PROPOSAL To rezone 0.6 ha (1.5 ac) of the subject property from A-2 (Large Agricultural Holdings Zone) to R-3 (Residential 3 Zone) and join it to the neighbouring Lot 6 to the south for the purpose of providing access.
RECOMMENDATION: OPTION 1 THAT the Regional Board read OCP Amendment By-law No. 2102, 2013 for a First and Second time which redesignates the OCP for a portion of the property legally described as Lot 3, Plan BCP 23215, Section 26, Township 83, Range 19, W6M, PRD, PRD from Agriculture (Reserve LSI) to MDR (Medium Density Residential) in North Peace Fringe Area Official Community Plan By-law No. 1870, 2009; and
THAT the Regional Board read Zoning Amendment By-law No. 2103, 2013 for a First and Second time which rezones for a portion of the property legally described as Lot 3, Plan BCP 23215, Section 26, Township 83, Range 19, W6M, PRD, PRD, PRD from A-2 (Large Agricultural Holdings Zone) to R-3 (Residential 3 Zone) in PRRD Zoning By-law No. 1000, 1996; and
THAT a public hearing be held pursuant to the Local Government Act; and
THAT the holding of the public hearing be delegated to Director Hadland

SITE CONTEXT The subject property is southwest of the City of Fort St John on the west side of the Old Fort Road. This is an area of farmland largely surrounded by light industrial and residential uses.
SITE FEATURES LAND: The land is cleared and currently under cultivation for hay production. STRUCTURES: There are no buildings on the property. ACCESS: Access to the subject property is from Old Fort Road. SOIL: The CLI Soil Classification of the subject property is Class 2C. Class 2 soils have moderate
limitations that restrict the range of crops or require moderate conservation practices. Subclass C denotes an adverse climate.
FIRE: Within the Charlie Lake Rural Fire Protection Area.
COMMENTS AND OBSERVATIONS APPLICANT: The applicants want to join 0.6 ha (1.5 ac) of land from the subject property to the neighbouring lot
for the purpose of providing access to Lot 6 located to the south of the subject parcel. The existing panhandle is only 10 meters wide and not truncated to allow truck and trailer to enter. As well, the wider access will allow snow clearing whereas 10 meters is insufficient. The existing panhandle will be consolidated with Lot 2 to the southeast.
ALR: The subject property is within the ALR; therefore, ALC approval will be required.
OCP: Pursuant to the North Peace Fringe Area Official Community Plan By-law No. 1870, 2009, the subject property is designated Agriculture (Reserve LSI). This proposal is inconsistent with the Official Community Plan; therefore, the applicants are required to apply for an OCP amendment.
ZONING: Pursuant to PRRD Zoning Bylaw No. 1343, 2001, the subject property is zoned A-2 (Large Agricultural Holdings Zone), wherein the minimum parcel size is 63 ha (155 ac). This proposal is inconsistent with the zoning; therefore, the applicants are applying for rezoning.
IMPACT ANALYSIS AGRICULTURE: The proposal would eliminate the agricultural potential of a small portion of the property for
agriculture. However, this area is anticipated for conversion to light industrial and residential. Lands to the east have already been converted to light industrial and land to the south is residential.
CONTEXT: This area has been in transition from agriculture light industrial. The portion of the subject property is anticipated for future development.
POPULATION & TRAFFIC:
The proposed use will not result in an increase in the population or traffic as no new residential lots are being created.

WHEREAS, the Regional Board of the Peace River Regional District did, pursuant to theProvince of British Columbia Local Government Act, RSBC 1996, c. 323, adopt the “NorthPeace Fringe Area Official Community Plan Bylaw No. 1870, 2009”;
AND WHEREAS an application has been made to amend the “North Peace Fringe AreaOfficial Community Plan Bylaw No. 1870, 2009” to facilitate an associated zoning affecting Lot3, Plan BCP23215, Section 26, Township 83, Range 19, W6M, PRD;
NOW THEREFORE the Regional Board of the Peace River Regional District, in openmeeting assembled, enacts as follows:
This By-law may be cited for all purposes as the “North Peace Fringe Area OfficialCommunity Plan Amendment Bylaw No. 2102, 2013.”
