All water and waste water lines are in place and in use.  e contractor is working through punch list items and may be finished by the time this goes to print.  ey have completed most of the work, with the exception of a few paving-related improvements, such as the intersections of Harris/Northwood and Harris/Westover. Remaining repairs are being evaluated, and improvements are scheduled to commence on Belmont Parkway/Jarratt, Pemberton Place, and Harris Street from Westover to Preston.  And lastly, a re-inspection of these improvements will be underway. Let’s hope the project is complete before the PHNA Picnic scheduled for Sunday, October 25th. The Streets of Pemberton Heights

Public works projects are always unique-- especially when they drag out for an extended period of time.  However, we are happy to report that progress is being made to the streets of Pemberton Heights, and the improvement project is nearing completion.

All water and waste water lines are in place and in use.  The contractor is working through punch list items and may be finished by the time this goes to print.  They have completed most of the work, with the exception of a few paving-related improvements, such as the intersections of Harris/Northwood and Harris/Westover.  Remaining repairs are being evaluated, and improvements are scheduled to commence on Belmont Parkway/Jarratt, Pemberton Place, and Harris Street from Westover to Preston.  And lastly, a re-inspection of these improvements will be underway. 

Let’s hope the project is complete before the PHNA Picnic scheduled for Sunday, October 25th. (Find details in this edition of the Journal, and posted on the PHNA website and via Nextdoor.)  We hope to see you there.  Have a great day!

HARTFORD PARK IS ON A ROLL!Betty Trent, AIA LEED AP

Things are coming together for the creation of a park at the Hartford Triangle! You will have seen support signs going up like wildflowers around the neighborhood.

The committee has received support from PARD and the Parks Board, so we are proceeding with final plans in order to submit for a permit and start construction by next spring. We are also proceeding with all speed on fundraising for the park. We are pursuing grants and other funds, but anticipate needing to raise about $200,000 for the park’s complete vision.

Our thanks go to Dalton Young, Committee Chair, who has been instrumental in getting the approvals and organization underway. Thanks also to Sabrina and Jay Brown, who held a fabulous fundraiser at their home for both the Triangles and Hartford Park to start us on our way on September 24th.

The Committee has partnered with both the city and the Austin Parks Foundation to construct and maintain the park. The Park will be created under the umbrella of the Austin Parks Foundation, who will manage the financial elements under their 501-3C structure, saving valuable resources for the park’s construction and maintenance.

We have created a website at HartfordPark.org where you can get updates and make a donation.

Various Donation Bricks to memorialize a family or family members are available for donations of $250 to $1,000. Donors of $100 or more will receive a yard sign showing their support of the park. Donation amounts at any level are more than welcome. You will have an opportunity to donate and receive your yard sign at the annual picnic on Sunday, October 25th. Bring your checkbooks!

Please visit the website to see the plans. The Park will be landscaped and fenced for safety. The Park will provide activities for both children and adults of all ages. There will be two playscapes, a swing, a deck with tables and chairs, an arbor for quiet activities, and a Bocce Ball Court.

Affordable Housing Options Being ConsideredBetty Trent, AIA LEED AP

In an effort to provide more affordable housing and to give homeowners an optional path to offset rising property taxes, Council is considering revising rules for Accessible Dwelling Units (ADUs) in Austin.

Allowing homeowners to add a dwelling unit to their property will also help meet the needs for homeowners who want to provide a small unit for a dependent, elderly parent, or renter. Previous rules that prohibited units from being approved were modified to allow entries less than 10’ from the lot line, eliminated a separate driveway access to the ADU, and reduced the distance between structures to 15’ in lieu of 40’.

Parking reductions are also being considered. Currently, in order to add an ADU, the homeowner has to show they provide the two code-required parking spaces and then add an additional space for the new unit. If the existing home does not provide two spaces, all three would be required-- a major drawback to considering an ADU. As a two space requirement was only recently added to the code in 1984, properties built before 1984 are considered “legally non-compliant”. The proposed rules would not require these homes to meet the new requirements, allowing them to be grandfathered.

As Austin has grown, housing has not kept pace. Undersupply has resulted in tight demand and high costs. As the average house rent in Austin has climbed to over $2,300 per month, apartment rents have climbed to over $1,100 per month. As single family and rental units become less affordable, these ADU options will allow more single and two-person households to find housing. Over two-thirds of Austin’s housing market is made up of single or two-person households, while less than 35 ADUs on average were built in the past seven years. In Pemberton alone, there have been multiple postings on NextDoor looking for a space for that old friend or college-age child wanting to return to live in our neighborhood. Few if any options currently exist. As homes in Pemberton converted previous garage apartments or duplexes into larger single-family housing, we have lost many of these types of units that previously existed, and have made our neighborhood population less diverse.

ADUs comprise one of what designers call “the missing middle” in housing types. The on-going CodeNEXT process will seek to provide more options for this “missing middle” (e.g. garage apartments, duplexes, triplexes, fourplexes, garden homes, and townhouses) in order to meet a pressing need to fill the housing gap between single-family homes and large apartment complexes. The “missing middle” housing types will also function as a needed transition between these types of housing and more dense commercial uses, therefore providing greater compatibility that rarely exists in Austin today.

AIA HOME TOUR TO FEATURE LOCAL HOMES

The local Austin residential construction market is a bright star in the national economy.

The Austin chapter of the American Institute of Architects will hold its 26th Annual Home Tour the weekend of October 24th and 25th. The Austin tour has gained a national and regional reputation for excellence in residential design. Ten homes will be featured, including one nearby on Lamar at 31st Street.

The home tour will run from 10:00 a.m. until 6:00 p.m., Saturday and Sunday. The tour is self-guided, and over 5,000 attendees are expected to be “wowed” by the variety of talent on display at homes, from small and affordable, to luxurious. Three of this year’s homes will comprise examples of the “missing middle”-- duplexes, townhomes, mixed-use and granny flats, which have been missing in Austin, but provide a needed diversity of affordable housing.

A map showing each home’s location and information on each home, along with resource material, will be available in a brochure with each ticket purchased.

Children are welcome, and those under age 10 do not require a ticket.

Tickets are available at each of the homes on the tour, but can be purchased in advance at AIA Austin’s Center for Architecture at 801 W 12th Street, or Zinger Hardware at Central Market.
