A traumaunit is being built at theHeideveldCommunity Development Centre to accom-modate patients once GF Jooste Hospitalcloses its doors for a multi-million rand up-grade.The new facility is to be ready for occupa-

tion in April next year when the emergencyand trauma sections of GF Jooste closes.Construction work has already begun.All other services currently being offered

atGFJoostewill be transferred to theMitch-ell’s Plain District Hospital.Health department communications di-

rector Faiza Steyn says a poll conductedshowed 60% of people living in the Klipfon-tein sub-district use the GF Jooste traumaunit for emergency treatment.“The GF Jooste Hospital trauma unit will

remain at its current site until April 2014while the rest of the hospital will close at the

end of this year. [This includes] all wards,theatres, the outpatients department andother services.”The new trauma unit will function inde-

pendently to the Heideveld CommunityHealth Centre, she says.Only smaller structural adjustments to

the community health centre is being doneto accommodate the new trauma unit.But IsgaakKamaar, the chairperson of the

Klipfontein Sub-DistrictHealthForum, saysthe Heideveld Community Health Centrewill not be able to accommodate the influxof patients who usually use the health serv-ices at GF Jooste Hospital.“There has been a lack of consultation be-

tween health officials and the affected com-munity. We are being kept in the dark aboutthe upgrade, which will have a negative im-pact on us,” he says.Other community health centres are al-

ready overburdened and will not be able to

accommodate additional patients, Kamaarsays. “We are expected to make use of theMitchell’s Plain Day Hospital and GrooteSchuur Hospital, but these facilities arebarely coping,” he says.In an effort to enhance service delivery at

GF Jooste Hospital, the healthcare facilitywill be demolished and re-built.The R550 million reconstruction project

will provide a full range of hospital servicesfor patients living in the Klipfontein areawith specialist outreach and support.Provincial health minister Theuns Botha

explains that the temporary closure of GFJooste Hospital will not reduce the bed num-bers.In the interim, patients currently seen at

the hospital will be managed at the newMitchell’s Plains District Hospital andGroote Schuur Hospital which are 15 kmfrom GF Jooste.“To provide for the expected increase in

patient load, GF Jooste Hospital staff willwork at these hospitals during the interimperiod,” Botha says.He says thatmanagement and senior clini-

cians at the hospital have been consulted onand informed about the matter and are ac-tively involved in the plans to maintain theclinical service at different sites during there-construction period.The new GF Jooste Hospital will only be

ready in the 2018/19 financial year.At present the department is awaiting a

report and recommendations from theCouncil for Scientific and Industrial Re-search with regard to the architectural in-frastructure of the present building.

Driving schools need to be regulated in SouthAfrica, says Nazeem Kisten, acting generalsecretary of the South African Driving SchoolOperators Association (Sadsoa).This comes after the association, which has

been in operation for five years, found thatvery few measures are in place to ensure that

driving instructors deliver ade-quate service to learner drivers.“Driving instructors only need

to pass the instructors’ test beforethey can teach someone how todrive,” Kisten says.“This is not enough, because

many instructors learn throughtrial and error and don’t undergoadvanced driving courses. Test-ing centres are often corrupt andaward certificates to people whohave failed the test.”Sadsoa sent a draft bill of possi-

ble regulatory clauses,which theybelieve should assist in governingthe industry, to thenational trans-port department.Kisten says the bill states that

instructors need five years’ driv-ing experience and two years’work experience as an instructorwith an accredited driving school.He adds instructors also need to

be “approved by the provincial transportminister and should also attend a collegewhich offers a rigorous driving school pro-gramme”.The bill also looks at ways and means to

regulate and accredit the driving schoolindustry. All driving schools in South Af-rica are unregulated as there’s no regula-tory body. More than 95% have not beenaccredited by the Transport EducationTraining Authority (Teta).

