offer funeral policies togrant beneficiaries.
“Deductions are made from these people’sgrant cards. Every month it’s a little morethat gets deducted. I have tried to assist a fewof the residents who have brought up theirissues but we are not getting any joy,” Phil-ips says.People’s Post previously reported on a
company which makes illegal deductionsfrom grant beneficiaries (“Policy takes andtakes”, 9 June).
One resident, who requested to remainanonymous, says she did not know the fu-neral policy she signed up for would causeso much “distress”.
“When I signed up for the policy I was tolda monthly deduction of R99 was going to bedone. This sounded like a good deal and Isigned up,” she says.
However, after three months the womansays she has noticed irregular amounts be-ing deducted.
“The first amount was R99 but then it justincreased after that. The second month wasR130 and the next month was R150. I havetried to contact the woman who was here butshe is never available. It’s not right whatthey are doing because I already have to get
by with so little,” she says.According to an advertisement posted in
community newspapers by the South Afri-can social security agency (Sassa), benefici-aries have been warned to be wary of illegaldeductions.
The statement reads that before the socialgrant is paid into a bank account of a benefi-ciary only one legal deduction is allowed tobe made. This deduction is for a funeral poli-cy that may not exceed 10% of the total valueof the grant.
“This premium is deducted by Sassa be-fore the social grant is paid to the benefici-ary and then paid over to the relevant insur-ance company. Once the social grant is paidinto the bank account that is linked to theSassa debit card, legal deductions institutedby financial entities will take effect for pur-chases that were made,” it further says.
These deductions include airtime, elec-tricity, micro loans, credit instalments andpolicy premiums.
“Any disputes should be resolved directlybetween the grant beneficiary and the entitythat instituted the deduction.”
The statement explains that the Sassabranded payment card was introduced to al-low social grant beneficiaries the conve-nience of accessing their social grant any-where and at any time.
“The Sassa payment card is a debit cardand allows for cash to be withdrawn fromATMs, purchases to be made from suppliersand legal deductions to be made. The intro-duction of the Sassa card into the bankingsystem unfortunately also provided an op-portunity for social grant beneficiaries to beexploited.”V Continued on page 3.

As public participation opens on the up-coming fishing rights allocation proc-
ess, transformation of the industry is takingcentre stage.
The department of agriculture, forestryand fisheries is holding consultation ses-sions on 10 sector policies, which are set toexpire this year, as well as a policy on fishprocessing.
The drafts were published last month andare up for public comment.
For the inshore sectors – which includelobster, net and abalone fishing – rights willbe split between small-scale fishers andlarge-scale companies.
This portion has yet to be decided, projectmanager Sue Middleton says, but is expect-ed to be announced in October or Novem-ber.
Always a controversial topic, says Mid-dleton, is the balance between awardingrights to historical holders and encourag-ing transformation.
“It’s about balancing new entrants andcurrent rights holders. The fishing sector isaging and needs to let the youth and newpeople in,” she says.
One of the criteria used to promote trans-formation is allocation according to race.This will see the majority of rights allocatedto black-owned businesses, with less than atenth going to businesses with colouredowners.
Hout Bay resident Davina Jonathan saystransformation is happening, but colouredcommunities are not adequately included.
“Why are only 9% of the rights being giv-en to coloured fisherman? They should beincluded under the Constitution,” she says.
The process is also excluding small busi-nesses, Jonathan believes, as they can’tcompete with commercial fisheries.
“Small businesses are often in the formof a co-op working with only two boats. Thecurrent system is excluding the small manand they aren’t given the opportunity togrow and move up,” she says.
At a public meeting in Sea Point lastweek, Armin Weimar of the Wild BenguelaHarvest company, who had been in the in-dustry for 43 years, commented that fourcategories should be created for applicants,which would encourage transformation.
He believes categories should be createdfor those who previously owned rights, ap-plicants with rights in other sectors, compa-ny applicants and then new entrants. Thesecategories should be scored differently.
Up for comment are also draft applicationforms and application fees, which have in-creased by 26%. However, small-scale fish-ers will not be required to pay these fees.
The results of the application process willbe announced in February next year.V Public consultation meetings will take place at themultipurpose hall in Ocean View and the Hout Baycivic centre on Monday 20 July between 10:00 andnoon. On Tuesday 21 July a meeting will take placein Fish Hoek between 10:00 and noon.

