• Small pilot trucks project in Guangzhou 2008-2009

– Requested by local government for environmental concerns

– Tire and aerodynamics technologies tested on 14 trucks in three

truck fleets

– Input from international best practice and experts

– Results: 3.5~17% fuel and emission savings

1. Proof the concept and build confidence

18

• Technology Demonstration – Large scale testing and M&E on 1200 trucks

– Pilot testing of logistics operation technologies:

• ICT supported Brokerage Information System

• “Drop-and-Hook” freight operations

• Capacity Building – Policy research

– Training

• installation and operation of technologies

• government officials and enterprise managers

– Marketing and branding

– Knowledge dissemination

– “Green Freight Trade Fairs” (Oct 2011)

• Green Freight China Program was initiated by CAI-Asia with

support from an Energy Foundation grant

• Aim: establish a national program to improve fuel efficiency,

reduce fuel costs and greenhouse gases and air pollution

– Builds on 12th FYP and existing efforts in China

– Fill gaps: policy, institutional, stakeholder cooperation

– Can be used as a model for other developing countries in Asia

• Bangkok 2020 Declaration – Sustainable Transport

Goals for 2010-2020

– Adopted by senior officials from transport and environment

agencies from 22 Asian countries

– Goal 12: Achieve improved freight transport efficiency,

including road, rail, air and water, through policies, programs

and projects that modernize freight vehicle technology,

implement fleet control and management systems, and support

better logistics and supply chain management

• Environmentally Sustainable Transport Forum / Urban

Mobility India conference – December 2011

– Background paper “Best Practices in Green Freight”

– Call for stronger national efforts on green freight

4. Initial Findings

Outline

34

1. Green freight: critical for a green economy

2. Avoid first: Avoid-Shift and Improve all are essential

3. Co-benefits: Significant potential for fuel efficiency, fuel

costs and emissions reductions

4. Partnership: National programs, through transparent

and inclusive partnership building, to be established

step-by-step to ensure broad stakeholder involvement

and ownership

Initial Findings (1)

5. Regional coordination can ensure consistency between

programs

6. Private sector involvement critical for success

– building confidence and trust in technology essential

– innovative solutions: high cost vs. affordability, copyright vs.

cooperation

– due procedure for local application of new technologies