This accreditation allows for drivingschools to apply for government and busi-ness tenders where they’ll be able to teachlearner drivers.Kisten says tough economic times are of-

ten the cause for people becomingdriving in-structors – theymay have lost their jobs andhave a car and some patience to teach learn-er drivers. “But pop-up driving schools,which are often called pirates, also need tobe accredited by Teta. Accreditation usually

costs between R25 000 and R30 000,which only the large, more estab-lished driving schools can afford,”he says.“The only way more driving

schools will be accredited is if gov-ernment reduces the large costs at-tached to accreditation and Teta ap-proval. Large driving schools haveno issues with accrediting theirbusinesses, because they havemeans to do so.”Kisten says acquiring a driver’s

license will become more difficultover time due to the computerisedlearner’s test implemented at sometesting centres.This new testing means will re-

quire learner’s license candidatesto sit in a simulator to test their pos-sible driving skills, as well as 16hours of preparation.He hopes to see testing yards reg-

ulated to ensure they meet thestandards set by the bill. “Driving schoolsshould join the association so they can beprepared for the possible regulations, be-cause by the time the government passes thelegislation no one will be able to have an un-accredited driving school,” Kisten says.“Cars used for teaching will need to be a cer-tain type with an operating number and alldriving schools will need to be registeredcompanies with an office and a landline.”Provincial transport department spokes-

belonging to various registered crime-fight-ing groups, have graduated at the AthlonePolice Station and are now qualified to pa-trol their communities.Withmany dormant safety structures, the

revival of active citizenship is welcomed,says Athlone Community Policing Forumchairperson Aziza Kannemeyer.The revived neighbourhood watches will

assist an “under-resourced” Athlone Police

Station. With 22 areas and three sectors inthe Athlone policing precinct, Kannemeyersays police officers are on the brink of a burnout.“We have many dedicated police officers,

but they are being overworked, hamperingthem from operating effectively,” she says.With an increase in crime during the pre-

vious financial year, residents say they can-not wait for the authorities to take action.EdwardDoe (46) has been living inGarlan-

dale all his life. He is one of the foundingmembers of the local neighbourhood watchin his area. “Sick and tired of crime”, hehelped start the community safety structureseven years ago. “The training has made us

more effective in our duties and in assistingpolice,” he says.WayneDuddy (47) of Silvertownsays curb-

ing crime starts with taking charge.“I started by just keeping an eye out for

my neighbours. I then started drivingaround to deter criminals from operating onour streets,” he says.He believes the recent training has made

him “better equipped to be the eyes and earsof the police”. “Officers cannot be every-where. Residents are however the majority.Patrols by neighbourhood watch membersare a great deterrent for crime,” he says.Nicole Williams (40) of Bokmakierie is al-

added bonus, not only for the community,but also for police, she says.“It shows perpetrators that residents are

taking back their neighbourhood. The in-creased visibility will help keep criminalsoff our streets.”

tre in Sybrand Park are determined to raiseenough funds and give their dilapidatedbuilding the makeover it needs.Situated adjacent to Klipfontein Road and

the Athlone Bridge, the rundown façade ofthe academy is a stark contrast to the inspir-ing work made available to the youth in thecommunity.For the past 26 years, the non-profit ac-

credited company has been offering compre-hensive arts training to young people.They are now appealing to theatre lovers

to assist themwith fundraising to turn theirbuilding into an inspirational centre forSouth African productions and home to newgenerations of dynamic performers, direc-tors, writers and managers.NewAfrica’s executive director Ian Bruce

says the transition began in 2004 when the

students asked him to turn the sombre-look-ing building around.“They told me they loved what went on in-

side, but were embarrassed to show otherswhere they studied,” Bruce says.He began investigating possibilities, but

soon hit a dead end as the owners of the build-ing were not interested in renovations.Bruce could not afford to upgrade a proper-

ty which was not his own.His next stepwas to take thematter upwith

their chairperson John Cartwright who, to-gether with his board, agreed that it was timefor New Africa to buy the building.After three years of dedication and support

fromvarious donors, the board became the of-ficial owners of the property in 2007.In 2011 the academy received a grant from

the National Lotteries Development TrustFund to renovate the neglected property.The plans envisaged were to transform the

building into an elegant, environmentallysound complex with a versatile theatre.It also included three class or rehearsal

rooms, a foyer cum café, a wardrobe, dress-ing rooms and a workshop.“The architect really took seriously our

conviction that underprivileged students,more than anyone else, would benefit froman uplifting space to learn and work in, aspace they deserve to be proud of,” Brucesays.However he explains that the City of

Cape Town spent nearly 30 months review-ing their proposed plans for the building,which was longer than Bruce had antici-pated.As a result, the amount received from the