The Parkwood community was shakenlast week as two youngsters were shot
and killed in gang violence.This could now lead to a spike in gang vio-
lence in the area.According to Voice of Parkwood chair-
person Paul Phillips an emergency meetingis being held tonight to decide on a way for-ward. “We have to mobilise our communityto take a stand against these types ofcrimes. We need to engage the national gov-ernment at this stage because all that hasbeen done so far has not made an impact,”Phillips says.
He tells he was outside when the secondshooting of the week occurred on Wednes-day evening. “It was around 21:00 when ithappened and I saw a man in Abdulla Moo-sa Walk running with a gun. He gave chaseto men who were in the road,” he says.
Phillips says moments later he heardshots ringing out and people screaming. “Ithen heard that someone had been shot. Itwas a traumatising experience because Icould not even think to intervene at thetime I saw the guy with the gun,” he adds.
Phillips says a plan of action will be dis-cussed tonight when religious leaders willgather and discuss the way forward. “Wecan’t allow this to go on anymore. We arelosing young lives in our community andthis calls for the attention of our nationalgovernment. We need the army to inter-vene because we’re in difficulty,” he says.
Grassy Park visible policing commanderLieutenant-Colonel Christian Esau sayslast week’s shootings are the first in thepast three weeks.
“There were two shooting incidents inthe Parkwood area. One incident occurredon Tuesday, of which an attempted murdercase was opened and later changed to mur-der because the victim died. The second in-cident occurred on Wednesday and a mur-der case was registered. Both incidentswere gang-related,” Esau confirms.
He says six suspects were arrested forTuesday’s shooting and one suspect was ar-rested in the second case.

Okay, so I did it last week. I fobbed a teen-ager off!
I was asked on a Friday when her projectwould be marked. Having missed a self-im-posed deadline, I was already embarrassed.“You will have it on Tuesday.”The words weren’t even out of my mouth
before I realised that it wouldn’t be possible.It wasn’t even vaguely honest.I apologised to her and explained what I
had done. I had fobbed her off. It helped thather project was excellent and that when sheeventually received it she was delighted.
Teenage unaccountability is a slick artform – the phrases roll out effortlessly: “Ina minute, mom”, “It will be finished ontime”, “I am now there” (my favourite) andthe politicians’ “It is enjoying attention ata very high level”.It is more than just plain teen laziness and
a case of “living in the moment”, however.Fobbing off and procrastination are bedmates. The difference is that we can pro-crastinate and do damage to no-one but our-selves, but what is implied with fobbing off,is that we are doing it to someone else.It goes to our credibility, to our believabil-
ity and general aura of trustworthiness.
Teens need to understand that it is morethan enough to see you overlooked for a pro-motion, not having yourweekend curfew ex-tended.Echoing from my childhood is the warn-
ing to say what you mean and to mean whatyou say. In this age of political correctness,we find ourselves not saying what we meanand, in this age of unaccountability, we findourselves not meaning what we say.So don’t back off when offered the trite “In
aminute” – insist onwhichminute and thenhold them to that minute. When the pro-crastination will hurt them alone, leavethem to experience the natural consequen-
ces of their lethargy.When it is fobbing off, find the right mo-
ment to explain the disrespect that fobbingoff communicates.So when exactly do we leave them to expe-
rience the consequences? Leave them whenthe consequences are not too extreme. Anat-ural consequence communicatesmore effec-tively than a thousand words. More chances for jobsWith a high unemployment rate
across the country, the City ofCape Town is leaving no stone un-turned in trying to create job op-portunities.
In the current financial year themunicipality hopes to help thou-sands of unemployed residentswith short- to medium-term jobsthrough its expanded public worksprogramme (EPWP).
According to a statement theCity aims to create 42 500 tempo-rary jobs through the EPWP pro-gramme which will see 2500 morepeople being employed – up from 40000 in the previous financial year.
The EPWP is a national govern-ment initiative launched in 2004,
with the aim of giving unemployedSouth Africans a hand up throughtemporary jobs to earn income, butalso to acquire skills that couldmake them more employable.
Since 2011, the City has createdmore than 140 000 temporary jobs.By the end of June next year, thetotal should be close to 180 000. Thededicated budget in the last four fi-nancial years, including thenew fi-nancial year, stands at R466m, ex-cluding those budgets whereEPWP jobs are created throughservice providers.
The type of work opportunitiesinclude administrative assistance,community care, river and alienvegetation clearing, stonemasonry
work, general work supporting ex-isting service delivery projectssuch as cleaning and minor main-tenance as well as youth develop-ment work.
Currently, there are 402 701 peo-ple registered on the City’s jobseekers database.
All unemployed residents whoare interested and willing to workon the programme are required toregister at their nearest subcoun-cil office to be considered for op-portunities. Job seekers are alsoreminded to update their contactinformation if it changes and tovisit the subcouncil offices at leastonce a year to ensure that their reg-istration remains valid.

