President of Pebble Creek HOA
By Dan Logan
As you know, we face many challenges with our current water supplier, PLURIS. It has been
an ongoing struggle to resolve billing, rate and odor issues.
To be fair, I want to share a positive story about PLURIS. Currently, Club View uses potable
water to irrigate their common areas. As you can imagine, with the current rate increase, their
water bill has doubled.
We currently irrigate Regents Park Drive with reclaimed water. The reclaimed water comes
from the ponds that are owned by the golf course. We asked PLURIS if we could tap into the
reclaimed water source and irrigate Club View with reclaimed water. PLURIS has agreed to
let us make the connection. The only obstacle right now is getting the permission to actually use
the water from the golf course.
If this all goes through, it will be a huge savings for Club View. I would like to thank PLURIS
for their cooperation.
“Ask the Board”Question – My neighbor has a car parked in their driveway. The car is not in running
condition, has no license plate, and has been there forever. What can I do?
Answer – The first step is to call UPI. UPI will send the homeowner a letter asking them
to repair or remove the vehicle. If they ignore UPI, they will be sent to the HOA attorney.
Unfortunately, this can be a lengthy process. The best way to handle this situation is to contact
county code enforcement. Their website is www.hillsboroughcounty.org All complaints become
public record. You can remain anonymous.

Helpful Tips for Pluris Pebble Creek Customers; In an effort to reach out to our customers, Pluris will from time to time submit articles for print in the monthly Pebble Creek newsletter and provide helpful tips and information for you as a Pluris customer. In this issue residential landscape irrigation systems relating to water use are discussed. Residential landscape irrigation systems are one of the leading factors in unaccounted for water use on a customer’s monthly bill. If a customer has a concern regarding the month’s water use, one of the first things the customer can do is inspect the landscape irrigation system. The following are some simple steps a customer can take when conducting an inspection: If there is a digital timer, verify on a monthly basis that the timer is still set correctly. Pluris staff has observed numerous times that digital timers can be altered by electrical power fluctuations. Observe the landscape irrigation system go through its paces on a monthly basis to insure that each zone is operating the correct length of time for each zone. Observe the landscape irrigation heads and/or nozzles to insure that the set directions have not changed and that they are not needlessly watering sidewalks or streets. Observe the landscape irrigation heads and/or nozzles to insure that there are none broken or malfunctioning. In summary, residential landscape irrigation systems are mostly operated during hours when no one observes them. Checking to insure the proper operation, may very well save on use. Feel free to contact Pluris customer service at 888-758-7471 or by email at [email protected] if you would like a Pluris staff member to visit your residence in person to speak with you about your landscape irrigation system.
Spring Tree Trimming Project The 2013 work has been completed and I would like to thank the folks at EarthScapes Complete Landscaping, Inc. who helped make this a successful project. The team included, Mike Scofield, Lee Gainer, Shawn Martin, Collins Matthew, and Emory Dauba. This was the third year that this program has been in place and we plan to include in next year’s budget. FUN FACTS• This year we focused on the front entrances, fire break areas, common areas, and all TECO streetlights.• Due to popular demand from our homeowners we extended the project by one week. • Over 70 homeowners took advantage of their special offer.• EarthScapes removed over 80 loads (110 yard size container) of tree branches.

NEW PLURIS COMPLAINT CONTACT INFORMATIONBy Dan Logan As you know, PLURIS has raised their water rates dramatically in Pebble Creek. A hearing will be held downtown so that residents can express their concern. As of right now, we don’t have a date set for the hearing. We are encouraging all homeowners to attend the hearing. Most likely, we will rent a bus, so that we can get homeowners downtown more effectively. Look for news on the Pebble Creek website, the community bulletin boards and at board meetings. If you are having issues with PLURIS billing, quality, or smell coming from the wastewater treatment sation, etc. Please email or call:
Hillsborough County Commissioners - Victor Crist/Ken Hagan
www.hillsboroughcounty.org/bocc/or call 813.272.5660
You may also contact - The Florida Dept. of Environmental Protection
(regarding smell from treatment plant)Temple Terrace SW District Office
Complaints can only be taken by phone - Joe Squiteri 813.632.7600 ext - 309 When considering rate hikes, the county looks at overall service from the supplier to justify the increase. In the last two years, we have had maybe 5-10 complaints. I have heard way more complaints than that. Don’t call Tina at our community center, or Angela at UPI. Go to the website to complain … that is the official state record center. PLURIS must respond if you go to that website and complain.