Development Trust Fund is no longerenough to complete the rebuild as costs ofmaterials and labourhave increased signif-icantly. Maintenance on the existing struc-ture eroded any other reserves they had.Bruce explains that even

with severe cost-cuttingmeasures, a shortfall of overa million rand remains.Determined to fulfil their

resonant dream, manage-ment have devised a few sim-ple plans to try and raise thefunds needed.Supporters can donate any

amount, from as little as R10,via the New Africa accounton the GivenGain Founda-tion, at www.newafricathea-tre.givengain.org. They canalso be reached via their BuyA Brick Facebook page.“The names of the donors

will be recorded in a Book of Friends, whowill receive ticket benefits once the theatreis running,” Bruce explains.Other methods of contributing can be

done via direct deposits into the New Africaaccount, manually or via EFT. There is alsoa drop box available at the premises.Companies and art patrons who donate

R5 000 or more can own and have theirnames on one of the estimated 120 seats inthe theatre.For larger companies, New Africa is will-

With only a month remaining, Manenbergpupils are being given a fighting chance topass their final school year despite numer-ous class disruptions due to gang conflict.Pupils at Manenberg, Silverstream and

Phoenix high schools had their learningmo-mentum ruined by the prolonged gunfire.Valuable teaching time was also lost.The provincial education department saw

it fit to register these matriculants with theSpring School programme at Alexander Sin-ton High School in Crawford.Provincial education minister Donald

Grant says themajority of these pupils havebeen identified as “needing support” in cer-tain subjects by their principals and subjectadvisors.The Spring School provided these pupils

with additional support and tutoring in 12

subjects: Mathematics and MathematicalLiteracy, English Home Language, Afri-kaans Home Language and First Addition-al Language, Business Studies, Economics,Accounting, Geography, History, PhysicalScience and Life Sciences.The initiative is to ensure that as many

of the candidates writing the 2013 NationalSenior Certificate pass their exams.In recent weeks, the department imple-

mented a number of additional supportmeasures for the pupils of Manenberg, par-ticularly for Grade 12s. This will continuein the run up to their final exams.“The department has given pupils addi-

tional exemplar papers and deployed sub-ject advisors to assist in addressing anybacklogs in various subject areas. We havealso arranged for additional tuition afterschool hours and have delivered telematicsDVDs and materials to support teaching

ZAINODIEN LINNEVELDT doesn’t care about nextyear’s election. “I do not see any change in thiscountry, so why should I vote? Rich people arericher, while the poor remain poor. To me, votingdoes not make any sense.”

ALBERTUS BOCK will not change his political allegiance. “I see a lot of progress in the party I votedfor, and no one will be able to persuade me tovote for a different party. I have made up mymind.”

PIETER MATTHYSER says he is not registered butwould love to cast his vote. “Since I arrived in theWestern Cape I have seen a change, which issomething that motivates me to vote next in theelection. I have lived in different provinces andI only voted once in the Free State.”

CHRISTAL OCTOBER has made up her mind aboutwhich party she will be voting for. “I believe theparty will make a difference. Not only will theymake a difference, I've seen the changes theyhave been making and I love it.”

PAMELA BHONGCOSHE says she’s definitely looking forward to next year’s elections as she willbe voting for the first time. “I’m not registered,but I will definitely be voting next year. I will votefor the party that works for the people,” she insists.

SAZI MFUDISO says he is a registered voter andplans to make his mark in every upcoming election. “I am a citizen and I believe that my votecounts. My vote is my voice and I will vote forthe party who will put food on my table everynight,” he says.

Four months before the foundation for 153homeswill be laid,Hazendal locals have se-cured the services of an attorney to sinktheCity of CapeTown’s newhousing devel-opment.They argue themove is not to deny bene-

ficiaries the opportunity to own property,but to ensure their right to an area withenough facilities and open spaces is main-tained.The aggravated residents argue the ar-

ea’s infrastructure cannot accommodatemore homes, but the City hits back that allthe relevant approvals have already beensecured after a thorough public participa-tion process.The Hazendal Housing Project is set to

be completed within the next two years.But while those who have been on the

housing waiting list for decades celebratethe possibility of finally becoming home-owners, theHazendal Ratepayers’ Associa-tion refuses to allow the project to go aheadwithout a fight, chairperson Leslie Lan-genhoven insists.“An attorney has been appointed to take