More than 1400 receive hot foodThe We Care feeding scheme re-
cently hosted a mass feedingdrive in Parkwood.The four-year-old organisation
aims to feed more than 1000 peoplefrom underprivileged communi-ties once a month.During the month of Ramadan
they feedmore than 1000 people ev-ery Saturday for four consecutiveweekends.
The recent drive was done at theMasjidus Sabr mosque. More than1400 people were given food. Chil-dren in the area received earmuffsto ward off the cold winter.Clothes were also distributed to
three organisations that are inneed of the assistance, says Fal-diela Salie, who is part of the WeCare feeding scheme, which ismade up of friends and family.
Excitement was high when children from Parkwood received food packets and a hot meal from the We Carefeeding scheme. They also received ear muffs to keep out the cold.
The We Care feeding scheme managed to feed 1400 people on Saturday ata mass drive held at the Masjidus Sabr mosque in Parkwood.
Families were given food packets on the day of the feeding schemedrive in Parkwood.
Huge pots with warmfood and soup wereprepared for themass drive. More than1400 people were fedon the day and 1000children from the areareceived ear muffs aswell.

The City of Cape Town has heard of few-er pipe bursts in the first five months
of the year.This, the City says, is thanks to its pipe
replacement programme, intensifiedmaintenance efforts and pressure man-agement initiatives.
Fewer than last yearIn total 2330 pipe bursts were repaired
by the City from July last year to the endof May – 614 fewer than the same periodin the previous financial year. The City al-so reported that 24 bursts per 100kmof pip-ingwere reportedover the 2014/2015 finan-cial year, compared to 31 per 100km of pip-ing in 2013/2014.
The City says the good news can beenput down to its focus on both pressuremanagement andpipe replacement and re-habilitation. Extensive implementation ofwater pressure management systems invarious areas, including Langa, BishopLavis, Retreat, Crossroads and Pinelands,also helped.
Big water savings“It is estimated that 42 000kF of water is
saved every day through our pressuremanagement programme. This is theequivalent of 17 Olympic-sized swimmingpools,” says Ernest Sonnenberg, mayoralcommittee member for utility services.
Programmes throughout the city focus
on replacing infrastructure in problem ar-eas, as well as in areas where the pipingis reaching the end of its design life.

