People Propel™ OverviewThe new Coastal Villages “People Propel™” Program was created by the CVRF Board of Directors to meet the demand of the residents of our 20 member villages for safer, more fuel efficient and environmentally cleaner outboards and boats. The People Propel™ Program will also assist CVRF residents in buying new fishing nets and commercial fishing permits. By bulk-purchasing boats, motors and nets, CVRF is achieving economies of scale and bringing down prices for our residents. Additionally, Coastal is contributing CVRF resources to make the prices lower. Residents can expect prices for the People Propel™ boats, motors and nets to be significantly below retail prices and to include transportation to their villages. Fishing permits will not be subsidized, but the People Propel™ Program low-interest loans will be available to purchase permits.

The CVRF Board has approved $1 million in People Propel™ Program low-interest loans to enable qualified applicants from our region to buy boats, motors, nets and permits. Subject to credit approval, the loans are open to all residents of CVRF’s member villages, whether a commercial fisher or not. For commercial fishers, the loans can be paid back through deductions from fish tickets for deliveries to Coastal Villages Seafoods. For others, the loans must be paid back in regular installments. The interest rate on the loans will be 3% annually, and the loans must be paid back over no more than seven years.

This catalog describes the key terms of the People Propel™ Program, including the prices for the new boats, outboard motors and fishing nets, and the terms for the loans. Fishing permits prices can be checked on the State of Alaska’s website or with private brokers. This catalog also has information about new commercial fishing opportunities that Coastal will be making possible in 2013, including in the herring fishery. It is worthwhile to consider these new opportunities in deciding whether to participate in the People Propel™ Program.

It is also important to consider the expected reduction in the 2013 halibut catch level -- perhaps as much as 67% -- before purchasing new equipment. Until the CDQ allocations are changed so that our residents get an equal share of CDQ halibut, Coastal’s residents will feel the anticipated halibut reduction even more acutely.

A People Propel™ application is provided for CVRF residents in this catalog for the purchase new nets, boats, motors or permits. Residents do not necessarily have to use the loan program to participate and may instead use other means to pay for People Propel™ boats/motors/nets, including other lending sources or use of personal funds. Residents may also use the People Propel™ loans for boats, motors and nets from other vendors not listed in this catalog or for used equipment from private parties, although Coastal is only able to provide the discounts on the products in this catalog.

As with other Coastal Villages programs in our region, the People Propel™ Program is made possible by Coastal’s participation in the Bering Sea fisheries, particularly the Bering Sea pollock fishery. We are hopeful the new People Propel™ Program will be well-received and we are grateful that the Bering Sea resources continue to make new initiatives like this possible for our people.

Safe WishesThe CVRF People Propel™ Program was launched in 2012 with boating safety equipment that was provided to CVRF region residents. In the summer of 2012, CVRF provided 450 Personal Locator Beacons (PLBs), 50 Emergency Position Indicating Radio Beacons (EPIRBs,) 101 immersion suits, 600 lifejackets, 750 strobe lights, and 6 buckets of lifejacket whistles to region fishers. We remain grateful for the help provided by the U.S. Coast Guard in refining the new safety requirements for our region and for the guidance they provided about the new equipment that would be required. The safety of the people of our region is a primary goal of People Propel. CVRF expects to announce the availability of additional safety equipment free of charge to our residents in the spring of 2013, and CVRF will continue to support marine safety training in our region.

Through the People Propel™ Program, Coastal hopes to honor all of those from our villages who have lost their lives while boating by making boating safer for our residents in the future. Quyana.

People Propel™ Items for PurchaseCoastal Villages Region Fund

40 Boats Coastal has ordered a total of 40 welded aluminum boats from four Alaska builders to kick-start the People Propel™ Program: 1) Bay Weld Boats of Homer, 2) ATEC Marine of Kenai, 3) Silver Streak Boats of Anchorage, and 4) Glacier Craft of Anchorage. These four Alaskan boat builders are already building the boats for Coastal’s residents, with completion expected before summer 2013. Because of the size of the orders, the builders have given Coastal discounted prices and included “Coastal” in the names of the vessel models being built. These boats will be available to CVRF residents at approximately 60% of Coastal’s cost. The low prices are made possible by a combination of bulk pricing and contributions from Coastal, including for transportation and assembly costs. The prices listed in this catalog are the delivered prices for our residents -- there is no additional cost for delivery to your village.