legal action against the City of Cape Townon our behalf as council has not communi-cated their plans with us,” he confirms.The group’s main concern is that the de-

velopment will be built on the only openspaces available in their community.Four different sites have been identified

for the housing project: next to HazendalPrimary School; on the corner of Bokmaki-erie Street and Jonathon Road; on the cor-ner of Fifteenth Avenue and BokmakierieAvenue; and on Jan Smuts Drive.Langenhoven insists the development

will lead to serious overcrowding.“We don’t know what type of houses are

going to be built or who will be moving in.This could cause an increase in gangster-ism and burglaries with the unknown resi-dents moving into the area.”He demands council officials meet with

concerned residents to discuss their fearsbefore construction work starts.Resident Wayne Gelderbloem, who is in

the construction industry, denies ever re-ceiving letters or notifications of theplanneddevelopment.He sayshe regularlychecks for advertisements calling for ten-ders. “They are taking all the open spaceswe have left. Where are the children sup-posed to play? There won’t be any fields forus. The little ones will be forced to play inthe street,” Gelderbloem argues.Resident Rose Foster agrees the areawill

become more congested once the new de-velopment is complete.“The City is creating a slum which will

end in more poverty,” she says.A comprehensive public participation

process took place as part of the Environ-mental Authorisation and Town Planningprocesses,MayoralCommitteemember forHuman Settlements Tandeka Gqada says.“The Hazendal Ratepayers Association

was given the opportunity to form part of theSteeringCommittee, but didnot come forwardto do so at the start of the project,” Gqadaclaims.There is no recourse to accommodate the as-

sociation at this late stage as the approval andappeal authorities considered all objectionsreceived in issuing environmental and townplanning approval, she continues.The groundwork has already commenced

on the basis of these approvals.“The objectors in question had the chance

to object, but did not make use of the opportu-nity,” Gqada says.But Langenhoven vehemently disputes that

the City approached them for input.The tender for the top structures will be

advertised this month. A contractor is ex-

pected to commence with construction inJanuary 2014 with the first families possiblymoving into their homes in April next year.

You hear a window breaking in the middleof the night. Upon investigation, you see adark shadow scratching around in searchof loot. You don’t know if the burglar isarmed or not. What should you do?

Citizens have the right to protect them-selves, but most don’t know the legalitiessurrounding self defence.

Policeman Lieutenant Colonel PatrickJacobs advises everyone to know theirrights before falling victim to crime.

“Private defence is usually invoked inprotection of the victim’s life or physical in-tegrity, but in principle there is no reasonwhy it should be limited to the protectionof these interests,” he explains.

“The lawhas recognised that one can alsoact in private defence while protectingproperty, dignity, life, bodily integrity, inpreventing unlawful arrest or preventingattempted rape.”

But certain rules apply, Jacobs emphasis-es.

“The attackmust be unlawful. Private de-fence against lawful conduct is not possible.For this reason, a person acts unlawfully ifhe attacks a policemanwho is authorised bylaw to arrest him. If the policeman is not au-thorised by law to perform a particular act,or if he exceeds the limits of his authority,he may lawfully be resisted,” Jacobs says.

Killing another in protecting one’s prop-erty is controversial.

According to law, the attack must bethreatening or imminent but not yet com-pleted.

When automatic defencemechanisms areset up, such as a shot-gun which will go offduring the night if the shop is entered by athief, and there is, at the time when the de-vice is set up, no immediate threat of attack,the law recognises that to set up suchmech-anisms which will be triggered the momentthe threatened attackmaterialisesmay con-stitute valid private defence in certain nar-rowly-defined circumstances.

The defensive actmust be necessary in or-der to protect the interest threatened, in thesense that itmust not be possible for the per-son threatened to ward off the attack in an-other less harmful way.

If, on the termination of the lease, the les-see refuses to leave the house, the lessor isnot entitled to forcefully expel him from the

premises.The lessor can protect his right and inter-

ests byavailinghimself of the ordinary legalremedies, which involve obtaining an evic-tion order from a court, and possibly alsoclaiming damages.

The basic concept underlying private de-fence is that a person is allowed to “take thelaw into his own hands”, as it were, only ifthe ordinary legal remedies do not affordhim effective protection. He is not allowedto assume to himself the functions of a judgeand a sheriff.

