For these projections BRP utilized the RASCAL Source Term to Dose computer model, version 3.0.4. This model was developed for the US Nuclear Regulatory Commission and is used to estimate potential doses to the public resulting from airborne releases of radioactive material from major nuclear facilities in the US. The SLC site in Bloomsburg, PA is one of the facilities included in the model. BRP performed projections for three cases. Each case assumed a fire that destroys the Etching Building in one hour. The Etching Building was chosen because: > It has a long history of processing radionuclides, > It is known to be highly contaminated with radionuclides, > It is only partially sprinklered and > It is the largest of the buildings designated for demolition and disposal under the EPA Engineering Evaluation/Cost Analysis (EE/CA). Each case assumed a different source term. The source terms were based on typical quantities of radionuclides handled or stored in the Etching Building by U.S. Radium and/or SLC. Each case used the predefined meteorological conditions established in the model, i.e., wind from the west at 4 mph, neutral atmospheric stability (Pasquill class D), and no precipitation. The results of each case provide the total projected dose (and its components) to persons downwind within 48 hours after the start of the fire. Total Effective Dose Equivalent (Total EDE or TEDE) is the sum of the doses from external and internal exposures and, in these cases, accounts for inhalation exposure and direct exposure resulting from radionuclides released to the atmosphere by the fire. It does not account for potential doses resulting from radionuclides deposited in soil (e.g., in a vegetable garden) and subsequently taken up by food crops. As expected, the highest projected doses are at the location closest to the release point. At your request the Pennsylvania Department of Environmental Protection, Bureau of RadiationProtection (BRP) performed dose projections to estimate the potential radiation dose to the public in thecase of a hypothetical fire at the Safety Light Corporation (SLC) Superfund Site in Bloomsburg, PA.

For these projections BRP utilized the RASCAL Source Term to Dose computer model,version 3.0.4. This model was developed for the US Nuclear Regulatory Commission and is used toestimate potential doses to the public resulting from airborne releases of radioactive material from majornuclear facilities in the US. The SLC site in Bloomsburg, PA is one of the facilities included in themodel.

BRP performed projections for three cases.• Each case assumed a fire that destroys the Etching Building in one hour. The Etching Building

was chosen because:> It has a long history of processing radionuclides,> It is known to be highly contaminated with radionuclides,> It is only partially sprinklered and> It is the largest of the buildings designated for demolition and disposal under the EPA

downwind distance from the Etching Building to the nearest residence for the assumed wind direction.It should be noted that for an easterly wind direction the nearest residence would be withinapproximately 0.02 miles. RASCAL does not calculate doses at such short distances.

All three cases resulted in projected doses that were less than the EPA PAG (protective actionguideline) of 1 REM TEDE. Cases "SLC_Fire_Mixed_Default_Met" and"SLC_Fire_H3_lE5Ci_Default_Met" resulted in projected Total EDE of 1.5E-01 REM and 1.2E-01REM (respectively) at 0.1 miles. These values exceed the NRC annual TEDE limit of 0.1 REM forindividual members of the public stated in 10 CFR 20.1301.

As noted above, the projected Total EDE values of 1.5E-01 REM and 1.2E-01 REM (whichexceed the NRC annual TEDE limit) occur within the first 48 hours after the fire begins, and do notaccount for potential doses resulting from radionuclides deposited in soil (e.g., in a vegetable garden)and subsequently taken up by food crops.

Nearby reactors include Susquehanna (10 miles ENE), Three Mile Island(60 miles S), and Limerick (65 miles SE). Harrisburg (the state capitol) is 50 miles SSW.

Three companies are located on the site property: (1) USR Metals, Inc., (2) Multimetals Products Corporation, and (3)Safety Light Corporation. Only Safety Light handles radioactive materials. The Safety Light facility consists of sevenbuildings within a six foot high fence with three entrances. Radium was previously used at the site. While some radiumcontamination remains, there is no significant quantity of radium on the site. The Susquehanna River is 200 feet south.The site is in Almedia, just E of Bloomsburg, PA. Nearby reactors include Susquehanna (10 miles ENE), Three Mile Island(60 miles S), and Limerick (65 miles SE). Harrisburg (the state capitol) is 50 miles SSW.
