Management copes with complexity; it evolved as a response to one of the most significant developments of the twentieth century – large organisations. Without good management, complex enterprises become chaotic. With it, order and consistency are applied to key dimensions like the quality and accountability. Leadership, by contrast, copes with change. The world that local councils face is more challenging and volatile than ever. Technological change, infrastructure demands, legislative requirements, new channels of communication, and the changing demographics of the work-force now demand leadership rather than management. Doing what was done yesterday, or doing it 5% better, no longer works. Major changes are necessary to survive and more change always demands more leadership. What’s the difference between management and leadership? Management makes systems of people and technology work well, week after week, year after year. It involves: planning and budgeting; organising and staffing; controlling and problem-solving; and taking complex systems of people and technology, and making them run efficiently and effectively. Character: “Doing the right thing despite outside pressure to do the contrary” is an essential leadership attribute. Personal integrity is a dimension of leadership; it is the strength and conviction to stand one’s ground and make the morally right decision, even when it is difficult.

Leaders with character build organisations that are both competitive and supportive environments. They are positive environments that increase confidence and optimism.

Leaders with character develop cultures that promote honest and healthy debate, and achieve work outcomes that have social as well as financial benefits. They achieve results that transcend everyday organisational imperatives and outcomes.

In our leadership development programs, we often find more challenges with dimensions of character than we do with skills. Emotional intelligence and self-mastery are the key tools for improving these dimensions. It starts with the ‘integrity’ of the leaders in the program; are they committed to modeling behaviours which others will follow? Are they willing to make the right choices when faced with easier and more defensive (management) alternatives?