100 Outboard MotorsThe People Propel™ Program will make new, safer, more efficient outboard boat motors available for CVRF residents to purchase starting in 2013. As with the People Propel™ boats, the outboard motors will be available to CVRF residents at steep discounts. The CVRF Board of Directors has authorized up to 100 new outboards to be sold to CVRF residents in 2013. As with the CVRF heating oil and wood programs, a primary goal of the People Propel™/outboard motors is to help lower energy expenses for residents of our 20 member villages. If you have an older two-stroke outboard, consider buying a more efficient and cleaner new four-stroke at a reduced price through the new CVRF People Propel™ Program. The prices listed in this catalog are the delivered price for our residents -- there is no additional cost for delivery to your village.

200 Fishing NetsIn continuation of the CVRF Board’s decision in 2012 to make 100 subsistence net webbing strips available on an emergency basis, the People Propel™ Program will provide 200 complete nets in 2013. A total of 100 new commercial herring nets and 100 six-inch mesh salmon nets will be available for purchase by CVRF member village residents. The nets will include cork lines, lead lines and braided twine (see particulars on page 11). CVRF is additionally expanding the authorized uses of our 19 Community Service Centers to include the hanging and mending of nets. The 200 new nets will be available to our residents at 60% of CVRF’s cost (a 40% discount to residents). The prices in this catalog include the cost of delivery to your village.

Fishing PermitsPeople Propel™ Program loans will be available to CVRF residents who wish to purchase a commercial fishing permit. For 2013, the People Propel™ loans are capped at the lesser of $25,000 or the total of the applicant’s 2011 and 2012 commercial fish deliveries to CVS -- so the People Propel™ loans for permits will most likely be used in 2013 for local commercial salmon permits. The CVRF Board is working on an expanded fishing permit loan program that may be available in the future for residents to purchase more expensive permits in Bristol Bay, in the halibut IFQ fishery, and in other fisheries. For 2013, the terms for the People Propel™ loans for fishing permits will be the same as for boats/motors/nets, with interest at 3% and repayment required over up to seven years.

Loans&ProgramAllocationsCoastal Villages Region Fund

LoansThe CVRF Board of Directors has authorized up to $1 million in People Propel™ Program loans to be made to the residents of our 20 member villages in 2013. The loans may be used for boats, motors, nets or fishing permits. CVRF residents do not have to use a People Propel™ loan to purchase the new boats/motors/nets, but it is the hope of the CVRF Board that the loans will make it easier for our residents to upgrade their equipment. The People Propel™ Program application on the last page of this catalog includes the information needed to apply for a People Propel™ loan. All People Propel™ applications, including applications for loans, must be submitted to Coastal by January 31, 2013. All applications, including loan applications, will be reviewed by Coastal at the same time, with applicants to be notified in February whether or not their application has been approved. If approved for a purchase and/or loan, the applicant will then need to complete forms provided by Coastal or a third party service agent to complete the purchase. For vessel and outboard purchases, a commercial fishing permit may be required as collateral.

The People Propel™ Program loans will be capped per applicant at the lesser of $25,000 or the combined fish ticket value of the applicant’s 2011 and 2012 deliveries to Coastal Villages Seafoods (to find out your 2011/12 combined total, call CVRF at 888-795-5151 or 907-278-5151). The loans may be paid back through deductions from future fish tickets or through monthly payments. In either case, the loans must be repaid over a period of no more than seven years (84 months). The interest rate on the loans will be 3% annually. A down payment of at least 10% will be required for every loan. The People Propel™ loans may be used for items in this catalog as well as for new or used boats/motors/nets from other vendors or private parties. CVRF may contract with the Commercial Fishing and Agriculture Bank (CFAB) to service some or all of the People Propel loans. Contact your local CVRF service representative or call CVRF at 888-795-5151 or 907-278-5151 with any questions.

ALL LOAN APPLICANTS WILL BE SUBJECT TO CREDIT APPROVAL. ADDITIONAL INFORMATION MAY BE REQUIRED FOR LOAN APPROVAL.

ProgramAllocationsIf the qualified applications received by Coastal exceed the boats/motors/nets/permits/loans that are available for 2013, Coastal will use the following framework to guide which People Propel™ applications are approved:

•50%toCVSresidentfishersThis portion is for residents with a proven history of fishing for Coastal Villages Seafoods

•40%forequitableparticipationamongCVRFvillagesThis portion will give priority to an applicant from a member village that has no other approved applicants and also follow a population-based formula in approving qualified applications.