We have received the official copy of our revived Declaration of Covenants and other governing documents for the Pebble Creek Village community. The new set of documents that you have just recently received in the mail comply with the requirements of Chapter 720, Part III, Florida Statutes. Therefore, the proposed revitalization of the homeowner’s documents and covenants is approved. PLEASE KEEP THE NEW DOCUMENTS that you just received and discard or recycle the first set of documents that you received before our annual HOA meeting in February. Your Board will now be working toward turning over our everyday duties and responsibilities to a Management group. Irrigation of Established Lawns and Landscaping: As of March 13, 2013 outdoor water use for irrigation of established lawns and landscaping is restricted to a single day per week according to a property’s address. Irrigation must be accomplished prior to 8 a.m. or after 6 p.m. Any one zone of a property may only be watered once during the allowable day, NOT both in the morning and evening. The rules apply to all sources of water, including private wells and surface water. The prescribed days are as follows:
Addresses ending in the number 0 or 1: Mondays only
Addresses ending in the number 2 or 3: Tuesdays only
Addresses ending in the number 4 or 5: Wednesdays only
Addresses ending in the number 6 or 7: Thursdays only
Addresses ending in the number 8 or 9, Fridays only
Locations with no address (common areas, entry areas)
Fridays onlyLocations with mixed addresses
(office complexes, shopping centers) Fridays only
Irrigation of New Lawns and Landscaping is restricted as follows: For new plant material including
turfgrass: On days 1-30, beginning on the day of installation, new plant material including turfgrass may be watered any day of the week, before 8 a.m. or after 6
p.m. On days 31-60, new plant material including turfgrass may be watered as follows: Even-numbered addresses may only water on Tuesday, Thursday and Sunday. Odd-numbered addresses may only water on Monday, Wednesday, and Saturday. Common areas, mixed even/odd addresses, and locations with no address may water on Sunday, Tuesday and Friday. Following this period all new plant material is considered established and must follow the one day per week restriction outlined above. NOTE: All new plant material (new or replacement turfgrass or new plants/shrubs) must cover at least 50% of an irrigation zone in order to water with an in-ground sprinkler system during the establishment period. If not, the new plant material must be hand watered following the same time of day and day of week restrictions for new plant establishment. (Example: If you purchased one flat of grass plugs to place throughout your front yard to fill in bare spots, this would not cover 50% of an irrigation zone. Hand watering would be required.) Also, only those zones containing 50% new plant material may be watered, not the entire yard. (Example:
If you had your entire front yard re-sodded, but not your backyard, only those zones covering the front yard could be run during the establishment period. The backyard zones would have to remain on the regular watering schedule. Most irrigation timers have an A & B program. Program A can be set for the regular watering. Program B can be programmed for multiple days to only water those zones containing the new plant material during the establishment period.)
Low Volume Irrigation Low volume irrigation is defined as a maximum of a half-gallon per minute (30 gallons per hour) per emitter. Low volume irrigation is not approved for lawns or turfgrass. Low volume irrigation of plant materials other than lawns and grass is allowed any day, however, you must water before 8 a.m. or after 6 p.m. The use must not be wasteful and unnecessary.
Hand Watering Hand watering of plant materials other than lawns and turfgrass may occur on any day prior to 8:00 am or after 6:00 pm. Hand watering of lawns and turfgrass may only occur during the designated day and time for irrigation of established lawns and landscaping at that address.
Chemical Treatment If chemicals such as pesticides, fertilizer, herbicides, insecticides and fungicides are applied to your lawn or landscape plant by a certified professional applicator, they can be watered in according to manufacturer’s instructions within 24 hours of the chemical treatment. Applying water following a
chemical treatment by a certified professional applicator is allowable on your non-designated watering day provided a dated chemical advisory marker showing the date of application is visible in the yard. All such watering must be done before 8 a.m. or after 6 p.m. If you apply a chemical treatment to your lawn or landscape plants yourself, the watering in of those chemicals must be done on your designated watering day for your address prior to 8 a.m. or after 6 p.m.
Decorative Fountains and Other Aesthetic Water Features
Aesthetic water features may only be operated four hours per day and the hours of operation must be posted.
Car Washing Car washing is limited to once per week on the designated watering day for the location. Commercial car washes, including mobile detailing businesses, may still operate on any day and time. Fundraiser car washes are banned.
Pressure Washing Pressure washing for aesthetic purposes is allowed once on an annual basis. Pressure washing for necessary purposes, such as prior to painting or to correct a health or safety hazard, is allowed as needed.
Irrigation System Maintenance Irrigation systems may be operated during restricted hours for cleaning and maintenance purposes, but limited to 10 minutes per week. An attendant must remain visibly on site during the entire cleaning and maintenance operation.

