Criticscall the practice "pay to play."It's not known what the connection may have been between Rendell and his aides and the Institute for Terrorism Research andResponse, headed by a former York police officer and a former police captain in Jerusalem who teaches at Philadelphia UniversitY.The boUom line: If anyone was monitoring the "watch lists" being sent to law enforcement, how could officials in the upper levels ofstate government believe these groups were a legitimate threat? It's insane ."If this were private industry, heads would roll," Scarnati said.But no, Rendell isn't firing anyone. There's no pOint in making Homeland chief James F. Powers Jr. a "scapegoat," Rendell said.But Powers, a former Green Beret, was clearly responsible .Sen. He stopped short of saying there will be an investigation in the waning 2009-10 session. ."How did th is come about? What were the parameters of the contract?