A victim support centre has called for acommission of inquiry into efforts to
end gang violence in the province.Gang prevention and intervention is a
shared responsibility which, according toa research report released by the TraumaCentre, is not visible enough in the prov-ince.Consequently, the socio-economic rights
of survivors of gang violence are compro-mised by ongoing gang warfare and slug-gish efforts to rid communities of such or-ganised crime, Trauma Centre executivedirector Valdi van Reenen-Le Roux says.The report focuses primarily on resi-
dents of Manenberg and recommends aninvestigation into gang prevention and in-tervention efforts.
13 000 people helpedAt the height of gang violence in Manen-
berg two years ago, the Manenberg Devel-opment Co-ordinating Structure success-fully lobbied provincial government toprovide psychosocial support to victims ofthe gang violence, Van Reenen-Le Rouxsays.“As a result, more than 13 000 people –
over a period of nine months – benefittedfrom a community-based trauma-focusedmental health programme. The researchreport explored the accessibility, appropri-ateness and sustainability of the pro-gramme by analysing data from client files
and conducting interviews with counsel-lors, laypersons, educators and communi-ty leaders,” she says.“Nearly two years later, the status quo
has not changed in Manenberg. In spite ofOperationFiela and the army’s presence inManenberg in early June, gang warfarecontinued until last week when communi-ty leaders in Manenberg brokered a peacedeal amongst rival gang leaders. However,past experiences have shown that peacedeals are mere plasters on gapingwounds.”Van Reenen-Le Roux believes the “latest
peace in Manenberg is disturbing becauseit hints at the de facto authority that gangleaders enjoy”. She suggests that it is timeto refer to gang violence as a form of tor-ture and ill treatment.
Act of tortureThe report suggests that research must
be done on gang violence as an act of tor-ture, because of the government’s omis-sion to eradicate gang violence. Further re-search should also be done on trauma-fo-cused psychosocial interventions forpeople who experience continuous trau-ma.Ewald Botha, spokesperson for provin-
cialminister of community safety Dan Pla-to, says the call for a commissionof inquiryinto gang violence falls under the mandatethe premier.“Our approach to deal with the impact
of the ongoing scourge of drugs and gangsneeds to also look at preventing our kids
from becoming involved in these negativesocial behaviour.Wewill not be successfulin breaking down the culture of gangs anddrugs if we try to do this as individuals, orin isolation from one another,” he says.TheWesternCape government’s “whole-
of-society” approach to increase safety rec-ognises that meaningful partnerships areessential if we are to be successful, Bothasays.“We continue to partner with our com-
munities and organisations operating inour communities. We have, since the be-ginning of this year, launched on a large-scale, youth-focused outreach engagementin our communities to inform our youth,our parents and those working with theyouthabout our services available to them.These include our partnership with the re-ligious fraternity, the opportunities avail-able at ourChrysalis andWolwekloof acad-emies, aswell as the existing opportunitiesfor bursaries towards studying,” he says.Theprovincial government also recently
announced various holiday programmeson offer by the departments of communitysafety, cultural affairs and sport, educa-tion and social development to provide op-portunities that young people can partici-pate in during the school holiday whenthey are more at risk, Botha says.Fellow researcher Tatenda Mawoyo ar-
gues that the research findings and recom-mendations “confirm what policies andstrategic frameworks of both national andprovincial government agencies havepreached but not practised adequately”.The report finds ongoing violence is the
biggest threat to victim rehabilitation. Italso finds a strong linkbetweenongoingvi-olence and continuous trauma, which hasimplications for thedevelopment ofmentalhealth programmes.
Victimisation“Inadequate physical, human and finan-
cial resources increase the risk of second-ary victimisation because it impacts on theappropriateness, accessibility and sustain-ability of trauma-focused psychosocial in-terventions in communities affected by on-going gang violence,”The key recommendations propose an
approach to making victim rehabilitationa reality, Van Reenen-Le Roux says.There is also aneed todevelop trauma-fo-
cused mental health literacy for teachers,parents, child carers and community-based workers to improve the skills ofthose who provide psychosocial support tosurvivors of gang violence.

The department of rural development andland reform has approved multi-million
rand funding for farmers to buy land andkickstart social and agricultural infrastruc-ture upgrades.
The department has approved 31 projects,valued at about R146m for farm recapitalisa-tion.
Land has already been bought across thecountry under the proactive land acquisi-tion strategy (PLAS) to benefit 5108 appli-cants.
Agrarian reformIt is estimated that 2193 permanent jobs
would be created out of the funding, with a
further 639 temporary jobs likely to be creat-ed, says rural development and land reformminister Gugile Nkwinti.
“This will go a long way towards fast-tracking service delivery in rural areas. Weare committed to sustainable agrarian re-form with a thriving farming sector,” hesays.
The department buys farms throughPLAS, which seeks to acquire strategicallylocated land and redistribute this to emerg-ing farmers.
The applications indicated that mostemerging farmers want to pursue livestockfarming, crops, vegetables, game and poul-try. Funding applications were also used to
purchase machinery, trucks, bulls, preg-nant heifers and pack houses, among otherthings.
“Some of the commodities that people ap-ply to produce are for niche markets. Wewant to give people a chance who can createjobs and farm effectively. We do not wantweekend farmers; they neglect farms,” saysNkwinti.
Expert helpThe department helps beneficiaries get
strategic partners, mostly experienced com-mercial farmers. The department worksclosely with the department of agriculture,forestry, and fisheries to ensure that new
farmers have access to extension officerswho facilitate the transfer of new farmingmethods and provide technical advice.
Rekindling“This programme allows us to ensure that
we rekindle the class of black commercialfarmers that was disrupted by the 1913 Na-tives Land Act,” Nkwinti says. “We are de-lighted that some major commercial farm-ers aremakingoffers tous first as thedepart-ment. They sell to us and keep marginalequity.”
In the last 21 years, the department has re-distributed 82millionhectares of agricultur-al land, benefiting 235 609.