There must be a reasonable relationshipbetween the attack and the defensive act,Jacobs adds.

“The act of defence may not be moreharmful than necessary to ward off the at-tack. It follows that there must be a certainbalance between the attack and the defencebecause a person is not entitled to shoot andkill someone who is about to steal hislunch,” he says.

Tears flowed at the funeral of a four-year-old boy yesterday (Wednesday) who waskilled while playing outside with hisfriends.

Zaylin McTavish died from his injuriesafter being rammed by a car on Saturday.

He was playing in Sabie Close, Manen-berg when he was hit.

Dr Randall Ortel, who attended to the pa-tient at GF Jooste Hospital, says the boydied due to a severe head injury.

According to Zaylin’s father, RyanMaans, instead of applying brakes, theshocked driver accelerated after hitting thelittle boy.

The parents allege the car was driven bya learner driver. “The passenger who wassitting in the car came to see us this week.Even he was lost for words,” Maans says.

Zaylin’s mother, Zita-Lynn McTavish, isstruggling to accept the loss of her son.

“My son was so full of life. His favouritehobby was playing soccer. He would run af-ter a ball all day long,” she says.

The couple had gone shopping for takkiesfor Zaylin that afternoon and were on theirway home when they heard about the acci-dent.

Maans recalls: “By the time we got to thescene the ambulance had already taken himto hospital. When we got to the hospital thesecurity guard was crying and I immediate-ly knew he was gone.”

McTavish says family at the hospital hadtold her Zaylin asked for his mother beforedying. “But unfortunately his mothercouldn’t be there that moment,” she says,

taking some comfort in not seeing her sontake his last breath.

“It would have hurt much more if we actu-ally saw him die and suffer the way peoplesay he did,” Maans says.

Zaylin was buried at Maitland Cemeteryyesterday morning (Wednesday 2 October).

“We are going to miss him. Everywherewe went people knew him. Sometimes Ididn’t even know everyone who greetedhim,” Maans says.

The couple is appealing to drivers to beextra cautious and vigilant when driving inresidential areas. “Children are small andyou can’t always see them. Sometimes driv-ers speed really fast even on the roads be-tween the houses – that is very dangerous,especially for children,” Maans says.

Police were not available for comment atour time of going to print.

Feathers, glitter and show-stopping ensembles – this iswhat the crowd can expect atthe Miss Gay Western Capepageant which hits the BaxterTheatre this weekend.

Spectators can look forwardto an extravaganza of glitz andglamour, also featuring per-formances from some of thedazzling divas who hail fromthe Mother City.

The annual event was re-vived four years ago, explainsBarry Reid, the assistant direc-tor of the pageant.

The usually anticipatedshowcase fizzled out when theoriginal brains behind the con-cept emigrated.

“In 2009, fellow organisersand I decided to host the firstpageant at the Joseph StoneAuditorium with a sold out audience and25 contestants,” he says.

The following year the pageant drewtons of attention and a film crew docu-mented the spectacle, creating the interna-tional award-winning documentary Glit-terboys and Ganglands.

The stunning reigning Miss Gay West-ern Cape Zilin Ayoki Zhang recalls alwaysbeing fascinated by beauty pageants.

She started dressing like a woman fouryears ago.

“I didn’t know dragging existed in CapeTown. The year Miss Gay Western Capewas revived I decided to enter, because I

was not allowed to take part in female pag-eants,” she says.

For Zilin, the glitz and the glamour wasthe biggest drawcard.

“It’s an art form and a way of expressingmyself,” she says.

During her reign, her diary was filledwith appearances at social and charityevents across the province.

“I shaved my hair for cancer, ran soupkitchens and raised awareness for manyother social issues,” she explains

But the road to becoming the reigningqueen comes at a great financial and inno-vative cost.

“I had a stylist to assist me in mypreparation for the pageant. To-gether we came up with outra-geous clothing ideas.”

Anushka Parker has entered thepageant since it returned to theCape Town scene.

The showcase is a great way tomeet new people and she especiallyenjoys bonding with the girls back-stage, she enthuses.

“The night is exciting becauseit’s the reigning queen’s final fare-well. It is also the pinnacle of all thehard work contestants put intotheir costumes.”