• 10% based on new entryThis portion is for residents wishing to enter the commercial fisheries, particularly residents who have been crew members on other boats but do not yet own their own boat or permit.

• CVRF Board members and staff are not eligible for People Propel™ Program loans, and will only be eligible to purchase People Propel™ boats/motors/nets in 2013 (using other sources of funds) if the applications from other CVRF residents approved in February of 2013 do not exceed the boats/motors/nets that are available.

Who May Apply for People Propel™ Boats/Outboards/Nets/Permits/Loans?Only the residents of CVRF’s 20 member villages may apply for this program. Residency will be verified when Coastal reviews the applications in February 2013. The residency requirements are the same as for a CVRF CDQ halibut card --the qualified applicant must have been a resident for a minimum of 270 consecutive days. Non-CVRF community residents are ineligible for this program.

A CVS FISHER WHO OPTS TO PAY USING FISH TICKET DEDUCTIONS MAY BORROW UP TO HIS/HER TOTAL COMBINED FISHING EARNINGS FOR 2011 & 2012 (UP TO $25,000). A 50% DEDUCTION WILL BE TAKEN FROM EACH TICKET UNTIL THE AMOUNT DUE ON THE LOAN FOR THAT YEAR IS PAID. CONTACT CVRF AT 888-795-5151 OR 907-278-5151 TO FIND OUT YOUR 2011 & 2012 FISH EARNINGS.

Salmon FishingCVRF will provide a commercial salmon market in 2013 with the Goodnews Bay Regional Processing Plant in Platinum, a buying station in Quinhagak, and a fleet of in-region tender vessels. This will be the 15th year in a row that Coastal has provided a salmon market to our residents. Salmon fishers will be required to become Certified Quality Producers and will register with CVS to identify where they intend to fish and deliver their salmon. Ice and totes will be made available to fishers where available. Mandatory icing and bleeding practices will be in place to help maintain the high quality of the wild salmon. New in 2013, Coastal is exploring a “buy and fly” station for salmon in Scammon Bay.

Halibut FishingCVRF will again provide a commercial CDQ halibut fishery in 2013. Coastal plans to again operate the six halibut buying stations and the Wassilie B as the tender for halibut at South Nunivak.

REDUCED QUOTA: Unfortunately, the International Pacific Halibut Commission (IPHC) and North Pacific Fishery Management Council have indicated there will likely be another significant reduction in the halibut total allowable catch (TAC). The 2013 TAC will not be known until meetings in early 2013, but a reduction of more than 50% may occur. The residents of CVRF villages will feel any reduction even more acutely because of the halibut inequities that exist in the CDQ program. The residents of other CDQ villages receive as much as 42 times more CDQ halibut per resident than we do for CVRF’s residents. We are asking all 9,300 residents of our 20 member communities to let the Alaska Congressional Delegation (Senator Murkowski, Senator Begich and Congressman Young) know that this is not acceptable and that we are hopeful they will fix the problem in the near future. In the meantime, please be cognizant of the likely reduction in our commercial CDQ halibut fishery in 2013 if you are planning to buy a new boat or motor as part of the People Propel™ Program.

The reduced quota may limit CVRF’s halibut operations in 2013.

Herring Fishery - NewCVRF is preparing to operate a commercial herring fishery in all districts in the region for the first time since 2006. We expect to use the Coastal tenders - Camai and Wassilie B - as well as at least two contract tenders. We do not yet know what the price to fishers will be, but our continued success in the Bering Sea pollock, crab and cod fisheries should

enable Coastal to establish a herring price that makes fishing worthwhile for our residents who want to get back into the herring fishery. In order to prepare for the season, CVRF will seek commitments from herring fishers in the near future who want to fish. The People Propel™ Program herring nets are intended to help jump start re-entry into the fishery, and Coastal is available to help if you have other needs to get ready for herring.

PacificCod/OtherFisheriesIt is Coastal Villages’ goal to begin buying all fish species that can be bought and sold commercially in the region from CVRF residents. CVRF is currently exploring various opportunities for the 2013 season.

Pacific Cod: CVRF is hopeful to begin buying Pacific cod from our halibut fishermen in 2013. There may be gear limitations and/or catch limitations, but we plan to post details of Coastal’s new local cod fishery in the near future. Ideally, our halibut fishers will thereafter be able to deliver and sell to Coastal all of the cod that they catch while halibut fishing and offset some of the impact of the expected halibut reduction in 2013. Please stay posted for more information.