Fundraising All Stars This May 17, come to Freedom High School for Relay for Life New Tampa, and look for 15 women wearing pink cowboy hats. They are the Mary Kay Sisterhood. Over the past three years, this rip-roaring team has raised thousands of dollars to cure cancer. Their wine tasting in March raised $880 of the $3,147 already banked with the American Cancer Society. Quail Hollow Golf Club, Time for Wine, Jersey Mike’s and Hampton Inn stepped up to help. Bay City Bank in Lutz collected $137 in change at teller windows. If you missed that event, come to the Mary Kay Sisterhood tent during the Relay. Buy chances for a Miche bag, Mary Kay skin care basket or an MK Men’s basket. After putting in your miles, get a foot and leg rub with Mary Kay energy cream. The Sisterhood is especially
passionate because two members are cancer survivors. “It’s important for us to be there as sisters supporting each other and our faith. We have really
bonded. The Luminaria Event is really special,” said Donna Moyer, Mary Kay Sisterhood team captain. The team is offering luminaria and
dedications from now through May 1 for a $10 donation. To order a luminaria in honor or in memoriam of a loved one, call Moyer during business hours at 813-333-6668.
Sisterhood and Survivors “This lady is such a beautiful
soul and example for all of us—and she’s a survivor!” That is how Linda Omer of Wellswood describes fellow Mary Kay Sisterhood teammate Dianne Jones. Omer and Jones will both hoof it around the Freedom High School track on May 17-18 during Relay for Life New Tampa. Dianne survived stage-three colon cancer twice. Her doctor calls her his miracle patient. “I’m always so flattered when Linda says I’m an example. No matter when I speak, I believe I’m there because someone needs to hear that message. So many times people tell me thank you because they have colon cancer or because they were afraid of getting a colonoscopy. I’m especially grateful I was able to walk again with Linda last year,” Jones said. Omer, whose mother and aunts had breast cancer, walked her second Relay last year. It was the first year she walked as a breast cancer survivor. “I was walking for everyone else. As I went through treatment, I watched Dianne,” Omer added. She chose to be upbeat, brave and beautiful—continuing her Mary Kay business during her treatment. “I gave out small perfume samples
for a $5 Relay donation at a garage sale this year. You know, I made more for the Relay that I did for the garage sale!” she said.
Frills and Fun featured at Relay Sisterhood Campsite Check out the Mary Kay Sisterhood site first when you arrive at Relay for Life May 17-18 at Freedom High. There you can pick up a fashion-forward crocheted scarf for a $20-50 donation. Macy’s and high-end retailers feature identical versions. These quality scarves are handmade to order for a cause. Curing cancer is Alene Mitchell’s cause. “My father and mother-in-law both had cancer. Last year, I had to go to Moffitt Cancer Center for tests. I was so scared. I sat there and watched all these women with smiles coming and going. Some of them were very ill. I kicked myself. I said they can do it, then I can do it,” Mitchell said. “I got involved in Relay when Donna (Moyer) invited me. Now I raise money for hospice and Relay. I’m even teaching my granddaughters to crochet.” “Knitting for Life is part of our
Mary Kay Sisterhood fundraising effort and we will work on it all year long,” said Mitchell, who lives in The Oaks. One thrilled donor has ordered a baby quilt. Alene is taking orders by phone Monday through Friday during business hours at 813-951-5465.

Beginning October 1, 2013, Hillsborough County residents will see changes in how their garbage and recyclables are collected. In January, Hillsborough County Commissioners awarded new contracts for the collection of garbage and recyclables in the County’s service areas. The award capped a successful competitive bidding effort that will lower annual residential collection rates, introduce automation at curbside, and for the first time bring in revenues to the County from materials to be recycled. Look for much more information to come as we move through the transition. Here are some of the highlights:
New Residential Collection Districts
District 1: western area of northwest Hillsborough County, including Town ‘N Country, Westchase and the Citrus Park area - Republic Services of Florida District 2: portions of northwest and northeast Hillsborough County, including the greater Carrollwood area, Lutz, and the
Hillsborough County Rolling Out A New Way Of Collecting TrashUniversity of South Florida area - Waste Services of Florida District 3: northeastern Hillsborough County, including Thonotosassa and areas of Brandon north of State Road 60 - Republic Services of Florida District 4: central Hillsborough County, including the Palm River and Progress Village areas, Brandon south of State Road 60 – Waste Management Inc. of Florida District 5: south Hillsborough County, including Apollo Beach, Ruskin, Sun City Center, Wimauma and Balm – Waste Services of Florida
Automated Collection The contracts were awarded for “2-1-1 Automated Service,” meaning that County residential garbage customers will continue to receive twice-weekly garbage collection, once-weekly recyclables collection, and once-weekly yard waste collection. But with automated collection, residents will bring their garbage and recyclables to the curb in wheeled carts provided by the County for emptying by specially-equipped
trucks. Two carts will be provided - one for household garbage, and one for recyclables. Yard waste will continue to be collected manually in customer-provided containers.
Single-Stream Recycling No more sorting of recyclables - all recyclables will go into the recycling cart. The cart will replace the green and blue bins which customers currently use. Also, more kinds of plastics will be accepted.
Commercial Collection Commercial customers will be able to negotiate directly with any of the three haulers - the same way that collection is currently handled.