This is Anushka’s fifth time en-tering the competition. She’s wonawards for her humanity and per-sonality at the pageant but is yet tobe announced as the queen. “Theball is in anyone’s court on thenight,” she warns.

Although Zilin says she’s neverfelt threatened, she’s aware of

many drag queens who’ve been stigma-tised because of public misconceptionsand ignorance.

“Men who dress as women are not al-ways gay. Most men who drag are gay, butthis is not the case for all drag queens. Inthe same light not all drag queens want tobe women,” she says.

For her, there’s nothing sexual about be-ing a drag queen – all she wants to do isentertain. “In my work place I’m a ‘he’ andwhen I drag I’m a ‘she’,” Zilin clarifies.V Miss Gay Western Cape takes place on Saturday5 October at the Baxter Theatre. The time has come for local talent to shinein a new show on Cape Town TV.

This is the idea from TV show host and2012 Legends of Kung-Fu World ChampionMJ Li, who came up with the idea to givelocal talent a show of its own.

He says that at the end of August, they shota pilot episode at a restaurant in Mowbray,which has already been airing on CTV andthe positive response will see another epi-sode coming up on Friday.

“The pilot was filmed and presented be-fore a live audience of approximately 250people, with about 20 contestants enteringon the night,” he says.

“Talent that took to the stage showcasedkaraoke, dancing, martial arts, stand-upcomedy and some guitarists. On the nightthe audience selected the top five entrantswho all won prizes supplied by various spon-sors.”

Li added that since airing the event therewas loads of interest from the public.

“We have shown that when it comes to tal-ent we can stand on our own with all the tal-ent we have in this part of the world. Goodfeedback from viewers, indicates that theconcept can work.”

During the filming of the pilot, the showattracted contestants from across CapeTown, including the Bo-Kaap, Salt River,Kensington, Bellville, Ravensmead, Phillipiand Mitchell’s Plain.

“So with this in mind, our next shoot ofCape Town Has Talent takes place on Friday,starting at 20:00, at Suraya’s Restaurant, 69Main Road, Mowbray,” he says.

Hundreds of motorists are swindled out oftheir money by dishonest petrol-station at-tendants by means of a scam known aspump-hanging or pump-jumping.Although the incidence of this trickery

has decreased on a national scale over theyears, many an unsuspecting motorist stillfalls victim.Shahied Samsodien recently witnessed

and then botched what he alleges was suchan attempt.After fuelling his vehicle at a petrol sta-

tion about a fortnight ago, Samsodien no-ticed the nozzle was not properly in placeafter he was served.“Having been a victim of pump-jumping

in the past, I immediately realisedwhatwashappening,” he says.“I took a photo and when the attendant

who left the nozzle hanging noticed me hefrantically ran towards the pump.After con-fronting him, he swore at me and walkedaway.”He explains how the scamworks: “The at-

tendant – after fuelling a car for, say, R100– would leave the nozzle of the pump hang-ing slightly out.“This prevents the pump from resetting

and when the next motorist pulls up and re-quests a bigger amount such as R200, the at-tendant would use the same pump, fuel thecar with the requested amount (adding onthe previous amount) and pocket the R100difference,” he says.Whenhe reported the incident to theman-

ager he was told in no uncertain terms thatthis particular practice does not occur attheir station.“The manager was adamant but changed

her attitude when I showed her the pictureI took. She was visibly shocked,” he says.This reporter questioned other petrol at-

tendants at stations in the area, andwas toldby an attendant at a different petrol stationof the same franchise that pump-hanging isrife where he works.“There are three attendants who operate

in a syndicate at this station and steal a lotof money during the peak times of themonth,” the attendant said.“They watch the motorists regularly and

know who to target. They are aware of whochecks the pumps and who doesn’t.”