Other: CVRF is currently exploring the possibility of opening markets for other species in our region as well, including smelt and tom-cod. We still have some work to do, but the goal is to have Coastal become a buyer for all of the fish species that can be commercially harvested on a sustainable basis in our region.

Other Outboard Sizes: There are other motor sizes available from Suzuki, Yamaha and Mercury. If the size you need is not listed below, please contact Coastal at 888-795-5151. Coastal should be able to facilitate the purchase of any size offered by the three vendors listed in this chart and provide a People Propel™ discount comparable to the discounts shown in the chart.Maintenance & Repair: Once purchased, the applicant will be fully responsible for the maintenance and repair of the boat/motor/net. As part of the People Propel™ Program, however, CVRF Mechanic/Welders will be receiving additional outboard training and Coastal Villages is exploring whether our Community Service Centers can become authorized service centers for Yamaha, Suzuki and/or Mercury outboards. Coastal will continue to seek to improve the support services that we provide to CVRF residents, which includes making the service centers available for net repair and mending.

Outboard motors are available for purchase by CVRF residents at approximately 60% of Coastal’s cost, a significant discount below retail. The People Propel™ Program outboard motors include models from Yamaha, Suzuki and Mercury. Residents who are interested in buying a new outboard motor through the People Propel™ Program will need to fill out the People Propel™ application and may either pay using their own source of funding or may apply for a People Propel™ loan. The prices shown include the cost of transporting the motor to the applicant’s member village. The prices shown also include the applicant’s choice of either a tiller or a shifter/throttle box and hydraulic steering (the latter being an option that normally costs about $1,000 -- $2,000 extra).For applicants who are purchasing both a boat and a motor, the combined price of the boat and motor in this catalog includes assembly, which Coastal will coordinate with the boat and motor vendors.

Fishing Net Mending & RepairAs part of the new CVRF People Propel™ Program, the 19 service centers that CVRF operates in our member villages will be available for mending and repairing fishing nets, whether those nets were purchased through the People Propel™ Program or not, and whether for commercial or subsistence purposes. If there is space available at your local CVRF community service center, it will be available at no cost in 2013 for net mending and repair.

Commercial Fishing PermitsResidents may apply to use People Propel™ Program loans to purchase fishing permits, including herring and/or salmon permits in our region. The transfer of ownership is handled by the State of Alaska’s Commercial Fisheries Entry Commission (CFEC) (see www.cfec.state.ak.us). CVRF will use the Commercial Fishing and Agriculture Bank (CFAB) to service the loans. CVRF may agree to be the guarantor of the loan until paid in full through CFAB. Contact the CFEC and CFAB with questions about how to find permits that are for sale and determine the current market value of permits.

Other GearThe People Propel™ loans are also available to residents for improvements to their existing boats and for the purchase of equipment or gear they need for their fishing operations, including power packs, rollers, slush bags, fish totes, GPS units, VHF units, long-line gear, anchors, life rafts and other safety equipment of any kind. Two main goals of the People Propel™ program are to improve safety and efficiency for our residents. Please call CVRF at 888-795-5151 with any questions.

Loan Amount: The maximum amount of a People Propel™ Program loan is $25,000. A fisher for CVS may borrow an amount up to the combined total of his/her fish ticket deliveries to CVS in 2011 and 2012. Approved applicants must provide a 10% minimum down payment for items purchased with a People Propel™ Program loan. Additional information may be required to show proof of income. The interest rate on People Propel™ loans will be 3% annually, and the maximum amortization is seven years (84 months). The table below provides examples of loan and payment amounts.

Repayment using Fish Tickets: Commercial fishers who deliver to CVS may repay loans through deductions of 50% of their fish ticket proceeds. The deductions will apply each season until that year’s scheduled loan payment has been paid. The fisher would receive 100% of the fish ticket proceeds for deliveries for the remainder of the season after the annual loan payment total has been made.

Monthly Payments: Unless repaying through fish ticket deductions, People Propel™ loan payments must be made on a monthly basis.

Insurance: Insurance may be required for loan balances over $5,000. Insurance premiums may be included as part of loan payments.

Loan Not Required: CVRF residents may purchase items in this People Propel™ Program catalog using other funds and without applying for a People Propel™ loan. You must still complete the People Propel™ application, however, and submit it by January 31, 2013. The boats/motors/nets will be made available in accordance with 50/40/10 schedule shown in the Program Overview section of this catalog regardless of whether a loan has been applied for or not.