Festival to inspirenew youth storiesThe first annual Cape Flats film festival
and self-worth talk, which starts laterthismonth, aims to challenge thehistorical-ly created and presently sustained stereo-types of the Cape Flats.The festival is the brain child of Emile
Jansen, better known as Emile YX? of theBlack Noise hip-hop group and Heal theHood project, and forms part of the CapeFlats uprising initiative.“The Cape Flats has been stereotyped as
a gang- and drug-ridden community, whilethemajority of the people living in this com-munity are good people,” Emile says.“Wehavenoticed thatmanyyoungpeople
internalise the stereotype created by biasedmedia that perpetuate this image fromapartheid’s racist years.”
Tell storiesNow, 21 years into democracy, Emile says
that it’s up to the people tomake the changethey need.Besides challenging stereotypes, the festi-
val also aims to encourage the youth to telltheir own stories and get involved with the
film industry by teaching them skills andproviding film-related opportunities.The festival will begin, unofficially, on
Monday 27 July with the screening of thedocumentaryAfrikaaps at schools and com-munity centres. The film will be screenedat different venues every day until Monday10 August.

sports like rugby, cricket and soc-cer, he says he did play soccerwhen he was at primary school.But when he moved from St Ge-orge’s Grammar School to Can-nons Creek Independent School,soccer was not offered, so he tookup hockey.“I played hockey in Grade 2 at St
George’s so the sport wasn’t new tome and I moved straight to theu.13A team. I felt this sport wasright for me as it was kind of likesoccer, but with a stick.“Water polo was new at Cannons
Creek and I started this in Grade6. By Grade 7 I was playing in theWestern Province u.13A team. Ithink water polo was easier for me
because of my history in swim-ming.”Dannonsays that despitehishec-
tic training schedule, he makestime for academics as that is veryimportant to him. “I try to com-plete schoolwork as soon as I get it,sometimes sacrificing my breaksto do work. Being a good sports-man is inmybloodas almost every-one inmy family played their sportat provincial level. Somany peoplemake the excuse that they can’tcomplete work because of theirsport, but it all really comes downto time management,” he says.He trains every day. “I have
hockey by day andwater polo from17:30 to 19:00. The only real rest dayI have is on Saturday and I spendhalf of the day at the gym and theother half with friends.”When asked where he sees him-
self in five years’ time, he has aninteresting view. “I know mostpeople that are good in sport wouldsay stuff like playing for theircountry and earning tons of cash,but I value education and believeyou should always have somethingto return to in case the sporting ca-reer doesn’t work out. I see myselfstudyinghard,while paying formystudies by using my sporting abili-ties at university level.”. Juniors hopefor plain sailingThe Lipton Challenge Cup, South Afri-
ca’s most prestigious sailing event ofthe year, is being sailed in Table Bay
this week, concluding on Friday.Amongst the seasoned sailors taking
part are some of South Africa’s top sailors,as well as some junior teams.
Youngest crew memberOne of the junior teams sailing and hold-
ing their own against some of South Afri-ca’s most experienced sailors is Team Sky-bound.Skippered by Eben Vivier (21) with twin
brother Johan Vivier as the tactician,Team Skybound also boasts the youngestcrew member of all the teams competingin Lipton Cup – Seaton Bailey, who is only13 years old.The other team members are Marc Rob-
ert von Schutz (21), Joppie Naude (20),Duane Petersen (22) and Shannon Cupido(19).Duane and Shannon both hail from
Grassy Park and are active and talentedyoung sailors who sail dinghies at Zeekoe-vlei yacht club and keelboats at the RoyalCape yacht club sailing academy.There are 16 teams from around South Af-
rica competing in this year’s Lipton Chal-lenge Cup, including three teams from theVaal and one from as far as Richard’s Bay.