According to him it happens quickly andit is very difficult to catch attendants outand prove what they are doing, especiallywhen small amounts are taken and the cash-ier is in on it.A source at the Motor Industry Bargain-

ing Council (Mibco), confirmed althoughthe practice of pump-hanging has decreasedin the last decade, it is still quitewidespreadin the industry.“Ten years ago, about 30 % off all staff dis-

missals at petrol stations was due to pump-hanging and credit card fraud. I think thedecrease in this number correlates with thefact that employees are more careful aboutretaining their employment,” he says.According to the group communications

manager of the petrol company in question,the dealer involved in the first incident in-vestigated Samsodien’s claim.“After testing the pump again, even with

the pump not properly replaced all the tal-lies at the till and at the pumpwere in order.This includes the customer’s transaction.“The amount of fuel asked for is reflected

at the till. The amount of fuel is dispensedand then the transaction is completed withpayment. So there is very little opportunityfor the theft of fuel or short changing cus-tomers,” she says.She stuck to her comment after being re-

minded that Samsodien’s action probablyfoiled the alleged attempt.“All complaints are investigated as they

arise and any issue is dealt with within theletter of the law,” she says.She added that the dealer in this case has

stated that there have been no incidents ofthis kind reported at her station to date, butdeclined to say what the attendant’s expla-nation was as to why he left the nozzle outthat day.Regarding the allegation of the syndicate

operating at the other station in question,she stated that the company cannot confirmany hearsay comments about other inci-dents or allegations aroundwhat is believedto have taken place, but not proved.“Should any arise then they will be fully

investigated and the appropriate action tak-en.”Motorists who suspect any untoward ac-

tivities are encourage to report it at the pet-rol company’s toll free ethics or customerservices lines.

A group of women has reached out to lightup the faces of little ones at the ChristineRevell Children’s Home.Standing in a line, not knowing what to

expect, the youngsters anxiously waited asmembers of Caring Hands set up a table ofcakes and snacks for a special celebration.Caring Hands is a group of 21 womenwho

work as secretaries for provincial govern-ment.They were given the opportunity to do a

year-long course at the Cape Peninsula Uni-versity of Technology for their Personal As-sistant diploma, and one of their tasks wasto arrange an event.Thesewomen roped in their colleagues in

various provincial government depart-ments to donate non-perishable foods.They also had a cake raffle, selling tickets

for R10.Using the funds raised, they decided to

give the Christine Revell Children’s Homea special celebration.The children bundled into the room and

noticed nothing else but the jumping castle,sponsored by Intercape Bus Service.Their little legs darted toward the colour-

ful castle, eager to bounce for joy.Adding to their delight were plastic por-

ridge bowls filled with sweets and chips, do-nated by Kellogg’s.Project manager for Caring Hands Eliza-

beth Leibrant, says: “Many other children’shome are so advanced, but the ChristineRevell Children’s Home is the one placewere children have nowhere to go duringthe holidays.”The home was started in 1940 by the Unit-

ing Reformed Church, who took in young,unmarried and pregnant girls choosing togive their babies up for adoption.Alicia Rhoda, director of the Christine

Revell Children’s Home, says: “ I remembera time when a six-month-old baby wasbrought in after being raped. At the time itwas believed having sex with babies couldcure Aids.”The home takes care of 49 children, rang-

ing from newborns to five year olds.The home is always in need of donations,

On a winter’s night in 1939, agroup of passionate singers metat number 77Wale Street and de-cided to start the very firstMalaychoir board.It was called the Cape Malay

Choir Board, a name which hasstuck for the past 75 years.In 1940, the first Nederlands

songwas sung in a formal compe-tition at the City Hall where thelikes of Red Roses, Carnations,Jolly Boys, Young Stars, YoungLions, Sweet Heartmays and AllBlacks graced the stage.With a tradition spanning al-

most 200 years, the rich and col-ourful rhythms of the Malaychoirs continue to stir CapeTown and this historical tradi-tion has been preserved to thisday.Choir board president Shafiek

April explains this year’s cele-brations will honour those whohave participated in the singingextravaganza over the decades,while also thanking those whohave volunteered their time tothe board. “This will be a fantas-tic way to celebrate this amazingmilestone, because this year es-pecially, we will try and revertback to the old way of singing theNederlands songs. It should be re-ally special,” he says.The songs fall under four cate-

gories: traditional wedding

If some schools were to literally throw their rule book atsomeone, they would seriously injure that person.FormerModelC schools, private and even somegovern-

ment schools have rule books which compete with a tele-phone directory. To underpin their seriousness towardsdiscipline – a much-envied component at South Africanschools – pupils are also required to sign these rule booksas an indication they’ve read it and agreed to the content.In brief, the signature means those pupils will abide by

