WHAT IS PAR?
Developed in Toledo, Ohio by Union President Dal Lawrence (1980).
Local Teachers Union and District administration jointly manage the program.
Districts have used the Toledo Model and have adapted it to meet the needs of their districts.
PAR is a program to improve teacher quality.