the dense document of rules.While the intention is honourable, it may be rather

hard for the average school child to abide by these oftenrigid requirements. Some schools have full A5 pages stip-ulating requirements for hairstyles, length of hems andgeneral behaviour.It is good to have rules as children need structure and

boundaries. Many parents seek out schools valued fortheir high regard for discipline.The question is: to what extent before it starts infring-

ing on their constitutional rights and children start act-ing out?Many schools, especially ones with a governing body,

operate on their self-determined set of rules. One has toquestion if these rules are meant to harness disciplineamong the school populace or if they are there to the ex-clusion of presumed wayward children.School violence has been highlighted lately. In a recent

incident, a Johannesburg primary school pupil allegedlypunched a teacher in the face for asking him to removea jersey which was not part of the school uniform.Teachers often bear the brunt of children who cannot

verbalise their frustrations. And children are far moreau faitwith their rights. They know corporal punishmentis outlawed.Children will push the boundaries, but even with all

this knowledge they still remain children.Much like adults, sometimes children just want to be

heard. And then the rule bookmay be inadequate. Teach-ers are, after all, in loco parentis.

Celebrate service deliveryThroughout the year specific days, weeks ormonths are set out to bring awareness to oneorother issue, suchasWomen’sDay, 16Daysof Activism of No Violence against WomenandChildren, CancerDay andMandelaDay.These special awareness periodsmake the

public alert to the aims and goals of the or-ganisations involved in these important is-sues and campaigns, and so reaffirms com-mitment to the end result.As I (thought) about this issue I could not

help but highlight the fact on how poor serv-ice delivery is becoming a national plaguein someof our communities andhow the citi-zens who are not receiving service deliveryare being more violent and vocal.They run in the streets and act out on the

State’s property by destroying or burningdown municipal buildings and equipment.The initial blame is not (with) the State’s

property, but the public servants employed

or voted in to ensure service delivery.To our honourable president, who is the

custodian and monarch of service deliveryfor the people of SouthAfrica, may I proposethat at the beginning of every year he de-clares a Service Delivery CommitmentWeek.During that week parliament and all State

staff (should) advertise their roles in theservice delivery job description and pledgecommitment anddedication to service deliv-ery.In that week the public and State officials

can open channels and find each other by in-troducingwho ineach respectivemunicipal-ity is responsible for respective service de-livery.Thiswill lead to better (and)more dedicat-

A glut of Western Province play-ers have been named in theSouth African Rugby Legends

Association Iqhawe Week All StarTeam.The All Star Team will not play

any matches but head of develop-ment for SA Rugby Legends, PieterMuller says the selection could raiseplayers’ profile and lead to them be-ing selected for elite squads at theirunions. “The All Star Team couldn’tbe a formalnational side, as all 16un-ions were not competing. But wewanted to give recognition to theplayers who played well at the tour-nament,” Muller says.“It’s important for unions to un-

derstand that they should be lookingat the players we picked for theirelite squad system, as these kids are15-years-old and are eligible for theGrant Khomo Week.“All we can do is contact the un-

ions to inform themof the selections.

It’s up to the unions to (take it fur-ther); we will do what we can to getthe kids in.”The Iqhawe Week was hosted at

City Park in Athlone last week andeight coastal provinces competed inthe under-15 tournament. The teamswere WP, Boland, Griquas, KwaZu-lu-Natal, South Western Districts,Golden Lions, Border and EasternProvince. All players selected for theprovinces came from developingrugby schools; the vast majoritycame from schools which partici-pate in the Vuka League – anotherinitiative of SA Rugby Legends.Muller says the aim of the Vuka

League and the Iqhawe Week is tocreate a means to develop playersand offer them a “pathway” to theelite set-up at their unions.“Wewant to give these kids anoth-

er opportunity to be seen.We are notlooking at the top schools; we arelooking at the rural schools and thedormant schools. Nobody looks atthose schools. We want to give them

the opportunity,” he says.“Our Vuka programme in the

Western Cape has over 80 schools.That’s where the WP team was se-lected from– fromschools that neverplayed rugby; schools in Langa andAtlantis. That’s whatwewant to cre-ate all around the country.”Players in theWP team came from

16different schools across thePenin-sula, including Mountview High inHanover Park, Spine Road, Port-lands and Lentegeur high schools inMitchell’s Plain and Darul Islam inGreenhaven.
